ometimes it feels as if things in Italy never change; at others that they change so quickly that it is impossible to understand what is going on. The political happenings in early March fell into the second category. In the article on page 5 James Walston describes the political situation as it was on 3 March. A week later, when his page had gone to press, the focus changed. The spotlight moved from corruption scandals to a seemingly lesser issue. In Lazio and Lombardy irregularities in the lists of candidates vital to the success of prime minister Silvio Berlusconi’s party, Popolo della Libertà (PdL), put them in danger of being excluded from the ballot papers for the regional elections on 2829 March. Problems with signatures and the late presentation of documents were causing a major political upheaval. On the many occasions that we discuss Italian politics in our editorial offices we often observe how seemingly dramatic events blow up out of the blue only to disappear again just as quickly. Stand still long enough, we say, and the wheel will come full circle, bringing you back to where you started. It could therefore be that when this edition of Wanted in Rome goes on sale on 17 March the controversy about the electoral lists will have been forgotten. But whether or not it will still be a major election issue in mid-March the story of the lists epitomises in many ways just how difficult it is to live and work in Italy, a country where the rules are either fossilised or change too rapidly, where there are too many regulations or too few, where there are few certainties but where there is always a solution, albeit a byzantine one, in the end. Was it because of arrogance or sloppiness that some PdL candidates in two of the country’s most important regions, Lazio and Lombardy, missed their deadline at the electoral offices or didn’t have the right signatures on their papers? Perhaps it was a bit of both, but the end result was that precious time was spent trying to find a constitutionally acceptable way of getting the flawed lists accepted. Eventually the PdL-led government decided that omissions in the way the PdL lists had been presented were not that serious after all and could be rectified if a slightly more forgiving (or elastic) interpretation were put on the electoral regulations. In other words it didn’t matter that the PdL hadn’t bothered to be precise enough to stick to the rules; that was only a formality. But it did matter if PdL candidates in two of the country’s most populous areas were excluded from the ballot papers; that would be undemocratic. Which was the greater of the evils? Berlusconi’s government had no doubts and his cabinet rushed through a reinterpretation of the rules. The president of the republic, Giorgio Napolitano, within the limited powers that he has under the constitution, decided that he had no choice but to accept the government’s solution. And then the battle moved back to the courts. The episode raises a series of difficult questions. First of all, if the rules are so meaningless why are they there in the first place? Secondly, if they are not meaningless how is it possible to change them so quickly? Thirdly, what are the consequences of moving goal posts at the outset of a match, even if permitted to do so? Perhaps the teams will play a better game to win? But what are the feelings of the supporters in the stands? What do law-abiding Italians think, those who are sent back time and again from public offices because they don’t have quite the right documents, because their signatures haven’t been authenticated properly or because they have arrived a little late? Is it really true that Italy is a country where the rules don’t count, or worse, where they count for some but not for others? Perhaps the results of the regional elections will provide some answers to these questions? Footnote. As we went to press on 9 March the presidential candidate for the centre-left in Lazio, Emma Bonino, was thinking of withdrawing from the elections and there was talk of postponing the vote in the region. Looking to the regional elections James Walston

A

ll local elections give politicians and pundits a feel of what a country is thinking and are often just treated as a barometer for the government; but the regional elections in 13 out of Italy’s 20 regions on 28 and 29 March are much more than a glorified opinion poll. They will distribute real power over key political resources such as health, education and industry as well as a lot of jobs. Their outcome will also directly affect key issues such as the economic recovery and the way corruption is dealt with. For these elections, prime minister Silvio Berlusconi’s name and face are hardly visible in the campaign. He does not feature on the posters and has kept a very low profile with almost no appearances on the stump. He has made it very clear that whatever the results, there will be no change in the government. In regional elections in 2000 Massimo D’Alema staked his premiership on the outcome and lost, and in 2005, when Berlusconi was prime minister, the centre-right suffered a heavy defeat. This is not likely this year but there could be some surprises; in the north the right-wing Lega Nord is very probably going to do well and in some places Umberto Bossi’s party might overtake Berlusconi’s Popolo della Libertà (PdL). Hence the prime minister’s unusual absence from the limelight; he can brush off any setbacks saying they have nothing to do with national government. The other national leaders are all very much in evidence. Pier Luigi Bersani, secretary of the main opposition Partito Democratico (PD), smiles out from hoardings offering “another Italy”. Antonio Di Pietro, leader of Italia dei Valori (IdV), also smiles from his posters promising to “create future work, economy, finance”. A sterner Pier Ferdinando Casini of the centrist Unione di Centro (UdC) says he will “choose only the best” – candidates for his party, presumably. Bossi claims that “the League doesn’t abandon you”. But they are not standing; the elections are for the hundreds of candidates who have plastered walls throughout Italy with posters of themselves with what they hope is an inveigling expression. The most important are naturally the prospective regional presidents, now usually called governatori in imitation of American states’ governors. Here in Lazio there are two women candidates, both with a long experience in politics. On the right, and the first to put her hat in the ring, is Renata Polverini, former general secretary of the Much is at stake right-wing trade union Unione Generale del Lavoro in upcoming elections (UGL). This gives her some of Fini’s prestige but is a disadvantage when there are open rifts between him and Berlusconi. One of the two critical newspaper investigations about her came from Libero, a strong Berlusconi supporter, which accused her of producing an inflated membership in the UGL when she was at the helm. The other was from the opposition Il Fatto Quotidiano, which maintains that she evaded tax on a house purchase. Her biggest supporting party, the PdL, risks not being allowed on the ballot in the province of Rome because it missed the deadline for the presentation of candidates. In Lombardy too, the centre-right has run into problems for not following the rules for presenting candidatures. On the other side is Emma Bonino, a longstanding member of the Partito Radicale and close to the party’s founder, Marco Pannella. She has served as a member of both houses of parliament and as a government minister in Italy, as a member of the European parliament and as a 17 March 2010

European commissioner; her political positions have remained constant but she has been elected in both centre-left and centre-right coalitions. There are no skeletons in her closet but her dalliance on the right does not make her popular in some areas of the left, and her secular positions on abortion and euthanasia make her anathema to many Catholics. Bonino stepped into the Lazio candidacy while the mainstream centre-left parties were trying to work out what to do after the previous president of the region, the RAI journalist Piero Marrazzo of PD, was caught in a sting operation with a transsexual prostitute in October and subsequently resigned. In the ensuing months, neither the PD nor Di Pietro’s IdV did anything to find a suitable candidate. The president of Rome province, the very successful Nicola Zingaretti of PD, was approached but decided to stay put until a more auspicious moment. So when Bonino said she would stand, there were no objections as most of the party heavyweights thought that Lazio was lost. Since then the gap between Polverini and Bonino has narrowed with one poll even giving the latter a small lead. The confusion over candidates and lack of a generally accepted way of choosing them characterised the early part of the campaign. At first the centre-left came off the worst with uncertainty and untimely and unsightly competition between candidates, especially in Puglia and Campania. In the first the PD tried to oust the very popular Communist incumbent, Nichi Vendola, only to have to eat humble pie after he won a convincing victory in local primary elections. In the second, Di Pietro accepted a PD candidate under investigation for corruption even though he has always fought to keep indicted candidates out. In some regions there has been grubby horse-trading to widen coalitions so that the UdC with a possible six per cent of the vote is running with the left in some places, the right in others and alone in still others. More recently, the debate has centered on corruption scandals, which are threatening the whole system. One involves the civil protection boss, Guido Bertolaso, and all the public works contracts he manages; the other is about money laundering and vote rigging and involves the Fastweb and Telecom telephone providers along with a senator from Calabria. As for the results, today two regions, Friuli-Venezia Giulia and Lombardy, are centre-right and will not change. The four central regions of Emilia Romagna, Tuscany, Umbria and the Marche and Basilicata in the south will stay centre-left. The other six are potential changes; Piedmont and Liguria could be held by the left while Campania, Lazio, Puglia and Calabria are marginal tending right. Most people on the left reckon that if they lose only four regions it will be an honourable defeat. Wanted in Rome

Information for immigrants

Tarquinian palace discovered

The government has set up a telephone information line for immigrant workers and their Italian employers to provide guidance on immigration issues and especially domestic work. The service, called Linea Amica Immigrazione, comes under the auspices of the ministry of public administration and is available Monday-Friday from 09.00-18.00. The numbers to dial are 803001 from a land-line phone or 06828881 from a mobile phone; these are the same as for the pre-existent Linea Amica service launched by the ministry in January 2009 to provide general information and assistance to Italians in their dealings with the public administration. Callers need to select menu option two; the service is available in English, French and Spanish as well as Italian. For further information see http://lineaamica.gov.it/

Archaeologists have uncovered what they believe is a palace built by the family of the last king of Rome in Gabii along the Via Prenestina 20 km east of Rome. The sixth century BC edifice sits atop a hill overlooking the ancient Latin town once known as “little Rome” due to its importance as a cultural and political centre during the reign of Lucius Tarquinius Superbus, the legendary seventh king of Rome. It has three rooms with walls measuring over two metres in height in some places and shows evidence of ritual foundation sacrifice and the burial of five stillborn babies in ditches beneath the floor, as well as pieces of a terracotta roof decoration featuring the Minotaur. The palace is thought to have been the home of Sextus, the son of Tarquinius Superbus, who used deceit to take control of Gabii on behalf of his father in the late sixth century BC.

More recycling in Rome A new rubbish recycling system for commercial premises has been introduced in the historic centre of Rome. Shops, offices and restaurants are no longer allowed to leave their refuse on the street for collection. Instead it is collected door-to-door by the city’s waste collection service AMA. Businesses other than restaurants must divide rubbish into two sections: non-recyclable materials and paper products. These are then collected from the premises each day. Non-recyclables are collected Monday to Saturday 09.00-12.00; paper and cardboard Monday to Saturday 13.00-20.00. All premises have been provided with instructions and a schedule for collection. Refuse from restaurants must be divided into an additional two sections – food and organic, and glass, plastic and metal – to be collected from the premises every day at an agreed time. Non-recyclables are collected daily 20.00-02.00 and paper and cardboard Monday to Saturday 13.00-20.00. However restaurants in nine areas around Piazza Navona, Campo de’ Fiori and the Pantheon have to take food leftovers and non-recyclables to mobile points each day 20.00-02.00. Brown bins are supplied for food and organics, which must then be placed in red sacks; blue bins and blue sacks are being distributed for glass, plastic and metal. Via Veneto. However they are not allowed on Via del Tritone, Via Barberini, Via IV Fontane or any of the roads leading up from the Trevi fountain, Piazza di Spagna or Piazza del Popolo. It is therefore not very clear how they will be able to get to Villa Borghese. In addition all carriages must have licence plates and must not work longer than eight hours a day. The horse must also have a break from work in the middle of the day and must have regular health checks by cityapproved vets. The regulations have been introduced in response to various accidents with the horsedrawn carriages in the last few years. The most serious was in 2008 when a horse had to be put down on Via dei Fori Imperiali after breaking its leg. A special emergency veterinary service has now been set up to deal with such accidents. However animal rights’ organisations are pushing for the botticelle to be outlawed completely on the grounds that it is cruel for the horses to work in the midst of Rome’s traffic. The Lega Antivivisezione (LAV) has announced that it will take Rome’s mayor to court at the next accident.

Swiss Institute opens

Archaeologists believe they have uncovered a palace built by the family of the last king of Rome.

The presumed palace came to light during excavations in the last quarter of 2009 and archaeologists say it is the first structure of its kind to have been discovered in Italy in such good condition. Most buildings dating to this period were destroyed during the republican and imperial eras. Excavations are due to continue in the spring, when archaeologists hope to uncover further evidence of what must have been a monumental roof and ornate interiors, and there are already plans to turn the area into an archaeological park. New rules for botticelle Rome’s horse-drawn carriages, or botticelle, have been banned from the city’s seven hills. In future they will only be allowed along the flat parts of Rome, which means almost anywhere from Piazza del Popolo to the Colosseum, across the river to the Vatican and Trastevere and in Villa Borghese and along

Located on Via Ludovisi, the villa was built between 1903-1905 to plans by the Swiss architect Otto Maraini, who later worked on the Hotel Excelsior in the nearby Via Veneto. Originally commissioned by the architect’s brother Emilio, a wealthy sugar merchant, the villa and its gardens were donated to the Swiss Confederation in 1947. An eclectic edifice, it was inspired by the traditional Italian city villas such as Villa Medici and Villa Borghese and it wears its baroque influences on its sleeve. It is decorated with both copies and originals of ancient sculptures, as well as fragments of ancient architectural finds. Nestled on an artificial hilltop, it offers breathtaking views of the capital from its Belvedere tower and is surrounded by picturesque gardens which house a nymphaeum in the form of a cave. The Swiss Institute in Rome promotes cultural understanding of Switzerland, as well as artistic and scientific exchanges between Switzerland and Italy. Rome Tracey Emin.Why be afraid… 19 Feb-4 April. Conventional wisdom has it that you can’t have it both ways; that you either display yourself as an academically trained, highly skilled draughtsman, or as a naughty little crude punk – but Tracey Emin gets away with both. She made it in the 1990s in the company of other Young British Artists of the time, using the intimate life of her body and its dismal stories for her imagery, her gritty linework sparkling with ferocious nonchalance. Literate like all British artists through the ages, the titles scribbled on the margins are of prime importance. Here tiny pictures are wrought in scraggly threads by the sewing machine on cotton, or stamped as little smudgy monoprints on paper. Meant to be acutely shockingly open, orgasms of total abandon or pain, most of them show abortions had by pretty spread-legged little things, squirming

on the floor next to a bathtub or on a hospital bed. They are exquisitely beautiful! I want one! And a large acrylic on canvas, made of a few squiggly dashes and squishes of paint, is absolutely masterful – the well-trained academic can’t help herself. I wondered if more calmly traditional subject matter would work for her – there are a few examples – but it doesn’t. The little bloody abortions here are magnificent examples of skill and feeling. It is a pity that this gallery, specialising as it does as an outlet store for elsewhere famous international stars, could not have introduced a few larger works by this marvellous imp. The Teatro Valle celebrates actor and stage director Mauri’s 80th birthday with a series of his productions including the award-winning play Sleuth. It has been described as a brilliant parody of the Agatha Christie country-house thriller, mercilessly satirising the genre at the same time as using its technical devices to the full. It is a dramatic study of sexual conflict and jealousy between an older and a younger man, as well as a subtle psychological portrait of an inadequate and sexually-obsessed middle-aged man. Bill T. Jones/Arnie Zane Company. 17 March. In Serenade/The Proposition, conceived by Bill T. Jones. This is the first of a suite of works created by Bill T. Jones to celebrate last year’s bicentennial of Abraham Lincoln’s birth. The 60-minute work is an amalgam of distinct bits of dance movement, original music, familiar strains from The Battle Hymn of the Republic and Dixie, video projections of devastated cities, photos of Civil War soldiers, and text from memoirs and Lincoln’s speeches plus some original writing by Jones. Though Jones offers a broad choice of provocative fragments, the show’s repetitive structure invites viewers to make the connections between the pieces. Ilya & Emilia Kabakov:The Blue Carpet. This work by the Russian-born, American-based artists is from the museum’s own collection. Eifman Ballet of St. Petersburg. 17 March. In Anna Karenina, choreography by Boris Eifman. The work sketches the narrative of the Russian heroine, torn between domestic duty to husband and son and uncontrollable passion for a dashing officer. Eifman translates emotion into motion, moving his dancers boldly and, like Martha Graham, has the theatrical instinct to know when the soul-searching duets and trios need a change of pace. Scenes of Anna, her husband Karenin and her lover Vronsky, who wrestle their emotions and each other, alternate with elegant, rowdy, or gaudy ensemble sections such as the opening party where Anna meets Vronsky amidst a swirling sea of waltzing couples. Opera Notes Opera goers who missed two of last year’s controversial productions – Don Giovanni at Marcerata last summer and Roméo et Juliette at La Fenice last winter – get a chance to see them now in Ancona and Verona. Gli spettatori che lo persero l’estate scorsa a Macerata, adesso possono recuperare Don Giovanni di Mozart con la regia, le scene e i costumi di Pier Luigi Pizzi (19 e 21 marzo) al Teatro delle Muse di Ancona. È uno spettacolo che ha diviso la critica: c’è chi l’ha definito “di alto livello” e chi “più discutibile che audace”. È ambientato in uno spazio bianco e nero, con grandi superfici riflettenti che rimandano palcoscenico e platea “in una suggestiva fusione tra teatro e vita”, dove i personaggi si rincorrono, si sfiorano, si toccano, fanno sesso e si lasciano in un gioco di seduzioni e d’inganni originale e ardito. Protagonista Nmon Ford, un basso-baritono panamese-americano che ha debuttato lo scorso anno in Italia con The Emperor Jones di Louis Gruenberg (sempre al Teatro delle Muse), la cui interpretazione gli ha fatto vincere la VI Edizione del Premio Internazionale “Franco Corelli”. Altro spettacolo da recuperare al Teatro Filarmonico di Verona è Roméo et Juliette di Charles Gounod (20-30 marzo) che andò in scena l’inverno scorso al Teatro La Fenice di Venezia tra discordanti reazioni: alla prima il pubblico lo contestò vivacemente, mentre la critica lo osannò, definendo intelligente e fresca la regia di Damiano Michieletto (esponente di punta dell’attuale generazione registica italiana e vincitore di un Premio Abbiati), che abbandona ogni realismo scenico per ambientare la vicenda in un luogo fantastico fatto da un giradischi Hi-Fi gigantesco, tra i cui componenti i protagonisti, vestiti come i giovani di oggi, esprimono la loro vitalità nell’amarsi liberamente, nel far musica, nel ballare e nel cantare e anche nello scontrarsi quando le etnie e le culture appaiono inconciliabili. A Verona dello spettacolo di Venezia resta solo il direttore, Carlo Montanaro, mentre cambia interamente la compagine vocale: Maria Alejandres interpreta Juliette, Paolo Fanale in alternanza con Jean François Borras è Roméo e le parti secondarie sono sostenute da Elena Belfiore (Stéphano), Massimiliano Gagliardo (Mercutio), Anicio Zorzi Giustiniani (Tybalt) e Alessandro Spina (Frère Laurent).

King Tutankhamun death mystery solved? The boy-king Tutankhamun may have died from malaria according to the results of new scientific research carried out using DNA tests and CT scans. Speculation has surrounded the death of the young pharaoh, who reigned around 3,000 years ago from the age of nine until his death age 19, ever since his mummified remains were discovered by British archaeologists in a tomb in the Valley of Kings in 1920s. One theory holds that he died following a fall from his chariot, while another suggests that he was murdered with a blow to the back of his head. However scientists have now discovered traces of the malaria parasite in the pharaoh’s blood, which they say may have compounded an existing condition of general poor health. It has also emerged that Tutankhamun was born of an incestuous marriage, explaining in all probability why he had a club foot, a cleft palate and a genetic bone disease, among other disorders. He is also believed to have broken a leg a few days before he died, leaving him weak and vulnerable to infection. The new evidence came to light as part of the Egyptian Mummy Project involving Egypt’s Supreme Council of Antiquities, the National Research Center, the faculty of medicine at Cairo University and two German DNA specialists. The project has also led to other important discoveries including the identification of one previously unknown mummy as Queen Tiye, mother of the pharaoh Akhenaten and grandmother of Tutankhamun, of another as Akhenaten, Tutankhamun’s father, and a third as his mother, although the identity of the latter is unknown.

Exhibition Road renewal. Work has begun on the renewal scheme for Exhibition Road in the heart of London’s main museum area. The road, which runs from Cromwell Road almost to the Albert Memorial in Hyde Park, is to get a make-over in time for the Olympic Games in 2012. Three of London’s most popular museums are located in this area: the Natural History Museum, the Science Museum and the Victoria and Albert Museum. It is estimated that about 11.5 million people visit this part of London each year. To make the area more attractive to pedestrians and tourists the whole length of the road will be transformed into a single surface made of grey granite slabs, the curbs will be removed and new street lighting will be installed. The pedestrian areas will be doubled to make access to the museums easier and there will be a strict speed limit of 20 mph for cars allowed to enter the zone. The first stage of the restyling, around the underground station of South Kensington, was completed at the end of 2009 and it will eventually be linked to the Exhibition Road area with a wide pedestrian crossing over the busy Cromwell Road. The Royal Borough of Kensington and Chelsea, the Westminster City council and Transport for London are responsible for funding the scheme, estimated to be about £20 million, and Balfour Beatty, the engineering, construction and service contractor, has been appointed to carry out the project. The whole scheme is part of the £220 million Great Outdoors project launched by London’s mayor, Boris Johnson, for 50 new parks throughout the city in the next three years.

And the new luxury Sankara Hotel in Westlands is promoting local talent and has hired Marc Van Rampelberg, the furniture designer, to buy work from Kenyan artists for its public spaces. Some of the most sought-after contemporary Kenyan artists are Peterson Kamwathi, George Lilanga, Richard Onyango and Peter Elungat, but east African artists still do not have the same international recognition as their west and southern African counterparts. Even the Pigozzi collection, the largest collection of contemporary African art in the world, only has a handful of east African works. The Pigozzi, which is based in Switzerland, has been acquired over the last two decades by Italian venture capitalist Jean Pigozzi and the French curator Andre Magnin. Parts of the collection have now been on show in several museums in the United States, the Tate Modern, the Venice Biennale and, most recently, at the Complesso del Vittoriano in Rome.

Oxford Coffee Concerts. Until 31 Dec. Established in 1986, the Oxford Coffee Concerts are now firmly etched into Oxford’s cultural calendar and produce some of Britain’s most successful chamber music series. The concerts take place most Sundays (check website for details) at 11.15 in Oxford’s Holywell Music Room, the oldest purpose-built concert hall in Europe. Opened in 1748, the concert hall seats 250 and has hosted some of the world’s greatest composers including Handel and Haydn. Paris Musée du Quai Branly reveals flood protection. One of Paris’ newest museum buildings, the Musée du Quai Branly, which opened in 2006 on the banks of the Seine, has revealed its secret weapon that until now has remained hidden from the public. Thanks to a specially designed building, which incorporates 30 m-high curved embankment walls, the museum’s collection of artefacts from African, Asian, American and Oceanic cultures is entirely protected against floods, even if floodwaters were to rise higher than the level of 1910 – the Seine’s all-time highest. The museum garden has also been planned as a flood defence and hides protective concrete walls. In the underground levels over a quarter of a million works of art are specially kept in 21 reserves. Carefully packaged and grouped in trunks that can be taken up to higher levels on trolleys, the 9,000 most precious treasures can be evacuated in six hours, another 58,000 within 72 hours and the remainder within a few days.

rom buffalo mozzarella to Parma ham, from Roman pecorino to mortadella from Bologna, right through to Neapolitan pizza, Italy shows off its regional specialities with pride. And just like the most self-respecting fashion houses, food and agricultural products now have a special label which makes them unique. They are the accreditations awarded by the European Union (EU), which in 1992 created a system to protect local delicacies under the general umbrella of Protected Food Name (PFN) stamps. They are divided into three categories: Protected Designation of Origin (PDO), which requires products to be produced, processed and prepared within a certain geographical area, and their quality or characteristics must be essentially due to that area; Protection of Geographical Indication (PGI), for which at least one production phase must take place in a determined area but not all the ingredients need to be sourced from that area; and Traditional Speciality Guarantee (TSG), which designates foods made using traditional methods but has no geographical boundaries.
