s we write it is hard to know exactly how the latest scandal will play out. We don’t know if civil protection chief Guido Bertolaso, despite the ongoing support of prime minister Silvio Berlusconi, will be forced to resign. We don’t know of what, if anything, the country’s most admired high-profile official is actually guilty. What we do know is that the preliminary results of an investigation into collusion, corruption and bribery by high-ranking civil servants and a group of unscrupulous costruttori (real estate developers) that has been carried out over the last 18 months by the ROS Carabinieri (organised crime branch) on orders from the public prosecutor’s office in Florence has left a sour taste in most people’s mouth. In the first place, it is hard to calculate the psychological effect the accusations against Bertolaso of corruption are bound to have on Italians who were still capable of trusting people in the public sphere. In addition, the particularly sleazy details regarding an encounter allegedly arranged by contract-hungry businessmen for Bertolaso with a Brazilian woman named Monica, whether true or false, are bound to sully the reputation of this highly-experienced civil protection expert forever. Gleaned from phone-tapped conversations (which are not supposed to be published but somehow always seem to find their way into the columns of newspapers), the sordid accounts published in banner headlines make it clear once again (witness the recent sex shenanigans of the prime minister and the former governor of the Lazio region, Piero Marrazzo) that in this country many men in power, even those who don’t take bribes, seem unable to resist the temptations of sex. Secondly, the events that began unfolding on 10 February when the prosecutor of Florence issued four arrest warrants and announced that various other people, including Bertoloso and one major politician from Berlusconi’s Popolo della Libertà, were being investigated for corruption, suggest that the Clean Hands investigation in the 1990s that followed Tangentopoli, the mega-scandal that effectively brought down Italy’s post-war party system, accomplished next to nothing. This is not another Tangentopoli, where it was discovered that kickbacks were being asked by politicians to finance several major political parties. This, in contrast, appears to be a scandal involving kickbacks from, and favours to, businessmen that were geared to personal enrichment and little else. Most of the alleged corruption charges so far appear to be linked to contracts awarded to companies for the buildings and infrastructure designed to host last July’s G8 meeting, originally scheduled on the Sardinian island of La Maddalena and later moved to L’Aquila. All this has brought to light a major anomaly that had gone more or less unnoticed, which is that a section of the civil protection department (which is usually associated with emergencies and natural disasters) called Grandi Eventi (Major Events) is involved in organising events as disparate as the G8 summit, the coming Milan Expo 2015 and the 11 infrastructure projects planned for the 150th anniversary of Italian unity next year. One of the reasons for this is that the government itself knows that bureaucratic procedures in Italy are so arcane and overly complicated that nothing can get done quickly. In an interview published on 14 February by the country’s major economic daily, Il Sole 24 Ore, Bertolaso himself replied to a question on this issue saying: “In a country like ours, where there are no functioning rules and where procedures are largely out of date, in the end everyone – on the left and on the right – calls on us to build highways, railroads, garbage tips, incinerators and so on. Should we say no?....What I wanted was to demonstrate that even in Italy things could be done well and even better than in the private sector.” But the result was to create an enormous structure with enormous responsibilities headed by a man who, whether he sought it or not, wielded, together with his staff, enormous power. And evidently that just cannot work in Italy, a country which as Pier Ferdinando Casini, leader of Unione di Centro, said in mid-February “just has too many thieves”. Wanted in Rome

Music, the food of love Long-term music goer and old timer American ex-pat Jason Lamont suggests looking beyond the historic centre for the authentic Roman music scene. He recommends checking the local daily newspaper Il Messaggero and going to neighbourhoods such as S. Lorenzo and Pigneto, and to venues such as Init Club Roma and Il Circolo degli Artisti in the Casilino area. However, he agrees that, besides the legendary Big Mama Club in Trastevere, in the historic centre live music is hard to find. Il Pentagrappolo, a charming wine bar near the Colosseum, is one place that guarantees live music every weekend. With live vocalists and jazz instrumentals every Thursday, Friday and Saturday night from 22.00-24.00, the venue attracts a sophisticated crowd. Happy Women’s Day

St Andrew’s goes dancing

Since 1911, 8 March has been International Women’s Day – a day to celebrate women’s achievements all over the world. This day is celebrated as Festa della Donna in Italy, and the traditional gift is a bunch of mimosas. Throughout Italy state-run museums are open to women on 6-7 March (a weekend) free of charge as a way of celebrating women who have contributed to all the arts. In Rome, the Professional Women’s Association, an international networking organisation, is marking the occasion on 7 March with a trip to a production of Abelardo e Eloisa Prigionieri d’Amore, based on the tragic love story of the 12th-century French intellectuals Pierre Abelard and Heloise, at the Basilica di S. From March through June the zoo is holding Happy Hours with experts in their field, addressing the theme of biodiversity. On 11 March Marco Bologna from the Università Roma Tre will answer questions on the significance of wildlife exploration in the next millennium, and on 25 March Francesco Roverro of the Museo di Trento will discuss the biodiversity of Tanzania’s rainforests. Lenten Rice Bowl This year the annual Rice Bowl charity initiative organised during Lent by Churches Together in Rome, the umbrella organisation for the English-speaking Christian community in the city, is in favour of St Joseph Orphanage in Roxas City in the Philippines. People are asked to forego one meal a week and donate the money saved to the appeal. The funds will be used to carry out repairs and buy furniture and equipment for the orphanage, which cares for abused, neglected, abandoned or orphaned girls and has a feeding programme for local schoolchildren and disadvantaged members of the wider community. A poem for Keats and Shelley The closing date for this year’s Keats-Shelley House poetry prize for the city’s schoolchildren is 7 May. Martha Argerich & Friends I and II. 14, 17 March. The acclaimed Argentinian pianist Martha Argerich is in Rome for two evenings of music almost exclusively by Argentinian composers. Born in Buenos Aires in 1941, Argerich began performing in public at a very early age and won the international Frederic Chopin Competition in Warsaw in 1965, at the age of 24. Since then she has gone from strength to strength, performing across the world, although her dislike of publicity has kept her out of the limelight. The first concert is called South American Getaway: Tangos, with music by Piazzolla, Ginastera, Ramirez and Guastavino. The second, South American Getaway: Paisajes Sonoros, features music by Piazzolla, Bacalov, Lecuona and Guastavino. Accademia Nazionale di S. Cecilia. Rome Vertigine 2010. 4-7 March 2010. This is the first edition of a mini-festival dedicated to new names in Italian theatre. Headed by artistic director Giorgio Barberio Corsetti, an international jury will evaluate a selection of 15 new works, awarding €10,000 to the winner. The initiative is designed to breathe new life into the theatre by presenting new work to Italian, European and international festival and theatre directors. This scientific/didactic exhibition reveals the secrets of the technology that underpinned Roman civilisation and made the expansion of Roman commerce and military power possible. Dedicated to the activity of Graziella Lonardi Buontempo, collector, patron and publicist, whose passion for contemporary art was vital to the Transavanguardia artists. Roommates/Coinquilini: Valentino Diego/Pietro Ruffo. The second opportunity for young Rome curators and artists to compare and contrast the works of their contemporaries - this time of Valentino Diego and Pietro Ruffo - displayed in the same room. Enzo Cucchi Costume Interiore. The main hall of the museum hosts a cylindrical tower by Cucchi, one of the major artists of the Transavantguardia, containing thought-provoking interior images. Ilya & Emilia Kabakov: The Blue Carpet. This work by the Russian-born, American-based artists is from the museum’s own collection. Organised by various city cultural institutes, this little poetry festival presents three different poetic itineraries, each of them tied to a different venue: at Sala S. Rita the theme is Visioni; at the Casa dei Teatri the theme is La Poesia va in Scena; and at the Casa della Memoria the theme is La Poesia Civile. Actors and actresses are included in the programme of romantic poetry, opera librettos, exotic verses, the beat generation and so on. Fluxus Biennale. 2010-2011.This two-year project put together by Achille Bonito Oliva is dedicated to Fluxus, the international collective of artists that formed in the 1960s and blended different artistic disciplines and media. The project opens with an exhibition of work by Lithuanian artist George Maciunas (26 Jan-17 March), the creator and coordinator of the Fluxus group. On 3 March there will be a concert, Telephones and Birds, in homage to American composer John Cage. dance Ferrara Compagnia Virgilio Sieni. 16, 17 March. In Oro, choreography by Virgilio Sieni. Sieni’s recent creation, Oro, explores Lucretius’ De Rerum Natura through a journey into the ages of man. Four separate episodes reflect on the fleetingness of life from the point of view of equilibrium, blindness, the age of the body and death. Along with the company’s dancers, Oro presents some choreographic moments featuring groups of ordinary men, women and children who Sieni has involved in the project. Florence MaggioDanza. 6-10 March. In Don Quixote, choreography by Vladimir Derevianko. Don Quixote is based on the epic masterpiece by Miguel de Cervantes. The most successful choreography for the ballet was created by Marius Petipa at the height of his career in the late 1860s. The role of Don Quixote, the title character in the ballet, is usually portrayed by an older dancer, and in fact neither Don Quixote nor his sidekick, Sancho Panza, are heavily involved in the storyline. Milan Momix. 2-28 March. In Bothanica, choreography by Moses Pendleton. The much-loved company of virtuoso acrobatic dancers does its bit in this age of ecological awareness with choreographer Moses Pendleton’s latest crowd-pleasing creation. As always, the troupe performs to a backdrop of clever set designs and tricks of light that create breathtaking optical illusions. The ultimate aim of the production is to illustrate the existing relationship between humans and nature through the concept of metamorphosis. Palermo Balletto del Teatro Massimo. 17-21 March. In Coppelia. The ballet is an adaptation of The Sandman, a story written by E.T.A. Hoffman. With music by Leo Delibes, it was first performed in Paris over 100 years ago. Over the years there have been many different productions all over the world. To quote from one description, this humorous story takes place in the storybook village of Olympia in southern Poland. It’s about a clever young girl named Swanilda, her silly boyfriend (Franz), a beautiful mechanical doll (Coppelia) and a funny old toymaker (Dr Coppelius), who dreams of making a doll who would come to life. Rome’s opera theatre is staging a new production of the popular opera Mefistofele by Arrigo Boito, not seen in Rome for over half a century. La Scala is returning to Wagner’s romantic opera, Tannhäuser, under the guidance of Zubin Metha (conductor) and Carlus Padrissa (director), who were responsible for the success of the Der ring des Nibelungen staged two years ago in Florence. Al Teatro dell’Opera di Roma fa la sua ricomparsa, dopo ben 51 anni di assenza, Mefistofele di Arrigo Boito (16–23 marzo), che si annuncia come una nuova produzione nel rispetto però della tradizione più classica e più che consolidata; ci sarà infatti il regista Filippo Crivelli, che allestirà uno spettacolo sui bozzetti storici dello scenografo Camillo Parravicini, e ci sarà un cast di artisti di sicura resa: il direttore Renato Palumbo e i cantanti Orlin Anastassov, Stuart Neill, Amarilli Nizza e Teresa Romano. Hermanis says that the story, which sees Wiktor Ruben return to the country home where he lived as a tutor to a family of six sisters 15 years previously. It is impossible not to be reminded of Federico Fellini’s film City of Women. However Hermanis says that Iwaszkiewicz’s text features other qualities and characteristics, including the fact that it is strikingly reminiscent of the writings of Marcel Proust. In Italian. Cape Town

African Cultural Capital Project 2010. 11-13 March. This project is the result of a Franco-German workshop entitled Accra on the way to becoming a cultural city, which took place in 2008 and has given rise to a movement to turn the city into a cultural capital. This is being led by the Accra Culture and Arts Network (ACCRACAN), whose aim is to raise the international profile of Accra, draw locals’ attention to cultural activities and artistic events in the city, improve the cultural infrastructure and promote creativity and innovation. Athol Fugard theatre opens. The Fugard Theatre has opened in Cape Town’s legendary District Six area, one of the main symbols of the apartheid area. The theatre is named after the leading South African playwright, novelist, actor and director Athol Fugard, who is an iconic figure in South Africa thanks to his political plays opposing apartheid. It is located within the Sacks Futeran building, a national heritage site, with the original decommissioned Congregational Church Hall in Caledon Street as its entrance, and includes a 270-seat auditorium, rehearsal room, foyer, dressing rooms and facilities for staff. The theatre is the home of the renowned Isango Portobello Theatre Company, which began life in 2006 as a collaboration between South Africanborn film, television and theatre producer Eric Abraham, British-born South African film writer and director Mark Dornford-May and South African opera singer and actress Pauline Malefane. The opening season includes two Isango Portobello productions that have already been performed internationally to unanimous acclaim, as well as the much-anticipated premiere of Fugard’s new play, The Train Driver, starring South African actors Sean Taylor and Owen Sejake and directed by the author himself. The play is based on the true story of Pumla Lolwana who died, along with her three children, when she stepped in front of a train on the Cape Flats in December 2000. It takes the point of view of the train driver who visits the woman’s grave in an attempt to come to terms with what happened. District Six was established in the mid 19th century as a mixed area but during the first half of the 20th century, black South Africans were forcibly removed and relocated to the outlying Cape Flats. In 1966 the district was declared a white area under the 1950 Group Areas Act and much of it was subsequently destroyed. Following the end of apartheid in 1994 the government began a programme of rebuilding, allowing some of the former residents to return. Barcelona De Cajón! Flamenco Festival. 9 Jan-3 April. Organised by The Project, De Cajón! The Barcelona Flamenco Festival was first held in 2006 and is now the city’s most important celebration of flamenco as an art form. The festival takes place in a variety of venues across the city such as the Palau de la Música Catalana concert hall, and includes every genre of the flamenco discipline. Brussels El Greco. 4 Feb- 5 May. El Greco has not always enjoyed the honour of being regarded as the master of Mannerism and one of the greats of the Spanish School of Painting. It was almost 300 years after his death before he was truly recognised, when in 1908 the art historian Cossío published a study of the artist. This exhibition at BOZAR is important, not just because of the treasures it presents, but because it is the last time that Toledo’s El Greco museum is allowing this series of paintings to leave the city. Lagos city hall reopens after renovations. The historic city hall on Lagos Island, the seat of the secretariat of the Lagos Island local government authority, is back in use after a restoration costing N5.2 billion. Built in 1968 as the seat of the then Lagos city council, the building was badly damaged by fire in 1997 and subsequently abandoned. In 2007 then governor of Lagos State, Asiwaju Bola Tinubu, contracted a local construction company to restore and modernise the building with a view to turning it into a historical and tourist attraction. The “new-look” city hall boasts 85 offices, bank facilities, a banquet hall, air conditioning, parking for 130 vehicles, a back-up power supply and underground water storage tanks for firefighting purposes among other things. The facility will now be managed on behalf of the local authorities by a team of consultants who will oversee bookings, usage, maintenance and security on and around the premises. It is already slated to host a local beauty pageant and gala dinner on 3 April.

Milan Butterfly Oasis becomes a permanent museum. The temporary Butterfly Oasis in the Indro Montanelli gardens near Porta Venezia is being turned into a permanent “living sensorial museum”. The museum, which is due to open before the summer, will be housed inside a special pavilion located between the Natural History Museum and the Planetarium in the gardens.

The butterfly oasis opened in 2008 as a temporary project but following the success of last year’s exhibition Mimetism: The Strategy of Deception the city council decided to expand the structure and make it a permanent feature of the gardens. The new museum will occupy an area of about 1,700 sqm surrounded by 33 maple trees and it will have a centre for environmental education, a tropical garden and a greenhouse recreating the world’s most unusual environments including a rainforest containing hundreds of different butterflies as well as rare botanical species and animals. Paris Paris get tough on bouquinistes. Paris’ world-famous riverside booksellers – the bouquinistes – are being called to order by city authorities after many have been found selling tourist souvenirs and objects “made in China” and unlawfully subletting their stalls. The town hall has been accused of a lack of vigilance over the last decade since authorities removed the regulatory officer who policed the bouquinistes. From April, however, the city council is taking back its power and will remove stalls from holders if they are found to be flouting regulations. It has also announced that it will be imposing upkeep of the boxes and removal of graffiti on stallholders. In October the city will hold a day dedicated to its booksellers – the Journée des Bouquinistes. Over 200 booksellers share the 940 stalls that line the banks of the Seine.

Vienna Leopold Museum watercolours go on show. A collection of rarely seen watercolours will be on display at Vienna’s Leopold Museum for two months from March this year to commemorate the 85th birthday of founder Professor Rudolf Leopold. Around 150 watercolours, many of which have not been shown in public since the museum was opened in 2001 because they are so sensitive to light, have been chosen from the museum’s collection of 6,000 paintings by Leopold’s wife Elisabeth. The paintings cover 200 years of work from artists of the Biedermeier era to the 1980s and include Carl Schindler, Thomas Ender, Ludwig Heinrich Jungnickel, Josef Dobrowsky, August Rieger and Karl Stark.
