It’s exciting to see our province moving out of the pandemic, and people are gearing up for a fun summer reuniting with friends and family, and even possibly travelling to other places in Canada and the United States by August. This gradual reopening will soon see our immigration patterns getting back to normal levels, and this should exert a continued pressure on the supply of new homes in the province, and particularly Metro Vancouver. Fifth Avenue’s Jamie Squires has an insightful story this issue that explains how this pent-up new resident demand could mitigate the usual summer lull in the real estate market. A lot of this demand is going to be focussed on the Fraser Valley, and keeping this region affordable and livable means having an effective transportation plan, explains Susan Boyce, in her feature about the UDI’s transportation seminar. Finally, since “wellness” has been the 2020 buzzword in terms of residential buildings and amenities, we take a look at the different interpretations of the word, and how some of our local developers are creating homes and spaces that will promote the health and well-being of residents and their communities in the coming years. Shaping the ForeSeeable Future A uDi FraSer Valley Discussion About trAnsportAtion by susAn M boyce An annual tradition in the Fraser Valley, this year’s forecast panel was a stellar one bringing together stakeholders from three municipalities plus two experts from south of the border with Gordon Price, Canadian urban planner and former politician, once again moderating the event. Patrick Klassen, community planning manager with the City of Surrey, was clearly proud that his municipality remains the province’s fastest growing urban center and is firmly on track to eclipse the City of Vancouver in 26 New Home + Condo Guide | June 12–26, 2021
total population by the 2040s. He’s also excited by Surrey’s leadership role in meeting the escalating demand for transitoriented developments (TOD). And he stressed TODs south of the Fraser are a different breed from the high-density, glass and concrete towers that dominated the downtown Vancouver landscape — a style of architecture he believes served an important purpose but is beginning to create a degree of visual monotony. Instead, he pointed to areas like Fleetwood and the Scott Road Corridor on the border with Delta where densification is gentler —
typically six storeys, an architectural form he believes will become the building block of the future, flanked by two- or three-storey townhouses — and where round-oriented, frequent transit networks (FTN) provide reliable bus service that’s no more than 15 minutes apart. Since a transit network based on buses can be easily modified or expanded to meet residents’ changing needs, he predicted Surrey will also be a leader in advancing yet another, exciting trend, the 15-minute urban village where everything residents need to live, work, and play is within walking distance.

James Klukas, deputy director of community planning and development with the City of Delta, indicated Delta will continue to work closely with its neighbour to the east, fine tuning long-term plans that will raise the transit bar even higher along the Scott Road Corridor. Pre-pandemic, this transit workhorse carried an average of 23,000 passengers per day making it the busiest route south of the Fraser and seventh busiest in all of Metro Vancouver. In 2020, the R6 Rapid Bus launched connecting directly to the Scott Road SkyTrain Station. Klukas’ goal: increase speed and frequency by a whopping 20 percent — meaning passengers can expect service every 10 minutes or less. And like Klassen, he emphasised that six-story development will likely continue gaining traction as a significant architectural form that blends efficiency with livability. adapTiNg To aN oNliNe eCoNomy
Amelia Bowden, planner with the City of Maple Ridge, didn’t shy away from the fact her city is still a car-oriented stronghold of single-family living. Although the last few years have seen densification start along corridors that extend out from the original city centre, many of these multi-family developments front
directly onto busy main roads like Dewdney Trunk and Lougheed Highway, something she’d like to see change. But Maple Ridge does have an abundance of space for business parks and light industrial. As economies worldwide transition to online shopping, the skyrocketing demand for warehouse locations shows no sign of slowing. And this spells employment opportunities. The city has already implemented a rapid bus line connecting directly to the Evergreen Line for both residential neighbourhoods and along the new employment corridors servicing these industrial nodes. There are also plans to develop an extensive greenway with parks and conservation areas. This third connection route would allow car travel but be more geared to pedestrians and cyclists, and would create lively, public spaces to encourage these eco-friendly forms of commute. Surprisingly, Metro Seattle has poured over $50 billion into a highly functional, integrated transit system that includes 100 kilometres of new rapid transit track linking downtown with bedroom communities like Bellevue and Kenmore, yet remains predominantly a car culture. King County Metro, noted that King County owns 23 multi-level parkades and manages more than 19,000 parking stalls in other structures — stalls she said that are always full. There is, perhaps, one silver lining to a pandemic that shuttered the world for well over a year. TODs and the 15-minute community concepts are becoming an accepted norm, as are commuting on two wheels rather than four and rediscovering the joys of home cooking. HOW MUCH CAN YOU BORROW NOW? ALISA ARAGON-LLOYD
As expected, the Office of the Superintendent of Financial Institutions (OFSI) confirmed that it will move ahead with the proposed new stress test, which, it was announced in April, would affect any uninsured mortgages for anyone that is buying a property with more than 20 per cent down payment, or anyone refinancing their mortgage. However, it was not expected the Department of Finance to follow OFSI’s lead and apply the new stress test to insured mortgages, affecting anyone buying a property with less than 20 per cent down payment, and are required to have mortgage default insurance. This means that when an applying for a new mortgage, regardless if the mortgage is insured or uninsurable, borrowers will now have to qualify (show 40 New Home + Condo Guide | June 12–26, 2021
that they can afford the payments) based on the higher of the contract rate (the rate that you will be paying) plus two per cent or a new floor rate of 5.25 per cent, previously at 4.79 per cent. The government that regulates mortgages are concerned with the heating housing market and this is one way to slow down the market. There are other ways that can slow down the market, such as an increase in interest rates, however, that will have a negative impact on the overall economy. WHAT DOES THIS MEAN TO YOU?
This means that the biggest impact to you, will be on the amount that you will be able to qualify for. The increase of the new stress test, this will decrease the borrowing power by approximately four per cent to 4.5 per cent. For example, prior to the change a borrower could qualify to purchase a for home for $735,000 by putting 20 per cent down payment, and with the new stress test the borrower would qualify for a home of a purchase price of $700,000.
To put it in perspective, the B-20 stress test that was implemented in January 2019 which required borrowers to qualify at the higher of either the five-year posted rate or the contract rate plus two per cent, their buying power was reduced by 22 per cent. Prospective homebuyers will often have to make some lifestyle changes in order to save enough funds for a down payment. But, how much do you really need to sacrifice? Ratehub.ca, a financial product comparison website, conducted a study to see how everyday luxuries impact your savings. SO, WHAT DO YOU HAVE TO GIVE UP?
Many of us love the finer things in life, but the costs of these luxuries add up. For example, a specialty beverage at Starbucks costs an average of $4; takeout meals cost approximately $15; every Uber ride you take will amount to about $16.40; brunch costs approximately $25; and nights out will set you back $65. Here is how long it would take you to save for a down payment if you were to redirect the funds you would normally spend on these luxuries.

First-time homebuyers are feeling the affordability pinch in hot markets such as Ottawa, but also plan to use their growing savings to boost their down payment, according to a recent survey from BMO Bank of Montreal. “The Canadian housing market, overall, is incredibly strong right now with record demand and tighter supply pushing prices up,” says Hassan Pirnia, head of personal lending and home financing products, BMO Bank of Montreal. “While some buyers are looking to accelerate their move into the market anticipating price appreciation, we are seeing others pause on their homeownership plans. According to the BMO survey, 80 per cent of first-time buyers intend on using some or most of their increased savings to boost their down payment. Nationally, respondents expect to spend $433,000 on their first home, compared to $529,000 in Ontario.

GUARANTEED INVESTMENT CERTIFICATES (GICS)
When choosing where to park your cash, there are a number of factors to consider. One key component in your choice of bank should be the interest rate of your savings account. High-interest savings accounts have different interest rates depending on the financial institution. If you’re shopping for a new bank, be sure to compare interest rates with other banks or credit unions. Many financial institutions will often have promotions encouraging you to switch that involve a high interest rate either for a set period, or permanently. Do your research and make sure you’re saving with an institution that gives you the best rate. Keep in mind, Canada is in a historically low interest rate environment, so the difference between rates may seem tiny. But if your savings are large enough, that tiny difference can have a decent impact over time.
This investment vehicle provides plenty of peace of mind. The guarantee the name refers to doesn’t mean you’ll definitely make a lot of money. It guarantees you definitely won’t lose money, which is a promise you can’t get from most other investments. GICs let you lock in a certain sum (a minimum investment of $500 or $1,000 is typical) for a specific period of time, usually one to five years. The longer you keep money in the GIC, the higher the interest rate is and the more interest you’re likely to earn. This makes GICs an excellent option for people looking to grow their savings over the long term, but who don’t want to take on risk.
3 THE HOME BUYERS’ PLAN
An RRSP is a type of account that holds a variety of investments, such as GICs. RRSPs have three advantages. First, everything you contribute to your RRSP is tax deductible. Second, you can invest
from an RRSP and any profits from those investments remain tax free as long as they stay in the RRSP. Third, if you’re a first-time homebuyer, you can withdraw up to $25,000 from your RRSP taxfree to put toward your first home when you participate in the Home Buyers’ Plan. If you’re purchasing your first home with a partner or spouse, you can withdraw as much as $25,000 from each of your accounts for a total of $50,000 to put toward your home. But there’s a catch: The Home Buyers’ Plan essentially works as a loan to yourself, so you must contribute at least one-fifteenth of the amount in your RRSP over a 15-year period or the money withdrawn will be taxed.

Investing your down payment in stocks can be risky if you’re buying a home within the next few years, since there’s a chance you could lose money. A safe investment option, such as a high-interest savings account or a GIC, can give you a better return on your money.
