After an uncertain couple of months, British Columbia, under the steady, pragmatic and scientific leadership of disease expert Dr. Bonnie Henry, is seeing the light at the end of the tunnel. Our dedication to social distancing, staying at home and washing our hands means that we can now venture back out into the world, and though it is a changed one, our home province remains a beautiful, highly desirable place to live. When living with uncertainty, it can feel like the ultimate comfort to own your own piece of this wonderful place, and that is why, after a couple of months of hiatus, the New Home + Condo Guide is back to help you find the perfect sanctuary to call home. In this, and the the next few issues, we’ll be talking with people who bought new homes during the lockdown, explaining new ways of visiting presentation centres in person and virtually, and looking at some of the buying opportunities and incentives bringing people into the market. Homebuilding practices change over time, and this major challenge to our society will surely be a catalyst for evolving home design. Opportunities to work more from home mean that a commute is often not necessary most days of the week. This means people can live farther from the city and get more house for their money. CLAYTON STREET GRAND OPENING In the good-old “before times”, on March 7th, over 65 people attended the Grand Opening of Clayton Street townhomes in the popular Clayton Heights neighbourhood in Surrey. The majority of visitors were families who took their time visiting and enjoying the snacks from the Melt Town Grilled Cheese and Poutine food truck.
Jericho Lands Community Engagement Results The first phase of the Jericho Lands project’s community engagement report has been issued showing strong support for creating a neighbourhood with a mix of residential, commercial, and job spaces. Other notable conclusions reached by this early planning process are:

The provision of smallscale, locally-serving, retail and services, as well as communal spaces accessible via walking and cycling is desired by a majority of respondents.
There is also a desire for new commercial development to complement existing local businesses in Point Grey Village and other local commercial areas.
There is strong support for retention of some of the greenspaces, mature trees, and open spaces that currently exist on the site. Interest in exploring opportunities for naturalisation, reintroduction of native plant species, introduction of pollinators, and daylighting of historical streams.
Interest in creating a variety of parks and public spaces that accommodate rest and reflection, public gathering, and that are child and dog friendly.

Although COVID-19 has had a huge impact on sales volumes, it has not (yet) had a significant impact on home prices. The composite residential properties benchmark price in May was $1.028 million — almost unchanged from April 2020.
Elston Opens in Surrey Elston’s Official Grand Opening took place on Saturday May 30th in Surrey. The sales team welcomed over 60 visitors to the sales centre, who were treated to a complimentary gourmet coffee bar service while they waited for their turn to tour the show home, due to Covid Social Distancing practices being in place. Also pre-covid-19, Adorable babies in strollers and toddlers leading their parents were in abundance at the Skagen Grand Opening on Saturday, March 14th. Overlooking the scenic Fraser River in the West Coquitlam neighbourhood known as Austin Heights, this new development is a collection of large, Scandinavian-inspired townhomes, built to Passive House standards, perfect for ecoconscious young families, as well
as downsizers who appreciate a nice view and a connected location. Delicious nibbles were on hand in the elegant show kitchen, including cupcakes and lemonade for the youngsters and pastries and gourmet coffee for the adults. Potential homeowners browsed the spacious floorplans and many commented on the thoughtfully designed public spaces, designed to encourage a community atmosphere and connect neighbours.
Going back in time again, to a sunny Saturday, March 14th, Highpointe in Maple Ridge broke ground two months earlier than expected, due to the presale of over 65 homes in the previous two months. On hand for the ceremony was Mayor Mike Morden, as well as Carl Davis and Ron Davis from Concordia Properties, and councillors Kiersten Duncan, Gordy Robson, and Judy Dueck. VancouVer housing market: a cautious, wait and see approach by Marlene eisner The coronavirus may have changed the way we live, for now, but it hasn’t changed where or how people need to live. And while social distancing has resulted in some very creative – and successful – new ways of conducting business, some at lease on industry insider is suggesting a wait-and-see strategy for some new-home purchasers, especially first-time buyers. Jackie Quiring, marketing manager at Captus Advertising, a multi-media, multi-service marketing agency servicing many real estate developers in Vancouver says its team has been working from home since mid-March and has adapted well, conducting business over Zoom and telephone calls. Many of its clients have turned to virtual tours of show homes and presentations centres. Video content creation has also been on the rise, she says, along with increased digital exposure. However, with the reality that it’s not business as usual for real

estate, Quiring says high levels of uncertainty and fear are motivating some buyers to wait on the sidelines before buying a new home. “Many people have either already lost or are about to lose their jobs, savings and investments, making it difficult for them to secure a mortgage or even consider such a large purchase at this time,” Quiring tells New Home + Condo Guide. “Even though the Bank of Canada interest rates have been cut to stimulate the economy, mortgage rates haven’t necessarily followed. The Canadian economy and global economies have been severely weakened by COVID-19, and this will definitely cause ripples throughout the real estate industry, creating long-lasting consequences. The COVID-19 crisis has also been a catalyst for change and innovation too, which means potentially positive changes to the status quo, and a new way of approaching real estate development and sales in the near future.” Looking forward, Quiring advises
anyone looking to buy a new home to wait until there is a clearer picture of how the real estate industry will look in the coming months. “Despite signs of showing strong recovery in early 2020, the real estate market has been shaken by COVID-19, and that could result in prices falling in the next few months. A weakened economy, higher unemployment and unstable financial markets all suggest that homebuyers, especially first-time homebuyers, should exercise extreme caution. If you must buy, make sure you will be able to afford the mortgage payments should anything happen to your health or job. Read up on industry news, stay well informed and learn to research and critically analyze everything before committing to a property.” Quiring is convinced the real estate industry and the economy will recover. “It’s just a matter of time,” she says. “When in doubt, wait it out. Be patient with the world as it begins its healing process. Stay positive and healthy.”

When Robert and Tina first met in Port Moody, two things happened: they fell in love with each other and they fell in love with Port Moody. The coronavirus may have changed the way we live, for now, but it hasn’t changed the desire to own a home. Social distancing has resulted in industry professionals coming up with some very creative – and successful – new ways of conducting business, including the Homebuilders Association Vancouver (HAVAN), a professional organization with more than 1,100 members that include builders, developers, renovators, designers, suppliers, sub-trades and leading professionals who build 65 per cent of the homes in Metro Vancouver. HAVAN has created a COVID-19 resource page on its website with real time information on stimulus and the numerous support programs being advanced by government. The organization’s offices were already using RingCentral, a VoIP system, including phone, chat rooms, and video conferencing, so the tech transition was relatively easy.

“We are finding our members are also adapting quickly, using these online tools for ‘face-toface’ meetings,” says Rapp. “Many of our members’ sales offices are closed, however, they are still open on an appointmentonly basis, with the appropriate limiting distances, and or information, collateral materials, specs, and virtual 3-D tours, and even sales agreements being transferred directly to client’s devices. The majority of our builder and renovator members continue to work, following the safety protocols outlined by the government.” With so many employees now successfully working from home, Rapp wonders if this ‘home-office’ culture will continue and become more the norm, and how it will affect new-home design. “The need for expensive office and workspace, with the attendant overheads, will start to be rethought, and the positive affects of reduced commuting volumes on greenhouse gases and climate are very significant,” he says. “I expect that homes will start to introduce dedicated workspace and enhanced electronic infrastructure and capacities to accommodate effective and efficient work from home opportunities.” Other positives he sees coming out of this difficult time include a good opportunity for homebuyers. “Buyers at this time, as restrictions begin to be relaxed, have a perfect storm of opportunity to enter or continue

to move along the housing continuum. Interest rates are at historic lows, federal and or provincial incentives are still in place, prices have eased to some extent, and vendors are more motivated. Care should be undertaken to ensure that permits, approvals, and construction financing are secured, and that disclosure documents are up to date and accurate particularly regarding projected strata fees.” Because the construction sector in B.C. has continued to operate, it has been able to contribute to the local economy and “help to increase the pace of recovery as other sectors are permitted to reactivate. I expect that once the province ’reboots’ and gradually allows all sectors to re-engage, there will be some significant pent-up demand that will come to bear, and in conjunction with low interest rates and eroded prices, the outlook for the real estate sector could be quite bright. “

The coronavirus may have changed the way we live, for now, but it hasn’t changed where or how people need to live. In fact, social distancing has resulted in some very creative – and successful – new ways of conducting business, according to Scott Brown, the president and CEO of Fifth Avenue Marketing, a company that specializes in the marketing and sales of new residential communities for developers throughout B.C. For Brown, while it’s not business as usual, adapting to the circumstances has meant positive changes for his team. “We have had to be more adaptable than ever before and it has strangely energized our 28 New Home + Condo Guide | June 13–27, 2020

team,” Brown tells New Home + Condo Guide. “I am grateful for our staff response and proud of them. Necessity is truly the mother of invention and we have adopted new and enhanced uses of technology quickly. I truly believe that when this passes,
many of these approaches will continue on and be part of the new and next normal.” Some of the technology being incorporated in its daily exchanges with clients include everything from Zoom to future tour, online contract presentation and fulfillment internet-based services. While this style of doing business is meant for the current situation, Brown says when things open up, new-home buyers and investors will want to keep some of the new practices. “I think consumers will still want to visit sites in person, but I think they are going to expect more online tools and guided technology-based human
interaction prior to agreeing to visit,” he explains. “We could see more online traffic and less actual site visits. I also think the expectations of human interactions will grow. To offset the high-tech experience, consumers will want to ensure the utmost professionalism and service or more positive ‘high touch’ in-person experiences. Finally, I do expect consumers to prefer one-to-one interaction and will shy away from crowds and large events through 2020.” For anyone wanting to get into the new-home market, Brown offers up these tips on how to go about it, and what to be mindful of. “Buyers should start by clarifying their purchase and/or investment
goals and objectives and needs for the next one to five years,” he says. “Then get the best mortgage / financing advice you can. With low interest rates, consumers may have considerably more buying power now than they realize or actually did have last year. If they think prices are going to increase at some point, which they certainly tend to, consider buyer more home now than you might have previously considered. Lastly, I do suggest having a contingency plan financially in case something like this was to occur in the future.” Looking forward, Brown says the good thing is that B.C. and Metro Vancouver have been proactive in its response to COVID – 19.
“We have frankly been fortunate. I expect the largest market area (and the majority of market areas it is comprised of) in the province to recover quickly relative to other cities and areas like in 2008, but the high-end or luxury market will recover less quickly than the market for relatively more affordable product in growing typically more development friendly suburban markets. Good news and a ray of hope on the home-buying horizon.

The current crisis is affecting everyone and changing the way homes are bought and sold. We are experiencing delays that were unexpected. We are seeing financing delayed, lawyers away, clerks away and clients in isolation. What are some things to know? We are recommending that all agents include something like the following in all agreements of purchase and sale: *The Buyer shall pay the balance of the purchase price, subject to the usual adjustments by wire transfer.
The parties acknowledge and agree that all closing documentation can be signed electronically and forwarded by email or fax in accordance with the Electronic Commerce Act, 2000, S.O.2000,c.17 The parties agree that the keys to the property shall be left in a lock box at the property and the code to the same is to be provided to the buyer’s lawyer in escrow pending closing of this transaction. COVID-19 UPDATE AND WHAT YOU NEED TO KNOW
ALISA ARAGON Since being labeled a pandemic per the World Health Organization (WHO), the effect of COVID-19 has begun to ripple through the world’s economy including Canada and has caused several effects. With the quarantine, selfisolation, cutbacks, temporary business and store closures many people will need assistance with their existing mortgages and mortgage financing. FINANCIAL EFFECTS:
The one most people are talking about is that the Bank of Canada has lowered the overnight rate from 125 to 75 bps, to reduce the interest cost burden for businesses and consumers alike. WHAT DOES THIS MEAN FOR YOU?
This will affect anyone with variable rate mortgages, home equity lines of credit (HELOC), and lines of credit. Most lenders have started reducing their prime rate to 2.95 per cent from 3.45 per cent before the first Bank of Canada announcement on March 4th. However, lenders have reduced the discounts on variable rate mortgages. Fixed mortgage interest rates are dependent on the bond market which has dropped considerably. While typically fixed mortgage rates move upwards or downwards in parallel to the
bond market. Currently, lenders (including banks, credit unions and mono-lenders – lenders that are federally regulated and have access through them via Mortgage Experts only) have increased fixed rates as of last Friday and again this week. The reason being is that the lenders need liquidity. Therefore, fixed interest rates are increasing. In addition, OSFI (Office of the Superintendent of Financial Institutions) has suspended the proposed revision in the qualifying mortgage rates slated to begin April 6th. Therefore, mortgages with less than 20 per cent down payment (high ratio) will continue to qualify based on the Benchmark of Canada rate, currently at 5.19 per cent, but it is expected to fall soon to 5.04 per cent. For mortgages with over 20 per cent down payment (conventional) will continue qualifying at the greater of the Benchmark of Canada rate or the contract rate plus 2 per cent. WHAT YOUR LENDER CAN DO FOR YOU?
Due to the COVID-19 outbreak, many lenders are providing homeowners with beneficial options during this time to help alleviate some of the financial stress. Depending on your lender, the following are some options available for you during this time: • Deferred mortgage payments (some lenders up to 6 months) • Re-amortization of the loan • Capitalization of outstanding interest and costs • Special payment arrangements
Lenders are asking that you contact them if your financial situation is due to the COVID-19 virus and if you are in true financial stress. Each lender has their own formal process that you would need to go thru for them to defer your mortgage payments. And at some point, you will need to make good on those missed payments. Mortgage payment deferrals are not being offered to clients that are still actively employed and are not experiencing financial hardship. The lender can require you to provide third party verification such as a record of employment, letter from employer confirming layoffs, etc. It is important for you to contact your lender before your miss a payment as it will affect your credit report. At this point, it is critical that you stay informed from reliable information sources. Information is power and the more information you have at your disposal as the situation develops, the better prepared you will be to manage your household and finances.
