When I was looking to buy a home many years ago, the city in which I lived didn’t have much new construction going on. The only choice was a resale. Don’t get me wrong, I’ve got nothing against buying a home previously owned by another family. But as lovely as a resale home is, it’s never really the way we want it to be, right? The kitchen is out-dated, there’s wallpaper in every room and the den has fake wood panelling. Of course, you can renovate, but that takes time, money and living through the renovations. The beauty of buying a pre-construction home is that you can make it the way you want before you move in. You can choose a floorplan that you like and meets your needs, and there is usually a selection of colour palettes, countertops, flooring and more. So when you finally move in, all you need is your furniture to transform the space into the beautiful, customized home you’ve always wanted. Newly constructed homes are also covered by the Tarion Warranty, which protects new homeowners for up to seven years on problems they may encounter with their new build. Recently, the province announced a plan to overhaul the Tarion Warranty Corporation. You can read more about it on page 16. And in the meantime, consider your options: Resale or new construction.

OTTAWA HOME BUILDERS SHINE FINALISTS ANNOUNCED IN 2019 CHBA AWARDS

The Canadian Home Builders’ Association recently announced the finalists for the 2019 CHBA National Awards for Housing Excellence. Recognizing the best in Canadian new homes, home renovations, community development and marketing, projects are submitted from small towns and large urban centres from across the country. “Our categories reflect the incredible housing diversity in Canada: Lowrise houses, highrise apartments and homes built for ownership or rental purposes. These finalists showcase the incredible innovation and creative design involved in building and renovating homes for a variety of price points,” says CHBA CEO Kevin Lee. More than 700 entries were submitted by CHBA members from across Canada. Nearly 200 judges reviewed each entry, narrowing down the field. A select panel of judges convened in Ottawa to review finalists and select the winning entries. “Feedback from judges was that the calibre of entries this year was especially high,” says Lee. “Each judge brings unique skills sets and experience to the selection process. This year, the competition increased its focus on the context of the project – who was the home or community built for? Why was the home renovated? So, our judges really had to consider how well the project’s desired outcomes were met. The finalists this year truly represent the best in Canada.”

Two major national awards, one for Marketing Excellence and one for Design Excellence, will also be presented to the home builder who has achieved the highest level of success in the marketing and new homes categories, respectively.

Shopping for a new condominium is an exciting process. But as with all substantial purchases, there are important considerations to weigh before making your final decision. Firstly, if you don’t need to move into a new home immediately, there are significant advantages to buying your condo during a development’s planning stages. In order for a builder to receive construction financing, 65 - 75 per cent of the suites have to be sold. To reach this goal, it’s in the builder’s best interest to offer better prices earlier on in the sales process. Buying early can result in substantial savings and offers the greatest equity growth potential. It also allows you a much wider selection of floorplans and locations within the building. Think about where you want to live. While the most important factor influencing price in real estate is location, it doesn’t mean the priciest section of town is necessarily the best for your personal lifestyle. Consider proximity to your workplace, and to the kinds of amenities you feel are important, whether that means shopping, restaurants, greenspace or recreational centres. Once you’ve zeroed-in on a particular condominium development, it’s equally important to consider the location of the

unit itself within that development. Examine how close it is to the elevator, the street noise levels and the quality of the view; often, the higher the floor, the higher the price. This raises the question, how much do you want to pay? Your personal budget may not allow you to buy the penthouse of your dreams. Weigh what’s most important to you. Some factors to consider when selecting your suite include functionality of the layout, exposure to natural light, ceiling heights and access to a balcony or other outdoor space. A development’s curb appeal will affect your enjoyment of your home and its resale value. The same applies to density; the fewer people sharing your development’s facilities, the better. All condos are not created equal. What’s behind the walls – mechanical systems, for example – is just as important as those things you can see, though admittedly more difficult for a homebuyer to judge. That’s why choosing a builder with a good reputation is crucial. Research builders. Ask your realtor for information, visit previous developments, speak with current owners and research the equity growth of their homes as compared to others. Be sure to check the builder’s Tarion Warranty Corporation Rating. Tarion is a governmentregulated organization that licenses all new-home builders in

GOULBOURN RECREATION COMPLEX NOW CARDELREC COMPLEX The Goulbourn Recreation Complex, located at 1500 Shea Road, was renamed the CardelRec Complex Goulbourn on March 6. The change was made due to a sponsorship agreement between the City of Ottawa and Cardel Homes Ottawa. ONTARIO GOVERNMENT TO OVERHAUL TARION WARRANTY CORPORATION BY SUSAN LEGGE

Last week, the Ontario government announced the details of its plan to overhaul the Tarion Warranty Corporation in an effort to better protect purchasers of pre-construction properties. “There are many families across the province who have faced difficulties over the years when seeking a solution from Tarion,” says Bill Walker, Minister of Government and Consumer Services, pictured here announcing the upcoming changes from a site in Port Hope. “For our government one thing is clear, Tarion is broken. That is why I am pleased to announce that we are taking decisive action to put the people of Ontario first by transforming Tarion and strengthening consumer protection.” According to a governmentissued press release, the new plan will: • Establish a separate regulator from Tarion for new-home builders and vendors to address conflicts of interest. • Enact legislative amendments that, if passed, will enable the government to require Tarion to make executive and board compensation publicly available and move to a more balanced skills-based board composition. • Explore the feasibility of a multi-provider insurance model for new-home warranties and protections in Ontario. • Introduce new initiatives to better inform and protect 16  New Home + Condo Guide  |  Mar. 16–30, 2019

Three years ago, the Honourable Justice Douglas Cunningham released an independent report with recommendations on transforming Tarion. The report stated there is an “inherent conflict

of interest in the current structure of Tarion that leaves new home owners vulnerable.” “Establishing a separate regulator for new-home builders and vendors addresses the current conflict of interest with Tarion,” says Walker. “Today’s announcement will help make Tarion more accountable and transparent and provide quality service for the people of Ontario.”

The act deals with new-home warranty protections and builder regulation. New homes built for resale or under contract with an owner must be enrolled in the statutory home warranty program and builders must be registered with Tarion. In 2017, 68,945 new homes were enrolled in the warranty program — 46 per cent of which were condominium units. In 2017, 5,549 builders and vendors were registered with Tarion.

This issue’s article is a little different. I want to discuss mortgage brokers and their role in the home purchase process.

WHO IS AND WHY USE A MORTGAGE BROKER?

Just as an insurance broker finds the best deal on insurance, a mortgage broker finds the best deal on a mortgage. Mortgage brokers are licensed by the Province of Ontario and carry insurance. The mortgage broker of today strives for excellence and many have obtained an Accredited Mortgage Professional (AMP) designation. In order to obtain the designation, mortgage brokers must meet very strict requirements of education, ethics, experience and professionalism. AMPs are committed to the highest ethical, moral and educational standards. For more information on AMPs, see The Canadian Institute of Mortgage Brokers and Lenders website at cimbl.ca. Mortgage brokers, unless directly under a single bank or lender’s control, are independent and deal with several different financial institutions, including the five big banks. mortgage rate markets and have direct access to several different lenders. In addition, while some consumers may not enjoy negotiating with financial institutions, this is the broker’s best skill. Brokers will make sure their client obtains the most attractive rate currently on offer along with the most flexible options suited for their situation. They are able to shop dozens of lenders in the time it would take a consumer to book an appointment at their bank. WHO PAYS THE MORTGAGE BROKER?

Even though mortgage brokers work for their client and not the financial institution, brokers get paid by the financial institution, whose finder’s fees reimburse brokers for bringing them creditworthy customers. Since these fees are similar across most lenders, there is no incentive for brokers to favour one lender over another. In rare instances, such as
