There are some people who are hesitant to consider a pre-construction home. After all, it can be difficult to envision making such a large financial and emotional investment on a future home that is nothing more than a concept displayed on an architectural rendering or a miniature model. We understand. However, if you are among the hesitant, there is one thing you may not realize. All pre-construction homes in British Columbia built by a licensed residential builder must be covered by third-party home warranty insurance. What does this mean for you, the homebuyer? As one of the strongest construction defect insurance coverages in Canada, B.C.’s 2-5-10 warranty covers a variety of defects that can occur during the second, fifth and 10th year after construction, protecting you and your investment. For example, the building’s structure, appliances and overall craftsmanship are covered should repairs be needed. To get the full story, turn to page 28. Translink unveiled the first set of 10-year priorities under the Transport 2050 strategy. The vision includes extending the SkyTrain Millennium line to UBC and building a gondola to SFU plus the creation of nine bus rapid transit lines throughout the region.
New arts centre planned for Mount Pleasant Plans are underway for a 12-storey mass timber office tower at the intersection of Quebec Street and East 6th Avenue in Vancouver, a short walk from the future Mount Pleasant SkyTrain Station. But locals are thrilled that the 1929, two-storey SFU Annex currently located on site will be moved to the property’s eastern edge and restored as a city-owned arts centre and community gathering space. The tower will also include four levels of underground parking plus secured bike parking. Stay tuned for more details as they’re revealed.

THE FUTURE OF TRANSIT AND RIDERSHIP IN METRO VAN BY SUSAN M BOYCE
TransLink’s new CEO, Kevin Quinn.
The message TransLink’s new CEO, Kevin Quinn, sent out loud and clear to members of the Urban Development Institute (UDI) on April 20 was that it’s time for a change. Quinn, who is poised, calm, and possesses a gentle sense of humour, stepped into his CEO position last summer when ridership was plummeting at a previously unimaginable rate. But despite unprecedented, pandemic-driven challenges, he noted that unlike most jurisdictions across North America, Metro Vancouver’s ridership has rebounded to 71 percent of preCOVID numbers — some 300,000 people per day — thanks in large part to Metro Van’s focus on coordinated regional planning and consumers’ above-average transit literacy. Not surprisingly, Quinn says he believes the Broadway Millennium Line Extension will be “an absolute game-changer.” Current predictions suggest daily ridership on this single route will reach up to 163,000 by 2030, a number anticipated to expand 20 New Home + Condo Guide | April 30–May 14, 2022
to as much as 191,000 by 2045. Fundamental to the region’s bold Transport 2050 plan, Quinn expects 300 kilometres of rapid transit routes will be added over the next 30 years. Looking at just the first decade, he says consumers can expect to see more than 150 new rapid transit lines, a doubling of the regional bus service levels, and 450 kilometres of new, traffic-separated bicycle lanes plus 200 new bike lockers and six new bike parkades. But he also said we need a different approach to dealing with climate change and increasing traffic congestion, citing Bus Rapid Transit (BRT) as a solution. To be clear, he stressed BRT is not a Rapid Bus nor a SkyTrain alternative. BRT’s three distinguishing traits are dedicated, single-priority lanes with integrated technology to enhance unimpeded travel; level boarding stations with prepayment (like current SkyTrain/SeaBus routes); and comfortable, spacious compartments. Pioneered in Bogota, Colombia,
BRT’s economic logistics are nothing short of astonishing. Every kilometre of BRT routing cost approximately $15 million compared to a whopping $400 million per kilometre for SkyTrain. It’s almost six times faster to build — 13 kilometres per year versus SkyTrain’s 2.3 kilometres per year. And it’s been proven to spur economic development. In Cleveland, Ohio, it created more than $10 billion in real estate investment and within just four years of opening, surrounding property values skyrocketed 30-100 percent. In closing, Quinn noted that we need to change how we define a successful transit system. Ridership numbers can no longer be the sole matrix. However, to invest in a property, it’s best to do so with your eyes wide open. Here are some potentially expensive mistakes to avoid:
• Treating the property purely as an investment and not as a business Owning an investment property is like owning a business. People think the only thing they have to do is buy it, rent it and forget it. Decisions will need to be made from time to time regarding maintenance and upgrades, rent reviews, new leases, and more. Even if you hire a property

• Not factoring in running costs The price of the home is only the first of a series of home-ownership expenses. Before you rush off to buy, consider some of the costs,

These mistakes to avoid are not intended to discourage you from buying an investment property but to assist you to proceed with open eyes and know what you are getting into. Buying an investment property means work, but it is a great way to create wealth and financial security for you and your family. Just as each homebuyer should have a thorough understanding of their mortgage and home insurance, so too should they know how the warranty for their pre-sale home purchase functions. In British Columbia, any new home built by a licensed residential builder must be covered by third-party home warranty insurance. Those purchasing homes in B.C. should feel protected, as this province is home to one of the strongest construction defect insurance coverages in Canada. 28

Despite its name, warranty insurance is not the same as home insurance. Where home insurance is purchased by the homeowner to protect against issues such as theft and fire, warranty insurance is purchased by the builder to protect the homebuyers from any construction issues. Home warranty insurance is mandatory and provides consumer protection for new homebuyers. It can only be provided by insurance companies that are approved to meet the requirements of the Homeowner Protection Act. Standards of coverage, commencement dates and exclusions are all set by the government under the same Act. In B.C. the warranty is often referred to as the 2-5-10 Warranty.
HOW PRE-SALE HOMEBUYERS ARE PROTECTED
Every pre-sale home sold in B.C. is protected by the 2-5-10 warranty and supports the homebuyer in reducing costs and concerns around their new home. Structure, appliances and craftmanship are covered should any repairs be required. This is unique to pre-sale and new homes, as a re-sale home purchase would not benefit from the same mandated warranties. For strata buildings, coverage on both individual units and common property begins at the earlier dates of either first unit occupancy or the date of the legal title to the first owner. THE 2-5-10 STRUCTURE
The 2-5-10 name comes from the warranty’s mandated minimum
timeframe breakdown for different protected components: • 2 years: the warranty period for labour- and materials-related defects or issues • 5 years: the warranty coverage for the building envelope, including water penetration • 10 years: the warranty period for the general structure of the building The two-year labour and materials coverage protects against any issues in labour and materials for 15 months on the common strata property and 24 months for defects. This includes components such as delivery and distribution systems; exterior cladding, caulking, windows or doors that may lead to detachment or material damage to the new home; violations of the Building Code that constitute a health or safety risk; and defects that render the home unfit
to live in. In this case, the building envelope refers to the outside or skin of the building, where as the structure of the building refers to the ‘bones ‘ of a building or the functional structural components. UNDERSTANDING THE WARRANTY INSURANCE ON YOUR PRE-SALE HOME
If you’re looking to learn a little bit more about the protection that the home warranty insurance offers, visit the presentation centre of your pre-sale home and ask the sales representatives to take you through the specifics for your development. While the minimum requirements are set, some new homes have coverage that goes beyond the minimum ,for extra peace of mind. In order to be completely comfortable, it is always helpful to ask your realtor to double check the information with which
you were provided so that you can fully understand the opportunities provided by the warranty. When purchasing pre-sale, it’s good to know that any applicable costs incurred in the mandated timeframes will not come out of our own pocket. This helps to budget for the first 10 years of home ownership and provides the peace of mind that comes with financial protection.

MASTERING THE HOMEBUYING MARKET

The two questions I am regularly asked since the pandemic are where the housing market is headed, and if now is the right time to buy. There are certainly some challenges these days if you are looking to purchase a home in Metro Vancouver. Demand for housing continues to surpass the supply of housing stock, and until a closer balance is achieved, Metro Vancouver will continue to be a seller’s market Housing supply is a complicated issue, and one that will not be solved overnight, even with the intervention 32

of governments at all levels to address the challenges. Housing inventory continues to lag behind demand and will do so for the foreseeable future as the industry faces serious labour shortages and challenges with material supplies due to the global impact of the pandemic. Delays, and “red tape” at the municipal level with zoning,
approvals and permits complicate delivery of new housing stock, and on the resale side, with the uncertainties in the marketplace and recent double digit increases in property values, many owners are electing to hold on to their homes, further exacerbating the supply-side issue. Add in Canada’s plan to ramp up needed immigration to mitigate the labour shortages and
this exerts even more pressure on the housing market. The Bank of Canada is raising the prime interest rate to control a sharply rising inflation rate, driving up the cost of borrowing and adding to the pressure on first-time buyers looking to get into the market before further increases are realized. The prime rate has already bumped up .75 percent since January with another .75 percent increase anticipated before the end of 2022. As a first-time buyer, it might appear too daunting and too complicated to purchase a home in Metro Vancouver, however, looking back over the past 20 years, the overall risk has been offset by the gains, and buying a home is still one of the best investments one can make. First-time buyers need to know if the risk-to-reward ratio is right for their personal circumstances. By increasing one’s awareness of the market and buying strategies, the perceived challenges will begin to become more manageable. good chair is like a good friend – it’s there to support and embrace you, to bring comfort and colour to your life. Dating back some 5,000 years, this essential piece of furniture has evolved from its predominantly utilitarian origins. Don’t get me wrong, it definitely still serves the very specific purpose of getting us off our feet, whether to rest or to help us focus on tasks. However, the chair has also become an expression of art and personal style, a decorating tool to define areas throughout the house, and how we live in our homes. While there are many different styles and options of chairs on the market, the defining feature of a good chair is one that balances esthetics, comfort and quality. Here are some things to pay attention to.
#1 Function (and style) Before you can consider a chair’s esthetic attributes, you must first determine its functional requirements. Will you be sitting for short or extended periods of time? Will you 38

be engaged in any activities while seated? In terms of the space you’re placing it, is it casual or formal in nature? How many people do you need to seat? Is it a high-traffic area, exposed to wear and tear? Consider the style of seating that will best meet those needs. Your seating options run the gamut from chairs, loveseats, sofas and sectionals, to less conventional pieces such as stools and ottomans. What about upholstery? With a back or armrests? What about the depth and angle of the seat? TIP: Ottomans and cubes are very versatile and are a great option for extra seating or surfaces in a pinch. Pushed up to a coffee table or beside the fireplace, an ottoman makes a great seat.
#2 Construction (and price) When shopping for seating, you’ll undoubtedly come across a wide range of products and price points. Generally, you get what you pay for and quality (think comfort and durability) is often reflected in a higher price. What’s behind
that price difference? The joinery; the construction of the seat and whether it’s coil or web, down or foam; the quality of upholstery – these all factor into the price.
#3 Measure (and measure again) You know what they say – measure twice, buy once. When buying any big-ticket items for your home, don’t rely on the “eyeball” method for measurements. This is especially important given the reality of supply chain issues and the resulting delays on delivery. Ensure the pieces you’re buying will fit your space – and through the doorways, hallways, and if you live in a condo, the elevator! Having a floorplan in hand can also be extremely helpful when shopping for large-scale seating, such as a sofa or sectional. This will give you a view of the piece, and its scale in relation to the rest of the space, and how it may impact the natural flow of traffic and sight lines to windows and other focal points, TIP: When planning your space, keep in mind the area required around your furnishings. In the living room, I like to leave 18 inches between the sofa and coffee table, and about 36 inches between armchairs, sofa and loveseat. If your seating is for watching television, I recommend a gap of approximately seven feet. As you can see, a lot goes into choosing just the right seating for your space and your… rear end. Do your research, make a list, and discuss your options with a qualified designer who knows what works and can bring some new ideas to the table – or in this case, the chair!

GARDENS A LINK TO NATURE

Over the years, we have read about gardening, met and talked with a lot of Canadian gardeners, accumulated years of toil in our own gardens, and this is the conclusion that we have come to regarding the gardening experience: The purpose of a garden is to link us to the natural world around us. In the microcosm of our personal space, we each see our yard, balcony and garden as something different. Your definition of that space may be a place to entertain, relax or escape, and you would be right. But, stand 42

back from your own personal needs and wants, and you’ll realize what makes the outdoor space around your home different from your indoor space – it’s not yours at all. Consider the birds, insects and wind that pass through your yard daily. Each holds a free pass to use your place to feed, live, reproduce and, in the case of the wind itself, to just pass by. What is so exciting about the world of gardening today is the growing realization that we don’t do it alone: Everything we do in our yards and gardens impacts the natural world around us. Food webs
While we live in a world based on the obvious – what our five senses pick up from day to day, season to season – there is a lot more going
on in our yard than we realize. Take our reference to the food chain, for instance. This linear illustration of how we function within the rules of Mother Nature is an oversimplification of how things really work out there. Ecologists talk about food webs, not chains. If we can offer just one thought that might change your vision of what a garden is, let it be this: Gardeners provide an impact that is changing the world. To stand at your kitchen window and gaze at what is there with a view to birds, flowers, a deck or barbecue, and to see nothing more is to rob yourself of the benefits of reality. In the garden, we often see things two-dimensionally. But we can change. Let us illustrate with this one fact: In a single handful of quality garden
soil, there exists more than four billion interdependent living organisms. Bacteria, fungi, protozoa, insects and a cocktail of other stuff work together to create a support system for the plants that grow in your garden. As a result of this complex system, we impact the natural world every time we dig a hole, pull a weed or place a bird feeder on our property. ARe you doiNG youR pART?
If you agree that gardeners (and there are more than 20 million of us in Canada) have a vital role to play where ecological preservation and enhancement is concerned, then perhaps you will be interested in learning how each of us can do more to enhance that ecosystem. HeRe ARe ouR suGGesTioNs:
1. Attract pollinators. Plants produce flowers to attract pollinators. Exchanging pollen and nectar for sustenance ensures that both the plant and the pollinator have a future. a. Plant lots of flowering plants. Use plants that attract butterflies, hummingbirds, songbirds and yes, even moths, certain types of wasps, and mason bees. Place a “mason bee house” about two metres off the ground and out of the wind. b. Put out birdfeeders, including hummingbird feeders. Squish an over-ripe banana with a fork onto a dish and place it outside to attract butterflies. Mix up your bird food to include peanuts, black oil sunflowers, nyjer seed and quality millet. c. Water. Provide a drink and a bath for visiting wildlife. You will never know the degree to which a bird bath gets used, especially while you sleep. 2. Grow a variety of trees and shrubs and vines. 3. Compost. Your soil will improve as you harvest the finished stuff from your composting unit or pile, and it will host small creatures that are all beneficial to your garden. It always helps to leave your garden a little bit messy. By that we mean, leave your grass clippings on the lawn, let the leaves that fall in autumn remain on your garden, and allow some of your flowering plants to go to seed after flowering. They will provide a quality source of food for songbirds later in the season. We are relieved that we, as Canadian gardeners, have matured to the point where we no longer fight what happens naturally in the world around us. Instead, we have a new generation of gardeners (and an old one that is learning!) who are
embracing the idea that our gardens are a natural link to the wild world – that is outside of our property lines and inside them as well.
