Concord Pacific’s 12 Giveaways of Christmas On December 16, in a slick Zoom event, Concord Pacific had their yearly 12 Giveaways of Christmas event. Normally held at the Burnaby Heritage Christmas at the Burnaby Lake Museum, this year’s event was held at the beautifully decorated presentation centre at the Concord Brentwood project in Burnaby. Intracorp’s preliminary plans to build a landmark 580-ft-tall, 55-storey tower on Thurlow Street just south of Robson Street have just been revealed. There will be a total of 516 homes, including 450 condominiums in the tall tower on the western portion of the site and 66 secured purpose-built rental homes in the new secondary building on the eastern portion of the site reaching 206 ft with 15 storeys.
sFu’s “Pandemonium” series Envisions a Post-coViD world Upwards of 100 people tuned in on Nov. 25 to “Pandemonium: The Post COVID-19 Urban Economy”, a lecture series hosted by Simon Fraser University Public Square and Urban Studies. The pandemic has shone a light on the problems or issues that were already existing in cities that need to be addressed and improved, says Peter Hall, the moderator of the event and a professor of Urban Studies at SFU. Matti Siemiatycki, from the School of Cities at the University of Toronto, started the panel with discussing housing and local businesses.“The property market, ironically, in many parts of the country at least, has actually picked up through the
pandemic as people are looking for different types of places to live. And for many people, being at home is causing them to rethink their living arrangements,” said Siemiatycki. Wade Grant, a member of the Musqueam Nation who works in intergovernmental relations, talked about how the they have joined with the Squamish Nation and Tsleil Waututh Nation to create the MST Development Corporation to ensure that their economy “goes ahead in a positive way,” said Grant. With the land, they are planning to invest into real estate to build more rental and social housing, and do so in a way that considers the environment.
New Master-planned Community in Oakridge Another neighbourhood-sized redevelopment has been approved for the Cambie Corridor, with the latest project located just west of Oakridge Centre shopping mall. In the continuation of the public hearing on Wednesday, Vancouver City Council approved Modern Green Canada’s rezoning application for the redevelopment of TransLink’s former Oakridge Transit Centre. The 14-acre vacant site is framed by West 41st Avenue to the south, located near the northeast corner of the intersection with Oak Street. There will be a total of 17 buildings of varying heights up to 275 ft with 26 storeys, with the tallest buildings located along Oak Street — aligning with the tower heights of the Vancouver Jewish Community Centre redevelopment across the street. A new two-acre central public park with a sports field includes a single-storey pavilion building with a universal public washroom and a purpose-built childcare facility for up to 69 children. nexthome.ca 15

In the past, North Van was a sleepy, bedroom community of Vancouver, with a large population of families and seniors. WHAT IS AHEAD:
2021 MORTGAGE FORECAST ALISA ARAGON 2020 has been an unprecedented year, with so many changes and unknowns. COVID-19 has had a huge impact on our national economy, with the government having to step in, unemployment at a record high, lenders’ helping with mortgage payment deferrals and historically low interest rates. The continuous growth of the housing market is what is helping our economy recover. The economic recovery will depend on the development of the pandemic and the vaccine. Economists are stating that extensive lockdown measures that we experienced early in the pandemic will not happen again, yet containment measures will be more localized and determined by the provincial governments. The Bank of Canada suggests that vaccines and effective treatment will be widely available by mid 2021. At that time, the direct effects of the pandemic on the economic activity will have ended, yet people will still be cautious and uncertain about COVID-19. In addition, the Bank of Canada has committed to keeping the overnight rate at 0.25 per cent until the economic conditions be consistent with a “sustained” two per cent inflation rate. With the second wave of COVID cases
and rolling shutdowns underway, this means a slow rebound of the economy in the coming quarters. It is very unlikely we will see inflation averaging above two per cent or higher though 2022. The forecast for overnight rate by the Bank of Canada will remain at 0.25 per cent until 2023. The announcement of Pfizer that they have a highly effective vaccine, and Moderna Inc stating that the COIVD-19 vaccine as 94.5 per cent effective in their preliminary analysis, has pushed up the US and Canadian bond yield, leading many to suggest a slight increase in fixed mortgage rates and discounts on variable rates may be reduced in the near future. This means that mortgage interest rates will still be at record lows, which will be a good time for buyers to get into the market and homeowners to refinance their mortgages at a lower interest rate. On the other side, lenders are being more cautious about to whom they are approving mortgages. Lenders are looking at all mortgage applications and documentation a lot more closely. Additionally, more documentation is being requested by lenders to support the mortgage application. For borrowers whose income was affected in 2020 due to the pandemic, and usually get overtime, bonuses, or are self employed, their borrowing power will be less and this will affect how much they qualify for in 2021, as lenders use the two year average. If
your income is not guaranteed the lender will ask more questions as well. Additionally, if the borrower has deferred payments whether they were mortgages, credit cards, loans, etc. The lender would want to make sure that you are making those payments again and explain the reason for the deferred payments. They want to make sure you are in a better financial position and will be able to make the payments in the future. Typically, when applying for a mortgage there are quite a few documents that the lender requires, and do not be surprised if they ask for even more documents in the coming year. Despite the fact that we are on the way to a slow recovery, the housing market continues to grow and interest rates continue to be at historic lows, it is best to have a strategy in place with the help of a Mortgage Expert that can advise you and assist you throughout the process based on your individual needs. COVID-19 AND THE AGREEMENT OF PURCHASE AND SALE
JACQUELINE MONETA, JD, & JAYSON SCHWARZ, LLM COVID-19 has created a unique situation in the real estate market, not only for the buyer and seller, but also for realtors, mortgage brokers and lawyers. The current restrictions and limitations necessary to comply with physical distancing are having a direct impact on a buyer’s experience. Showings are conducted virtually, meetings with brokers and lawyers take place over Zoom, and everyone is working remotely. As a solution to some of these challenges, many real estate agents are now including COVID-19 clauses in Agreements of Purchase and Sale. But how do these clauses protect the parties and what should you look out for? COVID-19 clauses in Agreements of Purchase and Sale are meant to protect the parties from delays and interruptions to their deal caused by issues relating to COVID-19, including illness, self-isolation or delays with third parties. However, a COVID-19 clause, which is not carefully drafted and reviewed, may cause unnecessary confusion or delay. Consider, for example, a common clause which contemplates an extension of a real estate transaction where either party is subject to a mandatory COVID-19 quarantine and the agreement is automatically extended, at the request of either party, for a period of 14 days. 34 New Home + Condo Guide | Jan. 9–23, 2021
This clause doesn’t consider a situation where a party is still sick after 14 days or where a party has to stay in isolation as other members of their household remain COVID positive. In addition, most people self-isolate voluntarily, rather than it being mandatory. Would this put a party, who is self-isolating to mitigate the risk of exposure or transmission to others, in breach of the agreement? And what if the party was able to close the deal remotely, using audio-video technology? Would they be able to delay the transaction due to a quarantine despite their ability to close? So, what if your real estate agent includes a COVID-19 clause in an offer, or you receive one from a potential buyer? Discuss the clause carefully with your agent and seek the advice of your real estate lawyer before signing the agreement. It’s important to disclose what you are hoping to achieve should an unexpected situation arise. Certainly, there are ways to protect both the buyer and the seller from complications which may arise as a result of COVID-19. But it’s important that buyers and sellers are aware of the potential pitfalls with these clauses before
including them in any contract or Agreement of Purchase and Sale. The world as we know it has changed, and we must change with it. Protect yourself and your family by speaking to an experienced real estate lawyer, and they will guide you properly and protect you to the exclusion of all others from the dangers brought forward by COVID-19. A good real estate lawyer should also ensure you have a will or Power of Attorney. The minute any real estate deal is firm, ensure that at a minimum you have a Power of Attorney in place in the event that you are physically or mentally unable to complete the transaction. You must protect your family and yourself.

Looking ahead to our next edition of the Fifth Avenue’s complimentary, quarterly, new multifamily Metro Vancouver market report, The Fifth Dimension, I realize this will be our 40th. For over a decade now, we have been sharing facts and opinions on the market with consumers, realtors and developers. Our concluding section of each edition is entitled “Looking Back & Ahead”. In this section, we share our most recent projections – what we got right and what we didn’t – and outline what we expect to see in the future. Now seems like a good time to look ahead to 2021. Looking ahead to 2021, we do so with both optimism and caution. There is still much to celebrate about life and to be grateful for. There are also social, economic and market realities to be considered and navigated. I for one, will not bet against the strength of the underlying fundamentals of this market area. This market rebounded from 2008 faster than nearly any other major world market. Of course, this is not 2008, 2020 has far broader implications. We do expect a slower start to 2021, as concerns about the state of the pandemic continue, yet as the hope of a vaccine
trends toward a reality. We do expect sales growth in areas to the east of the more expensive and central areas within the Metro area, and places that offer product in desirable and accessible locations including: concrete offerings in Burnaby, New Westminster, Coquitlam and Surrey City Centre near Skytrain; wood frame offerings in Burnaby, Port Moody, Coquitlam, Surrey, North Delta, Langley, Maple Ridge and Abbotsford; and townhomes throughout all suburban market areas. Townhome absorptions lead the way out of the downturn and represented nearly 50 per cent of all sales in a recent 90-day period. This will continue, provided needed supply is introduced. Finally, I consider 2021 a year of return. A return to more social and market normalcy. Here’s hoping this time next year my hindsight was 20/20.

It’s official. One of the strangest years in modern memory is now history. And as we head into 2021, a cautious optimism is spreading its wings around the world. The vaccine we’ve waited for is here, employment is rising, and the hard-won US election is anticipated to bring a return of stable, intelligent government to our neighbours south of the 49th. So what’s ahead? This issue, four insiders weigh in with their thoughts for the New Year. DO YOUR HOME WORK

stay. “I don’t believe people will ever go back to working in the corporate office fulltime,” says Tracie McTavish, rennie’s executive director. “It’s a much greener way of living — less pollution and less stress from spending hours in rush hour traffic jams.” And that’s going to increase pressure on developers to build homes that are office-friendly. Michael Ferreira, managing principal of Urban Analytics, agrees. “The trend was already growing, but the pandemic has definitely accelerated it. Five of my friends who are employed by tech companies in the States live here in Vancouver and work from home.”
Both men offer one caveat: going forward, the residential construction industry needs to guard against costly features that become redundant once the pandemic is under control. “For example, extra elevators in a tower would become costly, and unnecessary, once we’re no longer restricted to two people at a time,” McTavish notes. Housing prices have remained steady, and while there was a five-to-ten per cent drop early in 2020, this has been recouped, and projections for 2021 are pointing to an eight-to-ten per cent increase and strong demand. A severe shortage of listings and “new” product, low interest rates, and pent-up demand have been driving record sales, and this is not likely to change in the near future.
What is also being seen is a shift of consumer focus away from small, high-rise urban condos, to larger ground-related multi-family units and single-family homes, even if that means moving further afield. With increased acceptance of “working from home”, together with expanding transit options, this is seen as a practical option. Consumers are seeking homes that meet their family’s needs, but are also seeking heightened emphasis on connectivity, reliable Wi-Fi, and internet service, coupled with the provision of
spaces that offer privacy and are conducive to working from home. The interest in rural and recreational properties has been, and will continue to be, of strong interest in 2021, with prices in those areas subject to significant inflationary pressure. This shift follows the vision of working from home while offering a more balanced lifestyle. The Provincial government is focused on housing, supply, and affordability as a high priority, along with the Federal government, and both have
pledged COVID support and subsidies continuing into 2021, coupled with extensive recovery programs. Municipalities are working on adapting to electronic applications and documents review, and are seeking to streamline home building and renovation application processes. There are issues to be mindful of for 2021, with COVID-19 restrictions and securing vaccinations foremost. Working from home will remain part of our business culture regardless of vaccines and the pandemic.
Inflationary pressures linked to supply chain issues will raise costs on housing, as will continued shortage of listings and supply. The impact of the economic disruption has yet to be fully seen, as support and subsidies are removed, the issue of how we are paying for all this will be realized. Nonetheless, the residential sector has been resilient, will meet the demands, and provide more product and innovative solutions to serve the housing needs of the Lower Mainland into the future. nexthome.ca  59

Soon, this year will come to an end, and that usually signifies the release of exciting new paint colours and trends for the new year ahead. But before we close off 2020, we should discuss one trend that we have seen for a while now that will continue. In the last few years, we have seen the resurgence of wood in design. Everything from beautifully textured reclaimed wood to light, airy and modern white oak. In cabinetry, accent pieces, countertops and flooring, warm wood has inspired us, and it will continue to do so. However, not everyone warms up to wood equally. Working with our clients, we have experienced everything from minimal touches of wood accents, to having to edit an overload of wood in a space. So, the question remains: How to inject the warmth and cosiness if you’re not a big lover of heavy wood grains, colours or texture. The answer is… there are lots of ways to incorporate this design trend into your home without feeling that you are being dominated by wood. Look at kitchen design, for instance. Kitchen trends for 2021 will see the movement towards warmer colours and wood cabinetry; this might be a little difficult for those who really do not enjoy the look of wood cabinets. The nice thing is, there are so many other wonderful ways to inject warm wood tones in your kitchen. A beautiful wood countertop would be a lovely addition, or if that is too much for you, a simple wood detail added to your counter might be the way to go. Perhaps a custom wood range hood might be more to your liking, or make your kitchen island the wood feature while the rest of your cabinetry remains a paint finish. Wood cabinetry hardware and lighting fixtures will be huge in the coming year. Add character to your traditional or contemporary all-white kitchen with wooden barstools. For a more minimalistic approach, something as simple as wood accessories such as cutting boards, bowls and storage containers will do the trick. These are all great ways to add as much or as little of this organic, natural vibe to your space. The inspirations for adding touches of wood to your kitchen are seemingly easy and endless, and it does not need to be as overpowering a feature as you may first think. Whichever way you feel inspired, do not shy away from incorporating this lovely finish in your kitchen design.
