ow do you plan on spending that extra hour of daylight now that the clocks have turned back? How about taking some time to review your financial health? Studies have shown that many Canadians aren’t aware of their own credit history, which is a reflection of their financial state. The Financial Consumer Agency of Canada (FCAC) offers many helpful suggestions online at fcac-acfc.gc.ca, including tips for checking your credit rating to make sure your credit history is in order. According to FCAC, you need to request your credit report from the two credit reporting agencies in Canada: Equifax and TransUnion, because they do not collect and report identical information. If you don’t request your information from both agencies, you may not be viewing all of your financial history. Knowing your financial health is an essential step in the right direction when you’re considering buying a home or condo. Once you know you’re in good financial shape, you’ll be able to enjoy that extra hour of sunshine worry-free.

f the idea of grilling year-round on a rooftop deck, gazing out the bedroom window to a beautiful forest view, or working from home in a private studio intrigues you, you’re not alone. “People have been anxiously waiting since last December to find out more,” says Margot Jay, sales and marketing manager for The Woods, the much anticipated new townhome development by local developer Gramercy at 32nd Ave. and 156 A St. in South Surrey. It’s no secret that I love the South Surrey/White Rock area. This neighbourhood boasts more annual hours of sunshine than anywhere else in the Lower Mainland, the beaches and walking trails are amazing, and even though every urban amenity or cultural adventure is now close at hand, there’s still an engaging tranquility and friendliness here. Despite subdued growth in 2013, British Columbia should see a pick-up next year with strong U.S. demand driving gains in exports, according to the Provincial Monitor report released today by BMO Economics. “Real GDP growth is on track to hold steady at 1.7 per cent this year, as a result of a soft patch in mining investment and subdued housing activity,” said Robert Kavcic, Senior Economist, BMO Capital Markets. “However, 2014 looks more promising, with growth expected to pick up to 2.2 per cent.” “Across the province, our commercial clients are encouraged by the projected economic improvement and the increased trade with the U.S. for continued business growth,” said Joanne Gassman, Senior Vice-President, BC & Yukon Division, BMO Bank of Montreal. “Our customers tell us that they feel like they know what to expect. With steady GDP, a balanced housing market in Greater Vancouver, together with continued low interest rates, they can make longer term plans for their business.” The important news has been in the housing market, which appears to have carved out a soft landing. “Sales volumes across the province have rebounded more than 30 per cent from their February low to near the 10-year average,” stated Mr. Kavcic. “That, plus a decline in new listings, has helped stabilize prices.” Mr. Kavcic noted that the external environment should help support growth in B.C. through 2014. “China’s economy appears to be landing softly and the U.S. recovery is expected to gain steam. Exports were up 5 per cent year over year through July, helped by a jump in forest product shipments; a stronger U.S. housing market will only help support this trend. expects total housing starts to be stable in 2014, as fundamentals, such as employment growth and migration, continue to support the Canadian housing market, according to CMHC’s fourth quarter 2013 Housing Market Outlook, Canada Edition. “In the new home market, builders are nevertheless expected to limit the number of housing starts while inventories of unabsorbed units, completed and under construction, are drawn down,” says Mathieu Laberge, deputy chief economist for CMHC. “In the resale market, homebuyers have been motivated to advance their purchases and lock-in pre-qualified mortgages given the recent moderate increase in mortgage rates. It is expected that existing home sales will increase modestly in 2014 with improving economic conditions.” On an annual basis, housing starts are expected to range between 179,300 to 190,600 units in 2013, with a point forecast of 185,000 units, down from 214,827 units in 2012. In 2014, housing starts are expected to range from 163,700 to 205,700 units, with a point forecast of 184,700 units. Multiple Listing Service sales are expected to range between 439,400 to 474,000 units in 2013, with a point forecast of 456,700 units, about equal with the 454,005 in 2012. In 2014, sales are expected to range from 438,300 to 498,100 units, with an increase in the point forecast to 468,200 units. The average MLS price is forecast to be between $372,300 and $383,700 in 2013 and between $374,100 and $396,300 in 2014. CMHC’s point forecast for the average MLS price calls for a 4.0 per cent gain to $378,000 in 2013 and a further 1.9 per cent gain to $385,200 in 2014.

There’s nothing quite like a personal recommendation when you’re about to purchase something of significance. Whether it’s a car, a smart phone or dinner out at that snazzy new restaurant down the road, hearing about someone else’s good experiences is reassuring. So when Elan discovered one of his co-workers lived in, and loved, a home in the first phase at Winchester Estates, it was only natural he’d take a closer look for himself. “My wife and I were focused on new, or at least nearly new,” he says. “And we’d already looked at a lot of townhouses, but nothing felt quite right.” But when he and Yong arrived at Winchester Estates in Langley’s Murrayville neighbourhood, everything changed. Outdoor Style “This location is great,” Elan says, adding that the couple particularly liked the way ParkLane preserved the site’s natural beauty. “A lot of places we saw just ripped out all the trees. Corporate Canada poised to take advantage of strong U.S. economic recovery in 2014: CIBC Corporate Canada has never been in a better position to
capitalize on a U.S. economic recovery, CIBC World Markets Inc. reports in the latest Composite Indicator of Corporate Canada’s Strength. “While it is widely expected that stronger growth in the U.S. next year will have an upside benefit for Canada, what might surprise many is how quickly and significantly corporate Canada will ramp up spending to capitalize on the long awaited rebound in global demand,” says Benjamin Tal, deputy chief economist at CIBC. Using the bank’s Composite Indicator of Corporate Canada’s Strength, he finds that, while softening somewhat recently, the index is still hovering around an all-time high and is almost a full point above its long-term average. “That’s important since the higher the level of our index, the more responsive corporate Canada has been to a shift in U.S. demand.” Tal notes that, on average, a one-per-cent change in U.S. growth has led to a full three-percentage-point change in capital expenditures by Canadian corporations. However, during periods of high-index readings like we have currently, the same increase in U.S. demand has translated into a four-percentagepoint acceleration in capital spending by Canadian companies. “The response by corporate Canada is directly linked not only to the speed of the recovery south of the border, but also to its financial position at the eve of that acceleration,” he says. “Given the highly elevated level of our index, the ability of Canadian corporations to respond to improving U.S. demand has never been better. “What’s more, this is not a tale of one or two major industries that biased the aggregate results. The index performance is widely based. In fact, improvement in key measures such as cash position and profit margin in recent years actually appears more impressive when the mighty energy sector is excluded.” CIBC Economics is calling for the U.S. economy to expand by 3.2 per cent in 2014, more than double the projected pace in 2013, with the global economy growing by four per cent next year.

How consumers can take steps to
protect their goods in transit The Canadian Association of Movers (CAM) recommends that consumers learn about the respective liability of movers and consumers during a move and take the necessary steps to protect their property. Moving a home filled with furniture and fragile property to a destination without any scratches, breakage or loss is the sign of a reputable mover. But damage to a customer’s goods can occur even with the best-trained movers. Now, imagine what happens to goods if they are moved carelessly by untrained, scam operators using poor equipment, without insurance. Who is responsible for loss or damage is the most hotlycontested issue in moving complaints. Consumers need to recognize the risks, understand who’s liable and take steps to protect themselves. Homeowner’s insurance probably does not cover your household goods in transit. It’s important that consumers understand what the mover will do in the event of a problem. The consumer must ask important questions and get the answers in writing. Ask what happens if a chair is broken, the contents of a box that you packed are damaged, the contents of a box that the mover packed are damaged or your fine artwork is lost. The liability for loss or damage is shared between the consumer and the mover. In law, a mover’s liability is only $0.60 per pound per article moved and the consumer assumes the remainder of the risk. This means that for a 50-pound TV, the mover’s liability is $30. This coverage is generally not sufficient to protect the customer. Household goods, on average, are worth $10 per pound or more. A reputable mover will offer to accept the customer’s risk for a fee or include this coverage in the price of the move. The fee may be based on either the value that the customer declares for the goods or the $10 per pound average. The mover is not liable for loss of or damage to contents of customer-packed boxes unless there is negligence by the

mover. If the consumer has to file a claim for lost or damaged articles, it’s the mover’s option whether to arrange for repair or replacement within limits of the mover’s liability. A mover is only required to replace or repair the lost or damaged piece or pieces of a set – not the complete set. The mover is not liable for damage to mechanical, electronic or other operations of articles such as radios, clocks, appliances and musical instruments, irrespective of who packed or unpacked them, unless the mover performed or arranged for servicing and preparation of these articles prior to the move. Neither is the mover liable for deterioration of or damage to perishables like food or plants. Remember that your computer is replaceable but the data it contains is not. So back it up and, at minimum, carry the backup with you if not the entire computer. Movers are liable only for goods that are disclosed to the mover on the face of the contract – the Bill of Lading. If items are carried by the mover without knowledge and the customer claims loss or damage, the mover cannot be held liable. Consumers should not put jewelry, money, stocks/bonds and important documents in with the household shipment, but should carry these themselves. Items of extraordinary value should be appraised before shipping to ensure that their valuation is understood by both the mover and consumer. Remember that you must ask for an explanation of your risks and the steps the mover will take to reduce the risk of loss or damage. It’s easier to fix a problem before it happens than to try to get compensation after the fact. Get all your agreements with the mover in writing. And finally, your best protection in reducing your risk is to hire a reputable mover. PACKING TIPS
TO MAKE YOUR MOVE A LITTLE EASIER • Gather boxes in all sizes from friends, neighbours and stores.
• Label boxes containing fragile items with large red lettering.
• Collect cushioning material such as bubble wrap, foam pellets, furniture pads, old blankets, plastic bags, tissue paper, newspapers and small towels to use as padding inside boxes.
• Place china in plastic bags and stack plates upright on their sides, not flat.
• Create a “portable packing kit” with marking pens, a tape measure, packing tape, twine and scissors. Carry it with you as you pack up items in your home.
• Keep boxes to 50 pounds or less.
• Reinforce the bottom of boxes with extra tape for added strength. • Label each box with the name of the room in your new home where it should be placed. • List the contents of the box on the side of it.
• Pack your TV, stereo and computer in their original boxes whenever possible. • Pack heavy items into their own smaller boxes and place lighter items together into larger boxes. (Hint: Don’t pack all your books into one box!) • Don’t move flammable, combustible, corrosive or explosive items such as paint, gasoline and ammunition. • Pack a bag of personal items you’ll need during the move and keep it in an easy-to-find place when you pack.

Canadians paying off their debt the good old-fashioned way –
spending less: RBC poll Debt levels are on the rise across Canada,
the number of Canadians who report being debt-free has decreased. Fewer than one-quarter (24 per cent) of Canadians are now debt free, down from 26 per cent in 2012, according to the third annual RBC Debt Poll. Canadians are focusing on financial fitness with a year-round emphasis on spending less and saving more. As the number of people carrying debt has increased, the average personal debt (non-mortgage) reached $15,920 in 2013 (up from $13,141 in 2012). Anxiety around debt is still a reality for many, as nearly four-in-10 (38 per cent) Canadians are anxious about their debt levels, up from 34 per cent in 2012, but the same number of Canadians (38 per cent) are comfortable with their debt. According to the poll, in an effort to practice financial fitness and reduce personal debt, Canadians have gone back to basics – reining in spending by putting off big-ticket items, including vacations and vehicles. “Despite the rising debt figure, there is a noticeable trend to responsible debt behaviour over the past year,” says Kim Taylor, director, personal lending, RBC. “We are also seeing that others need to take a step back to better manage the debt they are carrying. Before you start on any new routine, it is always best to set goals and have a plan in place. Marathon training often begins with a 5k race, and a financial plan with a path to debt repayment is key to your financial fitness success.” The RBC Debt Poll found that there was a great divide between western and eastern Canada, with debt levels increasing a staggering 35 per cent in the west compared to 10 per cent in the east since 2012. Alberta, faced with regional floods earlier this year, showed a significant increase in debt load, rising 63 per cent from 2012. Bank of Canada holds rate, DROPS FORWARD GUIDANCE THE BANK OF CANADA ANNOUNCED RECENTLY that it was keeping its trend-setting overnight lending rate at one per cent, where it has been since September 2010. The biggest change from previous statements was that it no longer hinted that the next move will be a rate hike. Instead, the Bank defended its decision not to cut rates amid persistently low inflation. The Bank says it does not want to risk reversing the current “gradual unwinding of household imbalances” and slowdown in household debt growth. In other words, the housing market is well behaved right now and the Bank wants to keep it that way. Global growth had become “less favourable” for Canada, the Bank says. This is a reference to the slow pace of economic recovery and increased uncertainty in the United States, which is resulting in weaker than expected Canadian export growth and business investment. Accordingly, the Bank has lowered its projections for Canadian economic growth this year and in each of the next two years.
The Bank now expects economic growth of 1.6 per cent in 2013, down from the 1.8 per cent projected back in July. Growth is expected to pick up to 2.3 per cent in 2014, which is down from a 2.7 per cent projection in July, and edge up further to 2.6 per cent in 2015, also down from 2.7 per cent in July. The Bank now expects that inflation will not return to its two per cent target and the economy will not return to full production capacity until “around the end of 2015.” That’s been pushed back from the previous expectation of doing so by mid-2015. As such, the possibility of the Bank hiking interest rates anytime this year or next is likely off the table at this point. If anything, the odds that rates could be cut has increased; however, unless the economic outlook deteriorates further, the most likely scenario is that the Bank will keep interest rates on hold for quite some time yet. As of Oct. 23, 2013, the advertised five-year lending rate stood at 5.34 per cent, unchanged from the previous Bank rate announcement on Sept. 4.
