A NEW YEAR AND A NEW RENT INCREASE GUIDELINE It’s no secret that the cost of almost everything we need and use is going up, even basics like food and rent. So it comes as no surprise that the government of Manitoba released its 2020 guideline for landlords who wish to issue increases on their rental properties. We all have expenses, including landlords, and rent increases help them to maintain their properties in good condition, so it’s hard to argue against the necessity of issuing a maximum rent increase guideline. This year, it has been set at 2.4 per cent. To find out how the guideline is determined, turn to page 24 and learn more about how a rent increase can affect you. Switching gears to the flip side of rising costs is saving money. We’ve done our research and come up with eight great tips on how you can save energy in your rental and put more moula in your pocket. Check it out on page 42 and see which ones you can start doing right away. FInd the rIght ContaInEr hellen Buttigieg Need help clearing clutter and creating a cleaner look? Use boxes. But be aware – not all boxes are created equal. Some are for storing, some for sorting, and some for showcasing. For storage, boxes should be strong and sturdy, and don’t forget to label them. For sorting, make sure they’re big enough, but not too cumbersome to carry from room to room. For showcasing, make sure they’re stylish. Create both impact and a sense of calm by choosing baskets or boxes in a similar

style to use throughout your home. Whether you like wicker or leather, brightly coloured or neutral, consider buying extras as you may not be able to find the same ones again later. Anytime you have a vast open storage area (i.e. toy chest), think of creative ways to subdivide it to keep it organized. Break big areas into smaller ones by using containers of various sizes. You can reuse the packages that regular household items come in: Tissue boxes, cheque boxes and baby-wipe containers. In addition, you can subdivide using drawer dividers, shelves and stacking trays. If your collections are hidden away in a musty basement or forgotten in the corner of your

closet, they’re clutter. Collections have their place, but they need to be displayed in a way that reflects their meaning to you. Small items can be mounted and framed in shadow boxes, which can hang on the wall or sit on a table. Larger items stay dust-free when they’re displayed in a shelving unit with glass doors. MoVIng on, MoVIng out: Keep it clean When your tenancy is over, you’ll obviously want your deposit back. If you have left the unit clean, undamaged and have no outstanding rent, getting the deposit back is usually a simple process. However, what if there is a disagreement between you and the landlord about the deposit? In most tenancies, landlords take a security deposit at the beginning of the lease. Before you move in, the Residential Tenancies Branch (RTB) suggests you complete a move-in condition report. This is a detailed report of the condition of the rental unit before the start of your tenancy. It is a good idea to do the move-out portion of the condition report when you’re ready to leave. This is a detailed report of the

condition of the unit after you move out your belongings and clean the unit. If there is a disagreement between you and your landlord over who should get the security deposit, either party can go to the RTB for help. When deciding who should keep the security deposit, the RTB looks at evidence like the condition report and whether the unit was left “ordinarily clean.” What is ordinarily clean?

Here are some of the areas that need to be cleaned: • Remove dirt and dust from air conditioners, baseboard heaters, fans and vents, and carpets • Clean the stove top, elements and oven, refrigerator and freezer, microwave, dishwasher,

in-suite washer and dryer • Clean bathroom tub/toilet/ shower/cabinets/mirror, etc. • Wipe out cabinets and cupboards • Wash or damp-mop the floors • Wash scuff marks, fingerprints, food and tar build-up off walls • Make sure curtains are left clean, but only if you deliberately or carelessly stained them • Clean the inside of all windows, the tracks and inside panes of sliding windows If you have questions, speak with your landlord or go to manitoba,ca/rtb.

REnt InCREasE 2.4 percent, EffECtIVE Jan. 1, 2020 The new rent increase guideline for Winnipeg – set at 2.4 per cent for 2020 – has been released, effective Jan. 1. Read on to find out more. Tenants must be given proper written notice at least three months before a rent increase takes effect, so for example, if your landlord wants to increase your rent on Jan. 1, you must receive the notice on, or before, Sept. 30. The notice your landlord sends you to increase the rent must meet the requirements of The Residential Tenancies Act and your landlord can use a Notice of Rent Increase form available from the RTB. Usually, rents can be increased only once a year. The rent increase guideline for 2020 is set using a transparent 24  Renters Guide  |  Jan. 17–31, 2020

method, outlined in the Residential Rent Regulation, and is determined based on the percentage change in the average annual All-Items Consumer Price Index (Manitoba only) data, published by Statistics Canada. Eight energy-saving idEas

for renters Whether you rent an apartment, townhouse or a home, these tips will help you to be more energy efficient and save money. If there are things you can’t change on your own, share these tips and encourage your landlord to make a change for the better. 1. Lighting is one of the easiest places to start saving energy. Replacing your five most frequently used light fixtures or the bulbs in them with Energy Star certified LED lights can save more than $65 a year in energy costs. • Turn off the lights when you leave a room. Turning off just one 60-watt incandescent bulb that would otherwise burn eight hours a day can save about $15 a year! 2. Considering purchasing a room air conditioner? Buy an Energy Star-qualified model. It will use at least 10 per cent less energy than standard models. Be sure the unit fits tightly in the window so outdoor air does not get in. 3. Consumer electronics play an increasingly larger role in your home’s energy consumption, accounting for 15 per cent of household electricity use. Many electronics use energy even when switched off. Unplug any battery chargers or power adapters when not in use (like your cell phone charger!). Use a power strip as a central “turn off” point when you are done using equipment. Wash your laundry with cold water whenever possible. To save water, try to wash full loads or, if you must wash a partial load, reduce the level of water appropriately. Washing full loads can save you more than 3,400 gallons of water each year. 8. Don’t over-dry your clothes. Remember to clean the lint trap before every load. Dry full loads or reduce drying time for partial loads. One of the easiest things to increase drying efficiency is to clean the lint trap before each and every load. This step can also save up to $34 a year.
