times have changed and at least some opposition parliamentarians would not be averse to seeing it return. Other reforms under discussion include ones similar to those addressed by the Bicameral Commission in 1997-8, which was set up to spearhead institutional reform, but which came to nothing. These are less controversial, but it is still difficult for everyone to agree on the details. They include more power to the executive (some sort of presidentialism probably), a distinction between the two houses of parliament, which currently have identical power (the chamber of deputies, or lower house, looking after national issues, and the senate, or upper house, regional matters, and both with fewer members) and reform of the judiciary and judicial procedure. Finally, there are the “normal” political issues. Two of the most pressing, immigration and organised crime, came together in a bloody clash in Calabria in January. The integration of the millions of “new Italians” is a question that will only get bigger and a bomb outside the high court in Reggio Calabria in early January was yet another reminder of where real power lies in areas affected by organised crime. Soon after, a race riot broke out in Rosarno in Calabria when immigrant fruit pickers were fired on by local residents. Although the March elections are regional, the issues that parties will be campaigning on will be national and international.

Immunity for Silvio Berlusconi There are four bills currently before parliament or under discussion which, if approved, would have the effect of keeping the prime minister out of court. 1. Legitimate impediment (legittimo impedimento). Currently before parliament, would allow the prime minister and other holders of high office to refuse to attend trial on the grounds of institutional commitments. 2. Short trial (processo breve). Approved by the senate in January and currently befrore the chamber of deputies, would cap at six and a half years the length of time it takes to reach a definitive verdict for crimes carrying a sentence of less than ten years, allowing three years for the trial of first instance, two years for the first appeal and 18 months for the final appeal to the supreme court of cassation in Rome. For crimes carrying a sentence of ten years or more the maximum duration would be four years for the trial of first instance, two for the appeal and 18 months for the final appeal; for charges of mafia and terrorism this would increase to five years for the trial of first instance, three for the appeal and two for the final appeal. 3. Parliamentary immunity (immunità parlamentare). Bipartisan proposal presented as a constitutional bill, would allow each house of parliament to grant immunity from prosecution to its members for the duration of their mandate. Under article 138 of the constitution regulating constitutional laws the bill must be debated and approved twice by both houses of parliament at an interval of at least three months and must receive at least an absolute majority from both chambers on the second hearing. The bill is then published in the official gazette and eligible voters, members of parliament or regional governments have up to three months to call for a referendum. If no formal request for a referendum is made within this period the bill is signed by the president of the republic and passes into law. If the bill receives a two-thirds majority in both houses on the second hearing it goes straight to the president for signing and publication in the official gazette without the possibility of a referendum. 4. Lodo Alfano, would grant immunity for the holders of the four highest offices of state for the duration of their mandate. The provision was first introduced as an ordinary law in summer 2008 and thrown out by the constitutional court in October 2009 on the grounds that it had not been passed as a constitutional law with the due procedure in parliament (see above) and because it defied the constitutionally enshrined principle that all people are equal before the law. It has now been presented again in parliament as a constitutional law.

The colours and themes were literally lost, and hence unknown to art historians.” The rediscovered colours are vibrant but at the same time remarkably subtle, with distant mountains in shades of blue picked out by pink and pale gold streaking across the sky. Bril’s large landscapes occupy three lunettes, which he gave fake gilded wood frames as if windows; a fourth “window” reveals distant fantasy architecture. Casa di Goethe expansion Rome’s Goethe museum on Via del Corso has announced its expansion after funding from the German government enabled the purchase of additional space adjacent to its current premises. The Casa di Goethe, located in the rooms where German writer and poet Johann Wolfgang von Goethe stayed in the 18th century, includes a specialist library of his works, including first editions, extracts from letters and diaries and artwork. Georgina Masson revised The newly revised edition of Georgina Masson’s classic guide book, The Companion Guide to Rome, is now available in international bookshops in Rome. John Fort is once again responsible for the revision but he says that this is not a major reworking of the text in the way that the 2003 edition was. However it has some interesting additions, such as the House of Augustus on the Palatine hill, Villa Torlonia, the Carlo Bilotti Museum and the magnificent room in opus sectile from Ostia in the Museo dell’Alto Medioevo. Fort has also included updated information about all the major museums, taking into account alterations and new extensions. The maps, included in each section of Masson’s walks around Rome, have however had a major reworking and are now much easier to follow. Masson’s first edition of the guide came out in 1965, when Rome was very different from what it is today. Masson was well known in the British ex-pat community of the time and it is therefore fitting that another well known British ex-pat, Fort, who has lived in Rome since 1973, should continue her legacy. www.john-fort.com.

Andy Devane show in London American Academy director The new director of the privately funded American Academy in Rome has been announced as Christopher Celenza, who is currently a professor in the department of German and Romance languages and literatures at Johns Hopkins University. He will succeed Professor Carmela Vircillo Franklin, who has spent five years in the post, in the summer of this year. The American Academy offers its coveted annual Rome Prize scholarships to up to 30 fellows every year, to enable research in the fine arts and humanities. Celenza, who will be the academy’s 21st director, is a previous fellow and professes that his own time in Rome

Rome Momix. 2-28 Feb. In Bothanica, choreography by Moses Pendleton. The much-loved company of virtuoso acrobatic dancers does its bit in this age of ecological awareness with choreographer Moses Pendleton’s latest crowd-pleasing creation. As always, the troupe performs to a backdrop of clever set designs and tricks of light that create breathtaking optical illusions. All this, completed by the sounds of nature and an eclectic music score that ranges from Vivaldi to Peter Gabriel, succeeds in transporting the spectators

into a world of fantasy in which bodies are transformed into trees or insects. The ultimate aim of the production is to illustrate the existing relationship between humans and nature through the concept of metamorphosis. Pendleton has in fact taken Pablo Neruda’s idea about metamorphosis as the core element of his show. For Momix lovers and for a much wider audience than usually attends the ballet. Rome Equilibrio. Festival della nuova danza. 6-26 Feb. The big news is that the festival – this year in its sixth edition – is headed by acclaimed choreographer Sidi Larbi Cherkaoui. It offers a panorama of contemporary dance today, hosting both emerging artists as well as international names. During the festival the Premio Equilibrio Roma will be awarded to a new talent. Some big names to look out for include Cherkaoui, Pilobolus in Tsu Ku Tsu (10, 11 Feb), Ted Stoffer and Sayaka Kaiwa (12, 13 Feb) and Benoit Lachambre (14 Feb). Caravaggio. 20 Feb-13 June. This project marks the 400th anniversary of Caravaggio’s death. Curators have focused only on paintings known to be by Caravaggio, meaning that any works attributed to his “school” have been excluded, as well as those “additional versions” and all of the questionable works debated by critics with often differing opinions throughout the 20th century. The end result is a consistent and stringent exhibition that sheds new light on the various stages in Caravaggio’s tortured artistic career. It includes many of his most representative works, including the Bacchus from Florence’s Uffizi Gallery, the David With the Head of Goliath from the Borghese Gallery in Rome, The Musicians from the Metropolitan Museum in New York, the Lute Player from the Hermitage in St Petersburg, Amor Vincit Omnia from the Staatliche Museum in Berlin and numerous other masterpieces from many of the most important museums in Italy and around the world. Rome Oratorio del Gonfalone. 18 Feb. The Oratorio del Gonfalone presents Cupido tu vedi, a concert entirely dedicated to the Venetian composer Antonio Vivaldi. The programme includes a combination of sung pieces and chamber music, which will be performed by soprano Raffaella Milanesi and the Accademia Ottoboni, a Rome-based ensemble that performs early music. 21.00. Teatri Uniti. 2-17 Feb. Teatro Valle pays tribute to the acclaimed Italian drama company Teatri Uniti and to two actors whose careers are closely tied to it. The actors, who are also well known internationally for their work in the cinema, are Toni Servillo and Licia Maglietta. Teatro Valle has chosen to present five different works – two of them films – to illustrate the versatility of the two protagonists. They are: Trilogia della Villeggiatura by Carlo Goldoni (2-14 Feb), Letture Napoletane by Toni Servillo (8 Feb), Manca solo una domenica by Silvana Grasso (16-21 Feb). Actors and actresses are included in the programme of romantic poetry, opera librettos, exotic verses, the beat generation and so on. It has been around for almost 30 years, and finally the all-singing, all-dancing musical spectacular based on the poems from T.S. In Don Quixote, choreography by Rudolf Nureyev. The year 1966 saw Nureyev’s first production of Don Quixote for the Vienna Opera. On that occasion he danced the role of the young barber Basilio, showing a side of his character that had not yet been revealed elsewhere: a mischievous sense of fun. Building on the version he had known in Russia, he made new additions such as a comic duel between the tottery old Knight and Gamache and many new numbers. He also changed the order of the dances and added an important

In Orbo Novo, choreography by Sidi Larbi Cherkaoui. Cherkaoui, a choreographer of Belgian-Moroccan descent, took his inspiration from My Stroke of Insight, a memoir in which Dr Jill Bolte Taylor, a Harvard-trained neuroanatomist, describes her slow recovery from a severe stroke. But Cherkaoui avoids a biographical approach. Rather, he makes the production itself a new world, a complex theatrical organism dancing to an original score by Szymon Brzóska, played by the Mosaic String Quartet and pianist Aaron Wunsch.

Tsu-Ku-Tsu (2000), a dance for the full six-member company, is set to a Japanese taiko score composed by Leonard Eto, adding much artistry to Pilobolus’s distinctive acrobatic athleticism. In Dog id, a production credited partly to Steven Banks, the head writer of the animated television series SpongeBob SquarePants, a girl finds herself trapped in a fantasy of shadows. Then there is Michael Tracy’s 2001 Symbiosis, set to music by composers including Arvo Pärt and George Crumb. Jonathan Wolken is represented by his 2004 Megawatt, a tour de force of motion that bumps along to thudding scores by Primus, Radiohead and Squarepusher. Finally Shizen, from 1978, celebrates the beauty and strength of the human body. This is what Pilobolus is best known for: living sculpture exhibits. Ted Stoffer/Sayaka Kaiwa. 12, 13 Feb. In Under erasure. Ted Stoffer formed Aphasia Dance Company in 1998 to create a framework in which to investigate the language of the human body. He believes in observing the rhythm of breathing, thought, action, reaction and contemplation. Sayaka Kaiwa is a choreographic assistant to Stoffer. She sees physical movement as a basis of communication, and dance as a fundamental form of universal expression. Benoit Lachambre. 14 Feb. The Canadian artist Benoit Lachambre has developed in the international dance community for almost 30 years as a choreographer, dancer, improviser and teacher. In 1996 he founded his company Par B.L.eux, devoted to contemporary and interdisciplinary choreography.

Accra Ghana’s cocoa weddings. On 14 February 15 couples will make their wedding vows at a group ceremony at the international conference centre in Accra. The ceremony is part of a week-long festival from 7-14 February titled Chocolate Food for Love organised by Centuries International Cocoa-Chocolate Festival Organization (CICCFO), a non-governmental organisation dedicated to promoting the cocoa industry in Ghana. Food for the wedding reception will be provided by the Ghana Gastronomy College at Tema in Accra, according to a statement on the CICCFO website. The menu will have a predominantly chocolate theme. The chocolate festival, the first of its kind in Ghana, will also see events at district and regional level. If all goes to plan the festival will become an annual event. Based in the capital Accra, CICCFO works to establish small and medium-sized industries in the areas of cocoa production and processing into chocolate, cake, soap, body lotions, hair cream and cocoa powder for home consumption and export. Arusha Kilimanjaro Marathon 2010. 28 Feb. The eighth edition of the annual Kilimanjaro Marathon begins as usual from the town of Moshi in northern Tanzania. In addition to the standard 42.2 km marathon there is also a 21.1 km half marathon. Both events begin and end at Moshi stadium and involve a gradual climb to Mweka on the slopes of Mount Kilimanjaro. The marathon is supported by the Tanzania Tourist Board, the Tanzania Amateur Athletics Association and the International Association of Athletics Federations and typically attracts runners from Tanzania, Kenya and beyond. While some have questioned the potential costs of such a venture, especially as some new facilities would have to be built in Barcelona, Hereu sees the move as having a positive economic impact on the whole region. “They would strengthen the Euro-region in the south of Europe,” he said in a statement. The wining bid for the 2022 Winter Olympic games will be announced in October 2015. Barcelona previously hosted the 1992 summer Olympics.

Brussels Brussels Molenbeek on tourist route. City authorities in one of Brussels most deprived areas have invited tourist sightseeing bus tours to include the area of Molenbeek – known for its mass social housing, poverty and street crime – in their classic tours of the Belgian capital. Local councillor Olivia P’tito put the idea forward after tourist buses were diverted past her municipal offices. Director Nabil Ben Yadir also filmed part of his recent success, Les Barons, in the area known locally as ‘Petit Manchester’. P’tito and councillors for French culture, Francoise Schepmans, and tourism, Jamal Ikazban, say that it is time for tourists to discover other facets of the capital aside from the MannekinPis, including the more industrial and working class areas. Ikazban already runs a tourist train around Molenbeek on traffic-free holidays.

Stolen antiquities conference. Egypt is to host a conference on the return of antiquities in Cairo in the spring. It is estimated that about 30 countries, including Italy, Greece, Mexico, Peru, Afghanistan, Iraq, Cambodia and China, will attend. No date has yet been finalised for the three-day conference, but it will probably be in April. The conference will be organised by the Supreme Council of Antiquities, whose head, Zahi Hawass, has spearheaded the campaign to have artistic treasures now in the hands of other countries returned home. The aim of the conference is to agree on some form of joint group action and to draw up a list of the main antiquities concerned. Photographer Olaf Otto Becker dramatically depicts Egypt is at present demanding the melting of the Greenland ice-cap in Songs from the return of the Rosetta Stone from the Cold Seas in Copenhagen. the British Museum, just as the Greek government wants the return of the Elgin marbles also in the British Museum. Egypt’s national committee for the return of stolen artefacts is about to draw up a formal request for the return of the bust of Nefertite now on display at the Neues Museum in Berlin. This has been ruled out so far by the German authorities on the grounds that it is too fragile to travel.

Barcelona Barcelona bids for Winter Olympics 2022. Barcelona mayor Jordi Hereu has announced that the city will be putting forward a bid to host the 2022 winter Olympic and Paralympic games. The opening and closing ceremonies and all indoor sports, such as figure and speed skating, ice hockey and curling, would be hosted in the city while the remaining events would take place in the Pyrenees. If the bid were successful it would make Barcelona the first city ever to host both the summer and winter Olympic games. Winter Olympics are usually held over 16 days during the month of February. Hereu says that the bid has been given the go-ahead by the International Olympic Committee and that the enthusiasm of Barcelona residents would make the games succeed.

Songs from the Cold Seas. Until 6 March. Combining the artwork of two contemporary artists working in Greenland with early documentary photographs from the museum’s collection, Songs from the Cold Seas sheds light on Greenland’s climate change. Olaf Otto Becker dramatically depicts the melting of the ice-cap while Tiina Itkonen documents day-to-day life in the world’s northernmost inhabited region. Their work is set against the backdrop of William Bradford’s landmark 1873 book The Arctic Regions, one of the earliest examples of expedition photography and an important reference point for both Becker and Itkonen. 10.00-19.00. Dar es Salaam Zanzibar music festival 2010. 11-16 Feb. Musicians from all over Africa perform in the annual Sauti za Busara (Sounds of Wisdom) international festival celebrating east African music.

The annual Sauti za Busara music festival returns to Zanzibar mid-February. This year’s edition, organised by Busara Promotions, boasts a line-up of over 30 artists almost exclusively from Africa, including Thandiswa Mazwai from South Africa, Malick Pathé Sow from Senegal and Jimmy Omonga from Democratic Republic of Congo. The festival opens with a colourful street parade featuring a beni brass band, drummers, wanandege (umbrella women), dancers, stilt walkers and acrobats, and closes with a party at the Sau Inn, Jambiani, on Zanzibar’s east coast, with Swahili cuisine, acrobats, fire-eaters and dancing. There will also be a progarmme of fringe events around the island before, during and after the main festival. Milan Resca made commissioner of Brera. Mario Resca, director of cultural heritage at the Italian culture ministry, has been appointed commissioner of Brera in Milan. The former head of McDonald’s Italy has the main goal of turning Brera into an internationally competitive museum and re-launching its image worldwide. One of Resca’s first tasks will be to oversee the controversial transfer of the academy of fine arts, otherwise known as the Brera Academy, established in Palazzo Brera in 1776, to a former army barracks on Via Lorenzo Mascheroni, not far from Porta Magenta. The move has been made necessary by the growth of the prestigious artistic institution in recent years. The new premises are currently undergoing renovations and should be ready in February 2010. The move has the support of academy president Gabriele Mazzotta, who believes the institution will gain about 1,000 sqm of extra space as a result. However it is being opposed by the academy’s director, Professor Gastone Mariani, who argues that the former barracks are too small and that they have only limited green areas and are surrounded by buildings that are still used for military purposes. The relocation of the academy will make way for the expansion and restyling of the Pinacoteca, or art gallery, which was also established in Via Brera in 1776. This will be done in accordance with an ambitious project by the Milanese architect Mario Bellini, which includes a glass dome over the internal courtyard among other things. Gabrielle Bolzoni

Rugby returns to Rome Sabina Zambon

he Six Nations rugby championship returns to Rome in February and tickets are sold out for the two home matches in the capital: Italy against England on 14 February at 15.30, and against Scotland on 27 February at 14.30. Despite football remaining the number one sport in Italy, in the past few years rugby’s popularity has grown exponentially. Just consider a few statistics: in the first decade of the new millennium the number of registered players (amateur and professional) at the Federazione Italiana Rugby (FIR) more than doubled, from 33,591 in the 2000-2001 season to 77,291 in 2008-2009. And in November 2009, for a friendly test match against New Zealand’s mythical All Blacks, a prelude for the Italian side in view of the Six Nations fixtures, Milan’s San Siro stadium was packed to bursting with 80,000 spectators, something that it hasn’t witnessed for a long while for a football game. The Italian side, which will debut with an away game at Croke Park in Ireland on 6 February, was allowed entry to the most important rugby union tournament in the northern hemisphere in the year 2000. Initially founded in 1883 under the moniker Home International Championship with only Wales, England, Ireland and Scotland competing, it welcomed France into the fold in 1910 (Five Nations) and was then rechristened Six Nations when Italy joined. The azzurri team hasn’t exactly left its mark against the colossi of international rugby: in the ten editions it has taken part in, it has only won six games, “conquering” the Wooden Spoon – a symbolic award given to the team which has lost all six matches of the The Six Nations tournament – four times. At the end of the 80-minute match, all differences are laid aside for the traditional “third half”, during which both teams’ fans discuss the match over a beer and sandwiches laid on by the home squad’s supporters. For Italy’s home games this year the official sponsor of the FIR, Birra Peroni, is setting up the Terzo Tempo Peroni Village near the Flaminio stadium, a covered zone with a huge screen projecting the match for those unable to get their hands on tickets. Recent research on sports marketing by Acciari Consulting and Censis Servizi defined rugby as a “tribe sport” because of its distinctive cultural, lifestyle and bonding traits, making it particularly mouthwatering for advertisers and sponsors. This is one of the reasons that the International Olympic Committee has decided to re-admit the game, in its seven-a-side variant (rugby union teams comprise 15 players), as an Olympic sport in 2016 after an absence of 92 years. That rugby matches are very different to football games is demonstrated by the fact that booing is a rarity. in last year’s heavy 38-9 defeat against Ireland. And the captain, Sergio Parisse, who will not be taking part in this year’s edition due to a serious injury to his right knee, had a few words to say about that: “If people want to boo, they should go and see another sport.” He will be heavily missed by the team coach, the Briton Nick Mallett, who will rely upon brothers Mirco and Mauro Bergamasco, Martin Castrogiovanni and Salvatore Perugini as the team’s pivotal players. Ireland, holders of the title, are tipped to win the trophy, but France should give them a run for their money, having proved themselves in the past few months with victories against the mighty New Zealand and South Africa. Scotland look like they will battle it out against Italy to avoid the bottom rung, although with Ladbrokes’ odds on Italy coming in first at 251-1 (three weeks before the start of the tournament), it might be worth a flutter. Due to the overwhelming demand for tickets for home games, the seating capacity at the Flaminio stadium has been expanded to 33,000 thanks to the installation of new stands. It is still, however, too small. In October 2009 the International Rugby Board gave an ultimatum to the FIR: the stadium must either be extended to seat 40,000 spectators by 2012, or a new venue must be found. Rome came close to losing the Six Nations but this was narrowly missed thanks to an agreement between the FIR and Rome city council in January 2010. This autumn contractors should move into the Flaminio stadium to add extra seating, which will extend upwards on top of the current stands, and the remains of a Roman burial ground discovered on the premises in 2008 will be put on show, protected by a glass enclosure. And so even a rugby match in the eternal city will turn into an occasion for a bit of archaeological sightseeing.
