Ottawa’s booming tech and government sectors, and Torontonians flocking to the area, could put pressure on the housing market this year—but homebuilders are pioneering new ways to meet demand. 10

industry as sales in 2020 kept pace with previous years’ numbers despite COVID,” said Burggraaf. “Builders quickly adapted their sales strategies and moved to even more online engagement which worked for homebuyers.”
1. The Bank of Canada will leave the overnight lending rate unchanged for the entire year. As the vaccine rolls out it will take time to translate into a full economic recovery. The Bank will be patient in raising rates until pre-pandemic economic indicators are achieved. Therefore, the prime lending rate for variable rate mortgages and HELOCs will remain unchanged. 2. Real estate prices (other than condos) will appreciate by 4 – 7 per cent with the strongest growth in the suburbs around major urban centres. With Canadians working from home, the demand will continue to be strong for more space. Larger homes outside of the city centre will see the strongest demand. 3. Condo prices in downtown urban centres will fall in the first half of the year, before stabilizing in the second half. University students learning remotely, the lack of immigration, and the crack down on Airbnb, will continue to weigh on condo prices. When students return to campus and borders reopen for new Canadians, demand will return to the condo market. With home values surging, condominiums will be the only option for priced out first-time homebuyers. 4. Fixed rates will be modestly higher at the end of 2021. As the vaccine rolls out across the country and there is optimism that the worst of the pandemic is behind us, Canadians can expect bond yields to rise which will cause mortgage providers to modestly increase fixed rates. 5. There will be no new mortgage regulation introduced in 2021. The government and regulators are focused on the pandemic recovery, therefore they will not introduce any new rules which would make it any harder for homebuyers to qualify for a mortgage. nexthome.ca 11

Last year, builders such as Cardel offered online webinars to introduce new communities (see Pg. 7), and several new launches and grand openings also went virtual. Last fall, eQ Homes launched The Spencer using a virtual appointment booking system as did Mattamy when opening The Promenade— appointments were fully booked. In terms of why Ottawa has become such a popular market, there are no surprises. “Ottawa real estate continues to see high demand from Toronto buyers who are looking for less density and more outdoor spaces,” said Jason Ralph, managing partner, Royal LePage TEAM Realty. “Living in Ottawa gives you access to great schools and healthcare, a good job market and you can maintain a city lifestyle

With their return to the market in the spring coupled with continued demand from the GTA, prices are forecast to rise significantly.” According to data from the Royal LePage Market Survey Forecast, which provides yearover-year price expectations for Canada’s nine largest markets, the median price of a condo in

Despite the excitement of getting handed the keys to your new condominium, many new purchasers of new development condominiums are surprised to find out that title to their property may not be transferred at the same time. New construction condominiums in Ontario have two closings: The interim occupancy closing, and the final closing. INTERIM OCCUPANCY CLOSING
When you buy a new development condominium, you may be required to take possession before 14

construction is complete on some of the units or after completion but before registration. This is called interim occupancy and it is governed by the Condominium Act (the “Act”). As buildings are ready for occupancy, the builder will advise you of your interim occupancy date. Once the interim occupancy date arrives, you must take occupancy. However, it is important to understand that you don’t own the unit until final closing; you are in effect a tenant in your soon-to-be-owned unit.
Ownership can only be transferred if the condominium has been registered on title, which occurs once the majority of units are occupied. Interim occupancy periods can be a few weeks or a month, or up to years. All is dependent on the completion of construction, and occupancy depends on how quickly construction is complete on all units. INTERIM OCCUPANCY FEES
During the interim occupancy period, you must pay your builder
or seller an interim occupancy fee, whether you move into the unit or not. The monthly interim occupancy fee is based on: The interest (calculated on a monthly basis) on the unpaid balance of the purchase price at the prescribed interest rate (set out in the Act and Regulations thereto); estimated monthly municipal taxes for the unit; projected common expense fees for the unit. DELAYED OCCUPANCY
Construction can sometimes be unpredictable and this could result in delays in condominium development projects, and you may be unable to move into your unit as expected or close within the time frames set forth in the Agreement of Purchase and Sale (“APS”). Your APS must include a Tarion Addendum that
sets out important dates for your agreement, including your occupancy date. These are set out in the statement of critical dates. You need to determine when you are buying whether you are buying with a Firm or a Tentative Closing Date. There are two addendums available from Tarion: READ THEM CAREFULLY, as they set forth exactly what can happen and what delays can accrue if any. Delays can affect financing, accommodation notices, budget, etc. In this market, you need to be prepared to deal with the results if an extension occurs. If the builder complies with Tarion, you will have no remedy to compensate yourself for the inconvenience or the additional expense. The consequence of these delays can be quite upsetting. I recommend that everyone buying a new home prepare himself or herself
when they make the original offer and continuously thereafter, for extensive delays and that way, you face no surprises. Remember, most builders want to give you what you contracted for and will work with you to achieve mutual satisfaction. In closing, please use your lawyer to the fullest extent, and remember, only your lawyer can give you legal advice.

CONDO BOARD ONE CONDO BOARD, MANY RESPONSIBILITIES

If you’re researching condos for sale in the Ottawa area, your focus shouldn’t be limited to finding the perfect unit in the right neighbourhood. Buying a condo means that you are also investing in how well the condominium corporation’s board of directors is protecting your financial, legal and practical interests as well as those of all other condo owners. 16

The condo board—also known as the board of directors—is a group of people who have been elected by owners to represent them in all matters related to managing and funding the “common elements”—from the exterior of your unit to walkways, parking, landscaping, and trees. In general, the responsibilities of a condo board include: • creating an annual operating budget • developing a reserve fund plan • overseeing deposits to
and withdrawals from the operating and reserve funds • collecting common expenses from owners • ensuring the common elements are maintained (impacting quality of life and curb appeal) • enforcing provincial laws related to condos, as well as condospecific bylaws and rules • preparing the status certificate • hearing from and communicating with owners • hiring service providers, contractors and counsel as needed to help them fulfill these and other responsibilities
Having a good understanding of each of these duties will help you evaluate whether the condo board is meeting all of its commitments. A POORLY RUN BOARD COULD HAVE SERIOUS CONSEQUENCES
The condo board is the gatekeeper of your money and your home’s value. If the board is inexperienced, makes poor decisions or has different priorities than you do, you could be left with rising maintenance fees, unexpected special assessments, declining or neglected property standards, a mismanaged budget, lawsuits by owners against the condo corporation, and more. Study your condo board’s track record to help you decide whether it meets your expectations. ASK OWNERS WHAT THEY THINK
If possible, talk to a few of the existing owners about the board. What strengths and weaknesses do board members have? Do they keep owners informed about issues?
Do owners feel comfortable approaching the board about concerns? The answers you get will offer clues about whether the board is doing its job. ADD YOUR VOICE TO THE BOARD
At the very least, you should attend your Annual General Meetings (AGM) or request a proxy form so that your votes can still be counted. Although you have opportunities to register complaints or propose ideas for the condo board’s consideration throughout the year, the AGM will give you direct access to the board of directors and allow you to voice your thoughts in the presence of other owners regarding the financial, legal and practical decisions they are making on your behalf. Annual budgets are approved by owners at AGMs. This is also where condo board members are elected. If you decide to purchase a condo, you may want to consider running for a seat on your condo board. You can be nominated
in advance of the AGM or at the AGM. While there is definitely a learning curve when it comes to familiarizing yourself with the language and procedures of condo corporations, there are also many advantages to holding a board of directors position. As a condo board member, you’ll: • have the power to improve the value of your condo by fixing aging common elements and adding high-value features • be the first to know about problems, liabilities and upcoming major expenses • ensure the budget, operating fund and reserve fund are being properly managed • select or replace service providers and contractors who are competitively priced and meet the terms of their contracts • get to know, in detail, what priorities, issues and concerns residents have on an ongoing basis Remember, though, that as a board member you are representing all the owners in a condo, not just yourself. So be prepared to put your own feelings aside for the greater good of the corporation. Do not take this decision lightly, but don’t dismiss it either. Being a board member is an important job that impacts everyone in your condo. It can require a significant time commitment, but it’s a great way to stay informed and make sure that your asset maintains its value. If you want to help steer your condo in the right direction, take control of your future and give it a try.

TARION IMPROVING CONSUMER PROTECTION FOR NEW HOME BUYERS IN ONTARIO
Here’s some important news for buyers of new homes in the province of Ontario. According to a Dec. 3 news release from Tarion, which facilitates the new-home warranty program in Ontario, progress has been made in addressing recommendations from the Auditor General of Ontario with the launch of additional consumer protection initiatives. This includes new homeowner 20

education materials; a new Warranty Information Sheet; improvements to the disclosure of builders’ history; and new programs for mediation and riskbased inspections. “The work we are doing is focused on transparency, fairness, and consumer protection,” said Peter Balasubramanian, President, and CEO of Tarion in a news release. “As we mark one year of hard work
following the Auditor General’s report, we are rebuilding consumer trust in Tarion and are confident the changes we are making will help homeowners and create a stronger new home warranty and protection program for all Ontarians.” THE NEW IMPROVEMENTS NOW IN PLACE INCLUDE:
• A new e-learning hub with plain language modules to help homeowners understand their warranty coverage, rights and responsibilities, and the importance of the Pre-Delivery Inspection; • A new timely and costeffective mediation option for homeowners who dispute Tarion’s warranty assessments, using independent mediators; • A new targeted inspection program aimed at higher risk builders to proactively identify potential deficiencies relating to Ontario’s Building Code prior to occupancy; • Improvements to the Ontario Builder Directory to include additional helpful information such as defects a builder refused to repair, unpaid money a builder owes to Tarion, and the investigations into a builder’s behaviour that found they lacked honesty and integrity. • A new requirement for a Warranty Information Sheet to be attached to all purchase agreements to provide clear and helpful warranty information at the time of sale, for all Agreements of Purchase and Sale signed on, or after, February 1, 2021.
As consulted on earlier this year, Tarion is also moving forward with an additional consumer protection initiative to change some warranty compensation limits, including: • Increasing the compensation limit for claims involving hazardous substances (such as mould and radon); • Increasing the compensation limit for defects relating to condominium common elements (such as parking garages, and exterior cladding); and • Increasing the compensation limit on septic system issues where homes have a separate septic system. Of the 25 recommendations directed to Tarion in the Auditor General’s report, 19 have been completed in 2020, with only six remaining to be implemented in 2021. If it isn’t all of those things, it’s falling short of what it could and should be. As a designer, my goal is to bring the homeowner’s personality to life in their home – even the entranceway. Historically, many homes were designed with a vestibule separate from the other living areas, serving as a waiting area for visitors, a place to store coats and boots and a way to reduce heat loss from inside the home. Over the years, the “front foyer” has evolved, and

many modern homes are designed with an entranceway that opens into its living areas. Since you can see this area from the living areas, and vice versa, it requires an added level of design consideration. Here are some ways to maximize the modern home entranceway when it comes to style and function.
Foreshadow your home’s aesthetic What is the overall style of the space? Perhaps it’s classic, contemporary, eclectic or something else entirely. Whatever your preferred aesthetic, the entryway is a great place to echo similar elements to hint at what’s inside and ensure a cohesive look and feel throughout the house.

YOU’RE LACING UP YOUR SHOES, AND INCORPORATING A PIECE OF FURNITURE, EVEN A SMALL ONE, CAN MAKE THIS SPACE FEEL LIKE PART OF THE LIVING AREA. THE MIRROR IS SELF-EXPLANATORY, FOR ONE LAST LOOK BEFORE YOU HEAD OUT FOR YOUR DAY. HOWEVER, A MIRROR WILL ALSO AMPLIFY THE NATURAL LIGHT IN THIS SPACE, GIVING YOUR HOME A BRIGHT AND SPACIOUS FEEL ON ENTRY.
Make a statement Your entranceway is the first impression people will get of your home (and perhaps you), so make it count. Choose a statement piece that wows, such as a bold floor tile, a vibrant stained glass window, or a favourite piece of art. Remember, if it “speaks to you” in some way, it will appeal to guests as well. Just ensure your selections convey the right message. A professional designer can help if you’re challenged in this regard.
Incorporate function Your home’s entranceway is where you and your family land when you come home – briefcases, backpacks, shopping bags, groceries, coats, boots, the dog and all. Without the proper functional elements, this can quickly become a disheveled drop-zone that leaves
you feeling cramped, flustered and looking for the exit. Outfit your entrance to accommodate your lifestyle and all the baggage that comes with it. A well-organized closet with doors is ideal; however, consider adding shelves, hooks or other creative solutions to keep that mess under wraps.
Let there be light Look up. What do you see? If you have a high ceiling or a two-storey entrance, enhance its sense of grandeur with a great, large-scale light fixture. Ensure the fixture is suspended at the right height, the scale is key. The rule of thumb is the fixture should have two to three inches for each foot of
ceiling height. A 16-ft. foyer can handle a fixture that is 32 to 48 in. When installing your fixture, consider the height at which it should hang. For extremely high ceilings, the general rule is to leave six ft. between the ceiling and the top of the fixture. For a foyer with low ceilings, opt for a ceilingmounted fixture versus a pendant or chandelier. Whatever you choose, make it fabulous. Your entranceway is one of the most important rooms in your home. Don’t let it become an afterthought. When designing a bathroom, we often think of ways to make it highly functional. We want to optimize every nook and cranny, and sometimes shy away from the aesthetics. However, with a few design tips, it’s easy to create a functional yet beautiful bathroom all wrapped up in one. In fact, a powder room or guest bathroom can be the perfect space to dip your toes into trying out a new trend, colour or pattern. The bathrooms of today pack a punch, and with these tips, yours can, too. 26

THAT MAKES A STATEMENT
Colour is a great place to start when looking to create a wow factor. While white will always be classic, adding colour is a surefire trick to make your small space have big impact. If you want to start small, try adding in a hit of colour with your accessories, or even furniture… a blue vanity to complement those bold gold accents, or a coloured sink can be a great eye-catching design feature sure to steal the show. If you find yourself a little more committed to colour, introduce
coloured faucets. It might sound a bit unconventional, however, a bold red or blue faucet will make a statement. Paint is a great cost-efficient way to add style and transform the feel of your bathroom. Try that calming and tranquil blue for a spa-like feel or go big and bold with black on all four walls. Don’t forget that ceiling – it’s a fifth wall that can open a world of design opportunity, and when given a hit of colour it can take that space to the next level. Colour
adds depth and dimension, two important design elements that will bring your small space to life. Another great way to make a splash in the bathroom is by using wallpaper. When mentioning wallpaper, the reaction of many people is to cringe. We get it! However, today’s wall coverings not only offer an abundant selection of textures, patterns and colours, they also add amazing visual interest with eclectic murals, or by mimicking other finishes such as wood, metals or brick. Try adding wallpaper to one wall to create a feature wall, to the ceiling for a fun twist or even to all four walls for a major impact. Wherever you decide to use it, remember to keep the other elements more neutral and really let that wallpaper shine. Let’s talk tile. The world of tile is vast and goes far beyond simple white subway tile. Tiles
come in an array of colours, finishes, textures, shapes, sizes and patterns. If you’re looking for big impact and high contrast, then a black and white patterned floor tile will do just the trick. If you’re looking to make a subtle change to a classic like subway tile, then try stacking the tiles vertically and select a tile with a bit of a textured finish. For a bolder statement, a coloured 3D effect tile in your shower might just do the trick. Just like wallpaper, tile also can mimic the look of other finishes such as wood, brick, metals or even vintage distressed glass, to help you create a unique look in your bathroom. Bathrooms will always be a functional space; however, they do not need to be boring. The design options for bathrooms are no longer relegated to classic whites and neutrals, and we do not need to sacrifice beauty for function.
There’s a world of opportunity available to us today to create high impact in this small space, so go ahead and try that blue and white hexagon tile on the floor, or those amazing chevron tiles you found for your shower niche, and give your bathroom the attention it deserves. Remember, the greatest surprises often come in the smallest packages…so be fearless when it comes to designing the smallest room in your home!
