SCHOOL’S OUT, TRAVEL IS IN School, such as it was, is officially over for the year, such as it was. This summer promises to be a return to normal, and it’s been exciting to make plans to see loved ones and get back out into the world, or at least around beautiful BC. Downsizing can enable people to get more out of their home investment and to live in a home with less maintenance, more amenities and the ability to “Lock and go”, perfect for retired people who want to live in a walkable neighbourhood and who also like to travel for part of the year. Gryphon Development This summer, Gryphon Development invites Vancouver residents to immerse themselves in a botanical-inspired art exhibit on South Granville inspired by the picturesque English-style gardens of Kerrisdale through immersive on-site elements and interactive components online. Located in the new Gryphon House experience gallery in the former Boboli location on South Granville, the installation was conceptualized in collaboration with Vancouver-based design firm Casestudy Studio and Aileen Lee, a local illustrator and founder of fashion label Vestige Story.

Located on Vancouver’s west side, West Point Grey is bordered by 16th Avenue to the south, Alma Street to the east, English Bay to the north, and Blanca Street to the west. Named for Captain George Grey, a friend of Captain George Vancouver’s, Point Grey is one of Vancouver’s oldest—and most affluent—neighbourhoods. Vibe:

People who say that money can’t buy happiness probably don’t live in West Point Grey. Stunning ocean views, amazing beaches, and great parks all a hop, skip, and a jump away from downtown Vancouver. Likely because you have to have money to buy here, the median age of the population is 39.7 and the bulk of West Point Grey’s population (38 per cent) sits in the 40 to 64 range. The predominant mother tongue here is English (72 per cent) with Chinese as a distant second (10 per cent), indicating that this area is less multicultural than most others in Vancouver. iN the AreA

There are seven community parks in West Point Grey, and nobody who lives farther than 800 meters from at least one of them. Particularly worth checking out is the view from West Point Grey Park. The area’s shopping district,

West Point Grey is one of the most expensive neighbourhoods in the country, and the average price of a home here is over $2 million. That’s just the average, though. core from here. Given the deep pockets that it takes to own here, it’s likely that most people drive, and there are good arterial roads for commuting. ENHANCED FIRST-TIME HOME BUYER

INCENTIVE PROGRAM ALISA ARAGON-LLOYD

On September 2, 2019, the Government of Canada introduced the First Time Home Buyer Incentive (FTHBI) to help qualified First Time Home Buyers purchase a home, making homeownership more affordable by reducing their monthly mortgage payment without increasing their down payment. The First Time Home Buyer Incentive is considered a Shared Equity Mortgage (SEM) where the Government of Canada has a shared interest in the borrower’s property value. The government shares in both the upside or downside of the property value. This program is available through the default insurers; Canada Mortgage Housing Corporation (CMHC), Sagen (formely know as Genworth) and Canada Guaranty. Borrowers will receive an incentive in the form of an interest-free loan towards their down payment. HOW IT WORKS:

• Lower monthly mortgage payments • Interest-free incentive program • No pre-payment penalty • Newly constructed homes eligible for 5% or 10% • Existing homes eligible for 5% 28  New Home + Condo Guide  |  June 26–July 10, 2021

HOW DO I KNOW IF I QUALIFY FOR THIS INCENTIVE?

At least one homeowner must be a first-time homebuyer, who is considered as the following: • You have never purchased a home before • You have gone through a breakdown of marriage or common-law partnership (even if the other first-time home buyer requirements are not met) • In the last 4 years, you did not occupy a home that was occupied by the borrower or borrower’s commonlaw partner owned HOW DOES MY INCOME AFFECT QUALIFYING FOR THIS INCENTIVE?

• Your total qualifying income must be $120,000 per year or less. • The first mortgage and incentive amount cannot exceed four times the total qualified annual income. • Remember you will still need to qualify for the income requirements set out by the lenders and mortgage loan insurance. DO I STILL NEED MORTGAGE LOAN INSURANCE?

Mortgages must be eligible for mortgage loan insurance through either Canada Guaranty, CMHC

or Genworth. The first mortgage must be a greater than 80 per cent of the value of the property and is subject to a mortgage loan insurance premium. The premium is based on the loan-to-value ratio of the first mortgage only. That is, the first mortgage amount divided by the purchase price. The incentive amount is included with the total down payment. DO I HAVE TO PAY THE GOVERNMENT BACK?

The first-time homebuyer will be required to repay the incentive amount after 25 years or when the property is sold, whichever comes first. The homebuyer can also repay the incentive in full at any time. Without a pre-payment penalty. Refinancing of the first mortgage will not trigger repayment. HOW IS REPAYMENT CALCULATED?

Repayment is based on the property’s fair market value at the point in time where repayment is required. If you receive the 5% incentive, you will pay 5% of the home’s current market value. If you received 10%, you will pay 10% of the home’s current market value. The homeowner is responsible for paying the additional costs such as the appraisal, legal fees and third-party expenses.


DOES THIS AFFECT THE TYPE OF PROPERTY I CAN PURCHASE?

Yes, there are some guidelines for the type of property and the intention of ownership. ELIGIBLE RESIDENTIAL PROPERTIES INCLUDE:

• New Construction • Re-sale home • New and re-sale mobile/manufactured homes Residential properties can include 1 to 4 units. TYPES OF RESIDENTIAL PROPERTIES INCLUDE:

• Single Family Homes • Semi – Detached Homes • Duplex • Triplex • Fourplex • Townhouses • Condo Depending on the eligible property type, the Government of Canada will offer five per cent for a first-time buyer’s purchase of a re-sale home, and five per cent or ten per cent for a first-time buyer’s purchase of a new construction. The property must be in Canada and must be suitable and available for full-time, yearround occupancy. Additionally, you can NOT purchase the home with the intention of renting, as investment properties are not eligible.

IT IS IMPORTANT TO KNOW…

While this is a great program to help the borrower have a lower mortgage monthly payment, it is important to be fully aware that the borrower will be giving part of the equity in the home to the government. As the down payment is not a loan but the borrower is buying the home in partnership with the government. For example: Borrower opted for the 10% incentive when he purchased his new home. At the time of repayment how much does he owe? ORIGINAL PURCHASE VALUE PROPERTY VALUE INCREASED PROPERTY VALUE DECREASED

Original purchase price:

$400,000

Original incentive amount:

$40,000

If the fair market value is:

$500,000

The repayment amount is:

$50,000

ENHANCEMENT TO THE PROGRAM: LET’S TALK NUMBERS…

Without this new incentive, if you only have 5% down payment, your mortgage would be 95% of the purchase price plus the mandatory default insurance premium. Default insurance premiums are larger when you have a smaller down payment. With the new incentive, you now have up to 15% down payment (5% your own and 10% incentive) so your mortgage size is also lower because the down payment is higher.

However, due to the higher property values this program was not beneficial in major metropolitan areas such as Vancouver, Victoria and Toronto. The good news is the program has been enhanced where first time home buyers purchasing a home in these census metropolitan areas are now eligible for an increased qualifying annual income of $150,000 instead of $120,000, and an increased total borrowing amount of 4.5 times instead of 4.0 times their qualifying income. HOME WARRANTY INSURANCE by STEPHANIE MACDONALD

Buyers of new homes in B.C. are fortunate to be protected by the country’s strongest construction defect insurance. Those who learn as much as they can about their home warranty insurance will get the most out of their coverage. We asked BC Housing’s Wendy Acheson about some of the most important things you should know about your New Home Warranty. New Home + Condo Guide: How do I know if my home is covered by home warranty insurance? Wendy Acheson: Start by visiting our New Homes Registry. It will help you make more informed decisions when buying a new home. The Registry is a great online resource for homebuyers, realtors, lawyers, local governments and anyone else who wants to check the status of a new home or a new home under construction. You can search the Registry for new homes using the street address and city or its legal description. You can filter your search for single detached homes or multi-unit (including duplex) buildings. The Registry will also help you discover if a new home, or new home under construction, has a home warranty insurance policy and whether it was built by a licensed residential builder. NH+CG: How long does this insurance cover the home? W.A.: You need to take note of, and act on, each coverage expiry date. The home warranty insurance provided on new single-family and multi-family homes built for sale in B.C. protects against different construction defects for specific periods of time: • Two years on labour and materials for defects related to delivery and distribution systems (such as electrical or plumbing). For general materials and labour defects, coverage is for 12 months on detached homes and non-common property in 46  New Home + Condo Guide  |  June 26–July 10, 2021

strata units (including fee-simple homes), and for 15 months on common property of strata buildings. • Five years on building envelope defects (including water penetration). This covers components that separate the indoors from the outdoors, such as exterior walls, foundation, roof, windows and doors. • Ten years on labour and materials defects that result in failure of a load-bearing part of the home, or causes structural damage. Before each expiry date, inspect the home to identify any problems in areas still covered by the warranty. Strata properties may have different expiry dates for their individual unit and common property. NH+CG: How do I Know what’s covered and what isn’t? W.A.: Not all aspects of a new home are covered by the warranty. For example, the insurance won’t cover things like normal wear and tear, insect or rodent damage, or acts of nature. Check your policy for exclusions. Did you make any improvements after taking possession of your home? Design, materials or labour supplied by the owner or someone other than the builder, their workers or subtrades may not be covered.
