HOLIDAY EVENTS AT THE UNWRITTEN EXHIBITION BY WESTBANK Westbank used the holidays to send The Unwritten Exhibition out with a bang during its final months of existence. Outside in the mall, kids sat with Santa, as live Christmas music played continuously. Inside, little ballerinas practised for the Goh Ballet Nutcracker performances, the gorgeous lights and decorations twinkled, and the immersive Unwritten experience was enhanced by the lovely live piano performances of holiday favourites.

CCI Vancouver has planned a year full of half-day and evening Strata Educational Seminars, and Lunch ‘n’ Learns for council members in different locations in Greater Vancouver. Burnaby Village Concord Pacific market

Burnaby Village has always been a prime Christmas destination, where children and adults can go back in time to experience the historical charm of the Village shops, grab some hot chocolate, do some shopping at the gift store, and most famously, take a ride on the vintage carousel. This year, Concord Pacific sponsored a host of fun holiday activities

in the traditionally decorated town centre, where kids took part in the 12 Days of Christmas Scavenger Hunt, made traditional Christmas crafts and enjoyed live theatre performances, carolers, and live music. With every picture posted with the hashtag #ConcordSleigh, Concord Pacific donated $5 to the Burnaby Christmas Bureau.

Holiday revelry at Wesgroup’s River District

Residents of River District enjoyed the holiday season with fun events for the whole family during the month of December. First came the lighting of the town centre Christmas tree, with children singing and hot chocolate all around. On Dec. 3 Ladies’ Nights, ladies had the opportunity to create a gorgeous seasonal holiday centrepiece for the dining table. The kids were the stars of the show

at the Neighbourhood Centre on Dec. 7, with a fun photo booth and crafts. There was more crafting to be done on the remaining Saturdays in December, with dropins for kids at the Neighbourhood Centre. In January, River District will host a traditional Chinese Lions Dance to celebrate the incoming Year of the Rat. Check riverdistrict.ca/news for details.

HAVAN coat drive

This year’s Homebuilders Association Vancouver (HAVAN) Coat Drive for Kids was a huge success. On the morning of Dec. 6, many generous people made the trip to Trail Appliances on Sweden Way in Richmond, and in the end, HAVAN members more than doubled last year’s cash donation to the Lower Mainland and Surrey Christmas Bureaus with $10,800. Accepting the cheque on behalf of the bureaus, Lisa Werring, executive director of the Surrey Christmas Bureau, pointed out the positive benefits of the donation to many refugee families, as well as making the holidays brighter and warmer for many other lower-income families in Greater Vancouver. More than 150 people joined in the festivities. The Partita Choir, Vancouver Bach Family of Choirs arrived on ‘Santa’s Sleigh’ (provided by Wesgroup Equipment) to sing by the Christmas tree, while members and guests who dropped off donations enjoyed Buddy’s Hot Breakfast Bar, sponsored by Tradesmen International and Falcon Homes; the Gingerbread Man’s Cookie Decoration Station sponsored by TQ Construction in partnership with Snow Cap; a Customizable Hot Chocolate Bar sponsored by Designs by KS; plus photos with Santa in the Sub Zero room, compliments of Miracon Development. nexthome.ca  15

Increasing consumer confidence, a more balanced market, and continued low interest rates are the three top predictions from industry watchers for the upcoming year. And that’s good news for homebuyers. “I am definitely optimistic for 2020,” says Scott Brown, president and CEO of Fifth Avenue Real Estate Marketing. “I think we will see a return to more normal market conditions. Absorption will continue strong, and prices should remain relatively stable — nothing like the $100/sq.-ft.-increases in six months like we were seeing over the past few years.” SUBURBS COME OF AGE

Michael Ferreira, managing principal of Urban Analytics, reiterated a prediction he made last month that in 2020, the Fraser Valley will continue to recover more rapidly than downtown Vancouver — especially with rapid transit or SkyTrain connections between Surrey and Langley getting ever closer to becoming a reality. Like most, Tracie McTavish, executive director at rennie, sees the trend of homebuyers choosing municipalities outside Vancouver proper as one that will continue gaining traction, since these markets continue to offer a bigger bang for consumers’ home-buying dollar. “If you’re looking at $2,000/ sq.-ft in downtown, many people still hesitate. In contrast, $900/sq.-ft. in Burnaby looks much more attractive, so buyers are saying ‘yes’.” McTavish also predicts Vancouver’s prestigious 22  New Home + Condo Guide  |   Jan. 11–25, 2020

Westside may experience a further slump in sales volume for single-family detached product. “Downsizers getting ready to make the move to a luxury condo no longer have a sense of urgency, so they’re more likely to wait a couple of years until they can purchase a finished product rather than a presale.” Abbotsford and, to a slightly lesser extent, Mission, will continue gaining favour with young professionals and growing families. In addition to long-time local builders like Quantum Properties, Infinity Properties, and Elevate Developments, Vancouver-based developers including Mosaic and Onni are now entering this evolving market — a sure sign there’s increasing consumer confidence and demand. CUT THE RED TAPE

One thing industry watchers are unanimous about what they would like to see change in 2020 is the amount of bureaucratic red tape associated with bringing new housing to market. Across the region, delays of months, sometimes years, are the norm in acquiring the requisite rezoning and permits. “The current system is broken,” MacTavish states. And he doesn’t hesitate to express how he would like to see it fixed. “There are many municipalities with staff who have real estate experience, come forward with good development plans, but when they go for approval, those plans are voted down by council. We need one council, in one municipality to say: ‘Yes, we need more density so we’re going to


approve this application, and if we’re voted out next term at least we will have done something.’” A GREAT PLACE TO CALL HOME

Despite the challenges, though, Ferreira echoes the sentiment that’s growing throughout Metro Vancouver and the Fraser Valley — 2020 is shaping up to be a good year. “I believe this is the best time in a while for people to purchase. Developers who were holding back last year are getting ready to launch new product. Investors are reentering the market. The economy remains strong. And we still live in a great part of the world.”

New Year’s Eve has come and gone, along with all the parties and holiday celebrations. Now, as reality settles in, thoughts turn to what we expect in the next 12 months for Greater Vancouver’s housing market. According to the Royal LePage Market Survey Forecast released in December 2019, on a national level, we will experience higher home prices in 2020, with anticipated increases in condos and detached homes. Furthermore, the market survey forecast revealed that by the end of 2020, Canadian home prices – resale and new builds – are expected to see healthy appreciation. In Greater Vancouver, the aggregate price of a home is forecast to increase 1.5 per cent in 2020, rising to $1.125 million. The median price of a standard two-storey home is expected to rise 1.25 per cent year-overyear to $1.46 million while the median price of a condominium is forecast to increase 3.0 per cent to $666,900 by the end of the year. “Sales have picked up significantly this fall and there is momentum in our market. Buyers who took a ‘wait and see’ approach over the past 18 months are returning to the market looking to buy, confident that price drops have levelled off and may start to escalate,” says Randy Ryalls, managing broker at Royal LePage Sterling Realty, in a press release. “We are seeing multiple offers

for quality listings in high-demand regions, although not to the degree that we saw in 2016.” Ryalls adds that at the current rate of sales, inventory will be very low going into 2020, putting upward pressure on prices. “The concern for potential buyers may be that prices will escalate quickly but they should also be concerned that they won’t get the same selection of listings or time to look around,” he says. “It varies between neighbourhoods, but areas such as East Vancouver are a seller’s market.” Ryalls adds that the unemployment rate in Greater Vancouver is low, the west coast economy is performing well, and the cost of borrowing remains low, which will motivate more buyers to come to the market. …cont’d on pg. 28

The positive outlook is based on healthy buyer demand. A segment of potential homeowners that put home purchasing on hold beginning in January 2018, due to the introduction of the mortgage stress test, started returning to the market in the second half of 2019, driving competition and demand. Another significant driver in demand is immigration. According to the Royal LePage Newcomer Survey released in October 2019, newcomers are expected to purchase one in every five homes on the market over the next five years. Newcomers have high consumer confidence in Canadian real estate (86 per cent) and arrive with savings to put towards the purchase of a home (75 per cent). Peak millennials driVe shifT in demand from condominiums To houses

Most of Canada is seeing a shift in demand from condominiums to detached houses as peak Millennials, (between the ages of 26 and 32) seek houses to accommodate growing families. Comparing the national median price of a condominium at the end of 2019 with 2014, the price has increased 48 per cent. Millennials are now looking for more space and a yard. The resulting demand will put upward price pressure on detached homes. However, condominiums will remain in demand in regions where affordability restricts choice of housing types. “The oldest peak Millennials are now in their 30s,” says Phil Soper, president and CEO at Royal LePage, in a press release. “This huge wave of Canadian consumers has been transforming Canadian real estate for a decade, putting more focus and upward price pressure on our condominium housing stock. … We predict that the period of disproportionately higher price appreciation in the condo segment is drawing to a close as interest in detached homes is reborn.” 28  New Home + Condo Guide  |   Jan. 11–25, 2020

August to November saw sales increase by 40 per cent compared to the same time period in 2018. Buyers waiting on the sidelines to make a decision are starting to see activity pick up and sellers are seeing interest from multiple parties. This is creating some urgency in the resale market for all product types – especially at entry-level pricing segments. A balanced market typically occurs when there is a sales-to-listing ratio between 12 and 20 per cent. The end of 2019 saw a sales-to-listing ratio of over 25 per cent in condos and townhomes in Greater Vancouver and the Fraser Valley. In the singlefamily market, it was 21 per cent in the Valley and 17 per cent in Greater Vancouver. Overall, there was an approximately four per cent price decrease in 2019, but as the market improves, this will likely stabilize and there will be nominal price increases as 2020 progresses. PRESALE MARKET ACTIVITY REVIEW

Developers have eagerly jumped on the opportunity to attract potential homebuyers by offering flexible deposits and incentives at their projects. This has created some amazing opportunities for buyers of presale projects. As market conditions continue to improve into the new year, more projects will decide to launch, giving buyers greater options to choose a development that suits all their needs, both in prime locations and in amenities. Many larger scale developments took a pause in 2019, with less than 4,000 concrete presale units released in 2019 compared to more than 12,000 in 2018. signs already indicate there will be more product released in 2020. With the resale market trending up, we expect to see less and less incentives in 2020 and the same upward trend. LOOKING AHEAD: WHAT’S TO COME IN 2020

The fundamentals in the market remain very strong. The economy remains stable and B.C.’s population is expected to increase by more than 60,000 residents in 2020, which will mostly reside in the Lower Mainland. This increase in demand, combined with the minimal amount of approximately 7,800 new multi-family homes brought to market in 2019, will create upward movement on housing prices this year. Some areas to watch are those in major transit and commercial hubs such as Brentwood Town Centre, Oakridge, Lougheed Centre and Richmond Centre. West Coquitlam will likely be another great area to watch with more market and rental housing coming. Abbotsford was just earmarked as the third best place to invest in Western Canada with its future town centre growth, and Willoughby in Langley will also continue to see solid growth in 2020. HOW TO SAVE LARGE ON A REAL ESTATE PURCHASE

The first consideration in purchasing real estate is to make sure you do not overpay. To prevent overpayment, utilize the services of a realtor who will determine by comparison a fair price to be paid. A second significant way of saving large is through choosing the best financing terms. Of course, we all realize that we need to find the best interest rate available, but most people don’t realize the amount of savings that can be had just by doing one of, or as many of, the following: 1. are today. Every year of interest that you can save is substantial. Some lenders and mortgage brokers are trying to push a 30and 35-year amortization. While this may help some people keep their mortgage payments lower right now, in the long run, they are paying more in interest and the true benefits of these longer amortization terms are realized by the lender not the borrower. 2. Choose weekly or bi-weekly, never monthly payments, as this will help to accelerate the amount of time that would be required to pay off your mortgage as you will be lowering the principal at a quicker rate. 3. Most mortgage products offer a prepayment privilege where you can put a lump sum of money down on your mortgage, usually

once a year on the anniversary date, without penalty. If you are able to do this, it will give you a large savings. 4. If you can’t manage to do a lump sum prepayment, then doing something as simple as adding a few dollars to your weekly or bi-weekly mortgage payment would help significantly, too. You would be surprised how much time and paying of interest you can save by even making your mortgage payment $10 more than what the lender has calculated your weekly or bi-weekly payment to be.

Ampri Real Estate Development Group is said to be the first builder in B.C. to include solar panels as standard on the roofs of all 30 homes in its newest single-family home project in Richmond. “My father’s (Param Sandhu) decision to make our homes more sustainable was not only to add value to our customers, but 48  New Home + Condo Guide  |   Jan. 11–25, 2020

because he believes in sustainable building practices,” says Amit Sandhu, the company’s CEO. The Moncton development in Richmond is just about sold out and some new-home owners are already reaping benefits. “Depending on the roof, each home has between 10 and 16 solar panels,” says company founder,

Param Sandhu. “The first family moved in last January and they say it’s really remarkable that their home is almost completely self sufficient and their heating costs have been dramatically reduced.” Param recently installed 66 solar panels on his Richmond home. “We are so far behind from the rest of the world in terms of

harnessing solar energy to heat our homes,” he says. Vancouver-based Suntech Solar Solutions is mounting the panels on The Moncton project. “We have been installing solar panels for over three years now,” says Karambir Singh, the owner and director of Suntech Solar Solutions. “The demand has grown exponentially. In 2016, we had four jobs. In 2019, we had 38. This year we expect a 250 per cent growth from year one, with 25 homes already lined up for installations.” So, how do solar panels work? Put simply, says Nicholas Gall, director of Policy and Regulatory Affairs at the Canadian Solar Industries Association (CanSIA), solar panels harness the sun’s energy through the panel’s photovoltaic cells and then convert it into electricity. Any excess solar power can feed the grid, which could result in a credit on the homeowner’s electricity bill. “Solar panels are becoming more widespread because the technology has come a long way,” says Gall, adding prices have come down by 90 per cent since first introduced on residences in 1973. “Today’s panels are more powerful and smaller, many of which are seamlessly integrated into the roof.” Solar panels are nothing new to builder Arthur Lo, principal at Insightful Healthy Homes Inc. In 2012, Lo built the Harmony House, a netzero home sponsored by the Canada Mortgage and Housing Corp. (CMHC), which “in part, demonstrated the benefits of solar panels. “In 2018, we completed a house in North Vancouver, which is equipped with 36 rooftop photovoltaic solar panels,” says Lo. “The solar panels were installed on both the south- and west-facing roofs to offset the home’s consumption. This is one third of the home’s required PV to reach Net Zero.” The green home builder is finishing a 5,000-sq.-ft. house in Vancouver’s Southlands neighbourhood. It is seen as quite possibly the greenest house ever built in Canada. “We have a responsibility as builders to build homes for tomorrow, ones that are the best investment for

both the homeowners and the planet,” adds Lo. In the more than two decades since Hub Power Ltd. has been installing solar panels, the company has never experienced the growth in demand that it saw in 2019. “I think it’s in part because Vancouverites are very environmentally conscious,” says John Vanden Broek, the owner of Hub Power Ltd. “We used to do a few projects a year to where we had to hire full-time solar panel installers… Installing solar on a new home is much easier and less costly than trying to retrofit an existing home.” INCENTIVE PROGRAMS:

BC Hydro has no incentive programs at the moment. Meantime, in October 2019, Energy Efficiency Alberta cancelled its energy efficient rebate and incentive programs. However, if you live in the Maritimes, you are in luck. “Nova Scotia offers a .60 per watt subsidy while Prince Edward Island offers $1 per watt,’ explains Gall. “Those savings can reduce the cost of a new install by 20 to 35 per cent.” Gall adds that the federal government has a long way to go to match what its neighbours to the south receive in solar power initiatives. “The Liberals are keen on addressing climate change and CanSIA is advocating for nationwide solar panel incentives,” says Gall. nexthome.ca  49

With the passing of another year, our research partners are actively tallying the final sales numbers to add the annals. We look back on the year that was and look ahead to 2020, the first year of a new decade. In 2019: For the first time in a decade, the total number of new multi-family sales in the Metro Vancouver market did not eclipse the 10,000 new-units-sold mark. At this time 10 years ago, the market had finally stabilized for the most part from the impact of the 2008 global recession. Of course, hindsight is 20/20. Looking back to the post-Olympics days of 2010, we can see that while sales were stable, demand had yet to truly accelerate. Back then, 2,500 new multi-family homes sold was considered to be a “good” or “stable” market; 4,000 per quarter was almost unimaginable, although that 4,000-figure occurred numerous times (quarter after quarter and overall) in the last decade. Why is that? It can be attributed to two things: Accelerated demand and unmet demand. The big surprise of 2019 was the magnitude of the drop in sales, and not in pricing, a drop that was due in part to government intervention at all levels, and not to a reduction in demand. 54  New Home + Condo Guide  |   Jan. 11–25, 2020

It is also worth noting that the average selling price of a new high-rise condominium in downtown Vancouver at the end of 2010 was $675-$725 per sq. ft. That is less than a high-rise condominium in Surrey today and not much more than what the land alone costs in downtown Vancouver today. So, while sales levels were off approximately onethird last year, prices did remain relatively stable, and demand is building heading into 2020. Looking ahead to 2020, a leap year, I wonder what we will see. What new policies will be put

in place or amended to help people attain homeownership? Will interest rates remain stable? Will we be back at the polls federally? Will politics at all levels continue to be more divisive? Will we have four more years of Trump? Will conflict in Hong Kong have more ex-patriates returning to Vancouver? There are indicators that point to the return of 2,500 to 3,000 new sales per quarter on average through 2020. Thus, the stability being reported in the re-sale market is expected in the new multi-family market in 2020.


So, while sales levels were off approximately one-third last year, prices did remain relatively stable, and demand is building heading into 2020.…

Now, from my perspective, prices overall in 2020 will likely be stable with the odd exception of acceleration. While sales results in 2019 mirror 2010, the underlying demand is much greater today and supply levels of new product – especially for condominiums priced between $300,000 and $500,000 and for new townhomes between $450,000 and $650,0000 – will remain an issue in 2020. Thus, the suburban market tide experienced this past year is projected to continue in 2020. Simply put, it is those markets that costs actually enable

developers to provide product the majority of demand can afford. Areas that offer product that is desirable, accessible, and affordable include concrete offerings in New Westminster, Coquitlam or Surrey City Centre near Skytrain; wood-frame offerings in Burnaby, Port Moody, Coquitlam, Surrey, North Delta, Langley, Maple Ridge and Abbotsford; and townhomes throughout all suburban market areas. Finally, some consider 2020 a year of new beginnings and renewals. In that spirit, I think when we will look back on the

new multi-family market in Metro Vancouver in 2020, we will have stories of new beginnings – a meaningful start to another decade of accelerated growth. HOMEOWNERSHIP BEFORE MARRIAGE by AMANDA PEREIRA My partner M and I lived with his family for two years before deciding it was time for us to spread our proverbial wings and leave the nest. After a few months of looking, settling on a new build, and solidifying our buy by signing on the dotted line, the agent representing our builder looked at my partner seriously, pointed a finger at him and said: “You got her the house, now it’s time you made an honest woman out of her.” I gave him a weak smile in response. The statement, though perhaps well-intentioned, was completely out of this century. Still, it made me consider just how much the trend has shifted in terms of the order of life’s traditional milestones. A decade ago, my ultraconservative, very traditional Portuguese grandmother might have erupted into histrionics while collapsing dramatically to the floor at the idea of me living out of wedlock – never mind buying real estate without a ring on my finger. When I told her in 2017 that M and I had bought our first home, she touched my hand and said, “Parabéns.” – congratulations. She was proud of our accomplishment in a landscape that makes it challenging for Millennials to get into the market to begin with. According to two reports, we are not alone in choosing to buy a home before committing to matrimony. A study in 2018 of homebuyers conducted by the Canada Mortgage and Housing

Corporation found that less than half of Millennial first-time homebuyers surveyed were married, compared to Gen Xers, based on a survey in which nine per cent of responders were firsttime homebuyers. A 2019 report by Pew Research Center substantiates this claim, noting that not only are Millennials less financially secure next to their predecessors, but the trend for getting married later in life has been going on for nearly two generations. Only 46 per cent of surveyed Millennials between the ages of 25 and 37 were married, compared to 67 per cent of Baby Boomers and 57 per cent of Gen Xers at the same age. It’s not just the perception of marriage that’s changing, it’s the size of home desired by Millennials, too. First-time homebuyers are purchasing

smaller homes, with 61 per cent having purchased a singledetached home in 2018. Long gone are the days of aspiring to own a home like the McCallister’s à la Home Alone: Pew Research Center notes that Millennials are experiencing a shift in priorities with a renewed focus on convenience and minimalism. McMansions are now a thing of holidays’ past. The emphasis on marriage before buying real estate isn’t what it once was. Call it a change in trends, a shift in priorities, or financial and emotional maturity. The only thing that is for certain is while we may be delaying exchanging vows, we aren’t giving up on our aspirations for homeownership – we’re just delaying the nuptials in exchange for the keys and the satisfaction of saying ‘home sweet home.’

Confidence also returned to the market as buyers perceive prices bottoming out with well-priced homes now selling. The luxury market, which had seen price drops of 30 to 40 percent, has also stabilized, as realistic price points prevail with fewer buyers, particularly from offshore. Overall, the description of current conditions can be labelled as balanced, and at “near normal” levels, and this is being projected forward to predict conditions in 2020 through 2021. Projected housing starts will continue to climb, in line with modest increases in economic activity and incomes, but will stay within the range of the 10year average. Sales will continue to strengthen and recover the declines that have prevailed since 2016 and are expected to fully recover by the end of 2021, based on increases in household disposable income. Price growth is expected at a moderate pace through 2020 and 2021 such that the average price will meet or exceed 2017

After a year that has seen prices fall by over 10 per cent, a 30 per cent reduction in new-home sales, and a surplus of resale listings and new-home inventory through the first two quarters, the last two quarters of 2019 saw a remarkable rebound. In 2017 and the first half of 2018, we saw the effect of one policy after the other introduced by municipal, provincial and federal levels of government to “cool” the market, stem the doubledigit gains in property values, and address affordability. The situation reversed in the last two quarters of 2019. Sales recovered to levels equal to the 10-year average, and prices, which had been off an average of 10 per cent, slowly crept upwards to being within 2018 values by three or four per cent. The reasons for the recovery? Buyers and sellers have adjusted to the new reality in price points, and sales volumes have returned as buyers perceive more value. Additionally, money remains accessible with little or no change in the prime rate and mortgage rates. The Federal B20 mortgage stress test is still a factor in terms of having a negative effect on the market, but buyers have had a year to increase savings and wages to offset the erosion of buying power.
