We’re a few weeks into 2018, and many Canadians are waiting to see how the new mortgage stress test – and its implications – will play out. But if you’re taking a “wait-and-see” approach before entering the market, you might want to rethink your strategy. Despite numerous policy changes affecting the real estate market, one thing is expected to persist: a steady increase in home prices – especially in Vancouver. According to a recent report from ReMax, the average residential sale price in the city is forecast to climb six per cent to $1.09 million from $1.03 million in 2018 – compared to just a one-per-cent increase from 2016 to 2017. And just when you thought the condo and townhome markets would provide some relief, think again. Competition in these categories was intense in 2017, according to the Real Estate Board of Greater Vancouver, and the new mortgage stress test might amplify this trend. While the latest mortgage regulation change was implemented to safeguard prospective homebuyers from potential rate increases, one by-product might be increased prices for entry-level properties such as condominiums. As the stress test continues to reduce consumers’ homebuying power, they’re more likely to purchase more affordable property types. Yes, a lot is happening in Canadian real estate. But try not to get caught up in what might happen in 2018. If your dream is to own a home, focus on buying when you’re ready to enter the market, not when the market is ready for you.

Knowing your budget is critical, so it’s important to get pre-approved and arrange your finances ahead of time. Talk to your bank or a mortgage broker and work with them to understand the deposit, monthly payments and just how much you can afford.

Find a realtor who specializes in the kind of home you are looking for, whether pre-sale or resale. Their relationships and ability to navigate the waters could be the difference between getting that home or not.
The key to pre-sale in an active market is to show the sales team that you are serious about buying. First, register online for the project. Fill out all the information on the registration form including email and phone number to allow the sales representatives to contact you. Many people think they have time to react, but if you don’t let the sales representative know exactly what you are looking for and your budget they won’t be able to help you. The benefit of buying pre-sale is that, unlike resale, you won’t be caught in a multiple offer situation. Once you narrow down your search, you can select your home, write your offer and be confident it is yours.

An income property can be a good way to make money, especially in retirement. However, there are things you need to consider before taking the plunge. Here are the advantages and disadvantages of buying an investment property: ADVANTAGES You can use leverage: If you have
equity in your home, you can use it to help finance the purchase of another property. In a low-interest rate environment, mortgage rates are lower as are the costs of buying an income property. You’ll build up more equity when you earn rental income to pay down the mortgage. In the future, you could use that additional equity to buy another property or properties but you should ensure you can make larger mortgage payments when rates increase. You can earn additional income regularly: As long as you have a
tenant, you’ll earn monthly income on a regular basis. The more investment properties you have, the more you could potentially earn. You don’t often get regular income from other types of investments. You get tax deductions: While you’ll earn rental income, you’ll also be able to deduct any expenses. Your property isn’t a liquid investment: If you own stocks or
maintenance and repairs, property taxes and legal fees are just a few of the expenses that are deductible. It’s best to consult with your accountant to find out what costs you can deduct. DISADVANTAGES You may need additional financing: If you want to buy a
multi-unit property and intend to live in it, you’ll need a down payment of between five and 10 per cent, depending on the total number of units in the property. But when you purchase a property you don’t plan to live in, you need a down payment of at least 20 per cent. Also, some lenders won’t recognize 100 per cent of the potential rental income you might expect to earn; some may consider just 50 per cent, while other lenders might consider 80 per cent. So, you could be forced to make a bigger down payment to qualify for a mortgage. You might not always have a tenant: Ideally, you’ll earn enough
rental income to cover your
bonds, you can buy and sell them quite quickly. However, it can take a long time between listing your property for sale and the closing date. This might be a problem if you need the money right away. You have additional responsibilities: Being a landlord
can be a difficult job. You’re responsible for any maintenance and repairs, and there are also some headaches you have to deal with, such as a tenant that damages your property or misses a rent payment. The alternative is to hire a property manager who can take care of those problems but at a cost to you. While an investment property provides additional income, be aware of the pros and cons before you decide to make a purchase.

Hastings-Sunrise stretches from Boundary Road in the east to Nanaimo Street in the west and from Broadway Street in the South to the Burrard Inlet in the North. It’s a tight-knit, family-oriented community and it’s home to the Pacific National Exhibition, which is the current focus of a master plan to become a greener year-
round destination for park use. The area was rebranded as “The East Village,” but to many locals, it’ll always be Hastings-Sunrise. THE VIBE
Originally, Hastings was both a recreation destination, famous for its beaches, and a major port. It was a working-class area, with a

HOUSING AFFORDABILITY AT ITS WORST SINCE 1990 Rising home ownership costs in Vancouver, Toronto and Victoria pushed overall housing affordability in Canada to its worst level since the end of 1990 in the third quarter of 2017, according to RBC’s latest Housing Trends and Affordability Report RBC’s aggregate measure for affordability in Canada rose for the ninth consecutive quarter to 48.7 per cent in the third quarter of 2017. Housing affordability is calculated as the share of household income that would be required to carry the costs of owning a home at market price. A higher number means ownership is less affordable. The Vancouver area experienced the sharpest
affordability drop among Canada’s major markets, reaching a new record high for the measure for any market in Canada at 87.5 per cent, up from 82.6 per cent in the second quarter. “Demand-supply conditions continue to be tight in Vancouver, and with interest rates expected to rise again next year, the outlook for affordability is grim,” said Craig Wright, senior vice-president and chief economist, RBC. In Toronto, the affordability measure rose for the 13th consecutive quarter to a recordhigh 78.4 per cent, an increase from 77.1 per cent in the second quarter. Victoria’s affordability measure also reached a record-
high of 61.5 per cent, up from 58.8 per cent in the second quarter, recording the second-largest increase relative to a year ago among the markets tracked by RBC. While Vancouver, Toronto and Victoria skewed overall national affordability, RBC’s measures rose in all markets except Saint John, including Ottawa and Montreal. Higher interest rates could have significant implications for housing affordability in Canada. RBC expects the Bank of Canada to build on the rate increases it made in 2017 by hiking its overnight rate three times in 2018. All markets would be affected, but the effect would be particularly amplified in high-priced markets.

It’s January 2018, prospective homebuyers, and you know what that means: The new mortgage stress test is in play. But what you may not know is how much it’s going to impact your homebuying budget. Nor would you be alone: A new study from ReMax found that 37 per cent of Canadians aren’t aware of how the changes will affect their ability to purchase a property in the future. If you’re among them, you may be feeling the stress, indeed. But here’s our guide showcasing what you can afford with the new regulations.
Towards the end of 2017, the Office of the Superintendent of Financial Institutions (OSFI) introduced new, tighter mortgage rules, requiring borrowers with uninsured mortgages (those putting a down payment of 20 per cent or more) to undergo a stress test. As of Jan. 1, 2018, uninsured borrowers must now qualify at a new minimum rate – the greater of the Bank of Canada’s five-year benchmark rate, which currently sits at 4.99 per cent, or 200 basis points higher than their mortgage rate. While the stress test aims at ensuring that borrowers can afford mortgage rate hikes, some sources are questioning – if not outright opposing – the latest mortgage rule. 34 NextHome.ca | Burnaby / New Westminster
“Those of us working in the mortgage industry question if now is an appropriate time to introduce more regulations, which will cool markets across the country further,” says James Laird, co-founder, ratehub.ca, and president of CanWise Financial. “We have yet to see the full impact of regulations added over the last 12 months, combined with rising interest rates. A more prudent approach would be to let these new variables work their way through the real estate markets and decide if further tightening is required.” Phil Soper, president and CEO, Royal LePage, is also wary of the new policy change. “It
is prudent that policy makers introduce measures that help protect the housing market from runaway price inflation,” says Soper. “However, natural supply and demand forces will always triumph over regulatory tinkering. Attempting to use public policy to steer property prices in huge, rapidly growing cities like Toronto and Vancouver is like a tugboat trying to turn an ocean liner. Consistent, measured policy can have a positive impact. Just don’t try to turn the market on a dime or you risk sinking the ship.” Importantly, prospective homebuyers, those who stand to be most affected, haven’t yet grasped the full repercussions of the new policy, which could disqualify 10 per cent of purchasers, according to The Bank of Canada. Fifty-eight per cent of ReMax’s survey respondents are aware of the new rules, but 27 per cent of respondents stated they don’t believe it will impact the type of property they purchase; 18 per cent believe it will impact the property type they purchase; and 13 per cent are unsure of how the new regulations will affect their ability to purchase a property. Homebuyers are purchasing in a rising interest rate environment – interest rates grew twice in 2017 and are expecting to continue to rise between 2018 and 2019,

SO, HOW MUCH CAN YOU REALLY AFFORD? The harsh reality is that the new rules will reduce buyers’ purchasing power substantially. In some cases, decreasing the overall price of a home they can afford by tens of thousands of dollars. We calculated how much a buyer can afford, now that the new rule has taken effect. The methodology: Using ratehub.ca’s mortgage affordability calculator, we determined how much a family can afford with a household income of $100,000 and qualifying for a five-year fixed mortgage amortized over 25 years. The corresponding chart presents a typical scenario: A family qualifying for a mortgage rate of 2.84 per cent would need to qualify at the Bank of Canada’s five-year benchmark rate, currently at 4.99 per cent. Here’s the minimum household income required, and how much of a down payment you would need, in order to buy a home at the average price in Vancouver.

After reaching record levels in 2015 and 2016, Metro Vancouver home sales returned to more historically normal levels in 2017. Home listings, on the other hand, came in several thousand units below typical activity. The Real Estate Board of Greater Vancouver (REBGV) reports that sales of detached, attached and apartment properties reached 35,993 on the Multiple Listing Service (MLS) in 2017, a 9.9-percent decrease from the 39,943 sales recorded in 2016, and a 15-per-cent decrease over the 42,326 residential sales in 2015. Last year’s sales total was, however, 9.7 per cent above the 10-year sales average. “It was a steady year for home sales across the region, led by condominium and townhome activity, and a quieter year for
home listings,” says Jill Oudil, REBGV president. “Metro Vancouver home sales were the third highest we’ve seen in the past ten years while the home listings total was the second lowest on record for the same period.” Home listings in Metro Vancouver reached 54,655 in 2017. This is a 5.1-per-cent decrease compared to the 57,596 homes listed in 2016 and a 4.5-per-cent decrease compared to the 57,249 homes listed in 2015. Last year’s listings total was 4.4 per cent below the 10-year listings average. “Market activity differed considerably this year based on property type,” says Oudil. “Competition was intense in the condominium and townhome markets, with multiple offer situations becoming
commonplace. The detached home market operated in a more balanced state, giving homebuyers more selection to choose from and more time to make decisions.” The MLS HPI composite benchmark price for all residential properties in Metro Vancouver ends the year at $1,050,300. This is up 15.9 per cent compared to December 2016. The benchmark price of condominiums increased 25.9 per cent in the region last year. Townhomes increased 18.5 per cent and detached homes increased 7.9 per cent. “Strong economic growth, low interest rates, declining unemployment, increasing wages and a growing population all helped boost homebuyer demand in our region last year,” says Oudil.
