FEDERAL PROGRAM TO HELP FIRST-TIME HOMEBUYERS
NEW HOMES GET EXTRA INCENTIVE
The federal government’s new 2019 budget may give new-home buyers a shot in the arm toward purchasing their first home; even more if they buy a newly constructed one. The proposed First-Time Home Buyer Incentive program would give eligible first-time homebuyers the opportunity to share a part of the cost of buying a home with the Canada Mortgage and Housing Corporation (CMHC); five per cent for resale homes, 10 per cent for new builds. This would reduce the size of a new homebuyer’s insured mortgage. The program is expected to benefit approximately 100,000 first-time buyers over the next three years. No on-going payments would be required with the Incentive, and families would have lower monthly mortgage payments. For example, if a borrower purchases a newly constructed $400,000 home with a five per cent down payment and a 10 per cent CMHC shared equity mortgage ($40,000), the borrower’s total mortgage size would be reduced from $380,000 to $340,000, reducing the borrower’s monthly mortgage costs by as much as $228 per month. Terms and conditions for the First-Time Home Buyer Incentive will be released by CMHC.
To make sure the program helps those with legitimate needs, the Incentive would have specific eligibility criteria, as well as guidelines to ensure participants are able to afford the homes they purchase. To qualify, first-time homebuyers must have household incomes under $120,000 per year, plus participants’ insured mortgage and the Incentive amount cannot be greater than four times the participants’ annual household incomes. HIGHLIGHTS INCLUDE:
• The CMHC would provide five per cent of the value of a home for a first-time homebuyer through a shared investment. • This shared investment would be increased to 10 per cent for a newly built home. This step is to encourage the construction of new housing supply. • The budget also proposes to increase the Home Buyers’ Plan withdrawal limit from a Registered Retirement Savings Plan to $35,000 from the current allowable amount of $25,000, providing first-time homebuyers with greater access to their RRSP savings to buy a home. nexthome.ca 11

From decorating hundreds of small spaces, I’ve learned to incorporate nature’s clever spacesaving designs through the use of hexagons to create beautiful spaces. Its shape adds angular interest, symmetry and contrast and brings modern inspiration and tranquility to any space. These geoshapes have taken on quite a statement in the last few years but they are truly a trend that is here to stay. Not only is the hexagon pattern modern and appealing, but this shape holds a very special meaning in life all around us. In nature, inside the beehive, each honeypacked cell is built by tiny bee engineers to take on the shape of a hexagon. They do this for a very clever reason – because of packing efficiency. sales representative, work from a list of prepared questions. For instance, how open is the builder to adapting their plans to suit your personal needs? What is the builder’s rating for after-sales service with the Tarion Warranty Program? Ask for references from previous clients. When you tour a model home, inspect every nook and cranny. If the model can’t withstand the closest scrutiny, you can be fairly sure that your home won’t, either. If there are no models, request a tour of a customer’s home. As wonderful as the plans may look on paper, you need solid evidence of good workmanship. Talk to people in your prospective neighbourhood. If you’re too shy to knock on doors, stop and chat with people on the street. You’ll find that most people are glad to share their stories, whether they love their builder to bits or encountered issues.

You probably already suspect this, but random guesswork really isn’t the best method of choosing a builder. So, how can you go about ensuring that you’re putting your eggs in the right basket? First of all, you can narrow down your options fairly quickly by looking at your list of musthaves. Publications like this one are terrific for zeroing in on possible builders according to neighbourhood, housing type and budget. Some builders specialize in features you may be looking for, such as wide lots, green technology or R-2000 construction. The Internet is another excellent tool for locating builders who meet your requirements. But making the shortlist is the easy part. When it comes to actual research, the most important piece of advice I give my clients is this: Don’t be afraid to be nosy! In your day-to-day conversations with friends, acquaintances and co-workers, dig around. You may not realize it, but you have a network of important contacts at your disposal – even if no one in your immediate circle has had recent experience with a builder, they all know someone who does. All condominiums are required to have a reserve fund under the Condominium Act. A reserve fund is a special account, separate from the condominium’s operating fund, and it is used to pay for major repairs and replacements to the condominium’s common elements. A portion of every common expense fee is deposited into the reserve fund monthly. The reserve fund is intended to act like an insurance policy, to ensure that the corporation has enough money to cover future repairs.

WHEN CAN YOU DIP INTO THE RESERVE FUND?
The reserve fund can only be used to pay for major renovations or repairs; this includes replacement and non-routine repairs of common elements and assets of the condominium. If condos didn’t have reserve funds, or their reserve funds are depleted, they would need to raise large amounts of money from the owners when major repairs are required. This lack of funds most frequently results in a special assessment. THE RESERVE FUND STUDY
A reserve fund study determines how much money needs to be in the fund to ensure the repairs will be covered in the future. The study is usually prepared by an engineer and includes both a physical assessment of the condominium and a financial plan during the first year of the condominium corporation, then every three years. The study will cover: • all parts of the building that need repair or replacement (ex. windows, balconies) • estimates when the repairs and/or replacements are expected to occur • estimates of the cost of each expenditure in each year • a recommended reserve fund contribution amount • recommended increases in reserve fund contributions for the following three fiscal years.
It is important to note that the reserve fund study is based on assumptions and educated guesses. These estimates may fall short in the following circumstances: • poor maintenance decisions can result in your condominium having to replace components earlier than expected • emergency repairs or replacements • postponed expenditures THE OWNERS’ PERSPECTIVE
All previous and current owners have contributed to the reserve fund. That’s because every owner who received the benefits of common elements, including the lobby, hallways and elevator, shares the responsibility of the replacement costs. Long term, as an owner, your unit will fetch a higher asking price if your property is well-maintained and the reserve fund is healthy.

ONTARIO GOVERNMENT ANNOUNCES $1.2 BILLION IN FUNDING FOR OTTAWA LRT
Premier Doug Ford and Minister of Transportation Jeff Yurek, announced on March 22 that the Ontario government will provide Ottawa with a maximum of $1.208 billion to build the Ottawa Stage 2 Light Rail Transit (LRT) project. The Ottawa Stage 2 LRT project will be capable of reaching a future capacity of up to 24,000 passengers per hour each way during peak periods. “I am very appreciative,” says Mayor Jim Watson. “Stage 2 will extend our LRT network to communities farther east, west and south. It will bring 77 per cent of Ottawa residents within five kilometres of fast, efficient, clean and reliable rail service.” The Stage 2 LRT project will add 44 kilometres of new rail and 24 new stations, and consist of three light rail extensions: • Confederation Line east to Trim Road • Confederation Line west to Moodie Drive and southwest to Algonquin College • Trillium Line south to Limebank Road, with a spur to the Ottawa Macdonald-Cartier International Airport “The Ontario government is a strong supporter of public transit,” said Yurek. “The Ottawa Stage 2 LRT construction project will transform the way residents and commuters travel within the City of Ottawa. LRT will shorten commute times, and help people get to work, school or appointments quickly and conveniently.” According to the official press release, the Trillium Line south extension is scheduled for completion in 2022, and the Confederation Line east and west extensions are scheduled for completion in 2024 and 2025, respectively. It is estimated that Stage 2 will create jobs and investment by generating a projected 27,000 person-years of employment and an economic impact of $5.6 billion. The project is expected to reduce Ottawa’s greenhouse gas emissions by at least 110,000 tonnes by 2048.
