Two-thirds of Canadians are worried about their finances, according to a recent economic poll conducted on behalf of two non-profit organizations, the Financial Planning Standards Council (FPSC) and Credit Canada. Titled The Kitchen Table Forecast, the Leger poll asked 1,515 Canadians about a series of ‘kitchen table’ issues – financial concerns that confront people on a daily basis, such as bill payments and debt, the cost of living, job security and bankruptcy. The results show Canadians feel stressed about their finances and are often at a loss to improve their situation. This hopelessness can cause people to do nothing, and possibly make their condition worse. Uncertainty about an ever-changing job market and economy only undermines the average person’s confidence and ability to handle the ebb and flow that life inevitably presents. Shawn Todd, partner, VP and Certified Financial Planner with Ecivda Financial Planning Boutique, is also concerned about the potential state of many household plans. ”It comes as no surprise that many families just shut down in some mode of financial paralysis when these issues and stresses arise.” According to Todd, potential

home and condo buyers can better positions themselves for the home they are excited about by asking themselves a key question: ‘Can I afford this new purchase?’ “It’s easy to fall in love with a new home or building. At the end of the day, you need to be able to know that you can afford it along with the bills that come with it,” says Todd. “Quite often, we are asked by clients, ‘How do I know if I can afford this new mortgage payment?’ It would always be a great step to take the mortgage numbers you are working with, and stress test them in this fashion: “How would you feel if the value of your potential property was 10-15 per cent less in a year after the purchase, and your mortgage payment was one- to-two-per cent higher? If those numbers work nicely in your plan, and your budget still works, you’re

most likely sitting in a very comfortable situation. “Running this exercise may allow you to worry less about 2019’s economy, and how it may look in the next two, three, and four years. I encourage our clients to check their budget, and note items like lines of credit, credit cards, their next car purchase, and their mortgage payment can all change fairly quickly during interest rate hikes.”

BRIGIL PLANS REDEVELOPMENT OF

VILLAGE CARTIER

Brigil recently announced plans to redevelop Village Cartier, the first commercial centre built in 1965 in the Outaouais on Saint-Joseph Boulevard near Saint-Raymond Boulevard. And the company is asking for the public’s input. “First, we will organize public consultations to gather suggestions and needs from actual tenants, the population in general and the neighbourhood. We will also ask them to find a future name for the premises,” says Brigil president and founder, Gilles Desjardins. He says interested individuals are welcome to express their views and opinions on the company’s website and social media sites, with the ultimate goal to “give back this location to the citizens, so they could be proud of it. It’s a central and strategic spot located in Gatineau. We will create a rich and dynamic space and develop it.” Village Cartier covers more than 16 acres, including

684,000 sq. ft. of land and 264,000 sq. ft. of commercial space. The redevelopment is estimated to have 26,000 residential units, employ 150 people, 1,200 sub-contractors and have: Multi-functional spaces for all age groups including social housing, luxury condos from the company’s APOGEE series, restaurants, offices, hotel, cinema, theatre, yoga studio — all ideas are on the table, says Desjardins. “We are dreaming, and we want to dream with the population.” Louise Boudrias, Parc-de-la-Montagne-SaintRaymond city councillor, says the development plans are good news, pointing to the announcement last year that the city of Gatineau is planning to revamp St. Joseph Boulevard. “One of my main objectives is to work to revitalize this important corridor,” says Boudrias. “This project from Brigil is aligned with my vision and I’m very enthusiastic to see what the company will present in the next few years.”

I love it when my clients share my passion for real estate. Lately, I’m finding that more of them are expressing an interest in income properties and other real estate investment opportunities. They are looking to supplement their pensions and collect passive income, or they are considering buying a new property from paper for equity income. I’m a firm believer that, when done responsibly, investing in real estate can pave the way to financial independence. Buying real estate is a smart choice — asset class diversification and wealth creation. I can’t lie. I get pretty excited when I’m approached about this topic. Having worked in the Ottawa region for more than 35 years, I’ve seen it blossom into one of the country’s most promising areas for this type of investment, and as a millionaire real estate investor, I know how important it is to have a diversified portfolio. It is a fixed asset, you can leverage it, you can buy with other people’s money, or you can rent it, flip it, re-finance it or sell it for a profit. Assuming you don’t have the cash to pay for an income property outright – and few of us do – you may wonder how taking on an additional mortgage can possibly make good financial sense. Well, there is good debt and bad debt. In simple terms, there are various ways to finance your investment. You can give

your current home a job and help finance this investment. Your mortgage payments will be covered or substantially covered by your tenant’s rent, and there are tax advantages and other opportunities. Over the years, the mortgage will be paid off, and you’ll own a property that has increased substantially in value and you are on your way to financial freedom. One of the most significant differences between real estate investment and conventional investment in stocks and bonds, lies in the amount of money you need to begin. To invest in $200,000 worth of stocks, you need to have $200,000 at your disposal. To purchase an investment condo for $200,000, you need only 25 per cent of that amount. As with any investment, it’s important to be well-informed before you begin. I strongly recommend speaking with a real estate expert who understands

the Ottawa real estate investment market, someone who can help you to evaluate your timing, as well as the location and type of rental property or other real estate investments that will serve you best. THE NEW CONDOMINIUM ACT BY JACQUELINE MONETA JD OF SCHWARZ LAW

In Ontario, condominiums, its boards and directors, are all governed by the Condominium Act (the “Act”). This Act came into force in 2001 and since then, the landscape in which the Act operates has changed drastically. As a response to this evolution in the market, the province undertook a review of the Act in 2012 with the hope to better reflect the current landscape. PROTECTING CONDOMINIUM OWNERS

The province’s review culminated in the enactment of the Protecting Condominium Owners Act, 2015, (the “PCOA”). This new Act represents a bold departure from the previous one. The amendments were phased in on Nov. 1, 2017 and rolled out over subsequent months. Now, one year later, we want to examine the impact it’s had on condominium owners. THE AMENDMENTS

The PCOA introduced broad amendments across all aspects of condominium ownership. We will look at the impact on dispute resolution, consumer protection, governance and new obligations on condominium managers and directors. A | DISPUTE RESOLUTION

Another protection for owners is the expanded Ontario Home Warranty Plan. Protections that were previously only available to buyers of new condominiums will also now apply to certain condominium conversion projects. Conversions from non-residential to residential uses now qualify for coverage i.e. the conversion of a residential rental building to condominiums is not eligible. Other consumer protection measures enacted include requiring disclosure by developers of circumstances that they know, or ought to know, may lead to an increase in common expenses and require additional information to be included in the Status Certificates. C | GOVERNANCE

New safeguards have also been enacted to protect new condo buyers so they can make more informed decisions before investing their money in a condo project. One major change is the development of a new condo guide that developers are required to provide buyers at the time of sale. Buyers have 10

Perhaps one of the most dramatic changes to the Act is that condominium managers are now required to be licensed. Previously, Ontario had no minimum requirements for working as a condo manager. Now, managers will need to obtain the necessary license by completing the new training and education requirements. The amendments also impose new obligations on directors of condominium corporations. Directors elected or appointed after Oct. 31, 2017 have to complete mandatory training, provided online by the CAO. Any director who fails to complete the required training will cease to be a director. These changes have allowed for more flexibility and consumer input in what is a rapidly changing industry. These amendments have given owners the power to better protect themselves and their investments.
