I

t is not only us who catch cold in the winter, January is also a bad time for governments in Italy. Romano Prodi’s coalition fell apart in 2008 after only two years, now Silvio Berlusconi’s third government looks very frail indeed. The cliff-hanging vote of confidence before Christmas which Berlusconi won by three votes was just another episode in the survival saga which has been running since the summer. This was when the speaker of the chamber of deputies and cofounder of Berlusconi’s Popolo della Libertà, Gianfranco Fini, left the government coalition with almost 40 deputies, destroying what had been the largest post-war majority. In December, Berlusconi survived after persuading deputies to change sides allegedly with promises of jobs or funds. But it is not a secure majority and a change of heart would bring the government down. The biggest single risk at the moment is from Umberto Bossi and the Lega Nord. So far Bossi has been Berlusconi’s staunchest ally but he has become impatient over the delays in parliament to the reforms to fiscal federalism. The main law was passed in May 2009 but the enabling decrees and bills have been languishing since then. Bossi has said that if the first bill is not through by the end of January he will call for early elections. That sounds like a threat, which it is, but more to the centrist part of the opposition than to Berlusconi’s government. Although Berlusconi’s percentage in the approval ratings is down to the low 30s and that of his party, the PdL, is under 30, in a general election his coalition with the Lega Nord would almost certainly win the relative majority in the chamber of deputies. Given the electoral system with a majority premium, Berlusconi would once again have a working majority in the lower house. In the senate this would be much more difficult as the premium is given on a regional basis. Although Berlusconi has frequently said that he wants the legislature to run its full course to 2013, he knows that his media resources and his own electioneering ability would give him a clear advantage over all the opposition in a general election. He is never so happy as when he is on the campaign trail. Elections or not, fiscal federalism will feature high on the agenda for some time to come. In theory, it means that regions, the second level of government, and the cities will be able to manage their own resources independently of central government. Their allocation of funds will be proportional to the amount of taxes they pay. As the north pays more taxes the reform would mean it has more funds available. At least that is Bossi’s presumption and the fear of many southern mayors and governors. But even 20 months after the original law was approved and with the enabling law close to being passed, it is far from clear what the real cost of the reform would be and who would be better off. Italy has been notoriously muddled on the responsibilities of the different levels of government. Lack of clarity allows the buck to be passed, as has been seen for years with the Naples rubbish crisis. The region of Campania, the city of Naples and the government all claim that they are doing what needs to be done and that the other organisations are failing. There are already limited taxes which the region and city can levy but Italy is a long way from US federalism where taxpayers know down to the last cent what goes to Washington and what to the city or state. 19 January 2011

And they know pretty well who pays for what. The Italian uncertainty will continue even with the reform. The other issue which might precipitate elections is the constitutional court’s verdict on the so-called “legitimate impediment” law which allows the prime minister and other senior figures to avoid trial while in office. At the time of going to press the court was still hearing the arguments in the case. If it declares that Berlusconi’s legal shield is unconstitutional this does not mean that he will go to prison tomorrow or even that he will even go to court tomorrow. But in the near future he will have to face three serious charges of corruption which will limit his scope and reflect badly. There are other issues which will have to be dealt with, with or without elections. The university reform bill was passed before Christmas despite vocal opposition from students and faculty. As it is implemented, we can expect more opposition. During the leadup to the vote, monuments and faculties were symbolically occupied by faculty and then on one very ugly day in December, there were burning cars in Via del Corso in the wake of student demonstration in the capital, but a week later they demonstrated peacefully and a delegation was received by the president of the republic, Giorgio Napolitano. cont. page 13

The House of the Gladiators in Pompeii collapsed in November 2010.

I

n AD 79, on 24 August, the Italian town of Pompeii, a prosperous settlement of perhaps 20,000 or 30,000 inhabitants, was the largest victim of the eruption of Mount Vesuvius. A huge cloud of gases and ash, thrown up by the explosion, collapsed and flowed with deadly force and speed, across the city. Escape was impossible, and the city was entombed, though never completely forgotten. The recovery of Pompeii had a false start in the 16th century, but began in earnest when in 1689, the sinking of a well brought to light some inscribed walls. In 1709 the amphitheatre at Herculaneum was found, but it was the Bourbons who drove exploration forward when in 1734, Charles III began to demonstrate his enlightened attitudes by encouraging work in the area. Paradoxically, the most important economic policy debate is taking place outside parliament and government. The head of Fiat, Sergio Marchionne, has forced through a deal with most of the unions in which he has promised to keep production in Italy and to invest in the Mirafiori works in Turin in return for longer hours and limits on industrial action. The agreement has prompted both left and right to rethink their position on industrial relations. Love him or hate him, Marchionne is changing the rules in Italy. With lenses, mirrors and optical tools it reconstructs how Caravaggio achieved his noted sense of light and shade with special techniques normally used in the 16th century only by scientists. The exhibition is designed to understand better the methods, tools, mechanisms and creative processes that inspired Caravaggio during his time in Rome. After the great success at the National Museum Marc Chagall in Nice this exhibition, entitled The World Upside Down pays tribute to Marc Chagall, the great Russian-born, Jewish and French-naturalised painter (1887-1985) 25 years after his death. On display are about 140 paintings and drawings from private collections which have not been seen before, as well as from the National Museum of Modern Art Georges Pompidou and the National Museum Marc Chagall in Nice. Looking at Chagall’s works the viewer catches some of the peculiarities of his universe, such as his characters set in surreal spaces, his transfigured animals that don’t belong to any existing species, the gravity-defying objects that populate his complex landscapes. The post-Chagall world represents a universe in which time has no boundaries and where the established order of things can be turned on its head by disasters and tragic upheavals as well as by charm and pleasure. This upside-down world is the result of Chagall’s unique vision formed by the multiple influences on his life, such as his Jewish religion, the October Revolution in which he took part as well as other artistic and cultural factors related to his origins. The objects illustrate the building’s rich five-century history from when it was commissioned in the 16th century by Cardinal Alessandro Farnese, later Pope Paul III, to its use over the last 135 years as the seat of the French embassy in Italy. Organised by the ministry for cultural heritage, the idea for the exhibition came from the French ambassador JeanMarc de La Sablière. Visitors can enter the building’s normally off-limit rooms, while the exhibition has been boosted by the loan of artworks and antiquities, previously housed in the palace, from the renaissance collections of museums such as Italy’s National Archaeological Museum in Naples and France’s Louvre. The first major showcasing of Romanian heritage in Rome since the 1970s, the exhibition comprises 140 objects mainly from the gold room of the National History Museum in Bucharest. The treasure on show dates from the Bronze Age to the Byzantine period and includes a precious necklace from the 12th century BC, the spiral bracelets of Dacian capital city Sarmizegetusa from the second century BC and the PoianaCotofenesti helmet from the fourth century BC. The ancient Dacian people who occupied the mountains of southern Carpathia, now modern-day Romania, were rich in gold reserves, which the Romans plundered after Trajan conquered the area in the second century AD. Portrait of a Musician by Leonardo Da Vinci. 11 Dec-27 Feb. On loan from the Biblioteca Ambrosiana in Milan. Although there is doubt about the attribution of this work to Leonardo it is now generally accepted that the face and the neck are by Da Vinci because of the skilful modelling and the expressive eyes. The work is on a walnut panel and although the identity of the sitter remains uncertain, several individuals have been suggested, including Franchino Gafurio, a friend of Leonardo’s who was an outstanding musician, composer and conductor of the cathedral choir in Milan from 1484 until his death in 1522. Z dance Ferrara Les SlovaKs Dance Collective. 28, 29 Jan. In Journey Home, choreography by Milan Herich, Anton Lachky, Milan Tomasik, Peter Jasko, Martin Kilvady. Most of them were folk dancing at a tender age, or studying dance at the Banska Bystrica dance academy in Slovakia. Then they moved to Brussels and met at Rosas, Ultima Vez, Akram Khan and other companies. The all-male group founded Les SlovaKs in 2006 and immediately made a powerful impression with their original brand of energetic “new-traditional dance”. In Journey Home they use a storyteller, characters, tradition and elements of play to create a narrative structure made up of various smaller components and stories, each with its own beginning, middle and end, and a specific style and atmosphere. The work is built up around each of the six performers (five dancers and one musician), and their inspiration comes from Slovak tradition in which a dance evening is like a puzzle of different dances from various regions of the country. Manon, from Parisian courtesan to a fugitive in the Louisiana swamps. Despite falling in love with a young Parisian, Des Grieux, Manon agrees to a financial arrangement that her brother has made with a wealthy but elderly gentleman, Monsieur GM. A victim of her own avarice, she persuades Des Grieux to cheat Monsieur GM out of more money at a card game. When they are discovered she is arrested as a prostitute and deported to America, followed by her lover. The ballet ends in a crescendo of rape, murder and Manon’s spiral into madness. The emotionally charged music is by Massenet, and arranged by Leighton Lucas from songs, piano pieces and arias (though none from his opera Manon) follows the protagonists through soaring heights of ecstasy to the depths of despair. French choreographers’ modern vision of the myth of Orpheus unfolds in a playful and exuberant display mixing song, dance, acrobatics and video projections. A clever merging of technology and live performance overlaps continents and centuries to a harmonious mix of Monteverdi’s baroque music with African dance and sounds. Perhaps one of the most interesting aspects of this Orphée resides in its astute way of introducing and mixing African sounds and ballet with western dance and classical music. This is illustrated in a scene where an African artist, Merlin Nyakam sings a lullaby from his native Cameroon accompanied by a theorbo, a 16th century string instrument from Italy. Opera a Notes The opera season in Palermo opens with Senso by Marco Tutino, a new work written especially for the occasion. It is based on a book by Arrigo Boito about love, death, betrayal and vendetta during the Risorgimento. Argentinian Hugo De Ana returns after several years absence from Italy to direct the opera – as well as the costumes and the scenery – in what promises to be a sumptuous production. In Naples Pergolesi in Olimpiade opens the season, an ancient work performed with modern instruments such as the electronic guitar, saxaphone, marimba and accordion.

L’opera s’ispira all’omonima novella di Arrigo Boito, alla quale fece riferimento anche Luchino Visconti quando nel 1954 realizzò il celeberrimo film Senso. È un’opera che racconta una storia di amore, morte, tradimento e vendetta durante il risorgimento italiano, che rientra anche tra le tante manifestazioni celebrative per i 150 anni dell’Unità d’Italia. Lo spettacolo vedrà impegnato Hugo De Ana come regista costumista e scenografo, dopo alcuni anni di lontananza dai palcoscenici italiani; si annuncia come un allestimento sontuoso – secondo quanto dichiara l’artista argentino – dove immagini di teatro e opera, di sogno e realtà, si mischieranno in un insieme di riflessioni caleidoscopiche. In keeping with last year’s successful run, organisers have chosen yet another quote to set the stage for what promises to be a truly international festival. It's a quotation by Charles M. Schulz and reads “Don’t worry about the world coming to an end today. It is already tomorrow in Australia.” An introduction to the event goes on to explain that every culture, since the beginning of humanity, has expressed a special interest in “the end of the world”. But beyond the stories and myths, what do we really know about the end of the human species and the planet that hosts it? This festival, which features the names of high-profile scientists, physicians and astronomers, addresses the issue in a rich programme of lectures, debates, performances, and concerts. Guest speakers lay out the “whys” and “whens” of possible apocalyptic scenarios, but also try to shed light on relevant scientific evidence. Among the speakers, the names that stand out are those of Brandon Carter, Robert Smith, Lisa Randall, Colin Campbell, Giovanna Tinetti and Bill McGuire. Ian McEwan is scheduled to speak of his “Blues at the end of the world,” a surprising and provocative reflection on the ways of looking at our collective existence.
