We wrote a similar story with a similar headline in this space at the beginning of 2021, at a time when home price appreciation in the province for 2020 was leading all of Canada. Since then, not much has changed. In fact, according to Royal LePage’s National House Price Composite for the second quarter of 2021, numerous Ontario markets lead the country – not just in price growth, but in high double-digit gains. Consider, for example, these high-performance markets on a year-overyears basis for the second quarter: Belleville-Trenton, up 40.4 per cent; London, 39.7 per cent; and Niagara-St. Catharines, 36 per cent. And for GTA areas: Oshawa, up 36.1 per cent; Oakville, 29.1 per cent; and Mississauga, 28.7 per cent. Home prices in Toronto, by comparison, are up only 8.3 per cent. All of this, of course, during a pandemic. Turning our attention to popular active adult areas, and the focus of our Destinations Ontario feature this issue – Collingwood and Wasaga (page 26) – the growth is equally strong. Wasaga, for example, saw 46-per-cent yearover-year price appreciation for June. “Like most areas in Southern Georgian Bay, Wasaga is a ‘lifestyle’ community, enjoying four-season recreational opportunities,” Matthew Lidbetter, president of the Southern Georgian Bay Association of Realtors, told Active Life. “The effects of COVID have brought people from more urban areas to benefit from space, lower density and more affordable housing.” If you’re in the active adult demographic, and have been fortunate enough to benefit from years of homeownership in and around Toronto, such areas offer countless new-home buying opportunities in this category. Developers are introducing new communities catering to those in search of a more relaxed lifestyle at this stage of their lives – and at much more affordable prices – all over the province. BABY BOOMERS PREPARING TO EXPAND
THEIR REAL ESTATE HOLDINGS As more Canadian Baby Boomers approach retirement, millions of them are preparing to take advantage of real estate as a strong investment option, according to a survey from Royal LePage Defined by StatsCan as having been born between 1946 and 1965, Boomers – about 3.2 million of them – say they are considering a home purchase within the next five years. “The Boomer generation appears to have no intention of slowing down,” says Phil Soper, president and CEO, Royal LePage. “Fully vaccinated, and turning a cold shoulder to retirement, the typical member of this huge demographic is enjoying an empty nest and believes real estate is a good investment. Millions of Boomers are expected to wade into the market over the next five years.” BOOMER HOUSING DEMAND
There is no one-size-fits-all outcome as Canadian Boomers age into retirement, especially when it comes to their decision about where to live. More than half (57 per cent) of respondents said they would purchase a detached house if they were to buy, while 19 per cent said they would prefer an apartment/ condominium. Of the 35 per cent of Boomers who say they are considering purchasing a primary residence in the next five years, 56 per cent say they would consider moving to a rural or recreational region. Twentyeight per cent say they would consider purchasing a larger home than their current residence, 56 per cent would consider a similarly-sized property, and 63 per cent would consider downsizing. “Turning full circle to those carefree, pre-children years, most 14 Active Life | July 31–Sept. 11, 2021
Boomers are looking for a home that requires less maintenance,” says Soper. “Paradoxically, they also yearn for country living and don’t want to sacrifice living space. Look for the continued growth of managed communities in exurban and recreational regions.” Working Boomers largely did not consider their region affordable (65 per cent) and 42 per cent said they would consider a move to a different city, near or during retirement. HOMEOWNERSHIP AND PERSONAL WEALTH
Seventy-five per cent of Boomers own their own home, the majority of whom do not currently have a mortgage (64 per cent). Seventeen per cent of Boomer homeowners own more than one property, and 40 per cent have at least 50 per cent of their net wealth in real estate. “The Boomer generation strongly values homeownership, for good reason. Real estate has been very, very good to them,” says Soper. “Most are still working and their home equity has become the bedrock of retirement security. Financially confident, their next move is a matter of lifestyle choice.” BOOMERS KEEP ‘BANK OF MOM AND DAD’ OPEN
As home prices continue to rise across the country, many young adults are turning to their Boomer parents for help with a down payment on a property. Twenty-five per cent of Boomers say they have or would consider gifting or loaning money to a child to help with the purchase of a home. By the end of this decade, all Boomers will be 65 or older, which typically coincides with retirement in
Canada. Twenty-seven per cent of Boomers who are currently working said they would consider delaying retirement to help their children with a down payment on a home. ONTARIO HIGHLIGHTS
Slightly higher than the national average, 37 per cent of Boomers in Ontario are considering purchasing a home within the next five years (41 per cent in Toronto). Seventy-six per cent of Boomers in the province own their own home, the majority of whom do not currently have a mortgage (64 per cent and 60 per cent in Toronto). Sixteen per cent of Boomer homeowners in the province own more than one property, and 46 per cent have at least 50 per cent of their net wealth in real estate. In Toronto that number reaches 54 per cent, the highest of all census metropolitan areas surveyed. More than half (59 per cent) of Ontario Boomers said they would purchase a detached house if they were to buy, while 19 per cent said they would prefer an apartment/ condominium. Twenty-four per cent of respondents in Ontario are likely to assist a child financially with the purchase of a home (29 per cent in Toronto).

FOUR IN 10 HOMEOWNERS LACK SAVINGS FOR AN UNEXPECTED EXPENSE: SURVEY Record-high real estate values are not stopping Canadians from buying homes, though a new survey suggests ballooning home prices are making it harder for Canadian homeowners to afford the costs of keeping their homes. According to the results of a Leger survey conducted on behalf of rates. ca and BNN Bloomberg, at least one household on every residential block in the country (four per cent or about one in 25) is putting more than two-thirds of their net income towards their home’s carrying costs. Roughly one in eight Canadian homeowners (13 per cent) are spending more than half of their takehome pay on carrying costs, including mortgage payments, property taxes, insurance and utilities (think of it as the homeowner equivalent of allinclusive rent). For example, two people own a home together and earning $58,000 per year each, would have a combined net income of about $6,000 per month. If about $4,000 goes to home carrying costs, that
leaves $2,000 to cover all other expenses for the month. Such financial realities help explain why the survey found nearly one in three Canadian homeowners (31 per cent) would have to borrow money to cover an unexpected $4,000 expense, such as fixing a broken furnace or replacing a major appliance. Roughly half of that group would use a line of credit, one-third would
use a credit card, and the remainder would borrow from a friend or family member or use alternative financing. Most Canadian homeowners (61 per cent) would cover that sort of expense with their existing savings. However, a large minority of homeowners – roughly eight per cent, or one in 12 – would have no savings or borrowing options to cover a $4,000 bill.
HOMEOWNERS MAINTAIN PAYMENTS, BIDDING WARS COMMON IN PANDEMIC: CMHC Eighty-five per cent of homeowners indicated no difficulties in maintaining their mortgage payments during the COVID-19 pandemic, and 31 per cent of homebuyers experienced a bidding war during their home purchase. These are among the key findings from the 2021 Mortgage Consumer Survey from Canada Mortgage and Housing Corp. (CMHC). “This year’s survey includes important takeaways on affordability, and how the market has reacted to

the pandemic and current economic conditions,” says Sam Carnavole, CMHC’s director of client relationship management. Although 85 per cent of homeowners indicated no difficulties in maintaining a mortgage payment schedule during the pandemic, younger homeowners are indicating greater difficulty in this respect. Of homebuyers who experienced bidding wars, 60 per cent felt they had paid too much when purchasing their home.
Other highlights of the survey include: 67 per cent of respondents agree that a mortgage payment deferral agreement is a good way to help homeowners, though only 13 per cent of those surveyed utilized a mortgage payment deferral. The majority of respondents agree that homeownership is a good long-term financial investment, and are confident they will be able to make future mortgage payments.

GTA NEW HOME MARKET STRONG IN MAY THOUGH INVENTORY REMAINS AT HISTORIC LOWS The GTA new home market continued strong in May, with total sales and condominium unit sales above the 10-year average, the Building Industry and Land Development Association (BILD) reports. Total new home sales in May, with 3,661 units sold, were five per cent above the 10-year average, according to Altus Group, BILD’s official source for new home market intelligence. Condominium units, including those in low-, medium- and highrise buildings, stacked townhouses and loft units, accounted for 2,396 new home sales in May, 10 per cent above the 10-year average. Sales of new single-family homes, including detached, linked and semidetached houses and townhouses (excluding stacked townhouses), with 1,265 units sold, were three per cent below the 10-year average. “The low inventory levels reported
in the May data underline the need for GTA municipalities to address chronic shortages of housing supply,” says Dave Wilkes, BILD president and CEO. “Municipalities need to speed up approvals of shovel-ready projects, and as we look ahead to continued population growth in the GTA, they need to evaluate all aspects of the development approvals process to ensure that the new homes the
region needs are being built in a timely manner.” The benchmark price for new condominium apartments increased in May compared to the previous month, to $106 million, an increase of eight per cent over the last 12 months. New single-family homes decreased compared to the previous month, to $1.38 million, up 24.4 per cent over the last 12 months.

GTA RESALE MARKET ROBUST, TRREB WARNS OF TAX HIKE Sales and prices in the GTA resale market continue at a robust pace, but the Toronto Regional Real Estate Board (TRREB) warns a proposed increase in Land Transfer Tax could hurt both buyers and sellers. June home sales were up compared to last year, though they remained below the March 2021 peak and lower than the number of transactions reported for May 2021, consistent with the regular seasonal trend. The average selling price in June also increased by double digits compared to last year, though the growth moderated compared to the previous three months. GTA realtors reported 11,106 sales through TRREB’s MLS system in June 2021 – up by 28.5 per cent compared to June 2020. Year-overyear sales growth was strongest in
the condominium segment, in both Toronto and some of the surrounding suburbs. On a month-over-month basis, both actual and seasonally adjusted sales continued to trend lower in June. In all major market segments, year-over-year growth in sales well outpaced growth in new listings over the same period, pointing to the continuation of tight market conditions characterized by competition between buyers and strong price growth, TRREB says. On a month-over-month basis, both actual and seasonally adjusted average prices edged lower in June. The June 2021 MLS Home Price Index composite benchmark was up by 19.9 per cent year over year. The average selling price for all home types combined was up by 17 per cent to
$1.09 million. Average condominium unit price was up by more than eight per cent compared to June 2020. MUNICIPAL LAND TRANSFER TAX
TRREB also warns of a potential increase in Toronto’s Municipal Land Transfer Tax. COTTAGE LIVING HOW TO AVOID TAX AND DISAGREEMENTS WITH RECREATIONAL PROPERTY

Summer has come, and many people head for the lake, greenery and beauty of nature. We’re either buying a cottage, opening a cottage we already own or just enjoying our time there. As you sit on the dock and watch the children and grandchildren play, with the sounds of summer cascading around you, your mind drifts and you begin to consider the fact there are separate families within your family unit. There are different needs and wants, in-laws to consider, and so on. How best to plan for the future and avoid any disagreements down the line? A few options are available. You could do an estate freeze and lock the cottage capital gain in place at this time, by rolling the cottage into a corporation and working out a way to reduce the tax payable through share redemption over time, and have the kids subscribe for the common shares. This approach would, first, protect against tax payable on death, and second, pass future increases in value onto the children. A shareholders’ agreement will operate to ensure peaceful operation as best you can. Next, a family trust with specific terms could set out what is required to be done. Such an agreement should be considered where a person is purchasing a cottage later in life. The trust could buy the property, and Mom, Dad, the kids and grandchildren could use it. Just before the expiry

of 21 years, the cottage could be transferred to the kids or the grandchildren. From the time Mom and Dad acquired it, until it is sold, tax would be payable on the increase of the value of the property. Lastly, but by no means least, you could establish a limited partnership. This will work where the cottage is either big enough for a number of bunkies, or more than one building, or where everyone is allocated time to use the property or portions thereof. This operates sort of like a timeshare or condo, as there is a company you own, which is the operator of the property, and limited partners own units in the partnership. Each limited partner would be given exclusive use of buildings or weeks on the property. The General Partner Corporation would operate the property, effecting repairs and
maintenance and so on. Rules could be put in place to deal with rotational use and annual costs. Each of these methods needs a lawyer who can think outside the box, understands real estate, tax and succession planning, and is able to apply their skills to formulate the perfect solution for your family. One of the big issues, of course, is exit strategies, which we will discuss in the next issue. In the meantime, sit back and enjoy that fabulous Canadian summer. What can you do to elevate the appearance of your garden in the fall? Many of the winter hardy plants that we take for granted during the typical gardening season are fabulous autumn performers. Check out this list and consider adding a splash of colour to your garden this fall and in coming years, as these trees and shrubs mature right in your own backyard. 20 Active Life | July 31–Sept. 11, 2021
Saskatoon Serviceberry (Amelanchier alnifolia). A native plant that produces wonderfully vibrant apricot-red-yellow leaves in late September and October. The flowers in spring are always welcome as they arrive early (late April), and the berries are a favourite of many songbirds mid to late summer. Serviceberry matures to about five metres. Canadian Serviceberry, Amelanchier Canadensis, is also worth a good look. Amur Maple (Acer ginnala). Is it a shrub or is it a tree? Let it grow long enough and you have a wonderful,
smallish tree. Trim it down and you have a shrub that can be trained to stand about two metres. Not a bad hedge either. Bright red each fall in October. Japanese Maple (Acer palmatum). Interesting – a red Japanese maple becomes even more red in the fall. A green Japanese maple will turn either yellow or red, depending on the variety (and there are many varieties to choose from). TREES
Birch (Betula spp.). If yellow is the colour you’re looking for, this tree is
for you. We do not recommend you buy a European birch, as they are the most susceptible to the deadly bronze birch borer. However, many of the native species are resistant, fast-growing, great looking (even if the bark turns white a bit later), and they are good urban landscape trees (but not great street trees, as they hate salt). Maidenhair Tree (Ginkgo biloba). The oldest tree known to humankind has an interesting pedigree. Fossilized leaves told archaeologists that this tree existed at the time of the dinosaurs. It was thought to be extinct for many years, until one day in 1854, a European found one in the courtyard of a Buddhist monastery in the middle of China. It was brought back to Europe and, bingo, now it is widely planted around the world. Very winter-hardy, great yellow fall colour. No insects or disease will give you trouble with this one. Slow to get established, but a wonderful permanent addition to your tree collection. Ask for a male tree, as the females can be a bit messy and smelly while in bloom. Douglas Maple (Acer glabrum var. douglasii). For all intents and purposes, we will call the Douglas maple a tree, albeit a short one, growing to about nine metres. Prune away bottom suckers to encourage a more treelike appearance. It’s also a great option for wet areas that receive a fair amount of sunlight. The Douglas maple is noted for its fall colours, showing off brilliant reds, oranges and yellows. Like many other maples, the fall colours vary drastically from tree to tree, so plan on planting a few for a dramatic effect. Black Cottonwood (Populus balsamifera ssp. Trichocarpa). Also known as the western balsam poplar, the black cottonwood is the west’s tallest native broadleaf tree. Growing to 60 metres, it is no small thing. Requiring sufficient moisture, the cottonwood will do well in floodplains and moist upland sites where nutrients are plentiful. As for their fall colour, you will be pleasantly surprised by the vivid yellows that turn orange and bronze as the season carries on. If you have the space, we encourage you to plant one of these large, hardy trees. It is interesting to note that leaf colour that becomes very evident come fall is not so much a “change” of colour, but rather the reversion of the leaf to its original colour. As the chlorophyll production stops, each leaf shows its true colours. Whatever the reason for this magnificent natural show that occurs annually, we urge you to take a moment to remind yourself that people travel from all corners of the world to see what we have. HEALTHY HABITS REDEFINED AFTER MORE THAN A YEAR OF CHALLENGES, TIME TO GET BACK TO BETTER LIFESTYLE CHOICES

I recently turned 60. Every decade has brought me to a place of reflection and reanalyzing where my next steps in life may take me. This was a big one, for many reasons. I’ll be honest. My identity generally has been largely defined by health and wellness, but it appears that life, as it often does, had other plans. This past year, like so many of us, presented some unusual, let’s say, “challenges” in my life. If you read a previous article, you will know that my mother passed in the spring. I was also dealing with a health scare of my own. Fortunately, all is fine, but it was a bumpy road there for a bit. I made a big personal move, miles away from my home for most of my life. And being in the fitness industry, work had pretty much ground to a standstill. And, oh yes, there was this pandemic thing everyone’s been talking about! So, I found that I was leaning a little more on comfort foods. Perhaps not doing my usual exercising routine. The move was taking much of my time, and the century home we had purchased had lots of projects to dig into. But suddenly, the ability to wear stretchy clothes was no longer working in my favour. When the seasons changed, it was time to pull out the summer clothes, and I’m pretty sure they didn’t all suddenly shrink. Stepping on the scale told me the truth of the matter. 22 Active Life | July 31–Sept. 11, 2021
I knew that what I’d done was allow myself to fall out of my good healthy living habits. Sleeping in, the aforementioned stretchy clothes, I had more time to become chef extraordinaire – butter, cream, an extra helping… sure, why not? And sourdough bread tasted too good to have only one slice. I was beginning to have less energy and starting to feel less like my positive self. It was time to turn this ship around. Back to the good habits I’d embraced most of my life. I’ve formulated a personal plan. I’m calling it “Every day is one step closer to success.” My goal is specific. Although I know weight isn’t everything, it’s part of my definition of success. THE PLAN AND THE HABITS
Every day I have to do at least one of the following activities: • Two hours of labour: Active gardening such as digging new gardens, renovation projects requiring movement, inside or out • 40 minutes of indoor high energy activity, such as a stationary bike • 20 minutes EMS training with a 20-minute cardio finish • A one-hour brisk walk • A one-hour bike ride Use portion control. Palm sized portion of protein and starch (half my plate) and double or triple that amount in veggies (this summer, fresh from my garden for the first time!) Keep it simple. Less sauces, more fresh herbs and spices. Drink water… fill my one-litre reusable water bottle three times a day. Get back into my bedtime routine
with specific sleep and wake-up times. When I get up, act like I’m going to work, even though I have a home office. This means proper attire, hair and so on. Reconnect with friends and family. Make plans setting dates. If, like me, you’ve faced some trying times these past 16 months or so – or even if you haven’t – returning to healthy lifestyle choices will help you live a longer and happier life. COLLINGWOOD FOUR SEASONS PLAYGROUND MORE THAN JUST A VACATION DESTINATION by WAYNE KARL
Collingwood has long been a popular vacation destination, mostly as a weekend winter getaway to tackle some of the best skiing in Ontario at The Blue Mountains. Summertime, too, has seen increasing activity, as residents from the GTA and elsewhere head to “Blue” for cycling, golf and many of the other activities and festivals in the area. COVID restrictions permitting, of course. But there’s a lot more happening in this part of Simcoe County, situated on the Nottawasaga Bay at the southern Georgian Bay Region. beautiful natural location will do that. TRANSITIONING FOR THE FUTURE
Economically, it’s fair to say that Collingwood is an area in transition. The town’s traditional industrial base has been in decline for years, though the waterfront Collingwood Terminals grain elevators remain standing as a reminder of this heritage. Some view the massive grey structure, dormant for more than 25 years, as an eyesore for such an area blessed with natural surroundings. The Town is said to be considering selling, preserving or even dismantling the landmark silos.
All of this underlines the growing importance of Collingwood to maximize its potential as a fourseason recreation destination, blessed with mountains on one side and Georgian Bay on the other, while developing new economic opportunities. And to do it all at a pace and size that doesn’t result in the loss of greenspace or the “smalltown feeling” that residents and visitors alike have come to love. In a recent poll conducted by the Town, the overwhelming majority of respondents (63 per cent) believe the municipality should focus on growing
the knowledge-based industry. There is already a strong and growing tech industry in town, including the only deuterium producer in Canada, the largest industrial glass manufacturer in North America, and a maker of advanced underwater communications. The survey also revealed that just 29 per cent of respondents said job growth in Collingwood should focus on tourism, highlighting a local concern that the town relies too heavily on that sector. CAREFUL DEVELOPMENT
The survey further revealed that residents prefer any new home development focus on the multi-family category, such as condominiums and other mixed-use buildings on smaller lots, as well as Green housing. Given the area’s popularity as a playground destination, real estate in Collingwood sometimes shows the fluctuations that typify the recreational property market. Many recent buyers are residents from the GTA purchasing vacation properties, or cashing out their primary residences in the city and moving north for retirement, reflected in the older demographic in town. And in terms of recreational property, this is where Collingwood proves its mettle. Still, given the prized location and blessed natural abundance in Collingwood, it’s no surprise that new home development is taking place to cater to the growing demand. Georgian Communities has a number of prominent new developments in the area, including Mountain House at Windfall, right in Collingwood.
The beauty of this area is also its proximity to other sought-after locales, which are also growing into popular new-home destinations. If you’ve visited the area recently, recall the drive up, and passing through surrounding towns such as Barrie, Shelburne, Horseshoe Valley, Innisfil, Holland Landing, Oro Medonte, Beeton, Dundalk, Wasaga… all of these areas have new lowrise home developments from prominent GTA builders such as Fieldgate Homes, Georgian Communities, Flato Developments, Georgian, Democrat Homes, Rosehaven Homes, Geranium and Stonebridge Building Group. NATURE LOVER’S PARADISE
At any time of year, Collingwood is a nature lover’s paradise. Of course, there’s expert skiing at Blue Mountain in winter, as well as countless snowshoeing, snowmobiling or crosscountry skiing options. In the warmer months, hit the links at any one of the handful of championship courses in the area, from the semi-private Cranberry Golf Resort, to Monterra at Blue Mountain Resort, to the Georgian Bay Club and more. Or book a breathtaking treetop canopy walk, or zipline adventure, or just hit the beach for a swim or canoe or kayak rental. And if you’ve never been, head over to Wasaga Beach, the world’s longest freshwater beach, a short distance away (see story on next page). Festivals? You want festivals? Collingwood’s got lots of them, from Collingwood Whiskylicious, the Peak to Shore Music Festival, Keys to Collingwood Street Piano Festival and the famous annual Elvis Festival. WASAGA COME FOR THE BEACH, STAY FOR THE LIFESTYLE The pristine waters of Georgian Bay have long made Wasaga Beach one of the most popular summer tourist destinations north of the GTA. Located only about two hours north of Toronto, in Simcoe County, and a short drive from Collingwood, Wasaga swells well beyond its population of about 21,000 during the warmer months. But also like many other surrounding towns and cities, Wasaga is undergoing a serious transition, taking it well beyond its traditional image as just a little beach town. A Downtown Development Master Plan launched by the Town in 2017 was intended to develop a “sustainable and practical plan for a more livable, diversified, competitive, sophisticated, accessible and sustainable downtown Wasaga Beach,” including the redevelopment of the aging Main End. The plan called for higher density housing types in the downtown area, specifically condos and townhouses. 28 Active Life | July 31–Sept. 11, 2021
The bulk of this development was targeted for three main corridors (Main Street, Mosley Street, Beach Drive), with densities declining to townhouses and single-detached homes further out of these corridors. The Beachfront, Lower Main and Upper Main districts are all also benefitting from a focus on redevelopment, with slightly different focuses for each, according to the Town. The plan for the Beachfront was to make it the entertainment centre and to bring the “fun” back to Wasaga. Lower Main is the centre of the year-round residential population – the community’s place to live, work and play. Upper Main, meanwhile, is to be a transition area from the more suburban built form, with a focus on mixed-use development. One developer catering to the rejuvenated interest and growing demand for new housing in Wasaga is Stonebridge Building Group. The company is now selling the final release at its Beachway Crossing
community in the Stonebridge area, offering two-storey townhomes and bungalow townhomes. “Like most areas in Southern Georgian Bay, Wasaga is a ‘lifestyle’ community, enjoying four-season recreational opportunities,” Matthew Lidbetter, president of the Southern Georgian Bay Association of Realtors, told Active Life. “The effects of Covid have brought people from more urban areas to benefit from space, lower density and more affordable housing.” Like elsewhere in the region, home sales in Wasaga were down from year-ago levels, but still recorded the third best June in history. “The market can best be described as ‘cooling off,’ from red-hot to hot,” says Lidbetter. Prices, on the other hand, still reflect the growing interest in the area. Average resale prices in Wasaga hit $743,495 for June, up 47.3 per cent from a year ago. Year-to-date, the average price is $717,711, up 46 per cent from the same period in 2020.

It perfectly captured that state when you’re at an emotional crossroads and weighing the pros and cons of which way to go. Many of our clients face a similar challenge when deciding to downsize from their family home. home? Perhaps you’re somewhere in between the two extremes. There are reasons to justify staying in the family home, and of course, the time comes when those reasons no longer resonate, and you’ll be ready to downsize and reap the benefits that this transition offers. Baby Boomers are known and applauded for redefining what aging looks like. MIKE COLLINS-WILLIAMS CHIEF EXECUTIVE OFFICER WEST END HOME BUILDERS’ ASSOCIATION BY WAYNE KARL
As more residents of Toronto and surrounding areas head further out of the core in search of more affordable lowrise homes, one favourite destination has been west – to Burlington, Hamilton and other locales. But these areas, too, are now experiencing challenges with the housing market, chiefly supply, and rapid – and sometimes prohibitive – price growth. Mike Collins-Williams, chief executive officer of the West End Home Builders’ Association (formerly Hamilton Halton Home Builders’ Association), discusses these important issues and possible solutions. Let’s start with an easy one… How did you come from moving from the Ontario Home Builders’ Association (OHBA) to the West End Home Builders’ Association (WEHBA)? I spent the last decade of my career with the OHBA, working on a wide 32 Active Life | July 31–Sept. 11, 2021
range of urban planning and housing policies. During my time at OHBA I always loved working with members in Hamilton and the Halton Region. I am particularly excited about the future of Hamilton, which has tremendous potential to emerge from the pandemic as a powerhouse mid-sized city. When the opportunity came up to shift gears from provincial issues into this role, I jumped on it. How do the issues facing builders in the WEHBA differ from what those in Toronto face? While it does not have the same dense financial core and sky-scraping condos as Toronto, Hamilton is rapidly evolving. With the Hamilton LRT now fully funded, the downtown will soon be a destination for investment in transit-oriented communities. That investment, combined with accelerating population growth, provides a larger customer base for restaurants, bars, retail stores and other local
businesses that shape vibrant city centres. I am very bullish on the future of Hamilton. Toronto city council is proposing an Inclusionary Zoning policy that could add significant costs to the price of new homes. What are municipalities in your area doing about this issue? Some might be watching the Toronto example to base their policies around that… Housing affordability is a challenge across Ontario. Although many municipalities are monitoring Inclusionary Zoning in Toronto, let’s not forget that Toronto hasn’t always been a great example of implementing effective policies that maintain housing affordability. Inclusionary Zoning has worked in some American cities where a true partnership model has emerged, with governments providing cost offsets to create affordable housing. The problem in Toronto is that partnering to offset costs is not on the table,
meaning that any affordable units would be subsidized by increasing the price on all other units, making housing even less affordable overall. The Smart Prosperity Institute recently released a report that provides a detailed picture of Hamilton’s demographic development over the past 10 years, indicating an exodus of young families out of the region due to lack of affordability and housing options. How serious a problem is this, and what is the answer? In the last few years, a lot of Toronto residents have headed that way, due to the same issues here… The housing affordability crisis is not confined to one city; it is a regional issue, and it is getting worse. It has created a musical chairs effect where families and young people are leaving Toronto to find more affordable housing in adjacent municipalities, displacing locals who can no longer afford to live in their own community. In Hamilton’s case, there is more demand for housing from people leaving Toronto than actual housing supply. This lack of housing has driven prices so high that Hamilton is now
the third least affordable city in North America. Young people and families who call Hamilton home are now forced to leave and look for more affordable options elsewhere. To put it bluntly, we need to build more housing to put a lid on rapid price growth and find a better equilibrium between supply and demand. The City of Burlington recently acted to remove the Downtown Burlington Urban Growth Centre and relocate it to overlap with the existing Burlington GO Major Transit Station Area. What does this mean in terms of housing development, and what are the potential implications for prospective homebuyers? The City of Burlington should be planning for more housing options, not less. While GO stations are absolutely where growth should be occurring, both downtown Burlington and the Burlington GO Station should offer residents a wider variety of housing choice. I’m worried that, going forward, there will be fewer and fewer new housing options in downtown Burlington. This could make the waterfront inaccessible to first-time buyers, as smaller boutique buildings will most likely be high-end luxury condos.
What are some of the other challenges the industry is facing in the WEHBA? The lack of skilled trades continues to be an issue. We need to encourage more young people to consider careers in construction. The skilled trades can be a very rewarding career in terms of reliable work and solid income, and offer the opportunity to contribute to the creation of new communities within our cities and towns. All of the above challenges aside, where and what are some of the most promising homebuying opportunities in the West End? Downtown Hamilton already has all the puzzle pieces with great restaurants, shops and night life, as well as beautiful heritage buildings that rival any city in Canada. Downtown Hamilton really is the next big thing in the space of mid-sized cities in North America. We have two leading educational institutions, a burgeoning tech sector, major clean-ups of old brownfield industrial sites on the waterfront and the new $3.4-billion LRT, which is an absolute game changer for the city. The best is definitely yet to come for Hamilton.
on a personal note How have you been managing during the pandemic? Picked up any new hobbies or acquired any new skills? At the beginning of the pandemic, I thought I would have a lot of extra time on my hands and had hoped to pick up a new language (German in preparation for an OHBA Housing Tour to Vienna), but starting a new job has certainly taken up a lot of my time. I’ve dedicated a lot of time to getting more acquainted with housing and planning issues in Hamilton and Burlington. Still, I have spent more time outdoors, paddling, cycling and backcountry camping, which have been bright spots in this rather challenging year-and-a-half. What do you look forward to doing most when things fully reopen and we return to “normal”? I am a huge “metal head,” and can’t wait to get back to enjoying live music! What’s on your reading list these days? I just finished reading Reclaiming Hamilton, which provided great insights into urban issues and the history of Hamilton. I just started reading Memoirs by Mikhail Gorbachev, an inside look into the politics of the Soviet Union during his life through perestroika until the collapse of the USSR.

Another way to extend the range is by using Meater Link Wi-Fi and a second mobile device. One other great feature is Meater Cloud. With this free account, you can share what’s cooking on a Mac or Windows PC through a web browser. This can be handy, particularly if you have to step away for a moment or two and no one else is around to keep an eye out. And if you find you can sometimes use a third hand to check your progress, using your voice, you can ask Amazon’s Alexa to help you out. You can ask questions such as, “Hey
Alexa, how long has my meat been on the grill?”, or “What is the internal temperate of my meat?”, and you can even tell Alexa to “Switch to Celsius,” and more. Meater comes in a smooth woodgrained bamboo box that matches almost any indoor or outdoor decor, that doubles as both a storage device for your thermometer probe, and a
charger. A tri-colour LED indicates the charger’s status. It runs on a single AAA battery, and since the probe requires very little power to operate, a decent battery should be good for up to 100 charges before it needs to be replaced. It also has a handy magnetic back that adheres to any metallic surface, so you can keep it within reach.

OPTIONS AND IDEAS FOR THE HOUSING SUPPLY CRISIS IN ONTARIO

The issue of housing supply has been discussed by many, but this topic is truly not getting enough attention – and even more importantly, the action that is required to resolve it. I cannot recall a time since 1980, when our firm began keeping records, that the supply of new housing in the GTA has been so critically low. At last report, according to Altus Group, just 1,856 lowrise units were available for sale (with the majority located in the 905 area). That’s less than one month’s supply. At the same time, we reported 10,715 highrise units (with the majority located in the 416) – equal to just a threemonth supply. The highrise market has recovered dramatically from last fall, after experiencing a minor 38 Active Life | July 31–Sept. 11, 2021
correction due to the impacts of COVID. The surge in lowrise prices quickly gave support to the more affordable alternative available in highrise product. By the spring of 2021, new highrise launches were setting sales records once again. Here are some quick facts which outline the current situation: • The Greater Toronto Area has the dubious distinction of being the fifth least affordable city in the world. That’s right, not just in North America, but globally. • Today, the current GTA average aggregate resale price is now nearly $1.1 million, and reflects an approximate 28-per-cent increase from the same period last year. Half of the growth occurred in the first quarter of 2021. As housing demand soared during COVID, supply continued to diminish, hence the price escalation was quite predictable. • Long-term structural issues of supply and demand remain,
driven largely by immigration and low interest rates. In fact, the federal government is calling for 1.2 million new immigrants to enter Canada over the next three years – a record which will only exacerbate the demand. • Today, for the first time in our region’s history, the outer suburban rings of Peel, Halton, and York all have higher average prices than the 416, and Durham Region is close behind. Scotiabank economist JeanFrancois Perrault recently pointed out that Canada is continuing to fall behind the G7 countries in housing supply. In fact, we are the lowest in the G7, in number of housing units per 1,000 population, and have been steadily underperforming since 2016. The story of supply and affordability is actually less about the provision of high-density in 416, and more about providing a broad range of product options in the 905. The story
of affordability is at the heart of the issues in suburban 905. Well before the first lockdown, we started to hear the expression “drive till you qualify,” which rings true, and COVID only accelerated it. The psychology of real estate, or as the governor of the Bank of Canada so aptly described as “extrapolative expectations,” pushed the consumer to review the state of their current living environment, which for many prompted a move to a different location. With significant savings and a sense of self-preservation, that said, “I want bigger, smaller, different housing options targeted more to my lifestyle choices.” Demand only surged. If new suburban land supply was increased dramatically and quickly, it would take the pressure off the traditional resale market, thus stabilizing the surge in price and eventually increase the overall housing stock. Interestingly, as we came out of the first lockdown, supply of resale product surged upward, topping 18,000 units by September 2020. This was in part driven by highrise product, occupied by renters and owned by investors. A resale market in balance must have a supply of about 25,000 to 28,000 listed units or a three- to four-month supply. By the second lockdown initiated in December 2020/January 2021, the available listings had declined to only 7,400 units, less than a one-month supply. Now, resale of existing product is 95 per cent of the housing stock at any moment in time. More resale homes are sold annually than new homes
at a ratio of about 3:1, but if there is no new housing supply, a demand surge will distort the resale market. In the short-term here are suggestions of four key areas (in no particular order), which can be addressed immediately, that can help alleviate demand by adding much needed housing supply in Ontario. 1. Allow access to government surplus lands: Down the street from my home is a school that was closed in 1993, and one street over is another school building that was closed more than 10 years ago. They remain empty, boarded up and an eyesore to the community and a threat to public safety. By conducting a review to release to the market surplus lands held by different levels of government, we would open up opportunities across the province and the GTA. This would involve stakeholders from all levels of government, the private and non-profit sectors to come together as partners to find ways to repurpose these properties and provide supply solutions. 2. Adjust employment lands: Similar to accessing surplus government lands, a review of lands designated by official plans as Employment Areas on the edge of residential areas can be identified for rezoning to residential usage. 3. Institute a Minister’s Zoning Order (MZO) for shopping centres. Across the city, there
are hectares of land in prime areas (where people would like to live) located in parking lots connected to shopping centres, where infrastructure is already in place. These parking lots should be allowed to be converted to multi-use development, with an emphasis on residential development. 4. Investigate revisions to the Planning Act: Back in 2005, the province removed from the Planning Act the provision to allow a developer to apply to bring their lands into an Official Plan if they paid for all the upfront infrastructure costs. What this did was halt supply and slow development. If reinstated, it would allow the private sector to move forward and bring greater supply immediately. The housing issue is truly not complex – at its core, it’s an issue of supply. Working with all levels of government, the real estate industry must develop innovative solutions to increase the supply and delivery of new housing options for all Ontarians. We must revaluate our current planning and development processes to be optimised for both current and future growth in demand. Based on all estimates, the demand is not going to subside. Time is of the essence. The time to act is now.

Members of the Toronto Regional Real Estate Board wear many hats. Not only are they trusted realtors and experienced business leaders, they’re also dedicated volunteers and ambassadors who give back. This year, we’ve gone beyond GTA communities, and TRREB members are proud to extend their reach globally. We donated $100,000 to provide urgent COVID-19 aid for India. Locally, last month we donated more than $300,000 in concert with the Ontario Realtors Care Foundation (ORCF), that is helping 40 charities and the most vulnerable communities. This is in addition to the $744,116 donated at the end of 2020, marking a total of more than $1 million. We saw the positive impact our donation for COVID-19 relief efforts made last year. The “thank yous” poured in from shelter-based charities and food banks across the GTA, showing how our support goes beyond a bed for the night. “Because of the incredible support of organizations like TRREB, Sherbourne Health is able to provide medical and mental health care support for the marginalized and racialized populations we serve.” Our members also recognized that women and children faced with domestic abuse have been greatly affected during the pandemic. With the stay-at-home order and province-wide lockdowns amplifying
these situations, the increased number of calls to helplines and the use of shelters has been staggering. “You’ve been a fantastic community partner, and thanks to your generous support, we have been able to start new initiatives such as Ernestine’s Women’s Shelter settlement program, which provides additional support to women and children in our shelter.” Our commitment to helping communities is long in the making. Since 2008, members have supported the $1 Per Member Per Month Every Realtor campaign, with more than $6 million raised so far. That’s 14 years of shelter-based charities getting the funds they need so they can continue to help those most vulnerable. Together, we’re thrilled to step up to the plate and give a hand locally, and now globally. It’s not only about helping individuals and families

TOPSY TURVY EVEN THE CANNES FILM FESTIVAL AFFECTED BY THE PANDEMIC

The world is still topsy turvy, with much of it clenched in the grips of the pandemic. Why should the Cannes Film Festival be any different? So, when Spike Lee – serving as the Cannes awards jury president – flubbed the awards presentation in July by announcing the Palme d’Or winner prematurely, I just smiled. This was not, as some overwrought TV hosts claimed, a “shocking” turnof-events. It was an innocent mistake; Lee owned it and then apologized. And Cannes was almost fun again. Especially because the charismatic and super-cool Lee dressed so colourfully. He was not sporting an outfit you would expect a 64-yearold filmmaker to choose for a sombre black-tie crowd in Cannes. Instead, he looked more like you would hope Mars Blackmon – Spike’s on-screen character in his break-out 1986 film She’s Gotta Have It – would evolve into later in life. Given that Lee debuted She’s Gotta Have It at Cannes back in 1986, the flash styling was appropriate. I attended 31 of the Cannes festivals in the past, although never in July. They were always held in May during my tenure. I was there in 1986 and met Lee for the first time; I also attended in 1989, when he was aghast that his masterwork Do the Right Thing was ignored in the Cannes awards, when many of us thought it deserved the Palme d’Or as best film. I wonder if he is more sanguine now that he has experienced life as the

jury president and knows how things work, how awards are sometimes capricious or political, and how difficult it is to judge artistic creations. That aside, the Palme d’Or winner does generate international prestige, better box office and some tinge of legendary status – with some exceptions. And I would say the jury gets it right, most of the time. I cannot vouch for the French film that won this year – Julia Ducournau’s horror-thriller Titane – because I have yet to see it. But here are past winners that I think richly deserved their awards and your patronage. If you have not seen them yet, track them down. Some are even classics of world cinema. The year listed is when it appeared in Cannes; the countries include coproducing nations and the director’s name follows. I am restricting my choices dating back to 1975 when the name “Palme d’Or” was reinstated for the best film winner.
