IN THE STEPS OF THE CRISIS

Italian president, Giorgio Napolitano.

ere the political crisis just an Italian one, then it would be uncomfortable for those of us living here, but for the rest of Europe it would just be another opportunity to marvel at the show and try to understand the intricacies of Italian politics and Silvio Berlusconi’s manoeuvrings. Instead, Italy risks causing major damage not only to itself but also to the whole eurozone and maybe even the European institutions themselves. There is a debt crisis and a political crisis; the second transformed the first from a problem into a crisis and the first is now fuelling the second. Italy has had an excessive public debt for many years now. It started growing in the 1980s under prime minister Bettino Craxi’s deficit spending policies, but was not a problem then as the gross domestic product (GDP) continued rising and, if necessary, the lire could be made to lose value. When Italy joined the euro, the cost of servicing the debt went down but Italy lost the possibility of devaluation. Still, for most of the last decade the Italian problem was not its debt but its lack of growth; economists were very conscious of what was going on but government did nothing to stimulate growth. Even after the 2008 financial crisis, Berlusconi and his ministers insisted that Italy was sound and would not suffer like Ireland, Portugal, Greece and Spain, all of which had dangerous housing bubbles. “Italy’s banks are solid” was the mantra, and indeed it was true. Hyper-regulation and conservative practices that had stifled growth had also discouraged Italian banks from investing in other country’s toxic assets. But still the economy stagnated and the GDP even declined, increasing the percentage of the debt. Public expenditure increased. There were calls from inside and outside the country to do something before Italy had a problem servicing its debt, and by last summer the calls became screams. The government passed two special budgets aimed at cutting public spending but it made very heavy weather of both measures, showing divisions over pensions between Berlusconi and his allies in government, the Lega Nord, and a lack of will to take decisive action quickly. At the same time the Greek sovereign debt crisis worsened and it became more and more clear that there would be at least a partial Greek default. This put pressure on Italy. The spread, or difference, in interest offered between the benchmark German government bonds and Italian ones continued to grow so that it became increasingly expensive to service the debt. In October, the European Central Bank (ECB), the European Commission and the Council – along with the French president Nicolas Sarkozy and the German chancellor Angela Merkel – called on Italy to introduce a growth package and further cuts in public spending. The heads of the Commission and Council, José Manuel Barroso and Herman Van Rompuy, and the outgoing and new presidents of the ECB, Jean-Claude Trichet and Mario Draghi respectively, were discreet and diplomatic, but very firm. Sarkozy and Merkel exchanged smirks in front of a laughing press conference

Europe and Italy, economics and politics, all are inextricably intertwined in the latest crisis showing their real opinion of Berlusconi’s reliability before giving the official response to the reporter’s question. At home the opposition, not surprisingly, called for Berlusconi to stand down and for a government of national unity to be formed. More surprisingly, the employers’ federation, Confindustria, also called for a change in government with its president, Emma Marcegaglia, continually making explicit statements. Then the murmurings from Berlusconi’s own party began, some openly like the veteran Christian Democrat, Beppe Pisanu, and others in a more subdued manner, nicknamed the malpancisti (stomachachers). There was the growing realisation that Berlusconi was part of the problem, not the solution. Neither the financial markets nor the European institutions trusted him and now some of his supporters were getting ready to jump ship. Berlusconi wrote a letter to Barroso and Van Rompuy outlining his plans for the combined austerity-growth package: sale of public property, raising the pension age to 67 years (but not till 2026), salary reduction and more flexibility in public sector employment. On 7 November, the chamber of deputies voted the 2010 budget ratification bill, a technicality that should have passed in October but which didn’t because the government didn’t get a majority, showing how weak it was. This time the opposition abstained, the bill was ratified but the government showed that it no longer had the absolute majority. Berlusconi consulted with party and ministers and then went to the president of the republic, Giorgio Napolitano, to present a delayed resignation. Berlusconi promised to resign, but only after the economic package required by Europe had been passed, a clever move which would have given him up to a month’s time to rebuild his coalition, while the opposition would have held off so as not to damage the country further. Instead the markets did not believe him and the spread soared to 550 points and bond interest rates to 7.4 per cent. Napolitano countered with an even cleverer move. He first issued a communiqué reiterating Berlusconi’s commitment to resign when the European package was passed. He then made sure that the opposition did not obstruct the bill so that the markets would see some real results quickly. Finally he appointed Mario Monti life senator as a prelude to giving him the mandate to form a government. A Monti government with broad cross-party support (which seemed the mostly likely solution as we went to press) will have an uphill job to put Italy back on track and persuade the markets that it will be able to service the debt, but if anyone can, it has to be Monti. He was the European Commissioner who took on Microsoft and won and has a reputation for competence and professional rigour. Italy remains a country of limited sovereignty, carefully monitored by the EU institutions and the IMF. James Walston 3

ROUND-UP OF ROME FILM FESTIVAL Noomi Rapace wins Best Actress award for the film Babycall, about a woman trying to flee her abusive husband.

ince it first arrived on the scene six years ago, it is fair to say that the International Rome Film Festival has established itself as a major player among the world’s most important movie festivals. With overall ticket sales this year at 123,000 – representing an increase of 5,000 visitors from last year and a steady climb from the original 102,000 in 2006 – artistic director Pietra Detassis was justified when she declared this year’s event a success. Although the 510 films screened were 27 less than last year, almost all of the other figures were up, including the average 95 per cent capacity audience per film (an increase of three per cent since last year). In general there was more interaction all round: more school students viewed films, more business people were accredited to the festival’s film market The Business Street; there were more international workshops and an increase in Italian producers. During the two-day advance-sale in mid-October, some 10,000 cinema tickets were snapped up by film buffs, some of whom had queued outside the auditorium since dawn, while over the course of the festival its website recorded almost one and a half million hits. The Argentinean film Un cuento chino was declared this year’s best picture at the festival, which ran from 27 October to 4 November at the Auditorium Parco della Musica. Directed by Sebastian Borensztein, the film also scooped the special audience award. It tells the story of an introverted hardware shop owner whose loneliness ends after meeting a Spanishspeaking Chinese man who is in Argentina to search for his only living relative. Chaired by acclaimed Italian composer Ennio Morricone, the international jury comprised Danish director Susanne Bier, Italian dancer Roberto Bolle, American actress Debra Winger, French filmmaker Pierre Thoretton, and actress Carmen Chaplin and producer David Puttnam from Britain. The jury nominated Australian film The Eye of the Storm by Fred Schepisi for the Special Marc’Aurelio Jury Award. The Best Actress award was won by Sweden’s Noomi Rapace for her role as a woman trying to flee from an abusive husband, in Pal Sletaune’s Norwegian film Babycall. The Best Actor award went to Frenchman Guillaume Canet who plays a cook in Cedric Kahn’s Une vie meilleure. France was also the recipient of the Grand Marc’Aurelio Jury Award, won by Claude Miller’s Voyez comme ils dansent, and the Best Original Score award went to German composer Ralf Wengenmayr for his work on Leander Haussmann’s offbeat German comedy Hotel Lux. Richard Gere received the festival’s award for lifetime achievement and presented the remastered version of Terrence Mallick’s 1978 classic Days of Heaven, a romantic drama in which Gere plays a young farm labourer with a doomed plan to get rich quick. The festival opened with a screening of The Lady, a film by Luc Besson about the Burmese activist Aung San Suu Kyi, played by Michelle Yeoh who attended the gala opening. Among the other stars that graced the red carpet were Kristin Scott Thomas, Ethan Hawke, Maggie Gyllenhaal and Olivia Newton-John. The event was divided into four categories. The Official section presented films in and out of competition. Movies which battled for prizes included British film Hysteria by Tanya Wexler, Poongsan by South Korea’s Juhn

Wanted in Rome 23 November 2011

The sixth edition of the Rome International Film Festival was the most successful yet Jaihong, Magic Valley by American director Jaffe Zinn, and La Femme du cinquième by Polish-born Pawel Pawlikowski. The out of competition films included Mon pire cauchemar by Anne Fontaine from Luxembourg, A Few Best Men by Australian director Stephan Elliott, and Too Big to Fail, directed by US director Curtis Hanson. There were four Italian films in competition: La kryptonite nella borsa by Ivan Cotroneo, Il cuore grande delle ragazze by Pupi Avati, Il mio domani by Marina Spada and Il paese delle spose infelici by Pippo Mezzapesa. The Extra section comprised seven documentaries and five out-of-competition independent films. There were cinema lessons by American directors Michael Mann, Alex Gibney and Davis Guggenheim and British director James Marsh, and encounters with Italian actor and director Sergio Castellitto and Spanish actress Penelope Cruz, Italian actors Valeria Solarino and Vinicio Marchioni, and Sergio Rubini and Riccardo Scarmarcio. The Alice in the City category was dedicated to young people's films and included The Twilight Saga: Breaking Dawn Part I, Walt Disney’s latest 3D offering The Lion King and Martin Scorsese’s Hugo. Based on Brian Selznick’s bestseller The Invention of Hugo Cabret, the story is about an orphan who lives in a Paris train station and who finds himself caught up in a magical adventure. The widely-anticipated 3D film The Adventures of Tintin: the Secret of the Unicorn was screened in the presence of the British actor who played Tintin’s character, Jamie Bell, known for his leading role in Billy Elliot. Directed by Steven Spielberg and produced by New Zealander Peter Jackson, the entire film was shot using the “motion capture” technique – a mixture between reality and animation. The Focus section was dedicated to the UK and showcased the cultural diversity that Britain brings to cinema. Terence Davies, David Hare and Michael Winterbottom were among the directors of the seven films screened in the showcase. The retrospective Punks & Patriots saw seven British artists including actress Tilda Swinton, composer Michael Nyman and writer Hanif Kureishi select a series of films which contrasted the subversive with the mainstream. The red carpet design, a quirky horticultural display of apples and cabbages based on Britain's flag, was created by floral artist Simon J. Lycett. A number of exhibitions took place at the auditorium, with tributes to Italian film director Pier Paolo Pasolini and veteran actress Monica Vitti (in celebration of her 80th birthday) as well as installations by artists Douglas Gordon and Antonio Maraldi. The festival ended with a screening of the digitally-restored Breakfast at Tiffany’s, marking the film’s 50th anniversary, and an affiliated exhibition dedicated to the star of the film, Audrey Hepburn, is on show at the Ara Pacis museum until 4 December. In comparison to the more esoteric Venice outing, the Rome festival has proved itself to be an audience-orientated, all-inclusive event for the city. Although it still has its detractors, including Italy’s minister for culture Giancarlo Galan, the festival has come to be regarded by many as one of the most prominent and popular features on the capital’s cultural calendar. GENOA MOSCOW BALLET 3-29 Dec In The Nutcracker, choreography by Alexader Vorotnikov, music by Tchaikovsky. A fairytale ballet in two acts, The Nutcracker is a seasonal favourite. It is classical ballet at its most approachable. Based upon a story by Hoffman, it tells of one Christmas Eve, when the young Clara creeps downstairs for one of her presents, the toy Nutcracker, and finds herself at the start of a night of magical adventures as toy soldiers come to life to battle with the Mouse King, flowers dance and the Nutcracker transforms into a handsome prince who transports Clara to the Land of Sweets. ROME ZIMMERMANN & DE PERROT AND THE GROUPE ACROBATIQUE DE TANGER 23-27 Nov In Chouf Ouchouf, created and staged by Zimmerman & De Perrot. Chouf Ouchouf, which means, “look, but take a really good look,” is an hour of offbeat dance, comedy, singing, sound-

scapes, beauty and thrilling physical theatre performed by the ten men and two women of the Groupe Acrobatique de Tanger. A simple but flexible set built of moveable chipboard towers is expertly manipulated to lend atmosphere, and a clever use of props helps create a wordless story of a day in the medina of Tanger. Teatro Eliseo, Via Nazionale 183. For information and booking tel. 0645553050, www.romaeuropa.net.

TURIN COMPAGNIE KARINE SAPORTA 2-4 Dec In La Princesse de Milan, choreography by Karine Saporta, music by Michael Nyman. Originally created in 1991, this work is described as an opera ballet that sees the participation of dancers, singers and actors. Based on Shakespeare’s The Tempest, the work is scored for one soprano, one contralto, and one tenor, two saxophones, and orchestra. The three singers are not assigned roles on character lines – they are voices: simple “carriers of text”, and two or three singers often sing the role of a single character at points in the work. What is more, no character is sung consistently by any one voice, it is the dancers who portray the characters. Saporta’s sumptuous stage sets which echo of the Renaissance, together with the melancholy and enchantment of The Tempest, make for a perfect merger of theatre, music and visual arts, archaic and modern at once. CHILDREN AT THE AUDITORIUM 8 Dec-8 Jan Natale All’Auditorium returns with a rich programme of activities for children and their parents. This year’s news is BioArmon Kids by Bruno Oddenino, a cycle of workshops for children aged three to seven. After years of experimentations and activities at various schools in Piedmont, Veneto and Lombardy, BioArmon arrives in Rome with a pilot project. For a month it will organise seven workshops a day, each one dedicated to a musical note. Its uses music and synesthesia (the simultaneous perception of more senses, which interact in symbiosis) to sharpen the musical attitude, rhythmic sense and learning speed in children. For about an hour children play, paint, listen to music, develop rhythmic games, sing and learn how to use their voices through the pronunciation of targeted vowels and consonants. Each workshop costs €5 and a package of seven workshops €30. 13 Dec. A musical journey in the world of contrasts, entitled Ninnananne e Tarantelle. A spoken, interactive concert by the Open Trios, with pianist Giovanni Bietti, the saxophonists Pasquale Laino and Matteo Agostini and the percussionist Luca Caponi, takes children on a journey through two contrasting genres: lullabies and tarantellas. The Open Trio will combine a relaxed and whispered musical genre

with more frantic and frenzied popular dances. OPERA NOTES A concert of 18th-century arias at the Auditorium on 2 Dec by Les Talens Lyriques with the mezzosoprano Ann Hallenger is dedicated to Farinelli, whose real name was Carlo Broschi. Farinelli, a castrato, was one of the greatest opera singers of all time. The programme also includes two works composed by Farinelli. The new season at La Scala opens on 7 Dec with Mozart’s Don Giovanni with Daniel Barenboim conducting some of the world’s top singers in a new production directed by Robert Carsen specially for La Scala. Barenboim has just been appointed musical director of the Milan opera house for the next five years. He is contracted to work 15 weeks a year at La Scala between operas, concerts and tours.

THEATRE MASSIMO POPULIZIO, ANNA DELLA ROSA, SILVIA ALTRUI 30 Nov-18 Dec In Blackbird, by David Harrower, directed by Lluis Pasqual. This is a production by the Piccolo Teatro di Milano-Teatro d’Europa. The play is a powerful study in sexual obsession. It deals with a confrontation between 28-yearold Una and 56-year-old Ray. Fifteen years ago they had a relationship for which Ray was jailed. Now Una has come in search of him. The shock lies in discovering that Una is not after revenge but some sort of closure to a relationship that ended in a hotel when Ray went out for a packet of cigarettes and never returned. Harrower doesn’t exculpate Ray but he asks difficult questions. Can one separate love from paedophilia? Is consensual sex possible with a minor? Should we recognise that children now reach sexual maturity much earlier? Harrower does not provide the answers, nor does he make it clear how much Una’s adult life has been ruined by her early experiences. He does, however, suggest that there may be a strange affinity between people of different generations and that adult guilt and childhood innocence should never be automatically assumed. In Italian. Teatro India, Lungotevere Vittorio Gassman, tel. 06684000314, www.teatrodiroma.net.

MUTA IMAGO 25-27 Nov In Displace, created by Claudia Sorace, Riccardo Fazi, Vincent Fortemps, Luca Brinchi, Maria Elena Fusacchia. Displace is a multi-phase project. The first step was presented at the Romaeuropa Festival last year and focused on the relationship between man and the space surrounding him, between the human being and geometry. According to the continuously-changing nature of the project, the work adapts to the particular void and silent place hosting it. A visual and sound installation sets the stage for a new story. A wall, which turns into a projection surface for the blurred images of a recollection, attempts to hold the mark of all that has been lost before it is too late. For Romaeuropa Festival at Teatro Vascello, Via G. Carini 78. For booking and information tel. 0645553050, www.romaeuropa.net.

The original cast of eight returns and includes James Butterfield as

Dear Editor, An English Patient I am an Englishman brought up in London and for the last six years I have lived in Velletri in a small house surrounded by nature, breathing the pristine air, loving the silence. I well know that some complain about our town, especially when the train into Rome misbehaves, as it frequently did during the long hot summer. What I would like to say though is that I unequivocally love Velletri. The peace after a long day in central Rome is soothing, the sky on a clear night dazzling, while to sit at the bar in Piazza Cairoli contemplating the ancient tower and watching the passegiatta is blissful. In my six years here I have seen constant improvement. The newly pedestrianised streets are a pleasure to stroll up and down, our kids are safe as our wives browse ever-improving shops. We now even have a beautifully designed bookshop that can get foreign editions. My son, born here three years ago, loves his school, Santa Marta, immersed in green with views to the sea and to Monte Artimisio. The real love I feel for the town stems from something that I have learned to do over the years, lately with real success: the raccolta of my olive trees, and the production of their heavenly oil, fresh, green at first and sharply piccante. There is no greater pleasure than seeing my trees transform in the spring from flower to bud to berry, and finally to the busy, friendly frantoio, where the shiny berries are transformed into this wonderful oil. Now I come to the real reason for wanting to write to the citizens of Velletri. For this year, dry, with no rain, was a wonderful year for the yield of olives, full of oil, until disaster struck me down and I fell from a height onto my back onto a metal ladder. For moments I couldn’t breathe, I couldn’t shout for my wife and I crawled up to the house in excruciating pain. Very soon we arrived at pronto soccorso at Velletri hospital, and here my story begins. I was treated from the first with patience, respect, dignity, and efficiency. The original prognosis was not good. I have broken ribs, a smashed arm, a suspected fracture on my spine and a potential problem with my spleen. I am an Englishman and generally we are tough, but I was scared. However within two or three hours every possible test was completed, again with professional dignity and what we call in England a good bedside manner. I was fortunate; my back was not damaged, though the ribs are badly. That same night I was given a bed on the orthopedic ward, sharing with a very friendly proper Velletrian. In the mornings from our room we had a view of the sunrise over the Lepini mountains and down to S. Felice di Circeo. The staff on the orthopedic ward were all first class, and firstly I would like to thank them. They do a brilliant job. The x-ray department was likewise first class, and I was scanned with the latest body scanner, all the time made to feel secure. Finally came the operation to put metal plates in my arm. I was very nervous indeed, but need not have been. I was awake, but thankfully couldn’t see what the surgeon was doing. Instead I was looked after by an anesthetist with an angelic face and beautiful eyes framed in glasses. I didn’t feel a thing. In summary I want to thank all the staff at Velletri hospital for looking after their English patient. I repeat it – the whole experience was first class, and in comparison I would say a far more professional and efficient experience than I have previously had within the United Kingdom. Thank you with my heart Velletri hospital. ralphholland@excite.com Wanted in Rome welcomes letters to the editor.
