LOOKING BACK TO PLAN AHEAD
We thought 2021 was a tough year — and it was — and so we entered 2022 with gleeful hearts hoping life would get back to normal. And in many ways it did; back to socializing, seeing family and friends, and visiting new home projects and presentation centres in person. But the flip side of that coin was as we progressed into the year, multiple interest rate hikes from the Bank of Canada to curb inflation seemed to change the housing landscape.
Thankfully, however, we can adapt to the ebb and flow, and sometimes high tide, of the home-buying experience. Part of this resiliency is dependent upon looking back on the year and getting a clear, holistic picture to help us prepare for what’s ahead. Beginning in 2023, the East Vancouver master-planned community will have its heating needs met by tapping into new heat-recovery capabilities at the Waste-To-Energy facility, which burns the region’s garbage to produce electricity. The action is equivalent to reducing emissions by up to 90 per cent or taking all of the vehicles in River District off the road.

Staging workshop

Santa is coming to town

A bright end To 2022

Fueled by pent-up demand that sparked a buying spree beginning at the end of 2021, 2022 came out of the gate with unanticipated strength.
In March, however, the first Bank of Canada (BoC) interest rate hike pushed the market into a downward spiral that escalated with each subsequent increase.
But Metro Vancouver showed its astonishing resilience by rebounding
in the final months of the year for a strong finish. Many analysts are now predicting 2022 will close with an impressive 30 per cent increase in overall sales and a more stable, sustainable sales environment.
Economic challEngEs
One area financial folks are watching closely is the peculiar tug-of-war between slowing the economy and stimulating it. “Government policies are definitely confusing,” says Jon
Bennest, vice-president of product development with Zonda, a company that provides data and publications relating to commercial property and home construction in North America.
“On the one hand, the BoC is raising interest rates to slow the economy and inflation. But another part of the government wants to stimulate it by increasing immigration.”
Then there’s the labour situation. “Traditionally, a downturn in the
economy is met with higher unemployment and lower [housing] prices,” Bennest says. “But right now, we’re not seeing either of those.”
In fact, unemployment is at record lows, and homeowners are no longer willing to slash prices just to sell their home.
ThE nEw working rEaliTy
Continued pressure on developers to provide homes that can accommodate the work-from-home pandemic reality brought new levels of creativity into the multi-family market. Although co-working spaces
have been on the scene for several years, 2022 saw an increase in single-person home-office options that include built-in desks cleverly integrated into typically underutilized areas such as under the stairs, in closets and concealed in kitchen cabinetry, as well as community amenity areas with innovative enclosed work pods where the occupant can be totally isolated but still enjoy garden views.
By the end of the year, however, more people began a part-time return to the office. And that means the areas in which people
are choosing to live is once again changing. “Buyers who moved three neighbourhoods east during the pandemic in order to have more space and better affordability might come back to a neighbourhood to be closer to work,” says Scott Brown, president and CEO of Fifth Avenue Real Estate Marketing. “But if they’re returning to downtown, they’re likely going to come back as renters because they can’t afford to buy a home there any longer.”

Echoing the sentiments of many consumers, developers, and marketers, Yosh Kasahara, executive vice-president at Alabaster Homes, notes that despite global supply chain issues, in many ways 2022 felt like a fresh start and the beginning of a return to normal. “Yes, there were challenges, but the world didn’t fall apart, and Vancouver is still one of the world’s most desirable places to live.”
“The one word I’d use for the 2022 housing market is resilient,” says Brandon Trent, development manager at Hayer Builders Group. “A lot of projects did really well— especially in urban hubs like Willoughby in the Township of Langley, Brentwood and Metrotown in Burnaby, and Surrey Central. The urgency consumers were feeling that they had to buy the first property they saw or be left behind is diminishing. So now we’re able to go back to fundamentals— builder reputation, quality of the construction, value-added features and amenities—which is a good thing.”
Trent adds that he doesn’t foresee an upcoming recession, although he acknowledges upward pressure on interest rates and the welldocumented inventory shortage will continue to squeeze cash-strapped first-time buyers. “There is never a perfect time to buy,” he says. “But I believe now is still a good time to buy. And I’m definitely looking forward to 2023.”

1. WHAT’S THE BEST RATE I CAN GET?
Your credit score plays a big part in the interest rate for which you will qualify, as the riskier you appear as a borrower, the higher your rate will be. However,
the rate is definitely not the most important aspect of a mortgage, as many rock-bottom rates often come from no-frills mortgage products. In other words, even if you qualify for the lowest rate, you often have to give up other things such as pre-payments, portability privileges and at times, will have the highest penalties if you pay off your mortgage earlier. That’s why it is critical that you focus on the best mortgage with the best terms and rates. If not, it can end up costing you thousands more in the long run.
2. WHAT’S THE MAXIMUM MORTGAGE AMOUNT FOR WHICH I CAN QUALIFY?
To determine the amount for which you will qualify, there are two calculations you will need to complete. The first is your Gross Debt Service (GDS) ratio. GDS looks at your proposed new housing costs (mortgage payments, taxes, heating costs and strata/condo fees, if applicable). Generally speaking, this amount should be no more than 35 to 39 per cent of your gross monthly
income. For example, if your gross monthly income is $4,000, you should not be spending more than $1,560 in monthly housing expenses.
Secondly, you will need to calculate your Total Debt Service (TDS) ratio. The TDS ratio measures your total debt obligations (including housing costs, loans, car payments and credit card bills). Generally speaking, your TDS ratio should be no more than 42 to 44 per cent of your gross monthly income. The GDS and TDS will depend on your credit. Keep in mind that these numbers are prescribed maximums and that you should strive for lower ratios for a more affordable lifestyle. Before falling in love with a potential new home, you may want to get pre-qualified by a mortgage expert. This will help you stay within your price range and look at homes you can reasonably afford.
3. HOW MUCH MONEY DO I NEED FOR A DOWN PAYMENT?
The minimum down payment required is five per cent of the purchase price of the home. If the property is more than $500,000 and under $1 million, you will need to put five per cent up to $500,000 and 10 per cent on the balance. This is with properties that are priced less than $1 million. For properties over this price, you will need at least a 20 per cent down payment.
4. WHAT HAPPENS IF I DON’T HAVE THE FULL DOWN PAYMENT AMOUNT?
There are programs available that enable you to use other forms for a down payment, such as from your RRSP, or a gift from a parent, child or siblings. Also, you can borrow the down payment from a line of credit, loan or credit cards. However, in order to qualify, you still have to be within the TDS ratios mentioned above.
5. WHAT WILL A LENDER LOOK AT WHEN QUALIFYING ME FOR A MORTGAGE?
Most lenders look at five factors when determining whether you qualify for a mortgage: 1. Income 2. Debts 3. Employment history 4. Credit history
5. Value and marketability of the property you wish to purchase.
6. WHAT CREDIT SCORE DO I NEED TO QUALIFY?
Generally speaking, you are a good candidate for a mortgage if your credit score is 650 and above.
The higher your score, the better, as you will have more options and advantages.
7. WHAT HAPPENS IF MY CREDIT SCORE ISN’T GREAT?
There are several things you can do to boost your credit score fairly quickly.
1. Pay down credit cards so they are below 50 per cent of your limits.
2. Limit the use of credit cards. Paying off a large amount in monthly
installments that leaves a balance at the end of the month can affect your score.
3. Check credit limits. If your lender is slower at reporting monthly transactions, this can have a significant impact on how other lenders view your file.
4. Keep old cards. Older credit is better credit. Use these cards periodically and then pay them off.
5. Don’t let mistakes build up. Always dispute any mistake or situations that may harm your score.
8. HOW MUCH WILL I HAVE TO PAY FOR CLOSING COSTS?
As a general rule of thumb, it’s recommended that you put aside at least 1.5 per cent of the purchase price (in addition to the down payment) to strictly cover closing costs. You will need to have more than 1.5 per cent of the purchase price if you purchase a property over $500,000, as you will need to pay for the property transfer tax.
The following are some of the closing costs you may encounter:
• Legal costs
• Property tax adjustments
• Strata/condo fee adjustments
• Cost to register property in land title office, as an example.
9. HOW MUCH WILL MY MORTGAGE PAYMENTS BE?
Monthly mortgage payments vary based on several factors, including the size of your mortgage; whether you’re paying mortgage default insurance; your mortgage amortization; your interest rate; and your frequency of making mortgage payments.

ECONOMIC OUTLOOK
by SUSAN M BOYCEApproximately 500 people gathered in early November to hear Andrew Ramlo, vice-president of rennie marketing intelligence, present his annual economic overview to the Urban Development Institute (UDI).
And while he admitted 2022 has presented many challenges, Ramlo was predominantly upbeat, citing
the famous neon sign that’s been a fixture at the rennie offices for years: Everything is Going to be Alright.
INFLATION
“In June, inflation galloped to a 40year high, rising at a rate we haven’t seen since the 1980s,” Ramlo said, adding in 1991, the Bank of Canada
introduced the idea of an inflationcontrol target framework in an attempt to keep inflation between one and three per cent—a far cry from the 6.9 per cent increase seen in October 2022.

up, people rein in their spending, prompting businesses to reduce their willingness to invest in the market. As an example, when consumers can no longer get zero-per cent financing they came to expect on a new car purchase, more are electing to hold off rather than pay the current rate of more than four per cent.
PENT-UP DEMAND
Now that lockdowns are finally fading into hopefully soon-tobe forgotten memories of the pandemic’s early days, there lingers a reality Ramlo refers to as the ‘Great Suppression’. Although many people were still working, they weren’t going out to restaurants or theatres or celebrating with family and friends. Sweat shirts, sweat pants and slippers replaced the formal suits that required constant dry cleaning and frequent replacement. Nationally, billions of those unspent dollars landed in household savings.
At the same time, this period saw the largest post-war transfer of funds from the federal government into the pocketbooks of unemployed taxpayers.
So, it wasn’t a huge surprise that as things opened, people just wanted to get out and spend money. And spend they did, rapidly driving up prices on almost everything even before it became apparent there were growing constraints on the
global supply chain. Manufacturing plants were shuttered, war broke out in the Ukraine, and China’s zero COVID policy all increased the pace of inflation.
WAGE COMPETITION
Ramlo noted that salary expectations, too, are and will continue to contribute to inflation. “If I go to my employer, who’s already been good to me and given a 6.9 per cent inflation increase, and ask for a bit more, the reality is that employer has to pass those costs on for the product or services they provide, creating a wage/inflation spiral. Banks are trying to avoid this.”
And there’s another oddity. Giving an example of the economy for October, Ramlo said the combination of high inflation, historic low unemployment, and a glut of job vacancies—more than a million in the second quarter of 2022—is not typical. He predicts that while supply chain issues will be resolved, the rising wages used to attract employees will remain, likely causing another BoC rate hike before the end of the year and another in early 2023.
And, he reiterated that B.C. in general, with Metro Vancouver in particular, has rebounded well from the massive job losses of 2020/2021, gaining back 129 per cent of the jobs lost, and now has 4.2 percent unemployment, while Metro
Vancouver regained 118 per cent and now has 3.9 percent unemployment.
A GROWING POPULATION
Ramlo’s analysis predicts 2022 will finish with approximately 191,000 new home completions, a “bit of a gap” from the 250,000 needed to meet demand. B.C., he said, receives approximately 42,000 immigrants per year—approximately 15 per cent of all new arrivals to Canada. Yet, provincially, it has only 13 per cent of Canada’s population.
As the federal government continues to increase immigration targets, those numbers will go up. However, he emphasized it’s not just the inflow of population into the province that’s contributing to a shortage of supply; it’s about household/family formation as well. Within each cycle, as kids grow up and move to their own homes, a family that originally required one home, now requires two or more with zero population increase. So even if housing is increasing at the same pace as the population growth, demand will still outpace supply.
Closing on a positive note, Ramlo said he is optimistic about the future. “We’re moving into a period of above-average population growth, especially in Metro Vancouver. My optimistic side suggests this could be a new era of community building for many regions within the province.”

Symmetry: Creating a frame is another way to encompass a space and draw the right kind of attention to it. For example, a couch perfectly framed under a window or art piece, or with accents on either side can bring it to the front of one’s attention.
Encourage lounging
Relaxing is one of life’s luxuries — a place to put your feet up, to unwind after a hard day, or to cosy up with your favourite activity.
Blankets: There’s nothing cosier than a few blankets. To amp it up, layer them up! Heavy knits, wool, fleece, faux fur, there’s no such thing as too many. Store the overflow in a wicker or fabric basket. This makes them accessible to guests; they can just reach out and grab one.
Plant therapy: Plants aren’t just good for adding texture or colour to a room, they also improve the air quality and bring a sense of life into a space. Colder weather means closing doors and windows to maximize the heat and adding indoor plants brings about a more figurative sense of warmth and closeness with nature.
Ecourage reminiscing
Whether you’re yearning for those halcyon days of summer, or want to relive simple pleasures, decking your space out in memorabilia can help combat those winter woes. Live in the moment with guests but don’t neglect the things that make you sentimental. Dedicate a space to creating and celebrating memories. This extends beyond the holiday season. Find and keep the love by personalizing the space.
Repurpose old keepsakes: Consider the treasures you’ve accumulated in your lifetime. Tasteful clutter doesn’t have to be bare bones or even storebought. Old letters and encyclopedias can find new purpose. Along with personalizing your home, old treasures can bring more dimension with colour and texture. A few conversation pieces here and there can spark discussion and bring about more memories for the future.
Aromatherapy: Our sense of smell is an often-overlooked part of crafting an atmosphere. But it’s easy to set one
up. Choose a scent (holiday inspired or otherwise) that fits the mood you want to convey and let aromatics (such as essential oils) do the rest. A subtle scent adds another layer to the space: Your olfactory system is closely connected to memory.
