People and their pups have been enjoying the outdoor areas in and around Kemptville for some time. Since amalgamating with rural Oxford-on-Rideau Township and South Gower Township in


2003 to become the formal municipality of North Grenville, there are now 150 kms of impressive trails to enjoy. In less than an hour, you can cycle River Road to historical places such as Burritts Rapids, the oldest community on the river, or enjoy the increasingly popular Kemptville Farmer’s Market. On a summer’s day, golf at one of the various local courses, or spend some time trekking through Rideau River Provincial Park. There are also local antique shops and several other farmers’ markets in the Kemptville area. Along Prescott Street, the unofficial “main street” of Old Town Kemptville, you’ll discover

new and historical buildings, churches, locally owned restaurants, and a scenic bridge with a view of Kemptville Creek — all great spots to visit any time of year. But don’t be fooled by Kemptville’s small town vibe, there are plenty of modern amenities for families, singles and folks of all ages. Schools include three elementary institutions located in town — Holy Cross Catholic School, Kemptville Public School and South Branch Elementary School — and there are two high schools — North Grenville District High School and St. Michael Catholic High School — as well as multiple parks, a library, various gyms/yoga studios,

As Ottawa continues to grow and develop, large scale master planned communities are beginning to take over the real estate market. From Zibi and Greystone Village in central Ottawa, to Edenwylde in Stittsville - there is something out there for everyone! These communities often offer a variety of properties: rental accommodations, freehold

homes, condos, retirement residences, and commercial opportunities. If you are thinking of purchasing a home in a master planned community, here are some pros and cons to keep it mind. DEVELOPER’S REPUTATION

Since the developer will likely be involved in the building of the community for the entirety


of the process, their reputation is more important than ever. Which means that there is usually more attention and care paid to the quality of the build, the customer experience pre and post-sale, and timely results. Unlike a one-hit wonder builder, in this case the future sales and profits often depend on the previously completed phases of the community. WELL-ROUNDED LIFESTYLE

Master-planned communities are planned down to the last detail, to ensure that all of the necessities and day-today activities can be lived out in the development. Many amenities are typically included - from community centres and fitness facilities, to shops and restaurants. Ensuring that the homeowners have quick access to everything from retail, to entertainment, to recreation, and more. As well, a lot of thought is put into landscaping, green space, traffic studies and transit access. Some builders even organize community events, inviting current residents and future potential homeowners to enjoy. This adds a warmer community feeling

and further contributes to a well-rounded lifestyle. FUTURE RESALE VALUE

Regardless of how long you plan on owning a home in a masterplanned community, resale potential is always important to keep in mind. Typically, the future value of your home can be affected negatively by unexpected construction or unwanted changes in the neighbourhood. With a pre-planned site plan, these surprises are usually easy to avoid. The goal in these developments is to create both variety and cohesiveness, for an overall pleasing look and flow of the entire site. This should have a positive effect on property values in the neighbourhood. LIVING IN CONSTRUCTION

An obvious “con” to buying a home in a master-planned community is the possibility of lengthy on-going construction. Especially if you are one of the early adapters. Although most developers will go the extra mile to ensure that future construction is scaffolded out of sight and construction machinery is not using the already-occupied streets of the community.

Depending on what stage you buy at, some amenities may not be available for your use right away. However, you are likely paying much less for your property now in comparison with what future residents will be willing to pay, once they see a more finished product. POTENTIALLY HIGHER DEVELOPMENT COSTS

It is sometimes possible that the development charges you will be billed for on closing may be higher in a master-planned community compared with a one-off development. Just remember to ask for a cap on those development charges, if possible, before you sign your Agreement of Purchase and Sale. Since more amenities and infrastructure are required, the city may charge the developer additional fees. Find out beforehand which fees are being passed on to purchasers. In closing, if you are looking for a home in a location that would provide an all-around cohesive lifestyle then a master-planned community might be the right choice for you.

While this notion might seem like a luxury in a sellers’ market, with a great deal of pressure on buyers to purchase quickly and waive conditions, note that with rising interest rates and an inflationary spiral, it seems the market is more balanced than it has been in a long time. Understanding what you are getting into is critical to your future. You are not buying minor consumer goods such as a

toaster, and what you do could affect the rest of your life. Lawyers and accountants with specialized practice experience in this area can often offer valuable insight into the presence or absence of financial warning signs, restrictions or rules you might not notice, and a myriad of other matters that you may not understand. There may be rules precluding pets, or worse, only small

dogs and you have a beautiful 80-pound golden retriever that cannot move in with you. Or perhaps there are no rules about noise, and your condo is located beside a heavy metal band member who practices all night. What kind of financial warning signs? Is the corporation involved in any major lawsuits? Is the current owner of a unit you’re considering up to date on fees owing? If it’s an older building, what repairs may be needed? It is the longer-term management of reserve funds and repairs that could represent the largest financial implications and issues with respect to these matters. There could be significant implications for the monthly fees

associated with ownership in a condominium, as well as the possibility of special assessments (one-off requirements to pay a sum of money to the condominium corporation to help it cover a shortfall or ongoing repair costs), something that’s more likely where a reserve fund has been poorly managed. What is a reserve fund? All condominiums must have at least one reserve fund account where the funds collected from a portion of the maintenance fees owners pay are banked and held in reserve to finance the major repairs and renovations of the common elements of the condominium corporation. Items such as exterior walls and roofing, hallways, elevators, reception, pipes, plumbing, conduits, electrical rooms, security or recreational facilities; all these will have to undergo major repairs and replacement at some point. When you buy a condominium unit, you are also committing to contribute a share of the funds necessary to keep those common element assets in safe and working shape. This includes not only their current operation and upkeep, but also the cost of their future repair and replacement. That can amount to a significant portion of your monthly fees, perhaps even the majority, particularly where governing boards of the condominium corporations have sought to delay the cost of fund

accumulation disproportionately onto future owners. While your share of that obligation as an owner is limited, the total dollar figure it could represent has no limit. The forecasting of those major projects and the accumulation of the funds necessary to finance them are essential to the long-term viability of the condominium, and to ensuring that the burden of those projected costs is spread as evenly as possible over time. Pertaining to the documents received, the package is called a “Disclosure Statement,” and there is much more than the Status Certificate. There is the Declaration, and all the attachments, such as Bylaws and Rules. Most packages are in the 60- to 80-page range. There is so much information, that you really need to consider retaining someone to review it all, so you at least get the highlights. You need to read them yourself as well. The days of record-low interest rates are almost behind us and you’re probably wondering what the impending rate hikes will mean for you and your

current mortgage. With inflation and prices rising across the board, you’re likely seeing your monthly expenses inch higher, too. If you’re looking for ways to access additional funds, pay down some debt or lock in a lower rate while they’re still available, it might be time to consider refinancing your mortgage.

A mortgage refinance occurs when a homeowner breaks their mortgage before the end of their term (such as year three of their five-year term) to secure a new one. Or, if at the end of their term, they decide to change their mortgage, such as by borrowing more or increasing their amortization period. This can be done with

However, before you make any sudden moves, you’ll want to revisit your mortgage contract and see if breaking your mortgage will result in any prepayment penalties. TO BORROW FUNDS

If you’re looking to borrow funds – whether it’s to pay off lingering expenses or even use the equity to invest in another property – but want to do so at a much lower interest rate, a mortgage refinance could be a great way to do this. Refinancing allows you to access up to 80 per cent of your home’s appraised value in cash, giving you the flexibility to borrow additional funds without the black cloud of a 19.99 per cent interest rate from your credit card. PRO TIP: BE SURE TO SHOP AROUND FOR THE BEST MORTGAGE OPTION

When it comes to refinancing your mortgage, the best thing you can do is shop around to get a feel for what different lenders are offering. Although it is possible to refinance with your existing lender, at Homewise, we always encourage homeowners to explore their options.

I hear it all the time: How can first-time buyers possibly get into the homeownership market with prices the way they are? In fact, first-time purchasers continue to find ways – and the recent Federal Budget 2022 has kicked in some perks to help make it even more possible. Potential purchasers now have a Tax-Free First Homes Savings account that enables them to save up to $40,000 toward a down payment. That’s on top of the government of Canada’s Home Buyers’ Plan, which allows them to use up to $35,000 from their RRSPs. The First-Time Home Buyers’ Tax Credit has now been doubled to $10,000, which means qualified buyers who purchased homes after Jan. 1 of this year can claim that amount on their tax returns. This will bring a rebate of up to $1,500, instead of the previous $750. In addition, Canada Mortgage and Housing Corp.’s First-Time Home Buyer Incentive has been extended to 2025. This offers a great opportunity to take advantage of a shared-equity mortgage with the government of Canada, making the down payment more attainable and lowering monthly costs. Those who buy a new home may also qualify for a GST/HST New Housing Rebate to recover some of the GST, or the federal part of the HST paid on their primary place of residence. In Ontario, first-time buyers can also look into receiving a rebate on portions of their land transfer tax.

All of this adds up. If, however, buying a first home is still a financial challenge, there are other options to consider, especially while mortgage interest rates are still low. First, get yourself pre-approved for a mortgage at a financial institution. Then if you need to find more to make your down payment, you might be able to turn to what’s often referred to as “the bank of mom and pop.” This form of gifting is becoming more common. According to a report by CIBC, about 30 per cent of first-time homebuyers receive this form of financial help in 2020. We also see an increasing number of parents co-signing for their children’s mortgages. Having gone through the skyrocketing interest rates during the late 1980s and early 1990s, these parents realize how important it is to get into the market now before interest rates jump more. There is also the option of multiple ownership to help afford the down payment and monthly costs. This may involve

family members co-purchasing or friends going in together to own a home or condominium. These buyers can be roommates until they decide to sell someday and split the profits. My main advice is do whatever you can to get yourself into the market. Buying new is ideal, as you avoid moving in and having all kinds of renovation headaches to deal with. Just ask anyone who has bought an older residence. The new budget definitely helps, but you can also do some creative thinking and planning to make your dream of owning a home come true.

I have said it before, but it bears repeating: When it comes to shopping for a home or condo, buy new, and buy sooner rather than later. Buying new or preconstruction means you enjoy a multitude of advantages, such as coverage by Ontario’s Tarion Warranty Corp. (tarion.com). The one-, two- and sevenyear coverages protect buyers, depending on the type of defect. Tarion regulates home builders by administering the Ontario New Home Warranties Plan Act. In addition, new homes and condos today have to be constructed according to the standards set out by the Ontario Building Code, so you get the most advanced residence with regard to quality and energy savings. Just think of the money you would likely have to spend to bring an older resale home up to these standards. Then have a look at location, which is at the top of most

buyers’ must-have lists. Nowadays, new-home builders and developers are selecting properties that are close to amenities and are near to, or even on, public transportation routes. As we emerge from the pandemic and people return to their workplaces, this adds to the appeal of buying new. Buying new also means you reap the benefits of the very latest in architecture and design. On the outside, developers create beautiful facades that may evoke the character of traditional, contemporary, modern or even avant-garde. And inside, today’s designers make clever use of space, so even the most compact residences “live” larger than their square footage. You can select the home or condo that speaks to your aesthetic sensibility. Of course, buying preconstruction also means you get to choose the colours, features and finishes that satisfy that same sense of aesthetics, as well as the functionality, you require. Your choices truly transform your house or condo suite into your home. Even today’s

standard features are more elegant and well made than they were a decade or two ago. Buying pre-construction also typically means you have a few years before occupancy to save toward your down payment. Buyers tend to make use of this period to evaluate what possessions they will take with them and what they might need to purchase.
