Vancouver Mural Festival Announces Black Strathcona Resurgence Project (BSRP), its latest community endeavor with the goal of reclaiming visibility and reconciling the erasure and systemic racism endured over time by Black people in Vancouver. As part of the August 4–22 Vancouver Mural Festival, VMF is partnering with local Black artists, curators, businesses and communities to embark on a multi-year project centring on Black storytelling through the visual impact of public murals. The murals created for BSRP will be centred in the Hogan’s Alley neighbourhood which was
a hub for Black communities since the early 1900s, hence also known as Black Strathcona. The Black Strathcona Resurgence Project will reclaim visibility for Vancouver’s Black community in Hogan’s Alley with the creation of 11 new murals made possible by the support of our project partner Vancity, sponsors Shaw Communications, BC Hydro, BC Housing, Goodbye Graffiti, Strathcona BIA, and our Community Partner Hogan’s Alley Society. Artists this year are curated by Krystal Paraboo and Chipo Chipaziwa.

New Café at Burke Mountain Village Discovery Centre With construction underway on the Burke Mountain Discovery Centre, local residents and visitors can get ready for the first cafe to open in the area. Following an extensive Request for Proposals process, PGA Hospitality Inc. who own and operate Beanery Coffeehouse and Eatery in the Westwood Plateau area, was selected by the City as the operator for the café space. They will be operating the space as
IBEX Café + Kitchen and they also envision serving local craft beer and wine. NEIGHBOURHOOD PROFILE
MARPOLE Marpole is a mostly residential neighbourhood on the southern edge of the City of Vancouver. Its borders are Angus Drive to the west, 57th Avenue to the north, Ontario Street to the east and the Fraser to the south. It has seen much change over the years, largely due to the construction of the Oak Street Bridge and the Arthur Laing Bridge, leading to the southern suburbs via Highway 99 and Vancouver International Airport, respectively.

This neighbourhood has a strong sense of history, particularly within its aging population. Archaeologists have found evidence that Marpole was inhabited as far back as 3500 B.C. This is also one of Vancouver’s oldest settlements, which was called “Eburne Station” in 1860. The area received another boost when the Lulu railway and the BC Electric interurban train were built in 1908, increasing its accessibility to and from other areas of the Lower Mainland.
The 2011 census recorded Marpole’s population as 23,832 and the median age as 41.6. Because this neighbourhood is a high-traffic area, it’s less expensive than most areas of the city, and students and seniors are taking advantage of the prices here, as well as many new Canadian. There are also several seniors’ homes in the neighbourhood. The area appeals to the “day trippers” and “night owls” who enjoy the proximity to not only the downtown core but also the vibrancy of nearby

Marpole is a juxtaposition of contradictions: not only does the combination of young students and senior citizens contribute to this feeling, but there so does the pairing of quiet residential areas dotted with ample greenspace with the major arterials that run through the city. JERICHO LANDS HOW CANADA LANDS AND FIRST NATIONS WILL REVITALIZE THIS UNDERUSED LAND by STEPHANIE MACDONALD Jericho Lands, (ʔəy ̓alməxʷ / Iy̓ álmexw) is a 36-hectare (90-acre) site located in Vancouver’s West Point Grey neighbourhood, and is bound by West 4th Avenue, Highbury Street, West 8th Avenue, and West Point Grey Park. Jericho Lands is owned by a joint venture partnership between the Musqueam Indian Band, Squamish Nation, and Tsleil-Waututh Nation (MST) Partnership and the Canada Lands Company (CLC). The Musqueam band states, “Our ancestors shared these lands for generations and we honour that legacy by working 20 New Home + Condo Guide | Aug. 21–Sept. 4, 2021
together for the future of our communities. MST Development currently oversees six properties totaling 160 acres of prime developable lands throughout Metro Vancouver, valued at over $1 billion. In 2014, MST Development and CLC entered into a historic joint venture with the purchase of two significant land parcels in the City of Vancouver: the Heather Street Lands and the Jericho Lands. Together, MST and CLC are planning the redevelopment of these lands to create new opportunities for our members and the city”.
A variety of housing types will form a major component in the development of the Jericho Lands. The eastern parcel, referred to as Jericho Garrison, was previously owned by the Department of National Defence (DND) until 2014 when ownership was transferred to the MST Partnership and CLC. The MST partnership and CLC share 50/50 ownership of Jericho Garrison. The western parcel, referred to as Jericho Hill, was previously owned by the Province of British Columbia. In 2016 ownership was transferred from the Province to the MST Partnership.
On Wednesday, June 23, at Vancouver City Council’s Standing Committee on Policy and Strategic Priorities, the partnership provided an update on the planning process to date and received an endorsement of the draft Guiding Principles and Emerging Site Planning Ideas. Input from MST Nations’ community members received by the Jericho Lands planning team was instrumental in developing the Guiding Principles and Emerging Ideas, reflecting the leadership role that the Nations play as stewards of the lands and in setting a global precedent for reconciliation and contemporary Indigenous development. The council recognized the importance of the ʔəy̓alməxʷ/ Iy̓álmexw/Jericho Lands as a site of reconciliation and future prosperity for the Musqueam, Squamish and Tsleil-Waututh Nations. The development of the site will also support opportunities for education, training and employment for Nations’ community members.
A City of Vancouver staff report explains the mix of housing types will be a split between 70 per cent for private ownership or market homes and 30 per cent for mixed rentals. According to the current plan, Jericho Lands will provide “new housing, with a range of options for households of different incomes, ages and mobility needs, from students to families to seniors, while creating opportunities for intergenerational living and learning”. Moreover, the new neighbourhood will be “designed to incorporate a variety of building types suitable for a diversity of households”. The plan provides for the construction of a new neighbourhood that will “Integrate a variety of housing options throughout the districts in apartment forms that include ground-oriented units.” Overall, development in the Jericho Lands will “include a range of building types and scales that respond to the site’s unique natural features as well as proximity to a potential

future Millennium Line Extension from Arbutus Street to UBC”. In terms of design, the site plan will “explore the placement of taller buildings to distinguish districts, accentuate the ridge, optimize transit use and create a culturally distinct skyline.” The same draft seeks to “recognize land as a limited resource”. Home: a small word filled with enormous emotional depth and breadth. Sure, four walls with a roof may make a house or a condo, but what is it, exactly, that transforms those walls into a home? The question is so intriguing, Habitat for Humanity even sponsors a contest (found at meaningofhome.ca) where students in Grades four through six share their definition of the perfect home. “Home is an enjoyable, happy place where you can live, laugh, and learn,” says one Grade five winner. Another suggests home is “a secure, cheerful place where you are respected and loved.” Yet a third, unattributed definition found online is “a place of refuge… that tells a story and expresses a person or family’s interests. To create a home requires an emotional connection and sense of belonging.” This issue, Yosh Kasahara, executive vice president of Alabaster Homes, shares his thoughts on some of the positive, pandemic-driven trends in multi-family design he believes will create homes buyers can enjoy today and far into the future. 24 New Home + Condo Guide | Aug. 21–Sept. 4, 2021
Rowen W47 Q: Integrating parks and public outdoor gathering spaces into the fabric of multifamily design has increased significantly over the past decade. How has the industry responded when these areas were suddenly off limits? A: The pandemic has certainly given us a whole new appreciation of outdoor spaces. For condo dwellers who are lucky enough to have a good-sized balcony, it can be as easy as setting it up with plants, comfortable chairs, a table, and perhaps some nice flooring. But there’s an interesting challenge when it comes to townhomes — especially in Vancouver where skyrocketing land prices continue to push many young families and first-time buyers farther afield or out of the market altogether. For the developer, rising prices plus smaller land parcels mean many new projects simply can’t include a communal courtyard or large garden. So often people tell us they want to stay in the city because they love the schools and amenities, but they can’t afford a 1,500-square-foot townhome with nowhere they can be outside. One creative solution is a private, rooftop deck — something we’re incorporating into almost all of our Westside Vancouver townhomes. Effectively, it takes previously unused square-footage and gives you a generously sized, private place for a garden or outdoor lounge. Q: Are there specific design changes required for a
rooftop deck? A: Traditionally, townhouses use a deep and narrow
configuration with three bedrooms up. But if you rethink that configuration so there’s a single-level, two bedroom unit on the ground level with a twolevel, wide and shallow unit above, you can add a rooftop deck and suddenly you’ve got a beautiful, highly usable outdoor space that’s completely private. The reduced number of stairs also makes these interior layouts far more functional, so a slightly smaller footprint feels just as spacious as a bigger, more expensive unit. Suddenly that Vancouver townhome becomes more realistic.

Q: During the past year and a half, lockdowns have also left many people scrambling to figure out
how they can efficiently work from home and still preserve a professional image. What’s the number one design trend that meets this new need? A: A dedicated room that allows you to keep work and personal time separate. Prepandemic, it was okay to set up your laptop on the kitchen or dining room table. But now, when most meetings are at home via Zoom, you want your clients to see a nice painting or bookshelf — not the kitchen sink. Q: So how do you achieve that separation, especially if it’s a smaller home, in a market where skyrocketing prices are already pushing many buyers farther and farther east just to be able to afford a home that’s bigger than a shoebox? A: Again, the answer comes from thinking outside the box. As floorplans become increasingly efficient, we’re finding ways to do things like tuck a workstation under the stairs or on a landing. And in some, larger developments, co-working rooms as part of the amenities are beginning to show up more regularly. Like many people, I don’t think we’ll ever completely return to the old way of working from the office five days a week, so these are positive changes for everyone. THE ETERNAL MORTGAGE DILEMMA… SHOULD YOU GO FOR A FIXED OR VARIABLE INTEREST RATE?

Fixed and variable mortgage rates are quite different in terms of how they are funded. Fixed mortgages rates follow the patterns of Canada Bond Yields, plus a spread, where the bond yield is driven by economic factors such as inflation, unemployment, and exports. The bonds are purchased by a mortgage lender 32 New Home + Condo Guide | Aug. 21–Sept. 4, 2021
and are sold as a mortgage to a borrower and then re-sold as an income-based security back to the financial market. Variable mortgage rate products are based on the prime lending rate. This is a fluctuating yard stick used by the Bank of Canada to determine borrowing rates on all loans in Canada. The rates are driven by the same economic factors, except variable rates fluctuate with the movements in the prime lending rate, the rate at which banks lend to their lower credit risk clients. When inflation is high, the Bank of Canada will
increase the prime rate to make the borrowing of money more expensive and when inflation is low, the Bank of Canada will decrease the prime rate to stimulate the economy and encourage borrowing of money. What is the difference between a fixed and a variable rate? FIXED RATE:
The fixed rate is generally higher than a variable rate. The interest rate will remain constant or fixed for the term of the mortgage which means your mortgage payments will remain the same throughout the term.
VARIABLE RATE:
A variable rate can change during the term of the mortgage which means your actual mortgage payments can either increase or decreased during the term of the mortgage. The great thing about a variable rate is that you have the option to lock into a fixed rate at any time if you are starting to feel that you are not comfortable with an increase. While your interest rate will not double overnight, (and even if it did go up by 0.25 per cent) the savings you would have already earned would put you on a level playing field, or you could possibly still be ahead. If you decide to switch from a variable to a fixed rate, the fixed rate will be determined based on what the fixed rate is at that time for the remainder of your term. Variable rates are offered based on the prime rate and either at a premium or at a discount. While the discount remains the same during the term of the mortgage, the prime rate may go up or down. Which means that variable rates are based on the Bank of Canada who sets the benchmark for interest rates, based on inflation. Currently the benchmark rate for the Bank of Canada is 2.45 per cent. For example, a lender might offer you Prime -0.40% (2.45% - 0.50% = 1.95%) which means that if the Bank of Canada or the lender increased their prime rate your discount will remain constant yet your mortgage payments will increase. It is good to know that Bank of Canada reviews its benchmark rate about eight times
a year. The Bank of Canada has made a second unscheduled cut to its benchmark interest rate due to the COVID-19 crisis. Another big difference between a fixed and a variable rate is how the penalty is calculated should you get out of the mortgage early and the lender that holds your mortgage. If you have a variable rate, the maximum you would most likely pay a three-month penalty interest. However, if it is a fixed mortgage, you will pay the greater of either the Interest Rate Differential (IRD) or three-month interest. The IRD is calculated by determining the difference between the mortgage rate in effect and the rate available at the time of the pre-payment, multiplied by the term remaining on the mortgage. The interest rate differential is meant to compensate the lender for having
the mortgage paid early. Most lenders have different ways of calculating their pre-payment penalties, therefore, it is critical that you find out how they will be calculated upfront before signing your mortgage, even more so if you think you might need to get out early.
