STAYING WARM INSIDE WHEN IT’S COLD OUTSIDE This year, it seems as if the cold weather came early, dug in its heels and is here to stay — and it’s not even officially winter yet. While it’s been pretty chilly outside, your apartment should be comfortable and warm during those long frigid days and nights. When it comes to heating, landlords must follow guidelines set out by a province’s Tenancy Act. In Manitoba, it is the landlord’s responsibility to keep rental properties heated if it is included in the rent. In Winnipeg, the guidelines for how much to heat are outlined in the Neighbourhood Livability Bylaw. If heat is included in your rent, the minimum temperature your landlord must maintain in every room in your unit between 7 a.m. and 11 p.m. is 21 degrees Celsius. At night, between 11 p.m. and 7 a.m., your landlord must heat your apartment to at least 18 degrees Celsius. Most landlords want to keep their tenants happy and warm. It’s within their interest to do so. But if you find yourself living in your outdoor clothing while you’re inside, know your rights. Top 8 renter issues JAne HermAn Harmonious living is all about treating others with respect and consideration. Start by making a concerted effort by avoiding these ‘top eight renter issues.’ 1. Keep the noise down. Take off your high heels at the door, refrain from vacuuming, using power tools or hanging pictures at 10 p.m. 2. When in the elevator, hold it for a neighbour. Likewise, don’t hold it unnecessarily, like while you’re waiting for your spouse/ roommate to put their coat on,
lock the door, and walk all the way down the hall. 3. No Smoking. If smoking is not allowed in your building or on the floor, don’t do it. 4. Respect and maintain common areas as if they were an extension of your own home. 5. Ensure your pet is a good neighbour, too. Walk your pet regularly, and stoop’n’scoop. Also, make sure your pet doesn’t howl all day or bark all night. 6. Keep an eye on the time and on your laundry regularly. Don’t leave your stuff sitting in the washer or dryer after it has finished. 7. Remember to dress appropriately when taking out
trash, recycling, picking up mail, doing laundry or getting something from your car. 8. Respect your neighbours’ right to privacy. Eight energy-saving tips
for renters Whether you rent an apartment, townhouse or a home, these tips will help you to be more energy efficient and save money. If there are things you can’t change on your own, share these tips and encourage your landlord to make a change for the better. 1. Lighting is one of the easiest places to start saving energy. Replacing your five most frequently used light fixtures or the bulbs in them with Energy Star certified LED lights can save more than $65 a year in energy costs. • Turn off the lights when you leave a room. Turning off just one 60-watt incandescent bulb that would otherwise burn eight hours a day can save about $15 a year! 2. Considering purchasing a room air conditioner? Buy an Energy Star-qualified model. It will use at least 10 per cent less energy than standard models. Be sure the unit fits tightly in the window so outdoor air does not get in. 3. Consumer electronics play an increasingly larger role in your home’s energy consumption, accounting for 15 per cent of household electricity use. Many electronics use energy even when switched off. Unplug any battery chargers or power adapters when not in use (like your cell phone charger!). Use a power strip as a central “turn off” point when you are done using equipment. A 10-minute shower can use less water than a full bath. With a low-flow showerhead, a 10-minute shower will use about 25 gallons of water, saving five gallons of water over a typical bath. KATHRYN KUSYSZYN Employers check references, landlords check references, and if you’re considering someone as a roommate, you should check their references, too. A person can seem charming initially, then later on turn into a nightmare. Do your homework and avoid such situations. Have a rental application form that’s appropriate for your province. It will cover all the bases. Discuss how they feel about overnight visitors, smoking, pets, sharing household chores and other mutual responsibilities. Ask
why they left their last place and how long they lived there. The application should ask for references from a current employer, a previous landlord and at least one previous roommate. By providing contact info, the prospective roommate is giving you permission to contact them. When calling an employer, state that you are verifying the potential roommate’s employment status and character, not doing an employment check. Ask previous landlords how long the person lived there, whether they paid their rent on time and why they left. Past roommates can be revealing. Ask how long they have known the person and how long they lived together. Ask what they liked and disliked about living with them and
why they went separate ways. If someone cannot provide any references or if none of their references are forthcoming, beware. You will be living with this person in close quarters and relying on them to fulfil their responsibilities. You need to have a reasonable comfort level with them. Gail vaz-oxlade Thinking of travelling south this winter? Time for travel insurance. You probably think you don’t need it. Don and Peg didn’t think so either. They knew their provincial health insurance would cover them if they got sick. Then Don tripped on the stairs and hauled Peg down with him. Don broke his hip and Peg her shoulder. They were in Australia. That left their daughters back home in Canada scrambling for money to help. If you have extra coverage on a premium credit card, you might think you’re immune. And if you have a health plan at work, you might think you’re insured to the eyeteeth. Maybe not, even if you’re just going from one province to another. Check with your provincial plan to see what the restrictions or omissions are. Different plans offer different benefits and restrictions. One thing that can limit your coverage is a “pre-existing condition.” It could be a past medical condition, prescription drugs, hospitalization or treatment. Or it could be an on-going health condition. When “pre-ex conditions” are covered, there is usually a stability period. Most travel health policies will exclude any childbirth or pregnancy complications if you travel in your last trimester. plans won’t cover a medical condition for which you’re already being medicated. Make sure you shop around since you’ll find big differences in price and in the quality of coverage offered. There are a bunch of other types of insurance that go into a “travel insurance package.” Trip cancellation coverage protects you from losing the deposit if you have to cancel your trip because of a sickness or a death in the family, a natural disaster – the list goes on. Default insurance protects your money when a tour operator or other service supplier goes out of business. Lost baggage insurance will pay when your checked-in baggage is delayed or lost while travelling on a common carrier or from a hotel. And rental vehicle damage insurance will cover damage or loss of a rented vehicle. Your personal property insurance may cover lost or stolen luggage. Your car insurance may provide collision and liability coverage for rented automobiles. Some credit cards offer baggage insurance. If you have a premium credit card that gives extra medical coverage automatically, make sure you read the fine print to verify what you’re covered for and under which conditions. Your employer’s health insurance coverage may extend to worldwide coverage. Again, read the fine print since a group plan may have dollar limitations that won’t cover you properly. Travel insurance can be expensive, but the alternative is worse. Be a smart traveller and invest some time in making sure you’re covered.

Here are some strategies to help you keep your home safe and sound. • Make sure your electrical outlets are covered. There are many kinds of outlet covers – choose the one that is right for you. • Confirm that you have reliable smoke and carbon monoxide detectors. Make sure that the batteries are working. • Use doorknob covers on doors to non-childproofed areas (like the bathrooms and laundry room). Baby gates are also an effective solution for keeping kids in or out of a room.
• Don’t use toys or pillows in the crib, especially with young babies — your baby could suffocate. Never use an electric blanket for a child (could cause a fire). • Never leave a child unattended in the bathtub. Drowning can occur in seconds, and mere inches of water pose a risk. • Make sure your bathtub has a non-skid mat or pads to avoid slips. You can use a baby tub inside the bathtub — one with baby slings are especially helpful with infants. • Lock up all medications, alcoholic beverages, chemicals and cleaning products. RENTERS’ INSURANCE? JACKIE MARCHILDON If your apartment building or rental home doesn’t require you to have proof of renters’ insurance, you might hum and haw about having to pay an extra monthly fee and decide it’s not necessary. I’m all for avoiding extra monthly payments – but that renters’ insurance policy might really help you out should you come across a series of unfortunate events. Your landlord probably has property insurance on your building, but their policy doesn’t likely protect your personal belongings, upgrades you’ve made to your unit, or cover you if someone hurts themselves in your home. It will cover certain things, but disregard others – know what’s what when it comes to your landlord’s insurance versus your own. IF A FIRE BURNS YOUR BUILDING DOWN: Landords’ insurance: Generally
speaking, your landlord’s property insurance would pay for the demolition of the building (if necessary), as well as cover the expenses required to repair or rebuild it. This means it would pay to fix the structure itself, as well as any permanent fixtures – lights, built-in cabinetry, etc. Their insurance would not cover your personal belongings. Versus Renters’ insurance: In most cases, renters’ insurance would cover all
of the contents in your unit in the case of a fire. Most policies would also cover your expenses if you needed a place to live while your home was out of commission. It’s best to check the fine details of your policy to make sure you’re covered in the way that you want. IF SOMEONE GETS HURT IN YOUR HOME: Landlords’ insurance: Chances are, if you organize a get-together and a party-goer slips on a spill and is hurt in your home, your landlord’s insurance would not be of any help if that person decided to sue you. Versus Renters’ insurance: If you had liability coverage included in your renters’ insurance, it would protect you financially if you unintentionally caused bodily harm to someone in your home. It would also likely cover you if you accidentally caused damage to the property in which you live.

If you are thinking DIY, start collecting/buying boxes and packing material. Professional movers usually sell standard-sized boxes that are sturdy and easy to stack, as well as paper that can protect your items without leaving newsprint behind. Finally, which of your belongings do you want/need to move? Why not purge all of those unnecessary items you don’t need? The following is a handy reference for what to do when. A MONTH BEFORE THE MOVE …
• De-clutter, pitch, give away, donate — whatever — but pare down your goods. • Obtain change-of-address cards from the post office. • Notify magazines, insurance companies, banks, credit card companies, schools, employers, etc. of your change of address. • If you are moving to a new home or condo that includes appliances, ask for the owner’s manuals ahead of time. 48 Renters Guide | Dec. 7–21, 2018
