The COVID-19 pandemic is temporary, but its impact on housing design could last for decades. With kitchen counters doubling as desk spaces, and family rooms accommodating kettlebells, many families now want dedicated spaces for home offices and gyms — and we’re starting to see these trends emerge in many new developments across the Ottawa region already. Last month, Robert Hogue, a senior economist at RBC, spoke to members of the Greater Ottawa Home Builders’ Association about this, and the housing market in general, at the Hello 2021, Goodbye 2020: Virtual Housing Market Outlook Event organized by the GOHBA Sales & Marketing Committee. Along with insights from Cheryl Rice, president of PMA Ottawa, and Craig Redick, founder of CDR Coaching, Hogue addressed the fact that among the 2.5 million Canadians that Statistics Canada said are now working from home who normally would not be, many may never return to a 9-to-5 work week at the office. “This group is realizing that this may become a permanent option,” said Hogue. “So, they are starting to seriously reevaluate their housing needs.” It’s a dynamic that probably would not have happened if not for the pandemic, he said. “Even if working from home becomes permanent for just 10 per cent of them, that’s still a significant number.” So, aside from home offices and gym space, what else are these buyers looking for? More space, more access to the outdoors, and a backyard, Hogue said. “This has pushed a lot of people from core urban areas, and further out.” The speakers agree — the Ottawa real estate market continues to shine as builders rise to the challenge by accommodating new amenities within their housing designs, and their community plans, for a new wave of work-from-homers.

THE NEW OTTAWA PUBLIC LIBRARY (OPL)–LIBRARY AND ARCHIVES CANADA (LAC) is an exciting joint facility in downtown Ottawa that includes many features that make it a model of green infrastructure in the national capital. The facility is scheduled to open in late 2024, with an official opening in 2025. It promises to be a cultural showplace for the country’s heritage, a meeting place for local residents and visitors alike, and thanks to federal funding announced last week, it will feature the latest net-zero carbon building practices.

For Canadian homebuyers, in particular, interest rates hit record lows and encouraged considerable activity and opportunity in the marketplace. As we head into a new year with high hopes and low rates, there are many homebuyers enthusiastic and ready to enter the housing market or buy their next home. Here are the key things to consider so that you’re prepared for this investment: KNOW WHAT YOU CAN AFFORD BY GETTING PRE-APPROVED

If you’re planning to purchase a home (either your first or next home), one of the first things to consider is getting pre-approved for a mortgage. This will help you determine your affordability, what kind of down payment you need and what you’re eligible to borrow based on your income and other key factors. Having this information will also guide your home search and give you clear insight into what cities and neighbourhoods you can afford to buy in. You can calculate this figure by adding up your monthly debts, dividing it by your gross monthly income and multiplying it by 100. The lower your debt-to-income ratio is, the better. THE CHALLENGES OF BUYING A HOME

DURING A PANDEMIC

IRINA POPOVA Back in April of 2020 I wrote an article for this publication with a headline of House Hunting During a Pandemic. In it, I wrote about some of the new property viewing procedures and the innovative technology that has allowed us to continue to trade real estate. It was surreal to write about then, and even more surreal to still be writing about this pandemic almost a year later! While we have quickly adapted to the new ways, the challenges home buyers have faced due to COVID-19 are important to note. If you are on the hunt for 18

NEW CONSTRUCTION

Buying a home before it is built is already a big leap of faith for buyers, but given that some developers have closed their sales centres and are not allowing visits to their model suites or construction sites during the lockdowns presents a new level of mystery. Buyers might now have to rely on renderings and virtual 3D models exclusively, instead of being able to see an example of finishes and quality they can expect in their potential future homes. It seems that everything is taking more time these days, which may result in potential

construction delays. This may be due to longer material delivery times, labour shortage, longer wait times for city-related inspections, etc., so make sure to plan accordingly. For example, if you are a tenant waiting to move into your new home I suggest not giving your landlord the notice of your vacancy until you have a firm commitment from the developer confirming your occupancy date. RESALE HOME SHOPPING

This pandemic has sucked the fun out of many aspects of our lives, with house hunting being just one example of that. Back in “the good ol’ days” buyers could bring their whole family, and maybe even a couple of friends to look at homes together for extra opinions and moral support. These home


amenities. Due to restrictions associated with COVID, most condominiums have restricted access to their gyms, pools, party rooms, movie theatres and rooftop terraces. You may need to rely on photos alone for this. Buying a home that needs renovations may also present some challenges right now. During the lockdowns we’ve experienced so far no new construction starts were allowed, which further contributed to the backlog of work for contractors, leading to more delays and wait times. So, if you plan on doing some work in your future home prepare yourself for some likely frustrations and higher renovation costs. MISCELLANEOUS LOGISTICS

viewings would usually be a ton of fun and presented a great bonding opportunity for those families. Now, showings must be limited to two buyers and their real estate representative only. In most cases, home viewings are now also limited to 15-30 minute time slots, as opposed to one hour slots pre-COVID. This can put extra pressure on home buyers, who are already feeling the pressure of today’s seller’s market. Also, in many cases no children are allowed to attend home viewings, which may present a separate challenge for some house-hunting parents who now have to arrange for child care during those outings. If you are shopping for a condo, it’s unlikely that you will be able to see any of the

The Ontario Real Estate Association has made it clear that only essential real estate transactions should be made during these times (this does not apply to new construction). Real estate agents are strongly advised to only allow viewings to serious, pre-qualified buyers. Agents may refuse showings to buyers without an immediate need to make a purchase. Open houses have also been forbidden. Which means no more casual browsing or free cookies! In the past, I have always advised my clients that seeing as many homes as possible will help them make a more informed decision once they are ready to pull the trigger. The new guidelines may make it difficult for buyers to get an in-depth understanding of the market before making a purchase. I should mention however, that a majority of listings on MLS now include a 3D virtual tour of the property, which can help with this. This is something your friends are probably happy about - they won’t have to help you move! For now, you will have to rely on professional

movers or yourself for this. If you plan on ordering new furniture online, I suggest doing this well ahead of your possession date. Many suppliers are experiencing low inventory and delivery delays, especially when it comes to office furniture. I asked my trusted experts about the new challenges they are facing in their fields of work, and here is what they shared. Chris Allard, a mortgage broker with Smart Debt Mortgages says: ‘’Many hourly wage income earners have had fluctuating hours worked in 2020 and many self-employed individuals have had reduced revenue and reduced net earnings in 2020. Due to this, they may have a hard time qualifying for the best mortgage rates in 2021. My suggestion to these borrowers is to speak with a mortgage professional such as a mortgage broker as soon as possible to evaluate the impact 2020 has had on their ability to borrow a mortgage loan.’’ Michael Abrams, a partner and lawyer with Kelly Santini LLP says that the main challenge he has faced are delays in many aspects: “Whether it is dealing with lenders or communicating with other firms, there has been a decrease in the rapidity of communication and action. That can translate to mortgage instructions coming to us very close to the closing date or difficulties getting funds from lenders on the day of closing. Add to this the very competitive real estate market which has led to shorter closing dates and it is a perfect storm.”

You have moved into your new home, your finances have stabilized. Months later, you get a surprising set of property tax bills. What’s this all about? When closing on a new build condominium or freehold property, you should always be 20

aware that at the time of closing, the taxing authority has not yet assessed your property, so there is no tax being billed or collected on your new home. Months will pass before roll numbers are created for each new property. When the roll numbers are issued to the local municipality, a tax bill will be issued. This includes property tax charges back to the creation date of the new property, so you will receive what are called omit or supplementary tax bills. These charges can often include 12 to 18

months worth of tax obligations. You will also receive a tax bill for the current cycle as well. Most lawyers will brace their clients for this day of tax reckoning. If you are aware that this is coming, you will recall having been advised that both yourself and the builder signed an “undertaking to readjust” on closing. This is an agreement to adjust any financial matters set out in the statement of adjustments that require correction or adjustment after closing. It is our


experience that the property taxes are ripe for adjustment when the accounts are finally issued. At closing, the builder will make an educated guess on the current and future tax situation and adjust accordingly. As a buyer, you are responsible for property taxes from the day of closing, and the prior owner (the builder) is responsible for property taxes up to the day before closing. When you receive these bills, you have to check your closing documents to make sure that the builder has paid for their portion of the assessed taxes. In some cases, the builder will have taken a credit for payments it has not made or simply adjusted on land value, with an expectation that an adjustment will be called for. The situation will

vary, but the point is that you have to check your closing documents against the tax bills to make sure that the builder has paid their share. For those who do this every day, it is quite simple to determine the correct adjustment once the bills are issued, so most lawyers will welcome calls from their clients to help navigate the situation. A call to the municipal tax department is often required. If it is determined that an adjustment is necessary, builders tend to deal with it very quickly and efficiently with either a payment direct to the tax authority

or reimbursement to you, the owner. It is important to pay attention to tax bills on your new build purchases, and make sure that you are not leaving money on the table. id you know that the one thing in every home that never gets misplaced is your toothbrush? Why is that? Well, it’s simple – your toothbrush has a home, so you always know where to put it back after use. Even if you walk around the house and brush your teeth, you won’t just leave your toothbrush randomly on the couch or on top of the fridge. No matter how busy you are, you will always make the time to go and put it back.

So why don’t we do this with everything else in the house? Why do we leave our shoes in the middle of the hallway, or our hairbrush on the couch? This is something I never understood about human nature. Don’t get me wrong, I’m guilty of this too, but I just don’t understand it. I will say this though, the more I implement systems and create a “home” for all of my items, the easier my life has become. Even during the most hectic times (we all have them), it takes only 15 minutes to put everything back where it belongs and return order in my home.

The good news is there are many little tips and tricks to make this fool-proof. Here are my top five:

De-clutter: Keep only the bare minimum of what you need. Less is more. This alone will solve half of your organizational issues.

My advice for going from “I leave my stuff wherever it falls” to “everything has a home” is to start small. Don’t try to do it all in one swoop. You’ll get overwhelmed. Start with something like footwear. Then, after a few days of getting into that habit, add something new to the list. It takes an average of 66 days to create a habit. So, for the next 66 days, I challenge you to use this time to create the habit of organization. Two months, and you’ll have a whole new space to call home!

Utilize vertical storage: What does this mean? It means to use your walls and doors to hang things on, instead of trying to shove everything into a cupboard or leaving things on counters.

Make sure to use up cupboard dead space. Sometimes we open a cupboard and put things on the main shelf, leaving four ft. of space above it. In these cases, there are actually two options. You can buy stackable bins/ drawers, or install more shelves in the dead space in between. Oddly enough, I think buying more shelves is actually cheaper than buying bins (depending on the space, of course).

Label the spaces where things should go. This will make you accountable to put your items exactly where they belong, and better yet, will help you know where to find them later.

Using these tips will get you well on your way to keeping your small space organized. However, the biggest and best solution is starting with No. 1. The less you own, the less you’ll have to keep organized. It’s as simple as it sounds, and once you get the hang of living life consuming less, you’ll feel so much better!

Buy multi-purpose furniture that can double as storage. So much of it exists these days, it’s a matter of simply tracking down what works best for you. There’s nothing like a couch that can store your comfy blankets inside of it, am I right?
