Well, that’s a wrap – 2017 has come to a close, and it’s time to welcome 2018. A lot has changed over the past year – interest rates increased twice, Canada got its first National Housing Strategy and the new mortgage stress test took effect on Jan. 1. As the real estate landscape continues to evolve, one thing persists: While the Vancouver housing market remains one of the hardest to enter, residents are eager to break through. Despite high price tags and new policies, the appetite for homeownership has not subsided. Most Canadians aspire to own a home, according to a recent survey from ReMax. More than half (51 per cent) of BC residents are considering purchasing a home in the next five years, 27 per cent of whom would be first-time buyers. Consumer confidence is alive and well in Vancouver. And while some might sit on the sidelines in hopes of a downward turn in prices, according to the latest figures from The Conference Board of Canada, Vancouver will continue to thrive in the year ahead. GDP, job creation and population are increasing, interest rates (though rising) remain low and demand for housing is at an all-time high. Of course, there are hurdles to homeownership, especially when shopping in the country’s most expensive market. But, if you do your research, assess your finances, shop within your budget and stay abreast of the latest home and condo opportunities, you’ll be one step closer.

PRE-SALE HOMES BUDGET FOR THE NEW YEAR

If you’re considering purchasing a new condo this year, it is important to know the following costs associated with a pre-sale home. NEW STRESS TEST
The new rules by the Office of the Superintendent of Financial Institutions (OSFI) states that borrowers making a down payment of more than 20 per cent of the home’s value will undergo a stress test. Buyers with uninsured mortgages will need to prove that they can afford payments based on the greater of the Bank of Canada’s five-year benchmark rate or their contract mortgage rate plus two percentage points. This could reduce your purchasing power significantly, so speak with a financial advisor beforehand. THE DOWN PAYMENT
Most pre-sale homes require a total deposit of 20 per cent of the purchase price, paid out in stages. The down payment is the part of the home price that does not come from the mortgage loan but from your own money and is paid when you sign your purchase contract. Most often, your deposit will become part or all of the down payment, but you can adjust your down payment with your financial lender when you close. LEGAL FEES

• Property insurance: The mortgage lender requires you to have property insurance because your home is security for the mortgage. Property insurance covers the cost of replacing your home and its contents in case of loss. • Title insurance: Your lender, lawyer or notary may suggest that you get title insurance. This will cover loss caused by defects of title to the property. • Loan insurance: If your down payment is less than 20 per cent, you have a high-ratio mortgage and require mortgage loan insurance. Mortgage loan insurance covers a borrower’s default on their high-ratio mortgage. TAXES
GST and Property Transfer Tax (PPT) are payable on newly constructed properties in BC. For example, if the strata is greater than $200,000 but less than $2 million, then the PPT is calculated as one per cent on the first $200,000 plus two percent on the remaining portion.
If you are a foreign entity or a taxable trustee purchasing a home in Greater Vancouver, you will pay a 15 per cent additional property transfer tax on your proportionate share of a residential property transfer. FIRST-TIME BUYER OPTIONS
There are programs available from Canada Housing and Mortgage Corporate to help first-time buyers with mortgage loan insurance, and others such as the RRSP Home Buyer Plan, which allows you to withdraw up to $25,000 to help towards the payment of your home, tax free and you can pay back the amount within 15 years to avoid penalties.

Arbutus Ridge is bordered by 16th Avenue in the north, 41st Avenue in the south, Mackenzie Street in the west and East Boulevard in the east. This affluent neighbourhood has mature-tree-lined streets and unusually large lot sizes for Vancouver that are occupied by large homes. LIFESTYLE
There’s a charming, old-world feeling in Arbutus that’s difficult to come by these days. It arises from the tight-knit sense of community and the little retail pockets that nest amidst the residential areas. and conversations about the wellbeing of each other’s children often occur over the course of a purchase. IN THE AREA
This is a largely residential area, with mostly local, independentlyowned businesses in pockets of the neighbourhood. The temperatures have dropped and the time change has made our days shorter – we are entering the (dreaded) winter season! If you’re like me, you want (need!) a cosy place to curl up, stay warm and survive the cold months. If you want to create a spot to enjoy winter from the indoors, a place to pass the hours in comfort, a nook to go to when you need to forget what’s outside, I’ve got tips to help you create such a place. A place you’ll look forward to hibernating in! I simply love fireplaces. I could sit and watch the flames dance all night long – there is such a calming effect to having a fireplace nearby, and all the better when you get added warmth from it. While not every space can accommodate installing a fireplace, every space can accommodate an electric unit. It’s hard to believe the fireplaces I use are so portable and give so much flexibility. They look so real, give off heat and add ambiance to any room. I used a compact stove in one nook and created a traditional mantel in another area. These, from Dimplex, were ready to go just by plugging them in. When it’s that simple, you can move them to another area for some cosiness (not that you’ll ever want to move it out of your cuddle-up corner!). Just look at how these nooks came together, instantly creating a place you want to be. While a fireplace screams relief from a cold winter’s day or night, you can still create a warm and relaxing

space without one. The cosy factor comes from having what you need surrounding you. Furniture is minimal. You’ll want a comfy place to sit – a big chair, a chaise or something bigger. Are you going to be enjoying this nook on your own or with the family? Choose seating accordingly, and add in a pouf or ottoman to ensure you can put your feet up and relax. A side table is also mandatory. You need to feel snuggly, warm and relaxed, which means having a warm cup of tea or a soothing glass of vino nearby! The accessories you choose are just as important. Faux fur throws and pillows give your space the cuddle factor and can incorporate an outdoor/nature feel. Touchable, cosy fabrics are important. You don’t want to overdo it. If you’re looking for a cosy nook, sometimes less is more. You don’t want to crowd the space, but you can still incorporate some art. Pick what you love, from family photos to inspirational messages. Something that is often overlooked, but I always suggest including, is faux plants. In the winter months we are all deprived of greenery but these zero-maintenance accessories bring the feeling of nature inside. I found some at Bouclair, along with a number of accessories that caught my eye. When you are creating your own cosy space, why not match your pup’s cuddle zone to yours? I have a new line of dog beds that match my throw pillows perfectly. Now both you and your fur-friend can lounge in style on the darkest and dreariest of night. Last year was busy for developers and marketers throughout Metro Vancouver, and a lot is in store for 2018. Sales continue to be robust, and many projects are launching with priority registration lists that far outpace the number of units available. Faced with increasingly sophisticated and knowledgeable homebuyers, the industry is responding with a more diverse range of products designed to satisfy the demand for contemporary homes that not only look great, but live well. Here, four industry insiders share their predictions about the coming year.

Q: What gets you excited looking forward into 2018? A: The demand for housing in Metro Vancouver isn’t going to stop, but I believe we’ll see a more stable market in 2018. I’m also cautiously optimistic that municipal governments will see this ongoing demand as an opportunity to streamline the project approval process – something the entire industry has been talking about for a long time.
Q: Boffo has always been a leader in the trend of building larger condominium homes. Will this trend for more spacious suites continue through next year? A: Yes. I see demand for family-sized homes continuing – especially with the “locals first” approach that some municipal governments are taking. Q: What gets you excited looking forward into 2018? A: Continued migration to take advantage of ongoing growth in the Fraser Valley. This trend has caught the attention of Vancouver realtors, meaning that in some projects in suburban markets such as Surrey Centre and Langley, 30 to 40 per cent of the buyers are from out of town.
Q: Presales have been making headlines. What’s in store for next year? A: I predict presales will remain strong across all products, but especially in townhomes. Not so long ago it was the norm to have a three- to four-month completion for townhomes. Now they’re in such high demand it’s more often taking 12 to 18 months. Larger units may take a little longer to sell, but there’s no problem with absorption.

Q: What gets you excited looking forward into 2018? A: The market has, literally, been without inventory for a number of years – and when there’s no supply, it’s inevitable that prices go. A lot of developers have new products coming to market in 2018, so buyers should have some breathing room, which will help reduce their anxiety.
Q: Adera has won many awards for their commitment to building greener, more sustainable multi-family developments. What new trends will we see in 2018? A: I think technology allowing people to automate systems that increase energy efficiency is going to become even more important. For example, having lights that turn off automatically can add up to a lot of savings, especially when you combine them with features such as LED lighting. And I believe using techniques such as cross laminate timber (CLT) construction will bring renewed focus on the sustainability of wood products. CLT is in its infancy now, so it’s definitely something to watch.
GRANT MURRAY, senior vice-president of sales at Concord Pacific
Q: What gets you excited looking forward into 2018? A: The rapid escalation in prices may slow – which would be good for buyers – but I see the market continuing robust in 2018. People tend to take an average price increase over the past two years, but if you look at the average increase over the past 10 years, it’s only approximately five per cent per year. The condo market especially has plenty of room to go farther. I’m also looking forward to our new project in Metrotown on the site of the old Sears building, where we’re hoping to build Metro Vancouver’s tallest highrise – more than 65 storeys.
Q: Concord is one of Canada’s largest builders of master-planned communities. What’s the future for this style of development? A: We will continue to focus on large master-planned communities because the economy of scale they create provides many opportunities to add amenities that wouldn’t be there if you’re building a single tower. Things like schools, parks, daycare, restaurants and seawalls all increase the value of what homebuyers own and enhance the neighbourhood in general. JAN 5 - 19, 2018 35

NATIONAL HOUSING STRATEGY BEGINS TO ADDRESS HOUSING NEED IN CANADA by WAYNE KARL
After more than a year of consultations with everyday Canadians, experts, stakeholders, think tanks and provinces and municipalities, the federal government recently unveiled Canada’s first ever National Housing Strategy. Billed as the tool that will help reduce homelessness and improve the availability and quality of housing for Canadians in need, the 10-year, $40-billion plan aims to: • Reduce chronic homelessness
by 50 per cent • Remove more than 530,000 households from housing need • Create four times as many new housing units as built under federal programs from 2005 to 2015 • Repair three times as many existing housing units as repaired under federal programs from 2005 to 2015, and • Protect an additional 385,000 households from losing an affordable place to live.

million through a new Federal Community Housing Initiative • $4 billion for a new Canada Housing Benefit launching in 2020 in partnership with provinces and territories, and • $2.2 billion to reduce homelessness “The National Housing Strategy will create a new generation of housing in Canada,” says Jean-Yves Duclos, Minister of Families, Children and Social Development and Minister Responsible for Canada Mortgage and Housing Corporation. “It will promote diverse communities and will build housing that is sustainable, accessible, mixedincome and mixed-use that will be located near transit, work and public services.” Though details on some of the inclusions are still to come, the home building industry is generally positive about the Strategy. “With regards to the Canada Housing Benefit, CHBA has long recommended such a measure to help low-income Canadians participate in the wider housing market,” says Kevin Lee, chief executive officer of CHBA. “The vast majority of Canadians in core housing need have an income problem, not a housing problem. This Benefit can provide them support and choice, rather than tying them to specific housing units.” CHBA had also recommended the introduction of a “portable” housing benefit that would support low-income individuals directly, rather than subsidize buildings. Data released by Statistics Canada recently confirms that more than 836,000 households need income support based on their rent-to-income ratio. This means that more than three-quarters of households designated as in “housing need” live in adequate housing, but can’t afford it.

CHBA says it was also pleased to see the federal government commit to a new public engagement campaign to encourage inclusive communities. A national “NIMBY to YIMBY” campaign (Not-InMy-Back-Yard to Yes-In-MyBack-Yard) has also been a CHBA recommendation to support the development of complete mixeduse, mixed-income communities. Inclusive communities can promote inclusiveness and greater housing affordability, as well as fairer treatment of newcomers to housing. One area where the Strategy comes up short is the issues of housing supply and affordability. “While the Strategy acknowledges the social value of home ownership, and the key role of market housing in meeting the housing needs of Canadians, it does not address issues of supply and affordability,” according to the Building Industry and Land Development Association (BILD). These issues are top of mind with Canadians, especially younger families and those working hard to achieve a middle-class life. BILD has maintained that a complete National Housing Strategy must address the full “housing continuum” – from

social housing and housing assistance measures, to market rental and ownership housing. “Otherwise, deteriorating affordability will simply increase demand for social housing and other types of assistance.” Real estate expert, author and educator Don Campbell says that while the Strategy sounds promising initially, the proof will be in future legislation. “As with many of the recent provincial and federal government announcements, the reality, versus the marketing, will be hidden in the legislation,” he told NextHome. “The ideas and policies, although based in problem solving, aren’t often implemented towards the stated goal. It is difficult to see how much more ‘affordable’ rent will become, even with the proposed $200 federal rental subsidy, if policies, like those (recently) legislated in Ontario and being discussed in BC, reduce supply right as demographic demand is increasing. “We should all be prepared for a flurry of announcements and headlines over the coming months as more details are brought to the forefront,” Campbell adds. “But, once again, the true story will come out in the piece of legislation.”

HOUSING STARTS GAIN IN NOVEMBER Driven by demand from the multi-unit segment of the market, Canadian housing starts trended upward in November with 226,270 units compared to 216,642 units in October, according to Canada Mortgage and Housing Corp. (CMHC). This trend measure is a six-month moving average of the monthly seasonally adjusted annual rates (SAAR) of housing starts. “The trend in housing starts reached its highest level in almost 10 years this November, reflecting a second consecutive increase in multiple starts,” says Bob Dugan, CMHC’s chief economist. “This largely reflects construction of multiple units in Toronto, where evidence of overbuilding is low due to the decreasing inventory of completed and unabsorbed multiple units and strong demand.” SAAR monthly starts in the Vancouver CMA were lower in November mostly due to a pullback in apartment starts as the construction sector remains

Fewer multi-family condo and rental projects are getting underway in Vancouver, Richmond and on the North Shore, with a total of 2,638 starts (including single-family dwellings) in November 2017 compared to 2,651 starts last year at the same time. In Victoria, total housing starts were down 17 per cent to 223 starts in November from 268 last year at the same time. Meanwhile, Burnaby and New Westminster have observed higher multi-family starts so far in 2017, relative to the same period last year. The standalone monthly SAAR of housing starts for all areas in Canada was 252,184 units in November, up from 222,695 units in October. The SAAR of urban starts increased by 14.4 per cent to 235,412 units; multiple urban starts increased by 16.9 per cent to 175,016 units; and single-detached urban starts increased by 7.5 per cent, to 60,396 units.

WHAT LIES AHEAD IN 2018? VANCOUVER ECONOMY SLOWING, BUT STEADY by SONIA BELL
Vancouver has witnessed unbeatable growth over the years. A booming economy, real estate market and soughtafter location have combined to make Vancouver a world-class city. It has also become one of the priciest housing markets in North America. While the city will continue to thrive, some things are expected to take a slight turn in 2018.
THE ECONOMY: THE START OF THE SLOWDOWN
British Columbia is expected to reign as the fastest-growing provincial economy in 2018, expanding 2.7 per cent, though down slightly from 3.2 per cent forecast for 2017. The slowdown is attributed to several factors, most notably the cooling housing market. In Vancouver, specifically, the economy will ease in 2018. projected to grow a modest 2.5 per cent in 2018, increasing at a slower pace compared to the 4.1-per-cent surge in 2016 and 3.2 per cent in 2017, according to The Conference Board of Canada, in its Metropolitan Outlook – Autumn 2017. UNEMPLOYMENT CONTINUES TO DROP
While employment will experience slower gains in 2018, unemployment is still expected to drop to 5.1 per cent in 2017, a nine-year low, and again to five per cent in 2018. While unemployment remains low in Greater Vancouver, it’s important to note the disparity
between income and housing affordability. According to the Real Estate Investment Network (REIN), the median income in Vancouver increased 16.8 per cent to $65,327 between 2005 and 2015, well below the provincial and national median incomes. Low mortgage rates (though rising), steady population growth along with the aging Millennial generation entering their homebuying years, and ongoing job creation have all led to increased demand, which will continue to outpace supply in 2018. High prices for detached housing have steered homebuyers toward attached properties. A recent release by ReMax stated, “This year saw the single-family detached home and condo markets diverge on distinctly different paths in Canada’s two highest-priced real estate markets, Greater Vancouver and the Greater Toronto Area. The trend is expected to continue into 2018 as a mix of relative affordability for condo units and price appreciation for detached homes in recent years, combined with government
policy changes in both markets, has helped push an influx of buyers toward condo ownership.”

Metro Vancouver is experiencing above-average demand, while witnessing below-average supply. “We’re seeing steady demand in today’s market,” says Jill Oudil, REBGV president. “Homebuyer activity is operating above our long-term averages, particularly in our townhome and condominium markets... While we’re seeing more listings enter the market today than we saw at this time last year, we have a long way to go before our home listing inventory rises back to more historically typical levels.”
Royal LePage projects that prices in Greater Vancouver will increase by 5.2 per cent in 2018, rising to an aggregate price of $1.35 million With single-detached homes being out of reach for most Vancouverites and the increasing absence of foreign buyers, inventory levels will rise for this market segment, according to The Conference Board, causing prices to moderate. The growing affordability issues and increased demand for attached properties raises the question: Will detached properties meet the same fate as their detached-housing counterpart, and fall out of reach for most homebuyers? Keith Stewart, senior market analyst at CMHC, doesn’t think so, telling NextHome: “Attached properties lead single-family, both in terms of sales activity and price growth throughout the Greater Vancouver

Based on REIN’s Real Estate Cycle Scorecard Clock, the economic fundamental key drivers and the market influencers indicate Vancouver’s real estate market is: “end of boom,” but prices, especially in the condo market, are not expected to drop dramatically from this peak.

The policy that will arguably have the largest – and most immediate – impact on the housing market is the new stress test that took effect on Jan. 1, 2018. Royal LePage predicts that it will significantly influence the market, especially in the first six months of the year, as buyers reevaluate their finances and expectations, and adopt a “waitand-see” approach. Reducing buyers’ purchasing power, the stress test will likely result in further demand for entrylevel properties, namely the condominium segment. This period, however, may simply be the calm before the storm. “Insufficient housing supply in Canada’s largest cities will begin to drive significant price increases to higher than normal levels once the market adjusts to the new stress test,” says Phil Soper, president and CEO, Royal LePage. “Aggressive home price inflation is still more of a threat today than the risk of a market crash in Toronto or Vancouver.”

Last year welcomed rising rates and new regulations. Interest rates are expected to rise gradually over the next two years. CMHC predicts that the posted five-year mortgage rate will range from 4.9 per cent to 5.7 per cent in 2018, and within the 5.2 per cent and 6.2 per cent in 2019, rising 160 basis points at most between 2017 and 2019.

WHAT DOES THIS MEAN FOR 2018?
Vancouver’s economy is slowing, but will remain solid. According to REIN, “Vancouver has all the right economic fundamentals of a world-class city, and attracts foreign investors and capital as a safe-haven on the global scale. Its economy is insulated. While affordability affects the return on investment, strategic investors, over the long-term, will find relatively safe investment opportunities, when timed right and with the right property.” To hopeful homebuyers: The beginning of a slowdown and the end of a boom won’t translate into a large dip in home prices. “Any buyer hoping for a major affordability breakthrough in the Vancouver area will be disappointed,” says Royal Bank of Canada’s (RBC) Housing Trends and Affordability report, September 2017. “Not only are prices on the rise again but interest rates have begun to climb as well. The prospects for further rate hikes in the period ahead will put growing upward pressure on homeownership costs in Vancouver.” With new policies possibly impacting demand, low inventory, high prices and a rising interest rate environment, buyers “need to be carefully examining their personal finances and their motivations for purchasing” advises Keith Stewart, senior market analyst at CMHC. “Buyers should conservatively assess their income and debt levels and ensure rising rates do not lead to undue stress on their finances.”
