A few weeks back, the team at New Home + Condo Guide was out in full force at the annual BILD Awards. The room was buzzing with well over 1,200 people, and we had a great time honouring some of the most amazing achievements in architecture, design, and sales and marketing that I’ve seen in years. Having attended many of these awards in the past, one thing never ceases to amaze me — the risks these people take to make their visions and dreams a reality. If you aspire to own a new home or condo, and truly want to move forward with the idea of homeownership, ask yourself what is holding you back. Yes, I know money is often the biggest obstacle, so what needs to change in your life in order for you to move your bank account in the right direction? I reflected upon how my own path to homeownership zigzagged. I started out as renter and then took the leap into real estate by purchasing the most dilapidated home I could afford with my new hubby. It just so happened to be on the same street where Canadian television and radio personality Marilyn Denis lived — a terrific neighbourhood, lucky for us. After several years of renovating, we rented out the home and moved in with my parents to save some more money. Before I knew it, the property’s value rose. We were not only able to purchase a nicer home in a community we loved, we started investing in real estate, too. Regardless of life’s circumstances, career paths, or past accomplishments, we can never see more than one step ahead. There’s no way I could have planned it all out — nobody, myself included, would have predicted I’d be editing a magazine called New Home + Condo Guide, teaching journalism part-time, and volunteering at my local newspaper in my favourite neighbourhood, yet, here I am. Check out the accomplishments of the winners of the BILD Awards on page 34. I think you’ll find them impressive and inspirational. We hope you enjoy this issue. Provincial Housing supply action Plan good news for tHe gtA

The Housing Supply Action Plan (Plan) announced by the Government of Ontario on May 2 represents the first major step by any provincial government to address the supply challenges facing the housing market and their effects on affordability. The actions announced recognize that the “tax and restrict” approaches taken by previous and other levels of governments have simply fuelled the generational challenge faced by many in the Greater 12 New Home + Condo Guide | May 25–June 8, 2019
Toronto Area (GTA) and other large Canadian cities. Layers of bureaucracy, outdated zoning, and complex policies and procedures have created structural barriers to the efficient operation of the housing market that have resulted in a generational shortfall of housing. These barriers delay development of new homes, add costs and have contributed to the run-up in housing costs experienced over the last decade. On average it now takes 10 years to build a typical high-rise project and 11 years to complete a lowrise project in the GTA. It is estimated that since 2006 the region fell short approximately 98,000 units versus forecasts, and is now
falling behind by nearly 10,000 additional units per year. In addition, demand has increased as the GTA has become one of the fastest growing regions in North America with an estimated 115,000 new residents arriving every year. The population of the GTA is set to grow by 40 per cent or an estimated 9.7 million people by 2041. Residents in the area looking to buy their first homes and renters will be impacted the most. Ontario’s new Housing Supply Action Plan takes meaningful steps to try to balance the housing market through supply and speed. as evidenced by the nearly 1,000 cases and nearly 100,000 housing units that are stuck waiting for adjudication. Clarifying rules and increasing resources for the tribunal and being able to proceed with even 50 per cent of the units currently before the tribunal will go a long way to address the existing housing shortfall. Second, the Plan acknowledges that it takes far too long to get approvals and looks to reduce duplication, cut red tape and speed up the development approval process. This will enable the industry to unlock housing supply and bring new product to market to meet demand. At the same time the Plan acknowledges that speed cannot come at the expense of other things that matter and explicitly recognizes the importance of the Greenbelt, cultural heritage assets and key 14 New Home + Condo Guide | May 25–June 8, 2019
employment and agricultural lands. Third, the Plan adjusts provincial policy to encourage a mix of homes and to make it easier and faster to build more housing near transit. This will encourage more of the missing middle type housing (townhomes, stacked townhomes and mid-rise) so sorely needed in the GTA. Lastly, the proposed changes also acknowledge the cumulative effect that taxes, fees and charges have on housing affordability. For market housing, providing the ability to lock in development charges early in the process increases predictability for the industry and consumers. Deferring development charges until occupancy provides greater incentive to build rental units and special provisions for social and not-for-profit housing will also lower the upfront cost of building. The beneficiaries of these
changes are the people and businesses of Ontario. The benefits for the average resident include having a greater choice in housing at the right price for them and their children. A healthy market that ensures that housing will not be a barrier to attracting and retaining the right talent will benefit businesses looking to grow.

But how do you get there without all of the hidden dangers that exist in buying your dream? Buying a cottage or country home is different in many ways from buying a house or a condo in the city. There are different kinds of ownership and more importantly, there is a huge difference in title and things that need to be checked 20 New Home + Condo Guide | May 25–June 8, 2019
in cottage country. This article will focus on one part of buying a simple freehold cottage or home somewhere in Ontario on a lake. If you have identified a cottage you want, and the agent has done up the Agreement of Purchase and Sale (the “Offer”) and you are ready to sign . . . WAIT!!!!!!! The first question to be asked before you sign anything is whether there is a current survey, an existing survey or if the vendor should supply one. This is a must when buying outside the city. The reason is that cottage and country lots are often irregular and may have uncertain boundaries. They may have easements, shore road allowances and road allowances running through them. The cottage may have been built too
close to the water or a lot line or maybe access is only available through a neighbour’s property. All of these things can lead to danger, disappointment or disaster. We recommend to all of our clients that if a survey is not available and the vendor doesn’t cooperate, then the purchaser must have the right to have a survey done at his or her expense and has a right to terminate the transaction if the survey discloses a matter that, in the purchaser’s unfettered discretion, detracts from their enjoyment of the property. waived the survey clause, but still had the right to do one. His survey disclosed that a ‘Road Allowance’ cut through the middle of the property and in fact, bisected the original cottage built in 1932. A Road Allowance is a 66-ft.-wide strip that generally runs from a township road through private property to the lake and, if needed, could be developed by the local municipality to provide access for the public to the lake. In this case, there were two problems, the first being the possibility of having a road someday being built, and the second that my friend did not own the whole building and could not fix it up. In this case, having a good lawyer and an understanding municipality paid off and the township offered to lease the area around the building for 99 years. has a deeded parcel that belongs to the local municipality running along the shoreline. This is called the ‘Shore Road Allowance’. Many years ago, this was put into place to allow public access to the water for roads, lumbering and public use of all kinds. As development has evolved and private individuals have acquired and built on the property abutting the Shore Road Allowance, it has become the practice of the municipalities to sell the Shore Road Allowance to the adjacent owner. The survey will demonstrate where it is and who owns it. The next issue is to establish the boundary lines. Cottage properties are often ill defined, and if you have plans to demolish, rebuild, remodel, add or subtract buildings on the land you are buying, this is critical. Quite often, access is an issue either for you to get into your home because it may be on
a private road (who owns it?) or others may have the right to drive over your property, which can be quite disturbing. So there it is! The first thing to consider, GET THAT SURVEY! It is not something to be overlooked. Buying a cottage or country home should be an enjoyable experience. Please find a lawyer who understands rural property and get good legal advice BEFORE you firm up that offer.

Whenever a real estate agent, builder or developer references the state of the Toronto housing market in a media article, a video, or on a website, and says anything other than the market is overbuilt, oversupplied, overvalued or on the brink of collapse, one of the first comments made online is that this person should not be trusted, that you shouldn’t take advice from someone that makes money in the real estate business. By this same logic, I guess I shouldn’t take tips on fire safety from a fireman because he makes his money in that industry, fewer 24 New Home + Condo Guide | May 25–June 8, 2019
fires might mean he’d lose his job. Why does a dentist tell you to floss, wouldn’t he make more money if you don’t? Why listen to any financial advisor about investing, don’t they get paid more commission when you invest more? Realtors are biased too, always telling you to buy or the market is performing well. I honestly feel sorry for these people. It must be difficult to trust anyone if you think everyone is out to swindle you, that everyone will lie, manipulate or bend the truth to separate you from your money. I choose to believe that people’s judgments are not solely based on their own financial gain. I too have been accused of being biased, if the market is strong, you’ll get more consulting assignments! People that know me well,
know that I’d much rather be right than rich. My commentary is my opinion, I don’t want people to have the satisfaction of waiving my incorrect predictions in my face. I got some sideways looks on a real estate panel that I was on in early 2017 when I warned developers to be very careful in buying low-density land, as the market was frothy. That turned out to be sage advice, as the market for new single-family homes slumped badly in 2018. However, according to a BILD press release on GTA new home activity, March 2019 transactions were “the fifth month in a row that new singlefamily home sales have increased year-over-year.” If you want to know what’s happening in the residential …continued on page 26

housing market, go to the experts, go to the people that study the market every day, go to the folks that pour over the Toronto Real Estate Board data daily when looking for suites for their clients, go to people in the business that are having the conversations with buyers, mortgage brokers, construction lenders, other sales agents, developers, insurers. It’s great to see people interested in real estate economics and market data in specific locations, but better to go to someone with experience and actual data, as opposed to a rumour your neighbour heard. Seek out several opinions, don’t just look for data and commentary that support your ‘priors’. Someone that doesn’t live in the Greater Toronto Area is not going to be an expert on what’s happening in our real estate market. The thing that people really need to understand is that there are opportunities to buy when the market is booming and there are opportunities to buy when the 26 New Home + Condo Guide | May 25–June 8, 2019
market is flat. A good realtor can help you find the perfect place for you to live or help identify an undervalued property for investment purposes in both instances. New home sales may be slower in 2019 than in years past, but that doesn’t automatically mean it’s a bad time to buy, it might be due to a lack of new project launches, or simply a return to a more normalized market. If the sales are a little bit soft, a good realtor might help you score some free upgrades to get the deal done! If you’re renting and looking for a new place, just a friendly reminder: according to data from Rentals.ca, the average rent increased in April over March in Toronto for basement apartments, rental apartments, condo apartments, townhouses and single-family homes. Unfortunately, this market is going get you one way or the other. If you are keeping up with newhome real estate media and feel a bit confused as to when is the optimum time to buy a new condo, keep in mind that this is a cyclical industry. Sales fluctuate, as do prices and availability. One of the best ways to look at a condominium, or any new-home purchase, is with a long-term outcome in mind. excellent investment. In a hot market, your return-on-investment may begin to happen before you even move in; in a softer market, it may take longer. The point is that new condos are always a wise choice, especially in Toronto and the Greater Toronto Area. There are other ways to look at timing as well – your life circumstances and when in the selling cycle a community is. You may be a first-time buyer, or perhaps you are planning on retiring in a few years. If you purchase a condo suite from plans, you will enjoy the most choice of suites, floors and views. Getting in early also means you
have time (up to three to six years) to plan for your move and save money toward your purchase. You can spend time paring down your possessions, checking out multi-purpose furniture and thinking about décor so you can make the most of your colour selection appointment. Being able to choose features and finishes is a wonderful perk of buying early. Plus, builders often include grand opening specials that can save you thousands. GTA’s top builders And projects honoured AT bild’s 39th annual awards The Building Industry and Land Development Association (BILD) recognized its top builders and developers, projects and marketing initiatives at the 39th annual BILD awards on Friday, May 3. More than 1,200 industry professionals attended the event, which honoured achievements in planning, design, sales, marketing and city building in 40 categories. A group of 41 expert judges from across North America determined the winners from 850 submitted entries. A highlight of the evening was the presentation of BILD’s Lifetime Achievement Award presented to Edward Sorbara, Principal with the Sorbara Group of Companies. This recognition is the association’s highest honour and was presented to Sorbara for his 52 years of leadership in the building and land development industry.

New single-family home sales coNtiNue to pick up in march The GTA new-home market continued to show some encouraging signs in March, the Building Industry and Land Development Association (BILD) announced. Total new home sales, with 2,314 new homes sold, were up 20 per cent from last year, though still 36 per cent below the 10-year average, according to Altus Group, BILD’s official source for new home market intelligence. There were 886 new singlefamily homes sold in March, including detached, linked and semi-detached houses and townhouses, up from last March’s low of 295, but still 38 per cent below the 10-year average. This is the fifth month in a row that new single-family home sales have increased year-over-year. Sales of new condominium apartments in low, medium and high-rise buildings, stacked

townhouses and loft units, with 1,428 units sold, were down 13 per cent from March 2018 and 34 per cent below the 10-year average. “The desire to own a new single-family home never went away, but many would-be buyers have been taking a wait-andsee approach in the past two years,” said Patricia Arsenault, Altus Group’s Executive Vice President, Data Solutions. “While the affordability of single-family homes in general remains a challenge, the broader range of product at more favourable price points that is starting to emerge has attracted some of these buyers into the market.” The benchmark prices of both single-family homes and condominium apartments moderated slightly compared to the previous month. The

benchmark price of new singlefamily homes was $1,116,640, down 7.6 per cent over the last 12 months, while the benchmark price of new condominium apartments was $780,839, up 5.1 per cent over the last 12 months. “Despite the recent slight moderation in new home prices, affordability is an issue for many people in the GTA, as we have learned from our Building Answers campaign, which encourages residents to ask questions about development,” said David Wilkes, BILD President & CEO. “Affordability will continue to be a challenge until structural remedies are introduced to fix the GTA’s housing supply shortage. It is clear that we all— industry, government and public— need to look for ways to build more housing faster and to mitigate unnecessary delays and costs on new housing.”

When it comes to designing your home’s outdoor living space, all too often it becomes a second thought, if considered at all. Big mistake! By applying the right focus and some tried-andtrue design principles, it’s possible to add fabulous and functional living space to your home. As the owner and designer behind this sun-soaked space, I will say that the result didn’t come by chance. I approached the design with my eye on three key points: the view, the style and the function. Here’s how my vision came to life.

My home is fortunate enough to have stunning natural views, so maximizing vistas of the mountains and water was a must. I did this by doubling my outdoor living area with a two-level design. The lower level captures the mountains, while the upper level overlooks the shimmering water. The upper deck features comfortable lounge seating and a fire pit, encircled in a barely there, frameless glass railing that offers unobstructed views and a clean, modern aesthetic.

Continuity is key in achieving a fluid aesthetic. I opted for a fabulous Palm Springs-inspired palette. Characterized by an uninterrupted scheme of cream, coral and royal blue, complemented by soft fabrics and finishes. Through the kitchen and family room, past the stacking glass doors and out onto the mainfloor patio, you get a distinct sense that the spaces were designed in sync. The uninterrupted indooroutdoor experience draws some traditional “interior” elements outside, such as a rug underfoot, beautiful quality furnishings, accessories and art to complete the space. A well-designed, well-planned alfresco entertaining area shouldn’t be limited to those fleeting summer months. I kept this idea in mind throughout the design process. So, how did I create that elusive eternal summer on my patio? I incorporated wood soffits and pavers layered with rugs to visually heat up this otherwise contemporary exterior. But a warm look can only go so far. To tackle the cool temperatures, integrated heaters mounted overhead allow for year-round use of this covered dining lounging area, complete with an oversized barbecue. To top it off, the hot tub just outside the master bedroom serves its purpose during the coldest months.

in your SMAll Good things come in small packages – babies, puppies, kittens, stud earrings – and bathrooms. Don’t let the size of a room fool you into thinking there’s no way to make it function any better than it does. Eco-conscious living is becoming more prevalent, which means many homeowners have smaller spaces and homes versus large mansion-style houses, and a functional design doesn’t discriminate by size. A small space doesn’t mean you have to downsize your collection of hair care products, hairdryers, curling irons and other bathroom necessities. Just make sure you incorporate clever storage solutions in your small space. Choosing full cabinetry under the sink (even if it’s narrow) amps up the storage possibilities, instead of a pedestal sink. Open wood or glass shelves above the toilet can stylishly and neatly hold frequently used items and keep them at the ready. I’m a fan of high contrast and a firm believer that all spaces can benefit in some way from the use of colour, texture and pattern. Add interest through patterns on the floor or use polished or semipolished large-scale tiles in varying tones or textures to bring in the glam, add personality and make the space feel larger. Contrast polished elements with wood tones or intensely coloured vanities to express your personality. If you want a more monochromatic aesthetic, consider using various textures to add visual interest. Making it pretty is only half the battle, and you may want to consider hiring a professional to tackle that small space. The smaller the space, the more impact per sq. ft. (or inch) is required to get the biggest bang for your buck. Freehold means permanent and absolute tenure of land or property with freedom of full use and control of the land and buildings on it, subject to any rights of the Crown, local land-use bylaws and any other restrictions in place at the time of purchase
Adjustable-rate and fixed rate mortgages There are generally two types of conventional mortgages – a fixed-rate and an adjustablerate mortgage. An adjustablerate mortgage means the interest rate can change over the term of the loan. A fixedrated mortgage simply means that the interest rate stays the same through the entire term of the mortgage and is “locked in”.
Assessed value
In addition to the actual price of a home, there are also closing costs, which will typically make up about two to five percent of the purchase price, not including the down payment. Examples of closings costs include the mortgage processing costs, title insurance, and excise tax, and legal fees.
Freehold ownership
This is how much a home is worth according to a public tax assessor who makes this determination in order to figure out how much city or state tax the owner owes.

Condominium ownership is real estate that is independently owned and sellable, but the owners of the individual units also collectively own the common areas, amenities and utilities which are managed collectively by the owners as outlined in the Ontario Condominium Act.
Gross debt service ratio The percentage of your gross monthly income that housingrelated payments (mortgage, property taxes and heating) eats up. Depending on your situation, to qualify for a mortgage, your GDSR should be 39 per cent (or less) of your gross monthly income.
Closing refers to the meeting that takes place where the sale of the property is finalized. At the closing, buyers and sellers sign the final documents, and the buyer makes the down payment and pays closing costs. It is advisable to have a lawyer facilitate closing.
