New communities support transit By Bryan Tuckey
I
n the provincial budget a few weeks ago, there was funding set aside for municipal infrastructure projects that will go a long way in welcoming the population and jobs that are forecast to come to the GTA over the next few decades. One of the big pieces will be the fully funded $1.6-billion light rail transit line in Peel Region, connecting the cities of Mississauga and Brampton along Hurontario-Main Street. When it was announced, Mississauga Mayor Bonnie Crombie said the funding would help to build the city’s largest infrastructure project and called it “transformational.” City of Brampton Mayor Linda Jeffrey said the “transit option will act as a catalyst for further investment.” I agree that the much-needed transit investment is a big step in the right direction and will prove to be transformational in a positive way if there are appropriate planning policies in place to support it. By that, I mean the transit investment needs to be supported by the creation of transit-supported communities. Building complete communities, with the appropriate density of people and employment spaces, along transit lines like the new one in Mississauga and Brampton makes sense because they will help to sustain the operation of the service over the long term. In the land development and home building industry, we refer to predesignating and pre-zoning as a strategy that municipalities can use to encourage certain types of construction along transit corridors. So the next step is for municipalities to create and update land-use plans, like their zoning by-laws, to support the transit investment so that there will be the ridership necessary to support the transit. Mississauga and Brampton’s LRT isn’t the only transit corridor that could benefit. Other examples include the Eglinton Crosstown LRT, which is under 10 NEW CONDO GUIDE MAY 23 - JUN 6, 2015
construction in Toronto now, and there was the recent announcement of construction starting on the 11-kilometre, 18-stop Finch West LRT. The Finch line is forecast to carry 40,000 riders a day by 2031. To achieve that forecast density, the industry should not have to fight for appropriate intensification along these transit corridors and people who want to live and work nearby should not be delayed by drawn-out approval processes. This is not a time for small plans – it’s time for everyone to embrace the change that comes with high-density development needed to support the long-term sustainability of this $1.6-billion investment. What’s most important is that we all work together to have better movement of goods and people, so that it gets easier to move around the region as we continue to grow.

The occupancy fee: not a mortgage payment, not rent. So, what is it? By Barbara Lawlor
With a condominium, depending on when in the sales/ construction process you purchase, you will most likely enjoy occupancy long before you receive the title to your suite.
O
ne of the most misunderstood expenses of condo ownership is the interim occupancy fee. When your lowrise home closes and you move in, you officially own it. With a condominium, depending on when in the sales/construction process you purchase, you will most likely enjoy occupancy long before you receive the title to your suite. Unless you move in after the condo is registered, you do not own your suite outright. You enter into what is referred to as “interim occupancy.” This is the gap between the occupancy date given to you once roof-topping has occurred, and when the condominium is registered and you receive title. Until that time, the suite is still owned by the vendor. In Ontario, a “condominium” is not formed until it is completed and passes the approval processes that enable it to be registered with the Land Registry Office. In highrise condos, the lower floors are finished long before the upper levels, but the approvals process begins once the first suite is occupied. It typically takes up to six months, although sometimes it can be quicker. During this time, you will pay an occupancy fee to the developer. This fee encompasses three elements. First, it is determined by the interest portion of the balance owing on the purchase price (usually payable on the registration date) based on a one-year mortgage rate of the Bank of Canada. Second, it includes the estimated maintenance fees for the suite, and third, its portion of the estimated real estate taxes. There are also other fees such as the enrollment of your suite with Tarion Warranty Corp.

You may think of this as rent, but it’s not, and it’s also not money that can be applied toward your mortgage. Once the title is transferred, you take out your mortgage and the builder/developer receives the money. The benefit to the suite owners is that you get to move in more quickly and not have to wait until registration.

April showers, and housing starts grow in the GTA

lowers weren’t the only thing growing in the Toronto area this spring. Housing starts trended higher at 32,538 units in April compared to 30,303 in March, according to Canada Mortgage and Housing Corp. (CMHC). The trend is a six month moving average of the monthly seasonally adjusted annual rates (SAAR) of housing starts. “The upward trend in housing starts was driven by all housing types,” says Dana Senagama, CMHC’s principal of market analysis for the GTA. “Strong highrise completions so far this year have enabled builders to channel more resources towards breaking ground on new projects. Moreover, building has begun on a high number of lowrise homes sold prior to construction in the second half of 2014 – particularly single-detached and townhomes – and these can now be counted as housing starts.” CMHC uses the trend measure as a complement to the monthly SAAR of housing starts to account for considerable swings in monthly estimates and obtain a more complete picture of the state of the housing market. In some situations, analysing only SAAR data can be misleading in some markets, as they are largely driven by the multiples segment of the markets which can be quite variable from one month to the next.

The City of Toronto and the City of Markham recorded the first and second highest number of starts respectively in the CMA The stand-alone monthly SAAR was 38,855 units in April, down from 46,070 units in March. This was the result of a decrease in apartment starts this month. The City of Toronto and the City of Markham recorded the first and second highest number of starts respectively in the CMA. Both of these municipalities had a significant number of condominium apartment starts. The next highest number of starts occurred in the City of Brampton, which saw the largest number of lowrise units begin construction.

The good and bad news if you’re looking for a new condo in the GTA By Ben Myers
I
n early May, highrise condo market research firm Urbanation released their Q1-2015 data. A couple numbers jumped out at me immediately. The number of unsold condominiums among actively selling new projects declined 10 per cent annually, and overall projects were 84 per cent sold, a record high. So if you’re looking for a new condo, you have fewer choices – almost 2,500 units less than the market peak in 2013. The bad news is you have much fewer condos to choose from. The good news is you still have over 17,000 suites to pick from! If you’re like me, and you prefer the menu at the restaurant to have four pages of options and not 12, the 17,000 suites available might seem a bit overwhelming. How can you possibly choose? I don’t know how many times I’ve been asked, “Hey, you’re the stats guy. Where should I buy?” The answer depends on your budget and your needs, but if you’re looking for affordable product in an area that is growing, take a look at The Anchors by Dunsire Developments. Anchors is located in the south Mississauga submarket, which saw new condominium prices increase by nine per cent annually, the second-highest growth rate among GTA submarkets in Q1-2015, according to Urbanation. Perhaps you’re looking for a condo downtown and you have a modest budget. I’d say take a look at East Fifty Five by Lamb Development Corp. and Hyde Park Homes. The Downtown East new condo market is almost 90 per cent sold, with just 5.5 months of unsold supply, indicating the market is quite hot. Perhaps you are a current condo owner in a small unit downtown and want something bigger. You also want a smaller building and quieter neighbourhood, but you still want access to transit! Well, Toronto East might be the area to survey for your next place. Toronto East is 93 per cent sold and there are just 2.6 months of supply, the lowest of any submarket in the GTA per Urbanation. The neighbourhoods east of the DVP are popular with move-up condo buyers, as the buildings are smaller and quieter, the units are bigger, and there are more family-friendly amenities nearby. A future site to watch is The Greenwood by Sierra Building Group, which is located on the Danforth. 32 NEW CONDO GUIDE MAY 23 - JUN 6, 2015
Perhaps you’re not looking for the next hot area, but the most desirable one. Well Bloor-Yorkville tops that list, with an average unsold new condominium price of over $900 per sq.-ft., which is $100 per sq. ft. higher than any other submarket in the GTA. I’d recommend checking out the Fortress Real Developments website in the future, we’ve got some luxury developments coming soon! Luckily, I didn’t have too much bad news for you. However, I always recommend doing your own research, buying what you can afford, and setting realistic expectations.

hat is a condo? It is a creature of statute created under the Condominium Act of Ontario as, among other things, a means of consumer protection through the imposition of certain time and disclosure requirements on their purchase and sale. A condominium is not necessarily just a highrise apartment. They can include townhouses, semi-detached or detached units. Condos can be industrial, commercial or residential. Condos also come in the form of common-element condominiums (where a number of homeowners share a central recreation facility), phased condominium corporations, vacant-land or leasehold condominiums. How does it get there? The developer takes land and plans through many stages, which includes negotiating agreements with governmental authorities and utilities, and for residential condos, Tarion enrollment. Only then will the developer receive the necessary approvals to start construction. At the same time, the developer prepares with his lawyer the declaration, description and disclosure statement. Once the facility is constructed and passes inspection by the Municipality, purchasers may be given occupancy or possession, but title has to wait. After all the paperwork has been approved, the Ministry of Housing inspects and approves the project for release. The developer then registers the appropriate documents and advises purchasers it is time for the final closing, at which point the purchaser gets the deed. What do I own personally? In most cases, you own the interior of your unit to half-way through the walls, floors and ceiling, and your proportionate share of the common elements – all of which is outlined in the condominium documents you received. Then there’s the question of a parking spot or storage locker. If these are included in your purchase, do you own them or do you have an exclusive-use arrangement? In order to get title to these elements it must be specified in the Agreement of Purchase and Sale. If you get exclusive use of the parking spot or storage locker, they’re owned by the condo corporation and used exclusively by you pursuant to your agreement and subject to the by-laws and rules of the condo corporation. What is a Status Certificate? A Status Certificate provides a wealth of information necessary to make educated decisions as a condo owner, including: › a statement of common expenses of the unit and default in payment (if any); › any increases since last budget and reasons for them; › any assessments levied; › outstanding judgments and legal actions (if any); › budget and financial statements; › copies of all agreements affecting the condo; › reserve fund details; › contemplated and actual financial, service and physical changes; and many other items.

Check sec 76(1) of the Condominium Act or ask your lawyer for a copy. The cost of obtaining a Status Certificate from the condo corporation is $100. Why a condominium? Condos offer a different lifestyle to the consumer than freehold home ownership, and their composition is only limited by the imagination of builders and developers. There will be as many different options as there are creative people. What do I mean? How about a 4,000-sq.-ft. freestanding home on a one-acre estate lot that is freehold but the owner is part of a condominium corporation that participates in a water and sewer treatment plant and maintains its own security force? Think outside the box. Today’s condos are a way to have your cake and eat it too.

WHO AND WHAT TO BELIEVE? By Wayne Karl

or homeowners, when someone says your home is drastically overvalued, naturally, you worry. If you’re a prospective homebuyer, such news might cause you to delay your purchase. That’s the power of housing valuations. The problem is, who and what to believe? Here are some recent examples of Canada’s housing valuations, from a variety of sources: Deutsche Bank: overvalued by 60 per cent Bank of Canada: overvalued by 30 per cent International Monetary Fund: overvalued by 11 per cent TD Bank: overvalued by 11 per cent Canadian housing economist Will Dunning: undervalued by nine per cent With such a wide variance in valuations, and using differing measures, who to believe, indeed? “Far too many foreign economists try to make overly simplified statements about foreign housing markets they don’t understand enough about,” Calum Ross, mortgage broker and real estate investor. “Above and beyond the traditional measures, there are a number of less tangible measures, such as the stability of social, political and economic systems at the federal, provincial and municipal level. “Canada represents one of single largest countries in the world and going from coast to coast, Canada is home to a very diverse group of people with local economics that are vastly different,” Ross says. “Saying there is a Canadian housing market is no less ridiculous than saying there is ‘Canadian temperature.’” Thankfully, Canada Mortgage and Housing Corp. (CMHC) added some context recently in its House Price Analysis and Assessment (editor’s note: for more information, flip to page 56), which provided a market-by-market snapshot by Canada’s larger centres. The report attached a risk level – low, moderate or high – for the major cities, using risk factors of overheating, acceleration in house prices, overvaluation and overbuilding. With Regina and Winnipeg, of all places, being the only major centres earning “high risk” assessments, CMHC’s report reminds everyone that housing markets must be assessed on a micro level, not wide-swathing national viewpoints. Canada’s most expensive market, Vancouver, earned a “low risk,” while Toronto, the other market often mentioned in conversations about overvaluation, was ranked as “moderate risk.” “From a pure economic theory standpoint, when interest rates are low, then real asset prices will go up,” says Ross. “Real estate is one of the most

interest-rate-sensitive sectors of the global economy. When it comes to mortgages, what we know is that people have a tendency to buy payments and be less concerned with total debt. The lower interest rates and longer amortizations allow for lower payment and as long as payments stay affordable – many people won’t get caught up with the sticker shock of more expensive real estate prices.” So, who to believe, next time you see a report on Canada’s housing valuations? Well, a Canadian source such as CMHC is a good start. Otherwise, as experts stress, remember to look at your individual market for a clearer indication, not the national assessment.

Should condo investors fear the rental apartment boom? By Andrew La Fleur

very month, a new rental tower is being announced in Toronto. Existing condo sites are being converted into rental buildings, and upcoming highrise sites that last year would almost certainly be condos are today being proposed as rentals. In Toronto, virtually no purpose built rental apartment buildings have been built over the last 20 years. In fact, the bulk of rental apartment buildings was built in the ’60s and ’70s. Some are describing Toronto’s rental renaissance as a “rental boom,” and although that moniker is probably taking things too far, it’s true that this is a definite trend worth taking note of – especially if you’re a condo investor or are planning to become one. There are five major forces at play that all point to the fact that the rental apartment boom is actually good news for condo investors.
More sites that would normally have been condos are now apartments Why is this? Institutional investors and pension funds are always looking for stable long-term returns. Owning rental housing in a growing metropolis is the definition of a stable long-term asset that provides income. No one is selling any rental buildings (the returns are too good, why would they?) so they have to build new ones themselves. Pension funds also want to take advantage of today’s low interest rates where they can lock in construction financing now and enjoy the great returns in the future. continued on pg. 42

This is unprecedented in the last six years. Now, don’t get me wrong. We are expecting some great new launches this year but it is clear that 2015 will fall short of the 2014 and 2013 figures for new product being added to the key downtown core market. It all adds up to this: less available condo sites, plus less new condo supply, means rising condo prices in the future. Prices and rents are increasing despite record completions There has been a record number of new condo completions over the last 12 months in Toronto. All the condo bears have been waiting years for this massive surge of new condo supply to hit the rental and resale markets, causing prices to crash. Well, it finally happened, and how did the market respond? Rents are up about one per cent, and condo prices are up three to five per cent – both very encouraging signs for condo investors. If the condo market can not only withstand this kind of record-high completion rate, but actually see price increases in the face of it, then the future is very bright for this market – especially in the years ahead like 2017-2018, when it is expected that the number of completions will be much lower than they are right now based on the lack of recent new launches. Detached prices continue to soar out of reach The average price of a detached home in Toronto is now over $1 million. Who can afford to buy a house for a million dollars? Very few people. Actually, only those people who are already in the housing market for at least five years and have built up substantial equity that they carry over. There are essentially no first-time buyers coming to Toronto any more. Institutional investors see this as another key reason to get into the rental housing business now. There will be more and more people “giving up on home ownership.” as one recent article put it, in the years to come, and they will be long-term renters. Just like other major cities in the world, expect the home-ownership rate in Toronto to slowly decrease over the next decade.

Individual investors will reap the benefits. More renters and fewer homebuyers means increased demand and pricing for condos. Prices and rents for condos will continue to grow as long as new supply is held in check, which we already discussed it will be. Millennials prefer renting This is another driver of the rental apartment boom. Mobility is the new currency of millennials. They love being able to move to different neighbourhoods every year, take a new job, and try a new city. Travel and experiences trump cars and white picket fences for this generation, many of which were under age 35 in Toronto. Expect that number to push past 40 for most homebuyers in the future. These trends all point to the fact that those with foresight to invest in the condo market today will continue to reap the benefits in the years ahead.

How to avoid long-term pain from your short-term rental By Lydia McNutt
S
hort-term rentals have gained popularity recently – among travellers seeking comfortable, private “home-away-from-home” accommodations, and among homeowners looking to cash in on their property in a tourist destination. With the Pan Am/Parapan Am Games making their way to the GTA this summer, homeowners may be considering this potentially lucrative endeavour, but experts advise doing some research before handing over the keys. Most Canadians have heard the recent rental horror story that has left one Calgary family homeless when the hard-partying tenants they hosted through the lodging rental website Airbnb trashed their northwest Calgary home in what Calgary Police referred to as a “druginduced orgy.” In order to be “livable” again, the house, which was deemed a biohazard, will require months of decontamination and repairs to the tune of $150,000, as reported by The Calgary Herald. These homeowners reportedly have been both guests and hosts using Airbnb in the past, without issue. The popular website has 350,000 hosts and 15 million guests in 190 countries around the world. While cases like this one are few and far between, they do happen, which is why homeowners looking into the short-term rental business need to do some homework first. If you are considering renting out your condo unit while you’re on vacation or bunking with friends, check with your condo board whether short-term rentals are permitted. In many condos, they’re not. Furthermore, if this kind of arrangement is allowed by the board, homeowners still need to ensure their home and property is protected in case of damage. Airbnb has said it will cover the damage in this particular Calgary instance through its Host Guarantee, an insurance policy that covers up to $1 million in damage to an “eligible property.” But where the question of eligibility arises, this could be a costly mistake that your own home insurance policy might not cover.

Steve Kee, spokesperson for the Insurance Bureau of Canada, has one simple piece of advice for homeowners considering cashing in this upcoming summer travel season – understand your home insurance policy. “Your home insurance policy assumes that you are the resident of the home, with occasional guests,” Kee says. When you hand over your keys, you become a landlord to tenants, even if only for a few days. “There’s a new risk profile that comes with tenants,” Kee says, which means your policy may not protect your home and its contents in case of damage that occurs while you have tenants staying there. “You have a policy,” he says. “Read it. If you still don’t understand it, call your representative and ask.”

he east-end of Toronto was placed firmly in the spotlight at a VIP event for the launch of East United condos at King and Berkeley on May 14. Customizable lifestyle installations, including a yoga performance and custom T-shirts printed for guests on site, intermingled with the debut of East United’s presentation centre and model suite. “Every last detail in East United has been inspired by the east end. From the design, to the amenities, to the finishes and materials we’ve sourced from eastend suppliers,” says Sebastian Mizzi, vice-president of SigNature Communities, one of three developers partnering on the project along with Berkshire Axis and Andiel Homes. “It was only fitting then, that we would call on our neighbours to help us launch this project.” Food provided by Mary Marlowe Catering was sourced from the St. Lawrence Market, with bites from local Thai staple Mengrai’s thrown into the mix. Once you have narrowed down your list, visit the builders’ models. Go through each one in detail, taking note of what you like and what you don’t.
Read through each builder’s website and sales centre materials to get a clearer picture of the company and what they have to offer. If possible, request a tour of a work site to look at a condo that is currently under construction. With so many builders out there, how do you choose the right one? Canada Mortgage and Housing Corp. offers some tips: To start your search, find out which companies are building in your area, the types of homes they offer and the prices you can expect to pay. Ask friends, family members and co-workers for names of reputable builders they have dealt with. You can also check the Building Industry and Land Development Association and the Tarion websites. When you meet with a builder, ask how long they have been in business, how many homes or condos they build each year, and what kind of background and experience they have. Make sure the builder is licensed with the proper registrations required in Ontario. Ask for references, and contact them to find out if past buyers are satisfied with the homes they bought and the service they received. Sing the blues » Blue and green (which is half blue) are both natural hues that we are used to seeing in the world in a tone-on-tone effect, so they make great near-neutrals and work especially well when combined in multiple shades. This makes it especially easy to slowly add an accessory collection over time (as you happen across different stores) without wondering about whether pieces will “match.” If you stick to the blues, you won’t have a worry in the world.

Jillian Harris New Condo Guide: What is your favourite detail about this Ikea kitchen? Jillian Harris: The drawers-insidedrawers that provide maximum storage! I love how they are removable and adjustable. This makes it easy to store your dishes in drawers so that no reaching or looking is necessary.

JH: I put a reminder in my calendar once every six months to look at everything in my cupboards and drawers to see what I’m using – and how often – and organize accordingly. I find ways to section my cupboards and drawers by using Tupperware containers or other storage containers. Lots of labels are really important to me too, as they make everything
NCG: What’s the best meal you’ve ever eaten? JH: I have eaten a ton of great meals, but I’d have to say Spaghetti Bolognese will always have a place in my heart as my favourite meal to eat!

NCG: If you could invite anyone famous (living or past) for dinner who would it be? What would be on the menu? JH: It would probably be my great grandpa because I’ve heard from everyone in my family that he was such a great guy. I would make him some pork chops, sauerkraut and home-made pierogies. he busiest moving day of the year is June 30, according to Two Men And A Truck Canada. This day is particularly popular for several reasons. The school year is over by the end of June, and families with children usually want to wait to move rather than disrupt the kids’ routine. Of course, June 30 ushers in the Canada Day long weekend, which means an extra day to unpack and organize before going back to work. Above all, even considering its unpredictability, weather makes June 30 an attractive moving date. Let’s face it: cold and snow add challenges to any move. By the end of June, the full heat of summer hasn’t kicked in yet, and the chance of rain is slim. Practically speaking in the financial sense, this date represents the midyear renewal deadline for property taxes and rental leases, which also plays a role in people’s timing. Movers will be going all out to provide the necessary services to accommodate the mass move. It also means that each year, those who wait until the last minute to book moving trucks and/or movers for June 30 are disappointed when they find nothing available. If you want to move on June 30, you may have to make several calls to make a booking, but every minute you wait lessens your chances. If you intend to pack yourself, start that now, too. Consider having your mover pack for you. Keep in mind that with time running short, professional movers can get your items ready to move quickly and efficiently. Canadian home sales up again in April
H
ome sales have sprung this spring across Canada, up 2.3 per cent in April compared to March. This marks the third consecutive month-over-month increase and raises national activity back to where it was during most of the second half of last year. April sales were up from the previous month in two-thirds of all local markets, led by the GTA, the surrounding Golden Horseshoe region, and Montreal. “As expected, low mortgage interest rates and the onset of spring ushered many homebuyers off the sidelines, particularly in regions where winter was long and bitter,” says Pauline Aunger, president of the Canadian Real Estate Association (CREA).
“In recent years, the seasonal pattern for home sales and listings has become amplified in places where listings are in short supply relative to demand,” adds Gregory Klump, CREA’s chief economist. “This particularly stands out in and around Toronto. Sellers there have increasingly delayed listing their home until spring. Once listed, it sells fairly quickly. Sales over the year as a whole in Southern Ontario are likely being constrained to some degree by a short supply of single-family homes. However, the busy spring home-buying and selling season has become that much busier as a result of sellers waiting until winter has faded before listing.” Actual (not seasonally adjusted) activity in April stood 10 per cent above levels reported in April 2014. This marks just the third time ever that sales during the month of April topped 50,000 transactions.

Sales were up on a year-over-year basis in about 70 per cent of all local markets, led by activity in the Lower Mainland of British Columbia, Greater Toronto, and Montreal. Of the 18 local markets that set new records for the month of April, all but two are in Southern Ontario. The number of newly listed homes was virtually unchanged (+0.1 per cent) in April compared to March. Below the surface, new supply rose in almost two thirds of all local markets, led by a big rebound in Halifax-Dartmouth following a sharp drop in March. This was offset by declines in Greater Vancouver, Victoria, and the Okanagan Region, as well as by a continuing pullback in new supply in Calgary. New listings in Calgary have dropped by one-third from their multi-year high at the end of last year to their current multi-year low. The national sales-to-new listings ratio was 55.3 per cent in April, up from 50.4 per cent three months earlier as the ratio has steadily risen along with sales so far this year. A sales-to-new listings ratio between 40 and 60 per cent is generally consistent with balanced housing market conditions, with readings above and below this range indicating sellers’ and buyers’ markets respectively. The ratio was within this range in the majority of local housing markets in April. The number of months of inventory is another important measure of the balance between housing supply and demand. It represents the number of months it would take to completely liquidate current inventories at the current rate of sales activity. There were 5.9 months of inventory on a national basis at the end of April 2015, down from 6.1 months in March and 6.5 months at the end of January when it reached the highest level in nearly two years. While the sales-to-new listings ratio and months of inventory measures of market balance indicate that the housing market has tightened on a national basis over the past few months, both measures remain firmly entrenched in balanced market territory. The Aggregate Composite MLS HPI rose by 4.97 per cent on a year-overyear basis in April, on par with the 4.95 per cent year-over-year gain recorded in March. Year-over-year price growth accelerated in April for apartment units and two-storey single-family homes, while decelerating for townhouse/row units and one-storey single-family homes. Single-family home sales continue to post the biggest year-over-year price gains (+5.84 per cent), led by two-storey single-family homes (+6.89 per cent). By comparison, the rise in selling prices was more modest for one-storey single family homes (+4.20 per cent), townhouse/row units (+3.87 per cent), and apartment units (+2.60 per cent). Price gains varied among housing markets tracked by the index. For the third consecutive month, Greater Vancouver (+8.50 per cent) and Greater Toronto (+8.43 per cent) posted the biggest year-over-year price increases. By comparison, Fraser Valley, Victoria, and Vancouver Island recorded gains in the range between 2.7 per cent and four per cent. Price growth in Calgary continued to slow, with a year-over-year increase of just 2.21 per cent in April, the smallest gain in three years and the 10th consecutive month for which the gain diminished. Prices remained stable on a year-over-year basis in Saskatoon and Ottawa, while rising slightly in Greater Montreal, dipping slightly in Greater Moncton, and falling in Regina. The MLS Home Price Index (MLS HPI) provides a better gauge of price trends than is possible using averages because it is not affected by changes in the mix of sales activity the way that average price is. 96 NEW CONDO GUIDE MAY 23 - JUN 6, 2015

The actual (not seasonally adjusted) national average price for homes sold in April 2015 was $448,862, up 9.5 per cent on a yearover-year basis. The national average home price continues to be upwardly distorted by sales activity in Greater Vancouver and Greater Toronto, which are among Canada’s most active and expensive housing markets. Excluding these two markets from calculations, the average price is a more modest $339,893 and the yearover-year gain shrinks to 3.4 per cent.

Far from being ostentatious or outrageously expensive, Stanley’s style is practical as well as chic. “I never want my clients to spend money on something they’re not going to love in 10 years, she says. I want everything to be sexy and comfortable.” I was lucky enough to meet Stanley and tour her house in Hancock Park, a historic neighbourhood in central Los Angeles. When describing her neighbourhood of choice, she is brutally honest. “I wanted to live in Hancock Park, and a $3-million house was not in my budget. I’m also not one for smallspace living,” she says. As luck would have it, she came across a rental property at the edge of the neighbourhood, and jumped at the opportunity. ammer Town is hitting the nail right on the head when it comes to future growth. In its recent report, Colliers International has named Hamilton a new “anchor city” for its advancements in industries like healthcare, education, research and development - and when compared to its big-city counterparts, it scores high on the affordability scale. “With rising costs and infrastructure strains such as longer commute times associated with 114 NEW CONDO GUIDE MAY 23 - JUN 6, 2015
locating in large metropolitan areas, companies have the opportunity to locate in medium-sized cities like Hamilton, which have key attributes that make it very attractive,” says Sydney Hamber, senior vice-president at Colliers. And where employment opportunities go, housing and people follow. Colliers looked at five key location attributes that corporations consider to attract the best employees and improve their bottom line - skilled labour, redevelopment opportunities, commute times, lifestyle, and the area’s affordability. Competitive rents, overall residential affordability, commercial taxes and development charges are all cost-related factors that are important for mid-sized anchor cities in attracting businesses, Colliers notes. “Framed within these five attributes, Hamilton is further affirming itself as an opportune medium-sized anchor city,” Hamber says. “With new developments throughout the City, particularly in the downtown core, and a new operational GO station this summer, Hamilton is an ideal location for companies looking to expand or relocate. Hamilton is affordable not only in terms of overall operating cost, but also affordability for their employees in the residential market,” says Jason Thorne, general manager of Planning and Economic Development at the City of Hamilton. The report also indicates commute times, transportation availability, and amenities as key drivers to attract businesses and a desirable labour force. “A liveable city is more than just having a home and a backyard in great communities, people are now fully engaging with their community,” Hamber adds. “Today, it’s about having things to do and experience, places to do them and a decent climate in which to do them.”
