The last two-and-a-half years of the pandemic has taught us many things, but perhaps one of the more subtle lessons has been the importance of being part of a community. Now, with life getting back to a level of pre-pandemic normalcy, perhaps it’s time to consider the notion of community and housing. Fast-growing Kelowna Epic’s inaugural Okanagan Real Estate Exhibition was held on June 14, with more than 400 realtors attending the event. Shane Styles, president of Epic, spoke about how Kelowna is the fastest growing census metropolitan area in Canada, due in large part to the influx of Lower Mainland residents, the growth of Kelowna’s tech industry, and the University of B.C. presence in the downtown core. The Vancouver Art Gallery has received nearly $30 million in federal funding to proceed on the Passive House green building art gallery, the first of its kind in North America. It will open in 2027 at West Georgia and Cambie streets.

WHAT DOES IT COST TO BUILD A NEW HOME?

The Homebuilders’ Association Vancouver (HAVAN) released ‘What Goes into the Cost of a Typical New Home in Metro Vancouver,” a report that breaks down the component costs of building a production home in Metro Vancouver. The report showed that consultant fees, financing, overheads and lot servicing add up to 13.9 percent; the builder profit sits at 7.4 percent; municipal fees and taxes come it at 10.9 percent; with material/labour costs at 29.7 percent. Digging into the numbers, the greatest cost is found in land, averaging 38.1 percent of the total cost. The numbers are based on data from December 2021, and refer to building a 2,600 sq. ft, single-family production home over a 12-month period per the BC building code, with an average MLS selling price of $1.75 million. The report sheds a light on the key costs of homeownership, of which land stands out, and noted adequate housing stock as the key to offsetting land costs, imposed taxes, charges, and fees. There are many means to increase supply but introducing flexible and innovative zoning regulation is essential to alter the ‘status quo’ and provide for a range of choice and availability. One such means is Blanket, or As of Right zoning to allow for the introduction of accessory dwelling units (ADU), or other means of “gentle

densification” through the Official Community Plan (OCP) or Local Area Plan (LAP) to encourage the building of duplexes, multi-plex, row homes, laneway homes, and other forms of ADU’s that do not denigrate the existing character, streetscape, and scale of a neighbourhood. Streamlining and expediting zoning/development without fragmenting approvals on a lot-bylot basis can dramatically reduce approval time, and pre-zoning versus re-zoning contributes to stabilizing land values and reduces financing and operating costs to the homeowner. Blanket zoning also diffuses NIMBY impact where often a few voices, resistant to change, can derail good proposals that benefit the greater community. The Making H.O.M.E. plan per Vancouver Mayor Kennedy Stewart, and the Permanently Affordable Homeownership concept from Small Housing BC, allows zoning supporting four to six ADUs on existing singlefamily lots, and are an example of inclusive, forward-thinking gentle densification that will decrease land costs per door. A community requires a mix of housing to provide a variety of choices and opportunities to meet the needs for all Metro Vancouver residents. Neighbourhoods that embrace gentle densification versus status quo foster inclusion and ensure a stable base for people working in the city without forcing young families and future generations to look beyond Metro Vancouver to find affordable housing. Gentle densification also contributes to increasing the municipality’s

economic base from which local schools, businesses, amenities, and services can be funded. With rising labour and material costs due to supply chain issues impacted by COVID-19, it is imperative we seek smart housing solutions to offset costs and increase opportunity wherever possible. Solutions will require the partnership of governments and industry to ensure more housing can be built to meet the need across the housing continuum. With municipal elections this fall, it is imperative to understand the true cost of housing, and vote for candidates who support proactive housing solutions for Metro Vancouver. 1. WHAT’S THE BEST RATE I CAN GET?

Your credit score plays a big part in the interest rate for which you will qualify, as the riskier you appear as a borrower, the higher your rate will be. However, 22

the rate is definitely not the most important aspect of a mortgage, as many rock-bottom rates often come from no-frills mortgage products. In other words, even if you qualify for the lowest rate, you often have to give up other things such as pre-payments, portability privileges and at times, will have the highest penalties if you pay off your mortgage earlier. That’s why it is critical that you focus on the best mortgage with the best terms and rates. If not, it can end up costing you thousands more in the long run.

2. WHAT’S THE MAXIMUM MORTGAGE AMOUNT FOR WHICH I CAN QUALIFY?

To determine the amount for which you will qualify, there are two calculations you will need to complete. The first is your Gross Debt Service (GDS) ratio. GDS looks at your proposed new housing costs (mortgage payments, taxes, heating costs and strata/condo fees, if applicable). Generally speaking, this amount should be no more than 35 to 39 percent of your gross monthly


income. For example, if your gross monthly income is $4,000, you should not be spending more than $1,560 in monthly housing expenses. Secondly, you will need to calculate your Total Debt Service (TDS) ratio. The TDS ratio measures your total debt obligations (including housing costs, loans, car payments and credit card bills). Generally speaking, your TDS ratio should be no more than 42 to 44 percent of your gross monthly income. The GDS and TDS will depend on your credit. Keep in mind that these numbers are prescribed maximums and that you should strive for lower ratios for a more affordable lifestyle. Before falling in love with a potential new home, you may want to get prequalified by a mortgage expert. This will help you stay within your price range and look at homes you can reasonably afford. 3. HOW MUCH MONEY DO I NEED FOR A DOWN PAYMENT?

The minimum down payment required is five percent of the purchase price of the home. If the property is more than $500,000 and under $1 million, you will need to

put five percent up to $500,000 and 10 percent on the balance. This is with properties that are priced less than $1 million. For properties over this price, you will need at least a 20 percent down payment. 4. WHAT HAPPENS IF I DON’T HAVE THE FULL DOWN PAYMENT AMOUNT?

There are programs available that enable you to use other forms for a down payment, such as from your RRSP, or a gift from a parent, child or siblings. Also, you can borrow the down payment from a line of credit, loan or credit cards. However, in order to qualify, you still have to be within the TDS ratios as mentioned above. 5. WHAT WILL A LENDER LOOK AT WHEN QUALIFYING ME FOR A MORTGAGE?

Most lenders look at five factors when determining whether you qualify for a mortgage: 1. Income 2. Debts 3. Employment history 4.Credit history 5. Value and marketability of the property you wish to purchase.

6. WHAT CREDIT SCORE DO I NEED TO QUALIFY?

Generally speaking, you are a good candidate for a mortgage if your credit score is 650 and above. The higher you score, the better, as you will have more options and advantages. These days, almost anyone can obtain a mortgage, but if you have a lower credit score, your options will be more limited and interest rates could be higher. However, a mortgage expert may be able to help you find a way to obtain a mortgage. 7. WHAT HAPPENS IF MY CREDIT SCORE ISN’T GREAT?

There are several things you can do to boost your credit score fairly quickly. The following are five steps you can take to help attain a speedy credit score boost: 1. Pay down credit cards. The number one way to increase your credit score is to pay down your credit cards so they are below 50 percent of your limits. 2. Limit the use of credit cards. Racking up a large amount and then paying it off in monthly installments can hurt your credit score. If there is

a balance at the end of the month, this affects your score. 3. Check credit limits. If your lender is slower at reporting monthly transactions, this can have a significant impact on how other lenders view your file. 4. Keep old cards. Older credit is better credit. If you stop using older credit cards, the issuers may stop updating your accounts. Use these cards periodically and then pay them off. 5. Don’t let mistakes build up. Always dispute any mistake or situations that may harm your score. If, for instance, a cell phone bill is incorrect and the company will not amend it, you can dispute this by

making the credit bureau aware of the situation. 8. HOW MUCH WILL I HAVE TO PAY FOR CLOSING COSTS?

As a general rule of thumb, it’s recommended that you put aside at least 1.5 percent of the purchase price (in addition to the down payment) to strictly cover closing costs. You will need to have more than 1.5 percent of the purchase price if you purchase a property over $500,000, as you will need to pay for the property transfer tax. Although you must have this amount, it doesn’t mean you are going to spend it. The following

are some of the closing costs you may encounter: • Legal costs • Property tax adjustments • Strata/condo fee adjustments • Cost to register property in land title office, as an example. 9. HOW MUCH WILL MY MORTGAGE PAYMENTS BE?

Monthly mortgage payments vary based on several factors, including the size of your mortgage; whether you’re paying mortgage default insurance; your mortgage amortization; your interest rate; and your frequency of making mortgage payments. IN CONCLUSION

“COMMUNITY” INTO MASTER-PLANNED COMMUNITIES by SUSAN M BOYCE If you’re among the many people on the quest for a new home or you’re someone who’s simply fascinated by all things real estate, the term master-planned community may be a familiar one. You’ll likely have noticed the definition of a masterplanned community is rather flexible and would include a variety of elements. Typically, it is a multi-building development with easy access to transit, and can have a massive national grocery chain, banks and services, plus a lively public plaza with restaurants and perhaps an art gallery with maybe a small, street-level coffee shop and convenience store tucked under three storeys of condos. In this issue, we chat with Bob Ransford, Century Group’s vice-president of development, about what community means and how developers can enhance it. 26

New Home + Condo Guide: Century Group has long been a leader in developing people-centric communities that reintroduce the ambience and interconnectivity that defined villages of the past. From your experience, what’s the most important part of creating true communities? Bob Ransford: It all comes down to placemaking, focusing on small details that make it easy for people to engage with their neighbours. For example, rather than having a double garage facing the street, we put them at the back facing onto the lane. Then we use the space in front for a porch where people can sit or chat with neighbours passing by. You don’t just park your car and disappear inside your home without ever meeting the people you live right next door to.

It’s also important to create places where people can gather easily, such as in small parks, children’s play areas with picnic tables, community halls for events and celebrations. As an example, in our Southlands community in Tsawwassen, we built a public, terraced parkette with seating and a free library in the centre of one of the townhouse stratas. People can access it from the street or from a perimeter trail, so it becomes an outdoor space where people spontaneously meet. NH+CG: Many urban dwellers complain about finding it difficult to meet people or make friends in modern cities. Why do you think it is important for people to be able to spontaneously connect socially in a community and what kind of design features can facilite it? BR: I believe with so many social connections now made digitally, people are yearning for something more. You might be on Facebook with a friend every day, but if that friend lives 500 miles away, they aren’t going to be able to help you in an emergency. The magic about living in a true community is being able to trust your neighbours to have your back. I live alone and I have a heart condition, so knowing that my neighbours know my routines and will intervene if they think I’m in trouble, gives me a huge sense of security. Community gardens are another social activator with a long history. Gathering to grow and eat food together has always been part

of human history. It’s healthy, it’s educational, and it encourages multigenerational connections. And, of course, with everyone shopping online, knowing your neighbour will keep an eye on a large delivery is even better than the traditional Block Watch. Mine often texts me to say he’s put my delivery in his garage and to just knock on his door when I get home. NH+CG: But what about highdensity tower communities that might not have space for those types of amenities? BR: That’s when you need to get creative. At Century City Holland Park in Surrey, there’s a podiumlevel courtyard that we programmed around agriculture by incorporating picnic areas, an apple orchard, and a greenhouse. Almost the entire landscape is edible. And we raised a few eyebrows with the city planner when we decided to

put the bicycle repair room behind a glass wall adjacent to the grand lobby. He couldn’t believe it. We thought why not? When you see someone inside fixing their bike, you’re far more likely to go in and start a conversation. It’s a great opportunity to make friends with someone you already know shares a common interest. Plus, you’ll often learn something new or be able to share your own knowledge. NH+CG: Any final thoughts? BR: For the last 50 years, we haven’t designed communities to foster social engagement within a community. The pandemic really emphasized how isolated people have become because of it. Looking ahead, I hope we’ll get back to a more villageoriented lifestyle. There’s nothing like getting older to make you realize what you value in life. And one thing the pandemic has taught all of us is how critical “home” is to our quality of life. Many empty-nesters and seniors talk about “moving down,” when in fact they simply mean moving into a more compact residence. I don’t think of it as “down,” because in many ways, these homebuyers move “up” in luxury – and more importantly, in convenience and quality of life. The benefits of moving to a smaller home or condominium suite are many and varied. Let’s start with what happens beforehand – namely, decluttering. Buyers talk about how freeing it is to give away, throw away or pass down possessions they no longer need or necessarily even want. They know what will fit into their new spaces, and they appreciate how large an uncluttered room looks compared to one that’s full of stuff. They have reached a point in life at which they want to make the most of their surroundings without continually adding items to them. Then there’s the benefit of less maintenance than it takes to keep up a large lowrise home. A lot of seniors opt for small one-storey bungalows with just enough yard to have a garden. Sometimes, these homes include a condominium component for exterior maintenance and snowplowing. It’s nice to hand over those duties to someone else. s a designer, I know that a home can’t be all things to all people, but it’s my job to meet as many needs, wants and wishes as possible of a homeowner. It’s not magic — it’s the intention of the design. This approach to interior design is motivated by the principle that lifestyle should inform every design decision, from function and layout, to details like materials, finishes and the colour palette. This gives each choice significance within a broader context, based on four pillars: Sustainability, Health, Social Interaction, Esthetics. nexthome.ca

SUSTAINABILITY Now, this is a loaded term, but to simplify, it’s about longevity. Let’s break it down into three categories:

ENVIRONMENTAL SUSTAINABILITY: The home’s structure and systems aim to reduce greenhouse gas emissions, conserve water and energy, and reduce waste by using reclaimed and recycled materials. The push to net-zero is a focus that the design/build community is committed to, like many homeowners. SOCIAL SUSTAINABILITY: This refers to universal design, where the home allows its owners to age in place through built-in safety features, security systems, smart home systems, a single-floor layout or perhaps an elevator. This requires thinking ahead and anticipating a client’s needs, but planning now will pay off later. ECONOMIC SUSTAINABILITY: Careful thought at the design-concept stage can eliminate the need for major renovations in the future. It will also help reduce costs associated with energy use, water use and maintenance.

Health

Mental and physical health is a priority for homeowners. Not surprisingly, it becomes a big focus in kitchens and bathrooms. Space permitting, many homeowners choose to include dedicated areas for exercise, yoga and meditation, or indulge in infrared saunas and steam showers – trends that have increased in popularity since the pandemic, for obvious reasons. The home’s exterior can also promote health through the addition of swimming pools and hot tubs for exercise, relaxation and recreation, lounging areas and of course, lush greenery that creates a mental escape from the daily grind.

Social interaction In this world of screens and smartphones, having a space that encourages social interaction has become a high priority. As the hub of the home, the kitchen is a common focus for socially integrated design. For example, the traditional linear layout of the island and stools doesn’t facilitate eye contact. This can be easily remedied by changing the island configuration, transforming it into a hot spot for casual meals, conversation and connection. View every room through this lens to seek out simple ways to alter the social dynamic.


When it comes to your home, it’s not enough for it to be

just pretty or practical

be a great source of inspiration, but just because something is beautiful, does not mean it fits into the design. Floorplans and furniture layouts are an essential consideration at the beginning of the planning stage, impacting not just function, but also esthetics. In most cases, the two go hand in hand. For example, pets and children can dictate the type of flooring and furniture finishes that work best in a home. Of course, when filling your home, don’t forget to add white space into the mix, which gives your other pieces some breathing room while fostering creativity.

As we finally begin to navigate in a modified post-pandemic world, new challenges are coming to the fore. Interest rates and inflation are rising, supply chain disruptions are affecting construction schedules, and the shortage of housing shows no sign of stopping. At the end of June, Bob Rennie, founder and executive director of the rennie marketing empire, and David Eby, B.C.’s Attorney General and Minister Responsible for Housing, sat down for a discussion in front of Urban Development Institute (UDI) members about the market going forward. natured chuckles from the crowd with his opening repartee. “When called [to arrange this meeting] I said, ‘Who’d a thunk my industry would like you?’” Acknowledging that politics can be, and have been, divisive, Rennie also noted that Eby’s constituents are finally seeing his suggestions for increased supply and density as a solution, and not as a way of lining developers’ pockets, a change of circumstances that comes as a relief, not only to Rennie himself, but to everyone in the room. Eby said he was delighted and emphatic that “people are now ready for the supply discussion. Growth does have costs, including new infrastructure. But growth

brings benefits, and people are willing to have the discussion.” WHO ARE WE BUILDING FOR?

Almost immediately, Eby addressed one of the long-standing “toxic issues” associated with building more housing — foreign buyers. He said the province’s past problems stemming from international money contributed to local buyers concluding they were being shut out of the new housing market, a situation his office has been examining closely. “We can now say with certainty that foreign buyers in the market are less than two percent and have been for a long time. So people are now understanding the supply is being built for them.”


Responding to Rennie’s question of how to fast-track permitting in a culture where pro-density, prosupply politicians find it difficult to get elected, Eby indicated his ministry has been going city by city to support municipalities that take a forward-thinking approach.

Single-family, he noted, is the most expensive form of housing to build, and yet it almost never requires rezoning. But to build multi-family developments takes the full weight of city council and can take months, delays that drive prices up. “Knocking five storeys off a 25-storey building, especially for seeming arbitrary reason, will make no difference down the line. But it does make a difference in our current housing crisis. We need this housing now.” Rennie agreed, and then reiterated his belief that if a developer wants to build a 100-unit building along an evolving neighbourhood like the Broadway Corridor, they should be required to build 150 units instead. He added that once the SkyTrain extends to UBC, where housing is 20 percent less than downtown and only slightly more than East Vancouver, there will be a need for far more new housing than the currently proposed additional 2.8 million sq. ft. Eby said he also sees a need to expand housing for the UBC workforce, the people who “make the campus run. Daycare staff,

firefighters, restaurant servers are getting priced out of the market there.” IS IT ENOUGH?

The minister did express alarm about a recent Union of B.C.
