What’s the difference between buying a pre-construction home or condo over a resale property? I believe it takes the same amount of patience, persistence and luck to find what you’re looking for, but there is one major difference – options. When buying a new home, you have the option of choosing the floorplan you want, as well as the exterior style and features you prefer from the builders’ selections. Rather than inheriting someone else’s choices, you can incorporate your personal preferences in terms of tiles, colours, fixtures, flooring etc., before the construction of your new condo or home is completed. Before you set out to shop, I suggest you make a list of “musthaves.” I think you’ll be pleasantly surprised at how close you’ll come to fulfilling your demands when you shop the new-home market. Changes in consumer demand have made a huge impact on the types of housing options and community amenities offered today. Builders are more competitive than ever in the way of architectural styling, accessibility, functionality and maintenance options, too. Keep your wish list handy while you shop, and be sure to update and revise it as you go along. Once you’ve narrowed down your search, you’ll see why patience and persistence pay off. CANADIAN REAL ESTATE MARKETS TO LEAD THE WORLD IN POST-COVID-19 RECOVERY: REMAX Canada’s real estate markets will be among the strongest in the world in a post COVID-19 recovery, according to a new report from ReMax Canada. A Leger survey conducted on behalf of ReMax indicates that 56 per cent of Canadians who are planning to engage in the real estate market expect to do so in less than a year, showing an eagerness to get back to buying and selling. 16

Almost half (44 per cent) of Canadians believe the real estate market will bounce back to the strength it was before COVID-19 by 2021. Moreover, 29 per cent believe that before the end of 2020, the market in Canada will return to its pre-pandemic strength. “While the Canadian market has seen a steep year-overyear decline in the volume of transactions during the peak
of COVID-19 this spring, transactions have been happening and prices in particular have been resilient in much of Canada,” Christopher Alexander, executive vicepresident and regional director, ReMax of Ontario-Atlantic Canada, told New Home & Condo Guide, Ottawa. Alexander points to data from the Canadian Real Estate Association (CREA), showing that

national home sales in May were up 59.6 per cent from April. “Now that economies are beginning to reopen across the country, and in light of some of the recent activity we’ve seen in various cities across Canada, we anticipate that demand could begin to improve much faster than we initially anticipated at the beginning of COVID-19.” “Canada’s housing market was strong before COVID-19 hit, and despite the tragic impacts of the pandemic, we are optimistic that housing market could be restored much sooner than initially expected,” says Elton Ash, regional executive vice-president, ReMax of Western Canada. “As we saw in our 2020 Liveability Report, Canadian communities are resilient and people love their neighbourhoods, showing a collective commitment to bounce back.”
Pre-existing pent-up demand for homes in hot markets such as Ottawa, Toronto and Vancouver may help mitigate the decline in buyers who are suffering pandemic-related job losses, ReMax says. Exceptionally low inventory in much of Canada may also contribute to upward price pressure as restrictions ease and demand increases further. In line with economists’ predictions, ReMax Canada estimates relative price stability by the end of 2020, with a possible price correction in the single digits. Exceptions include regions such as Alberta and Newfoundland, which are still struggling to rebound from a host of shocks, the dive in resource revenues, and the potential for a second wave of COVID-19.
The pandemic has pushed the global real estate industry to embrace a variety of technology tools that were previously available but not always adopted to facilitate a transaction. Now, professionals are integrating 3D home tours and virtual open houses into their listing and selling practices. Given that almost half of Canadians (46 per cent) say that in a post-COVID-19 landscape, they’d prefer to work with real estate agents who use technology and virtual services in order to adhere to social distancing guidelines, agents will need to adapt in order to secure and build their businesses. This sentiment is shared across both the U.S. and Europe, which have witnessed a shift in consumer wants toward a more digitalized homebuying and selling experience, such as e-signatures, virtual meetings and digital paperwork. It is important to note that in some instances, buyers are still requesting inperson home tours before completing a transaction.

GET IT IN WRITING TO AVOID SURPRISES

Considering the purchase of a preconstruction property? Be sure to have any concerns you have about hidden costs associated with the transaction alleviated by working with a builder you trust and getting the facts in writing before finalizing your Agreement of Purchase and Sale. You may have heard horror stories about a ‘friend of a friend’ having to shell out thousands of dollars on closing day, well, it’s because they didn’t do their due diligence. Sometimes these hidden fees are due to something called development charges. What are development charges? And how can you protect yourself? Development charges are fees levied by the municipality on new residential, commercial and industrial projects. The fees are intended to cover the cost of growth-related infrastructure. For example, new water and sewer pipes, community centres, roads and fire stations are generally needed to support communities or condo towers. Instead of taxpayers taking on these costs, they are charged to the developer and then later passed onto the purchasers, either partially, or in their entirety. In cities like Toronto, most developers pass on the entire cost to the purchasers and this is where most of these horror stories occur. Historically, Ottawa 18 New Home + Condo Guide |
developers have absorbed a lot of those costs by being more flexible when establishing a cap on these charges. However, with the rising costs of construction and increasing development charges, this may change.

It’s crucial to protect yourself before you sign your purchase agreement and to negotiate with the developer to add a clause in order to “cap” these development charges. This is something you can do before signing, or during the conditional period, with the help of your lawyer and real estate agent. If, for example, the fees are capped at $5,000 and the total charge is $25,000, you will be accountable for $5,000. The developer is accountable for the additional $20,000. In my experience, a $5,000-$7,500 cap is pretty common in Ottawa. Depending on the market and the popularity of the project, the buyer may have the power to negotiate this cap
to a lower number. Occasionally, developers may offer a zero-cap promotion. The developer has to pay the total development charge to the municipality when they get their construction permit. Which means that if you are purchasing when the project is initially launched, likely many months before construction actually starts, the developer doesn’t actually know the exact amount of those charges so it may be harder to negotiate a cap. The municipality also regularly increases development charges, so they might be much higher than the developer had anticipated once they actually have to be paid. This is an important reason to make sure that the development charges are capped when the original contract is signed. If you’re buying after the ground has been broken, the developer should be able to give you a good idea of the development charges, or cap it, without much pushback. If you are making the purchase before the construction permit has been obtained and the developer will not budge on capping the development charges at any amount, be sure to get the advice of a lawyer so you can weigh your options.

All condominiums are required to have a reserve fund under the Condominium Act. A reserve fund is a special account, separate from the condominium’s operating fund, and it is used to pay for major repairs and replacements to the condominium’s common elements. A portion of every common expense fee is deposited into the reserve fund monthly. The reserve fund is intended to act like an insurance policy, to ensure that the corporation has enough money to cover future repairs.

WHEN CAN YOU DIP INTO THE RESERVE FUND?
The reserve fund can only be used to pay for major renovations or repairs; this includes replacement and non-routine repairs of common elements and assets of the condominium. If condos didn’t have reserve funds, or their reserve funds are depleted, they would need to raise large amounts of money from the owners when major repairs are required. This lack of funds most frequently results in a special assessment. THE RESERVE FUND STUDY
A reserve fund study determines how much money needs to be in the fund to ensure the repairs will be covered in the future. The study is usually prepared by an engineer and includes both a physical assessment of the condominium and a financial plan during the first year of the condominium corporation, then every three years. The study will cover: • all parts of the building that need repair or replacement (ex. windows, balconies) • estimates when the repairs and/or replacements are expected to occur • estimates of the cost of each expenditure in each year • a recommended reserve fund contribution amount • recommended increases in reserve fund contributions for the following three fiscal years.
It is important to note that the reserve fund study is based on assumptions and educated guesses. These estimates may fall short in the following circumstances: • poor maintenance decisions can result in your condominium having to replace components earlier than expected • emergency repairs or replacements • postponed expenditures THE OWNERS’ PERSPECTIVE
All previous and current owners have contributed to the reserve fund. That’s because every owner who received the benefits of common elements, including the lobby, hallways and elevator, shares the responsibility of the replacement costs. Long term, as an owner, your unit will fetch a higher asking price if your property is well-maintained and the reserve fund is healthy.

At Kalu Interiors, a common design request is for open-concept layouts. This trend first appeared in the 1950s and rose to fame in the ‘90s, when older homes with small rooms made way for more straightforward, sprawling spaces conducive to the flow of light, views and conversation. To those hesitant of “open-concept,” it doesn’t mean “wall-free.” Privacy is vital to certain areas, like a bedroom or office. But for social spaces, the combined kitchen-living-dining area can be a great use of space. The secret to success is clearly defining each area’s function while maintaining a harmonious aesthetic. In this home, the objective was a luxe yet modern open-living look. The kitchen offers precisely that. The cabinets are painted trendy grey,
punctuated by gold-toned handles. Pops of gold also appear in the custom kitchen island and hood fan. The island defines the kitchen, with a quartz countertop in a mitred waterfall style. Suspended overhead, an oversized chandelier adds presence but doesn’t overwhelm, with simple glass globes. Not everything is open in this interior. A wok kitchen adjacent to the main kitchen is used for more substantial cooking and acts as a secondary kitchen while entertaining. Never let your guests see you break a sweat, right? The wok kitchen is also outfitted with a single-drawer dishwasher for added function. Blurring the boundary between kitchen and living spaces, a display
niche tops the upper cabinets, featuring some decorative accessories. Panelled appliances boast a “furniture” look that is seamless to the adjoining living area. The formality of the kitchen is balanced by the casualness of the living and dining areas. The wallpaper is subtle, but adds a layer of character. Colours are airy and light, with quick hits of deep blue. The fireplace surround features a marble-look porcelain tile, lending a lovely focal point for the living area. The marble detail of the coffee and dining tables visually connects these spaces to the adjacent kitchen. The furniture
silhouettes are casual, upholstered in velvet for a touch of formality to this otherwise laid-back look. A stunning chandelier is used to define the dining area and a pair of skylights on either side of the dining table flood this open space with natural light, while further highlighting the dining area. Some find the whole “openconcept” concept confusing, but it doesn’t have to be. ew things are worth staying in an inconvenient marriage to hold on to, but in the case of a classic Beverly Hills mansion once owned by Jennifer Aniston and Brad Pitt, the breakup might have deserved a second thought. The A-list couple owned the home from 2001 to 2006 and it is once again on the market priced at $44.5 million US. One of Southern California’s most romantic homes, the French Normandy Revival-style estate includes canyon views, dreamy hedged landscaping and lighted pool, meandering stoned courtyard and patios, multiple fireplaces including the bedroom, more fireplaces in the dining room and bar, outdoor living room and an outdoor bedroom over the tennis court. The supercouple immediately started a three-year renovation replacing the kitchen floor with heated marble, designing and installing a pub with floors sourced from a 200-year-old French château and adding a private screening room. They also added a tennis court and pavilion with guest house on the upper level. In January of 2005, their separation was announced and the home sold in 2006 to a hedge fund executive who completed the renovation and added some features of his own. The 11,173-square-foot home is nestled into a bit over an acre on a quiet cul-de-sac with gated entrances on two streets, five bedrooms and 13 baths between the main house and a one-bedroom guest house.
