THE OTTAWA HOUSING MARKET IS HEATING UP Ah, spring, it’s finally here. Sure it’s still a bit chilly, but before we know it, we’ll be trading jackets and scarves for windbreakers and sunscreen. But it’s not just the weather that’s warming up. In the last three months, the Ottawa housing market has also seen a significant change in temperature. Royal LePage recently released its Q1 survey results of the national housing market. While across the country home sales were soft, Ottawa’s market activity was heating up. And the prediction is that prices in the city will continue to rise in the next quarter — by 2.8 per cent. If you’ve been sitting on the fence and waiting for a good time to buy, read the housing market survey on page 14. Maybe it will help you decide. OTTAWA SEES PRICE GAINS IN Q1 HOME PRICES EXPECTED TO INCREASE IN THE SECOND QUARTER OF 2019
It’s a good time to buy — or sell — a house in Ottawa. Between the federal government’s new program to help first-time homebuyers and home prices on the rise, Ottawa is becoming a hot real estate market. According to a Royal LePage House Price Survey released April 4, the aggregate home price in Ottawa rose 7.7 per cent year-over-year to $469,407 in the first quarter of 2019. In the March federal budget tabled by Finance Minister Bill Morneau, the Canadian government announced three new or enhanced housing programs. The First-Time Home Buyer Incentive is a three-year, $1.25 billion shared equity mortgage program whereby the Canada Housing and Mortgage Corporation (CMHC) will co-invest up to five per cent of the purchase price of an existing home. decade, there was an increase in the registered retirement savings plan withdrawal limits in the Home Buyers Plan. The increase, to $35,000 from $25,000, was the largest since the program’s inception in 1992. older house can be transformed into a beauty with the help of some dramatic renovations – but those same shows are often honest in their depictions of the dust, headaches and unforeseen difficulties that can be encountered. There’s no doubt that the results are rewarding, but even minor renovations require patience and determination. A new home is a gift to those of us who simply don’t have the time and energy to expend on such projects, or who have children running underfoot. On occasion, I encounter clients who have been pounding the pavement for months – or even years – before finally coming to the realization that their list of “must-haves” can only be met by purchasing new. Once they’ve found the right builder, they begin to become excited by the range of possibilities and the degree of control they have over the ultimate appearance of their home.

As a realtor, I can’t help but notice the distinct decisionmaking process my clients face, depending on whether they’re buying a new home or a resale home. The differences are striking. Clients looking at resale homes generally wait to fall in love with a specific house on a specific lot, or a specific condo in a specific building. They need to develop the ability to see past the (often unfortunate!) decorating choices of previous owners, and to envision how possible renovations might make the place more suitable for their own needs. Those of you in the new-home market face entirely different decisions. Your options are far greater, which is wonderful; of course, this also means that you have more decisions to make. Rather than live with another family’s choices, you’re able, in essence, to create the home in which you want to live – from layout to finishes to exterior appearance. In addition, you’re able to place that home on the site of your choice, whether it’s an extradeep lot, a cul-de-sac or a southfacing location on the 11th floor. Shopping for both new and old homes requires creativity and vision, but new homes provide the advantage of a clean canvas from which to work. As so many television programs demonstrate, just about any

“Like many government initiatives, the new housing programs have supporters and critics,” says Phil Soper, president and CEO, Royal LePage. “Prospective homebuyers and the hundreds of thousands of Canadians who directly or indirectly earn their living from real estate activity should remember that there were many policy areas competing for attention. In 2019, housing captured the attention and support of federal lawmakers, which is a welcome and necessary development.” The April 4 Royal LePage survey also revealed the median price of a two-storey home increased 9.6 per cent year-over-year to $503,761 while bungalows rose 4.0 per cent year-over-year to $450,016. price of a condominium showed a moderate gain of 1.7 per cent year-over-year to $321,017. “Nationally, sales were soft in the first quarter, but Ottawa’s market activity is up,” says John Rogan, broker of record and branch manager, Royal LePage Performance Realty. “With vacancy rates at one per cent, a healthy economy and relatively affordable real estate compared to other major urban centres, buyers are very motivated to get in the market.” Rogan anticipates lively activity this spring, showing similar year-over-year price gains. On a quarter-over-quarter basis, the aggregate price of a home in Ottawa is expected to appreciate 2.8 per cent to $482,459 in the second quarter of 2019. Nationally, year-over-year home prices showed moderate gains
in many regions across Canada in the first quarter of 2019. The Royal LePage National House Price Composite, compiled from proprietary property data in 63 of the nation’s largest real estate markets, showed the price of a home in Canada increased 2.7 per cent year-over-year to $621,575, well below the long-term norm of approximately five per cent. “We are expecting this to be a sluggish year overall in Canada’s residential real estate market, with the hangover from the 2018 market correction and weaker economic growth acting as a drag on home price appreciation, balanced by lower for longer interest rates,” says Soper. “There is a silver lining here. This slowdown gives buyers, and first-time buyers in particular, an opportunity to buy real estate in our country’s largest cities.”

You are about to enter into a new chapter in the book of your life; you’re getting married! Marriage involves many life changes, one of which is the reconfiguration of your legal status and obligations. This is the perfect time to get your house in order. So, what does that mean? As a married couple, you need to worry about protecting your other half from any exigencies that can arise from accident or misadventure. things as purchasing a house, a car etc. This is also the best time in your life to find a family lawyer. Find a lawyer that you like, and who will take care of your family by acting as your legal quarterback and taking care of your legal health. When necessary, your family lawyer will find you a legal specialist. Be it for real estate transactions, tax issues or criminal trials, your family lawyer will help you find the right lawyer just as your family doctor will recommend a health specialist when you need it. Most young newlyweds dream of buying a new home. You will need to educate yourselves, which can be done by reading articles such as the new-home and resale articles online at schwarzlaw.ca,
and by checking out the builder in the case of a new-home purchase. You can investigate a builder’s background online at tarion. com, and be sure to ask the municipality you’re researching what is planned for the area you’re considering. Before you buy, meet and speak with your lawyer so you understand how to proceed with a transaction. There are a number of questions to be answered beforehand. For example: HOW WILL YOU HOLD THE TITLE OR OWNERSHIP TO YOUR HOME?
There are two ways people can hold title together. The first is generally the way we hold title with our spouses or children and it is called “Joint Tenancy”. To
hold title as joint tenants, it simply means that upon the death of one of the parties, the remaining party automatically becomes the owner of the whole property without having to inherit it or have it pass through an estate. The reason this happens is that all owners on title own the whole property rather than a part each. The other way title can be held is as “Tenants in Common”. This means that each party truly only owns the percentage allocated to them. although the physical part owned is not described. Upon the death of a Tenant in Common, his or her percentage of ownership goes to their heirs in accordance with their will or law. Speak to your lawyer about liability issues and whether the title should be in one of your names instead of both. CONSIDER THE NEED FOR A WILL AND POWERS OF ATTORNEY.
Do you have a will? If you do, and unless it was made in contemplation of marriage, it will cease to be effective when you get married. It is very important for
a couple to make their will at the time of marriage. As events occur in your life, update it from time to time by what is called a Codicil (addition) to take into account children, changes in circumstances etc. It is very important, especially if or when you have children, to have your wills completed. It’s important not so much for the money, but for a clear resolution of the issue of custody and keeping the children out of government hands if something happens to both parents. A will stops sibling disputes and allows for an orderly disposition of everything from your favourite cuff links or earrings to your real estate, stocks and bonds. A Powers of Attorney is also very important. Unlike a will, it governs what happens when you are alive, not when you are dead. In the event of an accident or health issue that renders one or both of you mentally or physically incapable of looking after yourself or managing your affairs, a Power of Attorney allows the person or persons you choose (perhaps your spouse and mom) to make
these decisions for you. Speak to your lawyer and ensure that this important matter is dealt with. Now is the time to do a will and decide on your Powers of Attorney. Another detail to review before you’re married is insurance. You need insurance for your home and your vehicles, and you should consider mortgage insurance, too, if you have one. It is also the right time to look at life and disability insurance in case something happens to the major wage earner in the home. A good lawyer can help you with all of these steps. We need to think of the environment with every activity – even moving day can be cleaner and greener, and it doesn’t take much effort. Waste caused by the moving process not only stems from packing supplies, but also from the waste accumulated over many years within a home. Both can be extremely taxing on the environment if not properly managed. Here are some suggestions for making your move a cleaner, greener process: 1 | PLAN AHEAD. Waiting until the
last minute to prepare for a move will make any environmental concerns an afterthought. Start early so you have the extra time to sort through recyclable items – in your apartment and in storage – for delivery to recycling depots prior to moving day. Typically your storage contains the highest concentration of recyclable waste, so start the sorting process there first. Consider holding a garage sale or donating gently used but no longer wanted items to a charity rather than having them end up in a landfill site. 2 | RESEARCH. Survey local

by organizing into categories: Plastic, glass, aluminum, paper and cardboard, for example. Look up the requirements of the local recycler to see if there are any additional steps needed to prepare recyclables beforehand. 4 | CARE FOR HAZARDOUS MATERIAL. As you clean in
preparation to move, be conscientious about the kinds of materials being packed to move with you and which items are to be disposed of. Toxic items, such as paint, batteries, housecleaning products, automobile oils, pesticides and fertilizers, are dangerous and cannot be transported in the back of a commercial moving truck. Also note that these items cannot be thrown out with your regular garbage. Look up specialized
moving boxes when the move is complete. A well-made corrugated box is great for storage or may be reused for a future move or passed on to someone else who is moving. Contact local schools or charity organizations such as women’s shelters, scout troops and food banks to ask if they need boxes to redistribute donated items. Donating gently used boxes not only reduces waste but can also be a big help in support of a good cause.
