GIANCARLO LIMONI Particolare romano, 2010 acquerello su carta, 31x23 cm Limoni is of unassuming mien, but his pictures are positive, bright and outgoing. Like most of his generation, he keeps his schooling to himself, not telling us about teachers and influences. He was born in Rome in 1947 and lives here still. He was one of the first to rent a studio in a former loft of the famed Cerere pasta factory in S. Lorenzo, which is still the haunt of now well-known younger artists and galleries. Early on he worked with wooden board reliefs, in singed, scratched and cut patterns. By the time he had shown in various group shows and solo exhibitions at Fabio Sargentini’s keen avantgarde “Attico” gallery, a veritable breeding coven of new art from the 1960s-1980s, he had turned to the full exploration of colour. Not hiding a solid background of craftmanship, with a brush loaded with vivid paint, he plunged into a straightforward attack of semi-abstraction. His is an almost cocky extravagant washy approach, –with perception, time, space in a solid tangle behind it – like Turner and Monet before him. Dispersing the hues of mediterranean flesh of flower and fruit, and of foliage, lit up under after-rain skies, his work is happily applied and fresh. In today’s landscape of complicated intellectual and technical conundrums his work is breathing and rare. He is collected by Rome’s popular heroes, who know a good image when they see one. By a true painterly painter.

BERLUSCONI’S LONG HOT SUMMER

Roberto Maroni and Giulio Tremonti. Will they be the centre-right's leaders of the future?

nce again, prime minister Silvio Berlusconi is going to have a very difficult summer. For 17 years it has been unwise (and incorrect) to write him off, but now the wind really does seem to have turned. On other occasions he has spoken about possible successors and about leaving politics, but no one took him very seriously; now he might even mean it and certainly some of his behaviour suggests that he is past his sell-by date. It is clear that, in the country as a whole, he lost the majority in the May local elections and above all in the June referendums. Opinion polls after the June voting put his approval ratings at around 24 per cent (the lowest ever), well below those of the Partito Democratico (PD) leader Pierluigi Bersani (36 per cent). They also put the present centre-right coalition well below a PD-SEL-IDV centre-left alliance (37.3 per cent compared to 44.7 per cent). In Italy, though, a government stays in power as long as it has the confidence of parliament. Polls and partial election results are certainly influential, but at the end of the day, all that counts is the vote in both houses. So Berlusconi’s biggest problem is to maintain the support of Umberto Bossi’s Lega Nord (LN) as, without it, he does not have a majority in parliament. The Lega has no problems with Berlusconi’s leadership as long as he wins elections, but now that both it and Berlusconi’s Popolo della Libertà (PdL) are losing, the Lega is also looking at single issues. First of all is the devolution of spending power to regional governments and city administrations in proportion to taxes raised. Despite 17 years of pushing the issue and some laws passed recently, this has not happened in practice. Bossi knows that if he cannot deliver at least what they call “fiscal federalism”, he will lose heavily in the next elections. There is also the possibility of transferring some ministries to the north; Bossi has demanded four, including the ministry of the economy, and he wants them all in Lombardy which will not please other northerners. If this should happen, it is likely to be a token gesture like opening an office for a ministry without portfolio, which will fool no-one. If there is any substance, Rome’s centreright mayor Gianni Alemanno and regional president Renata Polverini have promised battle. Bossi has also demanded an end to Italy’s participation in the NATO operations in Libya and a reduction of the tax burden, at least for the north. The tax issue is fundamental. Berlusconi has won elections by promising lower taxes. Instead Italians pay more taxes and most have less money since the 2008 recession, with meagre prospects of any improvement in the near future. On the contrary, economics minister Giulio Tremonti has made it clear that he is not going to start a deficit spending spree and risk turning Italy into a bigger and much more expensive version of Greece. He has promised to reduce the number of taxes and the number of tax brackets… but only if he can reduce the deficit as well. Berlusconi cannot

fire Tremonti or encourage him to resign because the effect on the markets and European confidence would be devastating on an already weak Italian economy. So he finds himself squashed between the Lega (and others who want a relaxed budget) and Tremonti, which is extremely tight. Bossi and the LN have also taken up an anti-war position, which is curious as it is normally the left and far-left that criticise Italy’s combat role. The party was hesitant at the beginning of the Libyan intervention in March, and since then has become more and more strident in its opposition. It is against the war for financial reasons and because it argues that the war increases the flow of immigrants and refugees. The LN minister of the interior, Roberto Maroni, has already signed an agreement with Libyan Transitional National Council, which should limit immigration. The upshot of the spring defeats, “whackings” as Maroni called them, adding that “one learns from a beating”, is that both Berlusconi and Bossi are seriously at risk. Both founded their parties and embody their public image. In the Lega, though, there is a strong grassroots organisation, so that even if it looks like a one-man party, it should be able to organise a transition to another leader, made easier by Bossi’s bad health. He suffered a serious stroke in 2004 and still has speech difficulties. The most likely successor is Maroni who has always played good (and polite) cop to Bossi’s bad (and uncouth) cop. Berlusconi’s PdL is a much more difficult case. He has always been acclaimed as leader, never elected, and only last month he (not any party organisation) appointed 40-year-old justice minister Angelino Alfano as party secretary (a post which the party statute did not cover). Alfano is too lightweight to succeed and Tremonti is the most likely candidate, but the latter’s supercilious manner as well as his fiscal rigour make him very unpopular. There has even been talk of copying the centre-left parties and introducing primaries, but not for the post of prime minister. However if the parties on the centre-right are in trouble, those on the centreleft are hardly full of joy. Once they got over the immediate high of the local elections and referendums, they woke up to the same old problems of who should lead and what sort of programme they should have. Bersani grew in stature during the campaign and could well be the centre-left’s leader instead of Nichi Vendola, who was the favourite until recently. The centreleft will have to work hard to be ready if there are early elections next year, which is no longer so improbable. The centrist opposition of Fini, Casini and Rutelli also has much work to do if it wants even a small chance of taking over from Berlusconi and Bossi. So once again, the summer will hardly be relaxing for Italian politicians and even worse for the country as a whole: in the middle of a recession, with a war on and weak leadership, the prospects are bleak. When I went back to Frankfurt for a happening in the newly remodelled Opera House in 1982, I was disappointed to discover only a few Expressionists at the Städel. An outraged local reporter told me that all the funds painstakingly set aside to re-install the Expressionists still in storage had just been spent on ONE new acquisition: a tiny little glittering oil by Jean Antoine Watteau, the rococo “Embarkation for Cythera”, a harbinger of Impressionism. The present selection in Rome is not a smash-bang effort, but a quiet path through the classical period, Romanticism, Symbolism, Impressionism etc, gradually but happily illuminating. But you wonder what the organisers, with the riches of the Städel to chose from, had in mind. Was it availability, or were they trying to please or inform a public they did not know? Also, the catalogue is peculiarly clumsy and ugly. One thing is clear: the last halls with the Max Beckmann’s Synagogue in Frankfurt is among the Städel masterworks on show in Rome. The winners will receive cameras and other video-photographic equipment. All instructions are on the Bioparco website www.bioparco.it or www.centenario.bioparco.it. Hagenbeck had already created the zoo in Hamburg after expeditions to Lapland and Africa and he had organised a company of camels for the Kaiser’s army in 1900. Hagenbeck was the first person to breed a male Bengal tiger with a lioness, the hybrid offspring of which was sold for $2 million. Gabrielle Bolzoni

sorted actors (who are clearly having lots of fun) tell the story of the lives of the seven kings who forged the foundations of Rome. As explained by themselves, The Miracle Players are “back with their old style but new jokes, explaining, amongst other things, how she-wolves get themselves into history books, why you should shelter during a thunderstorm, what happens when Roman kings neglect the worship of the gods and just who exactly is King Flame Head!” In English. At 19.30 every Friday in front of the Mamertine Prison at the Roman Forum. Entrance is free and booking is unnecessary. For information www.themiracleplayers.org. ROMA IN SCENA 8 July-18 Sept Throughout the summer this initiative sees a diverse programme of drama, music, dance and readings in many of the city museums and public spaces. The novelty this year is that all city museums are open to the public every Saturday evening from 20.00 to 01.00 as part of the initiative. Many of the performances have been selected from a public competition endorsed by the Musei Civici di Roma. For further information and for a full list of the events tel. 060608, www.museincomuneroma.it. SHAKESPEARE IN GLOBE 1 July-18 Sept The summer drama season at Rome’s Silvano Toti Globe Theatre foresees five plays by Shakespeare (all of them translated into Italian), and two study/workshops dedicated to texts by the bard. As usual, the artistic director of the season is popular Italian actor Gigi Proietti. The theatre is in the heart of Villa Borghese, is a full-scale reproduction of Shakespeare’s Globe Theatre, copied from the original designs, and almost identical to the one that stands on London’s South Bank. The plays this year are La tempesta (featuring well known actor Giorgio Albertazzi), Pene d’amore perdute, Sogno di una notte di mezzestate, La dodicesima notte and Riccardo III.
