Three simple steps to success Consider these pointers before heading out on your search

S

hopping for a home online is a great way to narrow your search, but there’s nothing like visiting the sites, models and sales offices to get down to the nittygritty. Before you venture out, here are some pointers: First, be clear about what you want and expect in a new home and in your builder. Remember, the range of prices in the new-home market generally reflects differences in location, features and home styles. There’s no magic involved. If a builder’s pricing seems out of whack with others in the area, ask for an explanation. Higher prices could mean better quality materials, finishings, features and service. Make sure that the price you are paying will deliver the quality you want. Second, understand exactly what is included with the home you are buying and what is optional. Ask the sales representative to show you samples, and request a “spec” sheet that clearly lists what is included, as well as any upgrade options. Third, evaluate any promises that have been made during your visit. Is the builder prepared to put them in writing? Hearsay comments should not be included as part of your evaluation process. Sit down with your sales representative, ask questions and discuss your Agreement of Purchase and Sale in detail – then take it to a lawyer before it’s finalized.

Know your builder – and warranty Understand what’s covered and what’s not

I

t was about this time last year that parts of Ontario were left reeling from severe rainfall, flooding and power outages, and homeowners were learning the hard way about home insurance and new-home warranties. Indeed, you wouldn’t dream of buying a new car, TV or other big-ticket item without first inquiring about the manufacturer’s warranty. And when it comes to buying a new home, you should be even more diligent. Some people may be so excited about their purchase that they’re more interested in choosing finishes than reading the fine print of a sales agreement. Or maybe they assume all builders are created equal, and that certain things are covered, when in fact they may not be. Or it might be a lack of awareness of just how new-home warranties work in Ontario. Tarion Warranty Corp. is a non-profit company designed to protect the rights of new-home buyers and to regulate builders. With four main responsibilities – homeowner education, warranty enforcement, builder licensing, and identifying and prosecuting illegal building – it is, unfortunately, a necessary but extremely valuable body. It is also one you should get to know. Just like for cars or electronic devices, all manufacturers and products are not created equal. Learning about your new-home builder’s warranty – before the time when you actually may need it – is a crucial part of the homebuying process.

hey say location, location, location is one of the primary considerations for real estate. And while at first glance Tillsonburg, a town of about 15,000 located in Oxford County, may not strike you as blessed with location, a closer look would certainly change your mind. Located about 50 kilometres southeast of London, Tillsonburg offers everything a homeowner wants in small-town Ontario, by bringing together surrounding rural serenity with all modern amenities, including hospital and schools, shopping and dining pleasures, plus much more. It’s a short drive from London International Airport, and the picturesque shores of beautiful Lake Erie.

The Tillsonburg area enjoys unusually temperate weather, too – perfect for gardening and enjoying outdoor activities, including golf. In fact, there are two golf courses within five minutes of your front door, and dozens more within a half-hour drive. Not far, either, is the downtown Tillsonburg Town Centre Mall, and Norfolk Mall in south Tillsonburg. Together, they offer more than 200 shops and services. There are also three medical clinics, home support services and an ultra-modern hospital. And just 35 minutes away is the city of London, home to two world-class hospital campuses. Indeed, although the town population is officially listed as about 15,000, the town is a regional hub for business, industry, health care, education, agriculture, government and emergency services which serves an area of nearly 225,000 people. Not bad for a community dating back to 1825 as a village catering predominantly to the logging and wood processing industries. In the mid-19th century, Tillsonburg took additional steps toward industrialization through further expansion into forest products. In the 1920s, major enterprises included milk and tobacco production and manufacturing of shoes, farm equipment and textiles. Fast-forward to the 1990s when the current downtown began to take shape with the construction of the Rotary Club Clock Tower, where residents gather to ring in the New Year.


Tillsonburg’s adult-lifestyle residential focus began in 2001, with the Baldwin Place subdivision located on the western edge of the town – a development that will have approximately 300 homes when completed. Other recent residential development includes the re-urbanization of the former railway lands on Bridge Street East, which is the site of Tillson Landing condominium, the first such highrise construction in more than a decade. Tillson Landing was completed in January 2006. The Tillsonburg Community Centre was refurbished in 2004 with renovations and expansion of the arena and new recreation and health club facilities. Downtown also recently welcomed Boston Pizza, as well as big box stores such as Canadian Tire, Shopper’s Drug Mart and Staples Business Depot, and an expanded The Source store and Mark’s Work Wearhouse in the Tillsonburg Town Centre Mall. In terms of the local economy, Tillsonburg has been positively impacted by General Motors’ CAMI assembly plant in Ingersoll, about 20 kilometres north of the town, which opened in 1986. Toyota’s plant in Woodstock, about 30 kilometres northeast, has had a similar spillover benefit for the town. 28 NEW HOME & CONDO GUIDE SWO | JUNE 6 - 20, 2015

Other local businesses have also recently expanded, including Siemens Canada. The area still has a strong agricultural base, with cash crops, hog farming, milk production, tobacco, ginseng and various tertiary crops. Not content with relying on such history, and with an eye to further diversifying its economy, Tillsonburg is pledging to leap into the future. The Town of Tillsonburg recently partnered with the Economic Developers’ Council of Ontario (EDCO) to attract international investment. The efforts seem to be paying off. In February, Tillsonburg was recognized for excellence in economic development initiatives at the 58th annual Economic Developers Council of Ontario (EDCO) Awards. EDCO awarded the Town of Tillsonburg an honourable mention for its Discover Tillsonburg campaign, an initiative that saw local builders partner with the municipality to collaboratively market the community and attract new residential investment. “The Town of Tillsonburg and the Tillsonburg Development Committee have a goal of increasing residential growth in the community,” says Mayor Stephen Molnar. “Through the Discover Tillsonburg campaign, we’ve been able to approach the challenge in a fresh way – pooling our resources with the private sector and working collaboratively to make our community stronger.” Partners in the Discover Tillsonburg effort in 2014 included Tillsonburg Developments Inc., Hayhoe Homes, Fusion Homes and Landmark Homes. Deliverables included a new website (discovertillsonburg.ca) and other initiatives. “While it’s certainly gratifying to be recognized with an award, the real satisfaction comes from seeing the results,” says Colleen Pepper, marketing and communications officer for the Town. “New home starts in Tillsonburg increased 25 per cent in the first year of the initiative, and are up over 50 per cent since the recession.” “It’s exciting to see the momentum that is building as a result of this project,” says Dominic Bradley, marketing director for Tillsonburg Developments. “Being involved in Discover Tillsonburg has allowed us to leverage our marketing dollars and make strategic investments that benefit the whole community.” Tillsonburg Developments is building Baldwin Place, a community of adult-lifestyle, single-detached freehold homes starting from $244,500.

For homeowners, when someone says your home is drastically overvalued, naturally, you worry. If you’re a prospective homebuyer, such news might cause you to delay your purchase. That’s the power of housing valuations. The problem is, who and what to believe?

Here are some recent examples of Canada’s housing valuations, from a variety of sources: Deutsche Bank: overvalued by 60 per cent Bank of Canada: overvalued by 30 per cent International Monetary Fund: overvalued by 11 per cent TD Bank: overvalued by 11 per cent Canadian housing economist Will Dunning: undervalued by nine per cent With such a wide variance in valuations, and using differing measures, who to believe, indeed? “Far too many foreign economists try to make overly simplified statements about foreign housing markets they don’t understand enough about,” Calum Ross, mortgage broker and real estate investor, told New Home & Condo Guide. “Above and beyond the traditional measures, there are a number of less tangible measures, such as the stability of social, political and economic systems at the federal, provincial and municipal level. “Canada represents one of single largest countries in the world and going from coast to coast, Canada is home to a very diverse group of people with local economics that are vastly different,” Ross says. “Saying there is a Canadian housing market is no less ridiculous than saying there is ‘Canadian temperature.’” Thankfully, Canada Mortgage and Housing Corp. (CMHC) added some context recently in its House Price Analysis and Assessment (editor’s note: for more information, flip to page 56), which provided a market-by-market snapshot by Canada’s larger centres. The report attached a risk level – low, moderate or high – for the major cities, using risk factors of overheating, acceleration in house prices, overvaluation and overbuilding. With Regina and Winnipeg, of all places, being the only major centres earning “high risk” assessments, CMHC’s

report reminds everyone that housing markets must be assessed on a micro level, not wide-swathing national viewpoints. Canada’s most expensive market, Vancouver, earned a “low risk,” while Toronto, the other market often mentioned in conversations about overvaluation, was ranked as “moderate risk.” “From a pure economic theory standpoint, when interest rates are low, then real asset prices will go up,” says Ross. “Real estate is one of the most interest-rate-sensitive sectors of the global economy. When it comes to mortgages, what we know is that people have a tendency to buy payments and be less concerned with total debt. The lower interest rates and longer amortizations allow for lower payment and as long as payments stay affordable – many people won’t get caught up with the sticker shock of more expensive real estate prices.” So, who to believe, next time you see a report on Canada’s housing valuations? Well, a Canadian source such as CMHC is a good start. Otherwise, as experts stress, remember to look at your individual market for a clearer indication, not the national assessment.
