It’s March, and although it may seem slow to start, Spring really is on its way and with it, more daylight hours and the shedding of winter apparel. But this year, spring brings us something more – hope on the home-buying front with a welcome change to the federal government’s mortgage stress test. The stress test was introduced in 2016 to ensure potential homebuyers could still make mortgage payments if the rates increased. Though well-intentioned, it prevented many Canadians from qualifying for a mortgage. Owning a home remained out of their reach, still a dream rather than a reality. The new changes are coming April 6. Will they benefit B.C. homeowners? Read what MLA’s Cameron McNeill has to say about it on page 28, and see if the changes will boost your homebuying power. There are many advantages of buying a newly constructed home, but B.C.’s new-home warranty is a pretty compelling benefit. Read more about it on page 34 in Stephanie MacDonald’s interview with Wendy Acheson, vice-president and registrar at the Licensing and Consumer Services branch of BC Housing. AWARD-WINNING ARTIST Polygon Gallery announced Laura Gildner as the winner of the 2020 Philip B. Lind Emerging Artist award. This University of Victoria graduate is a multi-media artist, and won for her work Informer, a nine-channel video installation. The runners-up for the prize are Lacie Burning and Rydel Cerezo, graduates of the Emily Carr University of Art + Design. The winner of the annual Lind Prize receives $5,000 and the opportunity to produce a project with the Polygon Gallery.

City Conversations: Converting public golf courses SFU’s always interesting City Conversations lunch-time panel discussion happened on Feb. 20 at the Morris J Wosk Centre at SFU’s downtown campus. This month, the discussion revolved around a new proposal to convert half of each of Vancouver’s three city-owned golf courses to up to 10,000 homes, with the rest becoming parkland. In total, there would be housing for 60,000 Vancouverites, ranging from low-income to market rate. Scot 14

Hein is an author of the housing/ park proposal, and an adjunct professor in the Master of Urban Design program at UBC, and formerly Vancouver’s senior urban designer. For this conversation, he was joined by Vancouver Parks Board Commissioners Tricia Barker and Dave Demers who have differing views on the proposal. The lively debate began with Barker describing the multitude of benefits golfing provides seniors, as well as the

greenery, wildlife habitat and profitability of the courses. She was followed by Hein, who described the amount of housing that could be built on the land, and how much the land is worth at market value (well over a billion dollars). Demers concluded with his assertion that once this greenspace is gone, it can never come back, and outlined some ways to make golf and the spaces more inclusive for diverse groups.

According to Urban Analytics, the number of condo pre-sale units released for sale in 2019 fell sharply in Metro Vancouver. Developers put 7,588 units up for pre-sale, less than half the 18,998 released in 2018.

B.C. Home & Garden Show

Just West grand opening On Saturday Feb. 22, Just West on King Edward opened the doors of its new presentation centre to the public. Located on Cambie at 16th Avenue, the event drew more than 400 people. Visitors could enjoy a Japadog and a coffee while viewing the attractive show home and learning about everything this new project by Sightline Properties has to offer.

With all homes centralized around a courtyard, families and neighbours will come together to enjoy a movie at the outdoor theatre or host gatherings in the barbecue area.

Buildex Vancouver 2020 On Feb. 12 and 13, the Vancouver Convention Centre was abuzz with building industry professionals at Western Canada’s largest forum connecting the holistic building industry, “uniting tradition and innovation to shape the spaces of tomorrow.” The event brought together talent from across the industry to interact, learn and discover the newest innovations of a market in constant transformation. BUILDEX provides architecture, engineering, construction, interior design and property management professionals a meaningful platform to create

dialogue, build community, and gain industry advancement. One of the highlights included the Building to Zero Solutions Centre by the city of Vancouver, showing its commitment to transitioning to zero emissions buildings in all new construction by 2030. The city of Vancouver and Passive House created this hub to connect industry, designers and builders to the products and solutions needed to meet the demands of future building requirements, and to learn about high-performance, energy efficient, innovative and electrified products.

The always eagerly anticipated B.C. Home & Garden Show happened at BC Place last weekend, and as always, it featured a dizzying array of home builders, building products, interior decorators and outdoor and garden designers. A personal highlight was the Honomobo Container Home exhibit, with two full model homes on display. These cool modular homes can be built to be carbon neutral and, with the addition of solar panels, easily net energy positive. The HGTV Canada Main Stage this year was sponsored by HAVAN, and featured many familiar faces, such as Bryan Baeumler, Sarah Gallop and Jamie Banfield, as well as perhaps less familiar ones (such as yours truly, moderating a legal panel with lawyer Andrew Delmonico of Kuhn LLP on the importance of contracts). Inspiration for every type of building or remodelling project was all around, with industry professionals showing how every building dream can be made a reality with the right people and products for the job. nexthome.ca 15

You may have heard that the federal government recently announced changes to the mortgage stress test parameters – a mortgage qualifier test that changes the amount of mortgage you can be approved for or in other words, the price of a home you can afford.

A QUICK HISTORY LESSON

NEW STRESS TEST

In October 2016, the federal government introduced the mortgage stress test for the first time. The goal was to protect risk in an overheated market and ensure buyers could still afford their homes if interest rates were increased. Back in 2008, many people were caught purchasing their home with little equity, with no room to increase payments once interest rates started rising, although this was more prevalent in the States than here in Canada. Borrowers with less than a 20 per cent down payment would have to qualify at the Bank of Canada’s five-year benchmark rate or their contractual mortgage rate plus an additional two per cent (whichever was higher). In 2018 it was expanded across all mortgages including those uninsured mortgages with more than a 20 per cent down payment. Again, it was added to help cool the market and potentially diminish speculators in the market.

Earlier this year, the government announced it would adjust the mortgage stress test to better reflect dynamic market changes. Now the stress test will be based on a weekly median five-year fixed insured mortgage rate from mortgage insurance applications, plus two per cent. The intent of the stress test is still intact in that it is meant to ensure you can still make your payments if interest rates were to rise. However, as the market changes, it will better reflect the actual mortgage rates offered in the market and be updated more frequently.

WHAT DOES THIS MEAN?

The truth? Not a lot. The change roughly equates to about 30 basis points or perhaps about three per cent more purchasing power. It’s helpful, but if you have been searching for a home recently, you’ll realize it does not drastically change your budget. In fact, several top executives at the

major banking institutes have all suggested that this will not have a big impact on the market and certainly not in areas like Toronto or Vancouver, where benchmark prices are high. The president and CEO of Scotiabank went further to suggest that rather than continue looking at the demand side of the equation, we need to be looking at the supply side as well if we want to see our markets balanced. Buyers of new homes in B.C. are fortunate to be protected by the country’s strongest construction defect insurance. We asked Wendy Acheson from BC Housing about some of the most important things you should know about your New Home Warranty.

registry to help make more informed decisions when buying a new home. The registry is a great online resource for homebuyers, Realtors, lawyers, local governments and anyone else who wants to check the status of a new home or a new home under construction. You can search the registry for new homes using the street address and city or its legal description, and filter your search for single-detached homes or multiunit (including duplex) buildings. You can find out if a new home, or new home under construction, has a home warranty insurance policy and whether it was built by a licensed residential builder. NHCG: How long does this insurance cover the home? W.A.: You need to take note of, and act on, each

coverage expiry date. The home warranty insurance provided on new single-family and multi-family homes built for sale in B.C. protects against different construction defects for specific periods of time: • Two years on labour and materials for defects related to delivery and distribution systems (such as electrical or plumbing). For general materials and labour defects, coverage is for 12 months on detached homes and non-common property in strata units (including fee-simple homes), and for 15 months on common property of strata buildings. • Five years on building envelope defects (including water penetration). This covers components that separate the indoors from the outdoors, such as exterior walls, foundation, roof, windows and doors. 34 New Home + Condo Guide |

W.A.: You should report serious defects immediately

to prevent further damage. Smaller defects can be reported together but before your coverage expires. Report possible defects in writing to the warranty provider and the builder. (For strata homes, report problems with the unit to the warranty provider and problems with the common property to the strata council and/or building manager.) Keep copies of all correspondence related to defects and claims. NHCG: How do I know what’s covered and what isn’t? W.A.: Not all aspects of a new home are covered by the warranty. For example, the insurance won’t cover things like normal wear and tear, insect or rodent damage, or acts of nature. Check your policy for exclusions. Did you make any improvements after taking possession of your home? Design, materials or labour supplied by the owner or someone other than the builder, their workers or sub-trades may not be covered.

BUILDING WITH STEEL STRONG AND SUSTAINABLE by MICHELLE HOPKINS

British Columbia can get some pretty severe weather – from rain, sleet and snow, to everything in between. Our West Coast weather can really take a toll on our homes. But there is a building material that stands up to water, wind and bugs: Steel. Stronger than wood, it’s fire resistant and bug proof. When Liwell Properties decided to frame its newest four-storey condominium project, Copper Beech in Kelowna, they chose steel. “The developer chose steel versus wood because they wanted to have a higher-end finished product available to consumers in Kelowna,” says JP Letnick, a 36

real estate professional at Letnick Estates. “This will be one of the only low-rise steel frame condos in the Okanagan.” Compared to wood-framed homes, steel is “a better building material, strong (three times the strength to weight ratio of wood), durable and it doesn’t warp, crack, split, nor is it combustible,” says Carly Crough, director of business development at LifeTec Construction Group, the company that framed Copper Beech. “At LifeTec, we use cold form steel (CFS), a lighter gauge steel, which is different than the traditional hot steel that

you might see in construction,” Crough explains. “CFS delivers many advantages in the construction of wall panels, floor joists, roof trusses, and structural walls as well.” Another real advantage of steel is to the builder’s bottom line. During the framing stage when a house is exposed to the weather, a wood frame gets wet, and takes time to dry out. “If the building gets wet, builders have to wrap it and dry it out before they can continue, resulting in time wasted,” says Crough. “Later, after the building is completed, there can be signs

of the wood drying by cracks appearing and nails popping as the building settles. That will cost builders a lot of time and money to correct.” Consequently, steel stands out for its speed and efficiency in construction. Because moisture doesn’t seep into steel studs, installation is much faster and there is minimal expansion and contraction of construction materials around doors and windows where leaks can occur. Yet a completed steel-framed house looks just like its woodframed neighbours. ‘’Steel framing is compatible with other building products,” says Crough. “You can install such features as wooden windows, doors and mouldings and use any exterior finish. Both the exterior and interior of the house or building will have a very traditional appearance.’’ Its advantages don’t end there.

Since steel framing stays straight and resists warping, and as the price of construction-grade lumber rises as the supply shrinks, steel becomes very cost effective. Materials can be pre-cut to desired lengths so there is almost no waste, which translates into more savings. However, in B.C., where “sustainability” is nearly a religion, one of steel’s most important advantages is environmental. Steel not only gets bragging rights as the world’s most recycled material, it also generates no offgassing and does not require toxic chemicals to prevent depletion. “On-site waste is reduced to less than one per cent and job sites are kept clean from sawdust,” says Crough, adding LifeTec uses between 20 to 25 per cent recycled raw steel. “It lasts longer than wood – in fact, CFS has no degradation in residential framing, and therefore can last 200 years versus 20 years for wood.”

The need for skilled resources to build a structure is primarily in the design stage and less so on-site. “As 90 per cent of the process is completed before materials ever reach a building site, LifeTec can typically erect a structure in 25 per cent of the time that it would take to build in wood or concrete,” adds Crough. nexthome.ca 37

But after living in the same home in Tsawwassen for 31 years, they were ready. “Both our daughters were married, so we were on our own,” Peter says. “Shirley was born in Chilliwack, and her sister still lives there. UDI FRASER VALLEY MAYORS’ PANEL SIX COMMUNITIES SPEAK UP by SUSAN M BOYCE

Almost 300 people braved the inclement weather in late-January to find out what six Fraser Valley mayors are working on to make their communities the place people choose to call home. With well-known real estate expert Don Campbell, owner of Cutting Edge Research Inc. and senior analyst with the Real Estate Investment Network as moderator, expectations — and speculations — were high. The panel was a star-studded one: Mayor Pam Alexis (District of Mission), Mayor Henry Braun (City of Abbotsford), Mayor Jack Froese (Township of Langley), Mayor Ken Popove (City of Chilliwack), and Mayor Val Van Den Broek (City of Langley) were part of the panel discussion which took place at the Langley Events Centre. absent, however, was Mayor Doug McCallum (City of Surrey) who instead sent Councillor Linda Annis to represent the province’s second largest city, one that’s growing at a rate of well over 1,000 new residents per month. IMPROVING COMMUNITIES

Creating communities that are more transit-oriented and pedestrian-friendly was a hot topic. And making it easier for all demographics to live, work, and play in their own community soon emerged as the favoured way to achieve this goal. Chilliwack has earmarked $15 million for a significant infrastructure project to help alleviate what Popove described as the “gong show” that is the current highway system. And he predicted

that in addition to an already efficient bus service, his city will have a SkyTrain connection within the next decade. Popove also reminded the audience that Chilliwack typically processes development permits in four to six weeks and rezoning in three to six months — time frames that are a fraction of what developers face in most other Metro Vancouver/Fraser Valley cities. For Braun, Abbotsford is “ready, willing, and able” to contribute its portion of costs in order to achieve what he sees as a necessary widening of Highway 1 — a major transportation and shipping corridor that’s experienced a 40 per cent increase in traffic over the past two years alone. He also noted the city currently has 500 building applications in the pipeline representing 5,400 residential units, 80 per cent of them cost-friendly multi-family. Mission’s mayor was enthusiastic that the 296-acre waterfront revitalisation currently underway will provide a more walkable core and allow people to work locally. Alexis said 70 per cent of the district’s residents currently have to travel to different municipalities for work every day — almost the opposite of Abbotsford, where 65 per cent are employed within city limits.

A spontaneous round of applause rippled through the room when Van Den Broek noted that “ridehailing services are here now and are part of [efficient] transportation.” The potential of SkyTrain from Langley to UBC will be “a game-changer” that she intends to be prepared for. With 700 properties under construction and about 2,000 in the pipeline, she says she believes her city will be well positioned with a diverse variety of housing options in place ahead of SkyTrain’s arrival. Surprisingly, Annis chose to evade a direct response, stating only that Surrey is “developing a 10year transportation plan with a goal to have one job per employable person.” Campbell’s final question to the panel was an unusual one: How did the panel want the development community, the people sitting in the room, to measure its progress over the next 12 months? Each was given only a couple of minutes to respond, although most ran overtime. Perhaps it was because the question was unexpected, but the majority of the answers didn’t sound like answers at all.

Alexis stressed timelines in Mission have already been reduced and encouraged developers to ensure all applications were filled out correctly.
