As the weather is slowly getting better, our region’s people are gradually and methodically moving forward towards our new future. We don’t know exactly what that is going to look like yet, but there’s no doubt that British Columbia is better positioned than most places to forge a robust comeback, socially and economically. We’ve had calm and competent guidance from Dr. Bonnie Henry regarding the pandemic; now what we need, according to real estate mogul and condo marketing expert Bob Rennie, is “a Dr. Bonnie Henry of economics.” Can we win the leadership lottery twice in a row? Only time will tell. In this issue, and the next, we’re featuring stories about how the quarantine has brought new focus on flexible workplaces, and how our reality of working from home affects where and how we want to live. If you don’t have to factor in a long commute every day, many people are choosing to live farther out into the Fraser Valley, or in communities like Squamish and Pemberton in the other direction. Close enough to drive into the office for a meeting once or twice a week but in smaller communities that are cleaner, greener and more laid-back than the city. POLYGON GALLERY REOPENS MAIN FLOOR GALLERY ON JUNE 18 Beginning Thursday, June 18, The Polygon’s main floor gallery will reopen with The Canucks: A Photo History of Vancouver’s Team. The rare photos on view span decades, beginning in the 1950s and ’60s when the Vancouver Canucks played in the Western Hockey League, through the team’s franchising with the National Hockey League from 1970 onward. The bookstore and gift shop are also opening, just in time for Father’s Day.
Bob Rennie Speaks Optimistically at UDI Luncheon The always eagerly-anticipated Bob Rennie Lunch at the UDI, like every large gathering in the days of covid-19, was hosted online this year. Still, almost 1,000 Urban Development Institute members gathered virtually to hear a wide-ranging Zoom conversation between Bob Rennie and UDI President and CEO Anne McMullin. crisis, and explained that he thinks the development and construction industries can be a key element in our recovery. THE MULTI-FAMILY MARKET EVOLVES FOR

Thanks to Dr. Bonnie Henry and her leadership, we frankly have been relatively fortunate in BC. Of course, for those grieving the loss of a loved one there is not much solace in the flattened curve. Regardless of the progress, there may not be a “getting back to what 20 New Home + Condo Guide | June 27–July 11, 2020
was normal” regarding the precoronavirus market. So, we have ceased using the word ‘normal’. It has not been easy quelling the desire for “getting back to normal” and the false security that promises, but we must. As I contemplate the remainder of 2020, the difference between the words ‘fad’ and ‘trend’ came to mind. It is common to use these words interchangeably. They are not. Fads are short-lived and trends have longer-term
implications. COVID-19 fads may include: increased drive-in theatre attendance; accelerated at home liquor consumption; concentrated hoarding of commodity items such as toilet paper and flour, etc. Trends may include: decreased levels of international travel; continued levels of home cooking and baking; increased desire for lower-density living in terms of neighborhood and housing, desire for more space at home; and “telecommuting,” or working from home.

Since “telecommuting” came into prominence in the pre-Internet 1970’s, I see it as a dated term. In the UK, it is now referred to as “mobile” or “remote” work. Simply put, it is a work arrangement in which employees do not commute or travel to a primary central place of work. According to a Reuters poll, approximately “one in five workers around the globe, particularly employees in the Middle East, Latin America and Asia, telecommute frequently, and nearly 10 per cent work from home every day. It would appear that, this is trend that is not going way post COVID-19, and North America is basically catching up. Thus, it is my view that the very nature of work life and home life is being shaped before our eyes, and this will have lasting implications. According to CTV News, 65 per cent of Canadians working from home would like to continue doing so post-COVID in some capacity. Sounds like I am not alone in this view. The first-time buyer, investor, and downsizer exodus or “flight to affordability” has been a trend in the new multi-family market for the past decade. This trend is now expected to further accelerate
as employees have less pressure on them to make commute time and “transit accessibility” the primary driver of their housing decisions. Of course, many will continue to live in central areas like downtown Vancouver, but many will also find their housing needs have changed. Living close to work every day is no longer worth the cost. In addition, select employers may elect to reduce the cost of the central premises and opt to establish cost effective, smaller yet spacious office hubs throughout the region and promote continued working from home. Remember, real estate is considerably less expensive in the suburbs/Fraser Valley and will continue to be so, and multi-family homes there tend to be relatively more spacious. This trend, combined with construction of roads and transit improvements, will make the central offices more accessible when needed. In conclusion, in a similar bent to the BC Real Estate Association, we project that the market will not fully recover in 2020, but buyers will be active and up to 50 per cent of the market losses in the second quarter of 2020 will be restored, provided a second wave is avoided. If we listen to Dr. Henry, even when the numbers want to tell us to relax, all will be relatively well.

New disclosure requirements in the Condominium Act provide owners with more information than ever, but all of this information can quickly become overwhelming. What are all the documents and what do they tell you? The following is an overview of the rules and regulations governing condo living. CONDOMINIUM DECLARATION
The declaration is like the constitution of a condo. It provides information regarding each suite’s boundaries and share of common expenses expressed as a percentage of the total budget. The declaration also describes any recreational facilities and how they will be used. It can also contain restrictions on the use or occupation of the units and common elements. A review
of the declaration will tell you exactly what you are buying. A declaration can only be changed if over 80 per cent of the owners agree to the change. This makes subsequent changes to the declaration difficult and rare.
By-laws can be passed, appealed or amended by the board of directors. Before becoming effective, by-laws must be approved by a majority of the units of the corporation and registered with the land registry office.
BY-LAWS
The by-laws control how condominium corporations are run. They outline the qualifications of condominium directors, their remuneration (if any), and the quorum necessary for a meeting. The by-laws may also outline when and how the condominium can borrow money. This is important if there is ever a special assessment levied. As an alternative to a special assessment, the condo may be able to borrow funds, if allowed in the by-laws, rather than make up any shortfalls from the unit owners.
CONDOMINIUM RULES
The board of directors can also make, amend or repeal rules. The rules govern the safety, security or welfare of the owners and the property or assets of the corporation. They typically prevent unreasonable interference with the use and enjoyment of the common elements or units. It’s common for the rules to prevent owners from renting out their units for short periods of time (ie. Airbnb) or restrict visitors’ use of the common elements. It is also
increasingly common for the rules to limit the number and/or size of pets allowed in the building. Rules can vary greatly in each condominium, so even if you are familiar with condo living it’s important to review the rules in each building you buy into. They can impact lifestyle choices, which while not legal issues, should be considered carefully as they can have a large impact on your day-to-day life. STATUS CERTIFICATE
Perhaps the most important document you’ll receive is the status certificate. This document gives buyers details of the financial and legal circumstances for the condominium building. A status certificate will include information regarding increases in common expenses, law suits against the
condominium corporation and any upcoming large expenditures for repairs. A status certificate will also have information about the individual condo unit. It indicates if the current owner is in default of paying common expenses and if any increase in common expenses has been declared by the condominium board. While sifting through these documents may seem overwhelming, careful review of the rules and regulations governing your condo could save you a lot of time and unexpected cost down the road. You should also seek the advice of a real estate lawyer and accountant who can point out abnormalities or possible red flags. Don’t forget the best help you can get is from a real estate lawyer
who understands condominium law. Be careful, and find someone who is knowledgeable and cares about you and your family. This is an important milestone in your life. When Graham Carter, Trevor St Germain, and Patrick Uy teamed up to create Vertex Developments, they had a clear vision: build the best, most imaginative multi-family homes on the market — homes where families put down roots and dreams are realized. This issue, we chat with Graham Carter about selling during the lockdown and creative design in the future. Q: You stuck to your original schedule and began previewing Hillcrest in April, right in the middle of the lockdown. How did you navigate this challenge? A: We knew that if we let the
[buying] momentum slow, it would be really difficult to get it back when things do turn around. So we took a couple of weeks to pivot and went 100 percent virtual. We even worked it into our marketing with a new tagline: buy a townhome from the comfort of your couch. It was actually a great time for us to go this way, because lots of people are now relying on FaceTime or Zoom so they’re already used to the virtual environment. Q: How did you create a virtual

You need to find innovative ways to differentiate yourself, and I believe this type of partnership is an excellent way to achieve that. we want to make these spaces more attractive and inviting with comfortable furniture, interesting art and pots overflowing with plants. Container gardening has grown far beyond plastic pots
filled with old standbys such as spikes and petunias and into the realm of the exotic, an art in itself, an expression of creativity, painting with plants and sculpturing with foliage. No yard, no problem,
a balcony will do, containers allow you to maximize the use of space with hanging baskets, wall pots, window boxes or by vertical gardening using vines on trellises. Large space or small, creative containers can fill that empty space, add a punch of colour, provide a focal point and soften the look of walls or fences. And they’re portable (the smaller, lighter ones anyhow) and can be moved to the safety of indoors to avoid being pummelled by hail or wiped out by frost. No need for weeding or cultivating, just watering, fertilizing and removing dead blooms. And sitting in that comfortable outdoor furniture,
beverage in hand and admiring them of course. The style and selection of containers available today is boggling but don’t be afraid to think outside of the (planter) box and use whatever strikes your fancy, if it holds soil it can be planted. Drainage is important though, if there’s not already drainage holes in the bottom then you should drill some to allow the excess water to flow through. Choose colours and styles that compliment your house and garden and group different sizes and shapes of containers together using similar plants and colour schemes in each to visually tie them together. As for the soil, although you might be tempted to use soil dug from your garden in containers, don’t, it’s heavy, doesn’t drain well and possibly contains insects or diseases, instead buy good quality potting soil. Don’t fill containers too full, instead allow 5 – 10 cm from lip of rim to top of mixture to allow room for watering. Now comes the fun part, planting. Consider where you are planning to situate the pots and plant accordingly, all of the sun-worshippers together, the shade-lovers for a darker corner. Combine different sizes, colours and textures together in pleasing combinations. The tried and true formula for successful container planting involves three main elements – the Thriller (a tall focal point plant in the middle of pot if viewed from all sides, towards the back if viewed from one side), Fillers (various sizes and shapes of plants, foliage and flowering, to fill in around the focal point), and the Spillers (trailing plants which cascade over the edge and soften the look of the pot). Cram in lots of plants for a full, lush container. Contrast fine texture with coarse, use colours opposite each other on the colour wheel for a pleasant
jolt. Although in the past gardeners here tended to use strictly annuals, that has changed. Mix in perennials, then move them to a permanent home in your flower beds in the fall. Use tropicals to transform your outdoor space into an exotic get away with vibrant hibiscus and gently waving palms. These can be brought indoors in the winter, although it will take some adaptation to the reduction in light. Provide not only a feast for the eyes but a literal feast for the table by mixing vegetables in with flowers or devoting entire containers to edible plantings.
Hang upside-down tomatoes, plant swiss chard to complement some flowers, have zucchini climbing up a balcony railing, plant a small herb garden. Root crops such as carrots and potatoes can be planted in containers as long as they are deep enough. Full sun is needed to grow all vegetables, ideally 6 to 8 hours a day. Containers require more frequent watering and fertilizing than plants in the ground, hanging baskets especially need to be watered daily or even twice daily in hot weather. Mix slow release fertilizer in with soil before you plant, use a diluted solution of a balanced fertilizer such as 20-20-20, or if you choose the organic alternative use compost tea or diluted seaweed or fish fertilizer. By thinking outside the box, you can re-work your space to fit your modern family lifestyle. Designer
There is something to be said about having an elegant, grown-up home that’s also kid-friendly. Believe it or not, having a sophisticated home that functions for your growing family is achievable. When developing the design of this four-bedroom family home, I truly wanted it to be sophisticated but functional. With a little extra thought and creative planning, it can be done. Here are some key design tips for creating a cohesive, functional family-friendly home. Start by re-thinking the purpose of the rooms in your house and change it up to suit your everyday living. It can be a struggle to space-plan your home. It’s essential to stand back and look at how you think you should use the space versus how you actually use the area. These can be vastly different. As a designer, I often consider changing out the purpose of a room to suit our client’s lifestyle. That’s precisely what we did for this bright and airy family home. We swapped out the traditional living room at the front of the house for a home office with custom built-in shelves. Many modern families no longer need a formal sitting area. And although it’s nice to look at, it’s not practical. We added some extra personality by cladding the backs of the shelves in a luxurious navy grasscloth to add depth. The cabinets below can hide toys or board games for occasional play times as well. This small sunny zone is now a convenient place to sit back and read a book or squeeze in a conference call to the office. Another change you can make is to re-purpose your formal dining

area. In this case, we converted the dining room into an open space for entertaining instead. We already had a great eating nook adjacent to the kitchen where the family spent all their meals together. So instead of having a formal dining table that rarely gets used, there’s a grand piano that steals the show. Don’t forget, just because the room isn’t being used the way the builder intended it, doesn’t make it wrong. It makes it yours! You can also add practical sophistication with a mix of old and new. Get rid of your old, stained college futon! Nobody
wants to sleep on it anyways. Instead, find unique vintage pieces, so it’s not all big box store finds. By blending these old items with some more contemporary pieces, you’ll make your home feel more curated and expensive! Sophisticated design is easy, but making it practical can seem impossible. Just remember that family-friendly homes require flexibility. I continually remind my clients that how they think a room should function is not always how it works best. Think beyond the traditional uses for rooms, and live your life by a design that suits how you wish to truly live every day.
