In the long run, real estate is typically a sound investment, affording financial security with the potential to help fund a truly golden retirement some day. In the shorter term, if you’re looking for immediate gratification, nothing beats the feeling of stepping through your front door and knowing you’ve arrived “home.” The question is, what is “home?” The answer starts with an open mind and a reality check. Sprawling estates and white picket fences are lovely and all, but if you’re on a limited budget, as most homebuyers are, know that compromises are part of the process. Here’s where it helps to make a list of must-haves and niceto-haves, and be clear on what you’re willing to compromise on when push comes to shove. If a big family and oodles of children are part of your plan, then a move to the suburbs could afford you the five bedrooms you may need to accommodate your big brood. On the flip side, downsizers, jet-setters and social butterflies may flock to a compact city condo, where entertainment is plentiful and maintenance is minimal. Neighbourhood Profile | WILLOWBROOK

WILLOWBROOK By Maria Rantanen

LARGE SUBURBAN HOMES are the staple of Willowbrook, a primarily residential neighbourhood on the western side of the Township of Langley. Willowbrook is characterized by cul-de-sacs and short, dead-end streets lined with large suburban homes. Much of the area north of 68th Avenue has been built up over the past 10 years, with some chunks still under construction. South of 68th Avenue you’ll find more established streets with single-family homes from the ’70s and ’80s.

for families, with large homes and spacious yards – something that’s becoming a luxury in the Lower Mainland. Not long ago, Willowbrook was largely rural with homes on acreages. There are still a few of these around, but they are slowly being enclosed by newer, smaller singlefamily home developments. Meet the Neighbours Being located a bit farther out from the city, Langley hasn’t traditionally been a destination for immigrants making their home in Canada. The large majority of the population of the Township of Langley, 83 per cent,

speaks English as their first language, according to recent Statistics Canada figures. Korean, German and Punjabi are the next most-common languages. In the Area There is no shortage of shopping options in the area, as many Langley residents and those from neighbouring communities make Willowbrook Shopping Centre a destination for all their buying needs. Hot Spots Willowbrook Lanes Willowbrook residents of all ages looking for some recreation can join a league at this bowling alley, or just drop in for a game. Willowbrook Lanes also hosts birthday parties. R.C. Garnett Park This neighbourhood park is where teams come to play, be it lacrosse, baseball or soccer. But locals just looking for some down time and green space can also use the park for walking or picnics.

Real Estate Market The price of a single-family home in Willowbrook is up there, comparable to other suburban neighbourhoods in the Lower Mainland, but there are still some affordable townhomes in the area. Condo complexes are also being built in the neighbourhood for those looking to get into the market at a lower price point. Dollars & Sense Willowbrook is a shopping mecca for anyone who considers themselves a mall rat. Willowbrook Town Centre has a conglomeration of all the standard bigbox retail stores as well as a plethora of smaller boutiques, but not catering to the high-end shopper. Other shopping plazas with restaurants, fast food and otherwise, line the streets in the southeast corner of Willowbrook. Planes, Trains & Automobiles Willowbrook is bisected by 200th Street, a busy thoroughfare that runs north to Highway One and south to Fraser Highway and Highway 10. Most people

travel by car, but the 501 bus connects the Willowbrook area to the Surrey Central SkyTrain. Other buses link up to Guildford and Maple Ridge. The Good, the Bad & the Rest Willowbrook can be considered the quintessential car-dependent suburban ‘hood. Most single-family homes in the area have two or more cars parked in their driveways. While the extensive trail network is conducive to walking and cycling, accessing day-to-day services by foot can be a challenge. But denser housing is rapidly being built close to key shopping and recreation areas, primarily on the east side of 200th Street.

Willowbrook Shopping Centre You can shop till you drop at this shopping centre that features the Hudson’s Bay, Sears and SportChek as anchor stores, and hundreds of smaller ones to browse and buy. Willoughby Trail While some may consider the car the king in suburbia, there are extensive trails throughout Langley for walking and cycling, including the Willoughby Trail that runs through the Willowbrook neighbourhood. Willowbrook Recreation Centre The Township of Langley holds a wide variety of programs for any age at this recreation centre. There is also a weight room and dropin fitness programs, as well as a 60-person rec room for rent. Routley Park Gardening enthusiasts will love this neighbourhood park, which includes a community garden with plots that local residents can rent to grow food or flowers. Why NIMBYs are fighting a losing battle By Lydia McNutt WE’VE ALL HEARD THE ACRONYM, yet not everyone knows what it means – what it really means. NIMBY, or “not in my back yard,” implies just what it says. “Yes to new housing, schools and community development, just not right where I live, thank you very much.”

Metathesiophobia – the fear of change NIMBYism isn’t just about antidevelopment. It can be viewed as “anti-change,” and its ripple effect is far-reaching. What happens when cities stop attracting new residents and business? Let’s just say that aging populations and infrastructure typically do not support growth. “[Residents] see towers going up around the city, new retail springing up, and they experience the congestion and traffic that comes with, what seems like, constant construction,” says Bob Finnigan, president of the Canadian Home Builders’ Association and COO Acquisitions & Housing at Herity. “Then, when they see a proposal for a building close to home, whether it’s a small infill project or a multi-storey tower, they tend to view it in a negative light.” It’s easy to sympathize with the NIMBYs when residents consider the congestion, traffic and general unrest that typically comes with construction, but Finnigan is quick to point out that once construction ends, life returns to normal and the new developments bring positive change. For example, Finnigan notes that after seeing 15 to 20 years of intensification developments in Toronto, it’s a better place today than it was before change came about.

Get schooled “Developers don’t just build what they want and where they want it,” Bryan Tuckey, president and CEO of the Greater Toronto Area’s Building Industry and Land Development Association (BILD), wrote in a recent column. “There are numerous government policies and plans at all levels that dictate where and how development happens.” Tuckey points to the Ontario government’s Greenbelt and Growth Plan, which has changed how development happens in the GTA by mandating that 40 per cent of all new homes be built within existing communities. As a result, there’s now an equal split of highrise condos and single-family homes under development. Still, there’s little understanding for the provincial plan, and even less support for intensification. Bob de Wit, CEO of the Greater Vancouver Home Builders’ Association, calls NIMBYism a property rights battle between today’s residents, who are numerous, well-organized and fighting to maintain a lifestyle, versus the growth required to house tomorrow’s residents, who are not as organized. “Catering to a perceived

All this leads to higher property values and means local governments collect more property taxes, which they can invest in things like parks and transit.” In Toronto, Calgary, Vancouver, or any other growing municipality, the issues are very much the same. De Wit says the impact of delaying development has negative ramifications on future homeowners and cities as a whole. “Delays in rezoning and building permits increase the estimated project completion time, and ultimate cost, which gets passed onto the homebuyer,” he says. “At the same time, a lack of housing inventory will continue to drive the price up of available housing stock as Vancouver struggles to deliver appropriate housing supply. It also puts the city in a position of catching up rather than being proactive.” Now, replace “Vancouver” with “Calgary,” “Toronto,” “Montreal” – it still makes sense. Guy Huntingford, CEO of CHBA-UDI Calgary Region Association, says the biggest problem with NIMBYism is the misconceptions on which it is based – namely the belief that change and densification are negative. “In nearly all cases, it is actually a way to revitalize and drive increased property values for existing communities. “A lot of issues are fear-based and founded in hearsay and disinformation. Therefore, a constant and positive education and dialogue on the issues that create NIMBY tendencies is key to success for the city and region.”

Deposit versus down payment: What’s the difference? By Alisa Aragon

DO YOU KNOW THE DIFFERENCE

between a deposit and down payment, and when each of needs to be paid? The deposit is the money that you put down to secure the property that you are purchasing. In other words, proof to the seller that you are serious about buying. When you make your offer on a home, the seller will require a deposit. There is no set amount. That will depend on the purchase price and how quickly you will close on the sale. The deposit is applied against the purchase price of the property on closing, and will become part of the down payment. If you back out of the deal, for whatever reason, your deposit is lost. The down payment is the money that you pay up-front when purchasing a property. Down payments typically range between five and 20 per cent of the total value of the property. The minimum down payment required to purchase a property is five per cent. There are different down-payment requirements, based on your specific circumstances. If you are an employee, you can put as little as five-per-cent down. For selfemployed individuals, it can be as low as 10 per cent and if you are purchasing a rental/ investment property, you will need to put a minimum of 20 per cent down. The full amount of the down payment is payable when the sale closes. Here are some examples:

Example 1: The Smiths are buying a property with a purchase price of $525,000. They will be

making a 10-per-cent down payment ($52,500). They removed subjects and their offer has become a firm deal. At this point they give a deposit of $26,250. When they close, the buyers will need to pay the balance of the down payment of $26,250. Together, the two payments equal a total down payment of $52,500.

Example 2: The Jones are buying a property that is under construction, and the developer is asking for a 10-per-cent deposit. The property that they are purchasing is $619,900 plus GST. They have given a deposit of $61,990. The total final purchase price, including

GST, is $650,895. The buyers are only making a down payment of five per cent ($32,544.75). The buyers will be getting the difference back at the time of closing, after the deductions have been made for the closing costs. VANCOUVER’S HOUSING MARKET showed signs of slowing before the 15-per-cent Foreign Buyer Tax was introduced back in August of 2016, but MLA Advisory reports that the sales-to-active listings ratio is back to pre-intervention levels. A major contributor to the rising ratio is the lack of inventory on the resale market, particularly for condo units. Vancouver is currently experiencing a 10-year low in inventory levels, which is in turn creating strong demand for all pre-sale product types across all markets. Strong demand, coupled with constricted supply levels due to slow municipal approvals, have contributed to price increases in all markets for the first half of 2017 in the Lower Mainland.

The graph shows a shift in the number of single-family home sales against the number of condo and townhome sales over a two-year period. Sales of single-family homes steadily decreased from January to July 2016, until the Foreign Buyer Tax was introduced on Aug. 2, 2016. Since the new tax took effect, detached homes accounted for 30 to 35 per cent of sales, while attached homes (including condos and townhomes) represent approximately 70 per cent of the total home sales in Greater Vancouver.

five most-active markets in the first half of 2017, with more than 2,950 new condo and townhome units. What’s in store for the rest of 2017? MLA Advisory says you can expect to see more than 8,770 pre-sale homes popping up here, adding much-needed supply to Greater Vancouver. While Burnaby had a slower first half of the year, it is anticipated to have the most supply, with 4,000-plus new attached homes. Upcoming projects to watch out for include Sussex, Juneau and Arcola. Interestingly, the most active townhome market is North Vancouver, with 260 units and 10 projects coming soon.

When NextHome conducted our Great Canadian Real Estate Survey, we asked Canadians: what’s the most important thing you look for when buying a home? To no surprise, the most-popular response was “location.” The area you choose will dictate how much you’ll need to spend in order to buy and live there, the type of home you’ll get, your lifestyle, and your home’s future resale value, among other things. Location is also the one feature about your home that you can’t change, so it’s important to choose wisely. What makes for a great location? It will include proximity to schools, services and shopping; be a stone’s throw from work place and green space; and offer easy access to highways and public transit. But it’ll cost you. Many home hunters, particularly firsttimer buyers, seek value and a good investment opportunity in “up-andcoming” neighbourhoods, which allow you to get your foot in the door at a more-affordable price point, and reap the rewards when the area comes into its own in a few years. How a pro picks ‘em In a recent Q&A with outspoken real estate developer and affectionately dubbed “Condo King” Brad Lamb, I asked him how he identifies the next “it” neighbourhood for new residential development. As a developer, his objectives are different from those of the average homebuyer, but the bottom line remains the same – finding the best value and return on his investment. Here’s what’s on his radar: “To date, I’ve worked in Montreal, Ottawa, Hamilton, Edmonton, Calgary and Toronto. One of the most important things is that the population of the city is [large] enough to support a highrise condominium marketplace, and that equates to prices in the $600-per-sq.-ft. range. The cities that we’re active in are ones that can support that number. “I also look for an active nightlife, vibrant bar and restaurant scene, and an exciting retail scene. CMHC: Strong evidence of overall problematic conditions continues SLOW GROWTH IN THE YOUNG ADULT POPULATION coupled with a

decrease in disposable income and a pickup in home price growth has prompted Canada Mortgage and Housing Corp. (CMHC) to maintain its assessment of “strong evidence of problematic conditions” in Canada’s housing market. “We continue to see moderate overvaluation and price acceleration,” warns Bob Dugan, chief economist at CMHC. “In the first quarter of this year, Canada saw a positive, yet slow growth in the young adult population and a drop in disposable income in all regions except British Columbia. This gives less support to house prices, which picked up again in early 2017 after a period of decline in the back half of 2016.” In Vancouver, “Townhomes and apartments, which typically sell for less than single-detached homes, were in high demand for first-time buyers and families. This led to

multiple-offer situations, increasing prices and moderate evidence of overheating,” says Eric Bond, CMHC’s principal market analyst for the Vancouver region. “The market continues to see moderate price acceleration and overvaluation due to low supply, despite record level construction.” On a quarterly basis, CMHC issues its Housing Market Assessment (HMA) to provide Canadians with both expert and impartial insight and analysis, based on the best data available in Canada. This report acts as an early warning system for the country’s housing markets — an important tool supporting financial and housing market stability. CMHC defines “problematic conditions” as imbalances in the housing market. Imbalances occur when overbuilding, overvaluation, overheating and price acceleration – or combinations thereof – depart significantly from historical averages.

CMHC’s HMA analytical framework is designed to evaluate the extent to which there is evidence of problematic conditions in Canadian housing markets. The framework assesses housing market conditions and considers the incidence, intensity and persistence of four main factors: • Overheating of demand in the housing market, wherein sales significantly outpace new listings. • Acceleration in house prices, which could be partially reflective of speculative activity. • Overvaluation in the level of house prices, which indicates that house price levels are not fully supported by fundamental drivers such as income, mortgage rates and population. • Overbuilding of the housing market, when the rental market vacancy rate and/or the inventory of newly built housing units that are unsold is elevated.

HOME SALES TOOK A BREATHER in the

lazy days of summer, with a total of 2,960 transaction reported by the Real Estate Board of Greater Vancouver (REBGV) in July – down 8.2 per cent year over year, and a 24-per-cent decrease compared to June 2017, when 3,893 homes sold. Despite the dip in activity, July sales were still 0.7 per cent above the 10-year July sales average. “Housing demand is inconsistent across the region right now. Pockets of the market are still receiving multiple offers and others are not. It depends on price, property type, and location,” says Jill Oudil, REBGV president. “For example, it’s taking twice as long, on average, for a detached home to sell compared to both townhomes and condominiums.” There were 5,256 detached, attached and apartment properties newly listed for sale on the Multiple Listing Service (MLS) in Metro Vancouver in July 2017. This is up 0.3 per cent compared to the 5,241 homes listed in July 2016, and 50 NEXTHOME.CA

an 8.1-per-cent decrease compared to June 2017 when 5,721 homes were listed. The total number of properties currently listed for sale on the MLS system in Metro Vancouver is 9,194, a 10.1-per-cent increase compared to July 2016 (8,351) and up eight per cent compared to June 2017 (8,515). “Because home sale activity decreased to more historically normal levels in July, the selection of homes for sale in the region was able to edge above 9,000 for the first time this year,” Oudil says. For all property types, the sales-toactive listings ratio for July 2017 is 32.2 per cent. By property type, the ratio is 16.9 per cent for detached homes, 44.9 per cent for townhomes, and 62 per cent for condominiums. Analysts say downward pressure on home prices occurs when the ratio dips below 12 per cent for a sustained period, while home prices often experience upward pressure when it surpasses 20 per cent over several months. The MLS Home Price Index composite

benchmark price for all residential properties in Metro Vancouver is currently $1,019,400. This is up 8.7 per cent year over year, and up 2.1 per cent compared to June 2017. Sales of detached properties in July 2017 reached 949, down 11.9 per cent from the 1,077 detached sales recorded in July 2016. The benchmark price for detached properties is $1,612,400. This represents a 1.9-per-cent increase from July 2016 and a 1.5-per-cent increase compared to June 2017. Sales of apartment properties reached 1,468 in July 2017, down 8.4 per cent compared to the 1,602 sales in July 2016. The benchmark price was up to $616,600 – an 18.5-per-cent increase from July 2016 and a 2.7-per-cent increase compared to June 2017. Attached property sales in July 2017 totalled 543, down 0.7 per cent compared to the 547 sales in July 2016. The benchmark price rose to $763,700 – up 11.9 per cent from July 2016 and a 2.4-per-cent increase compared to June 2017.
