Rome’s mayor, Gianni Alemanno, comes out of his cabinet reshuffle looking indecisive and prey to the pressures of party politics.

City sums The appointment of Carmine Lamanda (see photo above) to head the city’s budget office coincided with news that the American agency, Fitch, had downgraded Rome’s credit rating, making it more difficult to raise money on the open markets. The city’s deficit is running at about €650 million, of which some 70 per cent goes on debt servicing. Almost a third of city expenditure goes on salaries and administrative costs. In 2011 Rome’s income from central government will be cut by €150 million.

or a few days in the middle of January Rome was without a city government. As work resumed after the long Christmas-New Year break the city's mayor, Gianni Alemanno, asked all his councillors to hand in their resignation; four days later he had his new cabinet ready. The best thing about the reshuffle was its speed. Perhaps it was because Alemanno, along with other local dignitaries, had an audience with the pope on 14 January so he couldn’t afford to arrive empty handed. But perhaps he cobbled his new cabinet together quickly because he realised that he does not have much political time left to prove that Rome is not languishing in the doldrums. Alemanno came into office in 2008 promising that he would clean up the city government and cut run-away spending. He was forced to reshuffle his cabinet in January because several departments – transport, environment and human resources – were under scrutiny for a series of scandals, which involved cases of nepotism. He was also under pressure to prove that Rome’s government is strong and orderly however much the national one maybe in disarray. But Alemanno’s reshuffle – also triggered by a fall in his popularity ratings – has shown that he is prey to every political wind that blows from the centre-right. The mayor seems to have started out with good intentions to get the best people for the job but soon found that political pressure from the Popolo della Libertà in particular was too hard to resist. For a moment it looked as though Alemanno was going to sack his vice mayor, Mauro Cutrufo. But the vice-mayor’s political protectors were determined that he should stay, so stay he did. And this was only the most obvious case of political manoeuvring from on high. The main sacrifice to this old-fashioned game of political patronage was Umberto Croppi, Alemanno’s long-time friend and party colleague (they come from the same stable as Gianfranco Fini, once government ally of Silvio Berlusconi but now bitter enemy). Croppi, who was in charge of culture, seems to have been expendable largely because he didn’t have enough political support in the right place at the right time. However Croppi was the only one of Alemanno’s cabinet to have had national and international standing, two major qualifications for the person responsible for protecting and promoting the capital’s cultural heritage. His record during his three years in the job could not be faulted – or so he and others thought – so he never bothered to defend his position until it was too late. Croppi has now been replaced by Dino Gasperini, who was in charge of the historic centre in Alemanno’s first cabinet. Gasperini’s main claim to fame seems to be that he comes from the ranks of Berlusconi’s Forza Italia, now transmuted into Popolo della Libertà, and has done loyal service in local politics almost since he left school. So far there is little in his CV to suppose that he is the right person to guard over one of the highest concentrations of historical monuments and artistic treasures in the world. The man with the best qualifications for his new job as head of the city’s budget is Carmine Lamanda. He comes with years of experience at the Bank of Italy, as well as in private banking and in national politics. He has a reputation for reorganisation and cost cutting, and it is unlikely that he would have come out of retirement (he is 69) if he had not been promised an important role. Certainly when Alemanno first came into office in 2008 he made no bones that Rome’s finances were in a dire state, but with almost three years at the helm he can no longer claim that all budget difficulties are the fault of his centre-left predecessor, Walter Veltroni. There are only two other noteworthy aspects of the city’s new cabinet; the first is that there is just one woman, Sveva Belviso, who has been put in charge of social policies; the second is that one of its members has sworn to wear sandals until the Israeli-Palestinian conflict has been resolved. Gianluigi De Palo, who heads family affairs, will be easily identifiable wherever he goes. Cont. on page 13.

Alemanno went into his reshuffle with what seemed to have been single-minded determination to clear up the dark corners of his administration. Rome 80. 1V page 15 Europunk, the visual culture of punk, 1976-8

21 Jan-20 March. Born 35 years ago punk continues to influence most art and cultural forms, from music to literature, from visual arts to fashion. No exhibition or publication has yet been devoted to the artistic dimension of this movement. This exhibition fills the void. It focuses on punk culture in Europe in the second half of the 1970s, showing the revolutionary change of imagery created by graphic designers, illustrators, image makers and agitators. Rather than telling the story of the musical influences of punk that has surprised and shocked millions of people, it shows the works of those artists who, while strongly denying they were making art, did want their images to change the world. The exhibition gathers over 550 items, some of which are well-known, others unfamiliar or not seen for decades, from private and public collections: clothes, fanzines, posters, flyers, drawings and collages, record covers, films. Symbolically, the event starts with the first appearance on television of the Sex Pistols, in 1976 – the year punk was born. It also features four sitespecific projects especially conceived by Francis Baudevin, Stéphane Dafflon, Philippe Decrauzat and Scott King. Among the initiatives organised for the fourth centenary of the death of Michelangelo Merisi da Caravaggio, the state archives display original documents covering the years that Caravaggio spent in Rome (1595/96-1606). Over 30 restored volumes reveal central episodes and news about the private life and artistic career of the great painter. On display are original and unpublished documents, which testify to the arrival of Caravaggio in the

capital at the age of 25 and not 20 as believed so far, and his lodging in Via della Scrofa at the shop of Lorenzo Carli, a Sicilian painter. These until-now unknown details centre on the intellectual, cultural and artistic environment frequented by Caravaggio in Rome, which throw new light on his life. This survey, conducted by seven young art historians, is a sort of detective story in a succession of anecdotes, testimonials, reconstructions by registers, protocols, complaints, trials, topographic plans and tenancy contracts. From these documents emerges a unique period of Caravaggio’s life characterised by key encounters in a kaleidoscope of relationships. Original documents are placed next to some of Caravaggio’s masterpieces as well as works by other artists of the time. Particularly meaningful is the choice to hold this exhibition close to the church of S. Ivo alla Sapienza, built by Francesco Borromini between 1642 and 1660, where many of the narrated events took place. Guided tours for maximum 30 people take place every 30 minutes, which offer visitors the exceptional occasion of re-living the urban atmosphere experienced by Caravaggio in Rome. Archivio di Stato. After the great success at the National Museum Marc Chagall in Nice this exhibition, entitled The World Upside Down pays tribute to Marc Chagall, the great Russian-born, Jewish and French naturalised painter (1887-1985) 25 years after his death. On display are about 140 paintings and drawings from private collections which have not been seen before, as well as from the National Museum of Modern Art Georges Pompidou and the National Museum Marc Chagall in Nice. Looking at Chagall’s works the viewer catches some of the peculiarities of his universe, such as his characters set in surreal spaces, his transfigured animals that don’t belong to any existing species, the gravity-defying objects that populate his complex landscapes. The post-Chagall world represents a universe in which time has no boundaries and where the established order of things can be turned upside down by disasters and tragic upheavals as well as by charm and pleasure. This upside-down world is the result of Chagall’s unique vision of the universe formed by the multiple influences on his life, such as his Jewish religion, the October Revolution in which Chagall took part as well as other artistic and cultural factors related to his origins. Carla Accardi. Spazio, ritmo e colore. 1 Dec-27 Feb. Now that the old wars between figurative painting and abstraction are no longer aflame, the 1960 section of this retrospective presents a small but penetrating glimpse of the commitment of high abstraction. Anyone familiar and schooled in the Italian avantgarde movements after world war two is aware of Carla Accardi, one of their pioneers, a member of the sparkling, disturbing and aggressively tidy Forma Uno group, together with her husband Sanfilippo, Turcato, Dorazio, Consagra and others. Though her mien is now calm, tough and unsmiling, she once was a firebrand. And as one of the few women painters in Italy, she was never a “Woman Painter” or a “Lady Painter”; that is her work never hovered on the edge of the decorative or the easily pleasing but was always unerringly straightforward, severely weighed and leading to slow insight. Here a multi-faceted path through the many phases of her long career exhibited handsomely, does not reveal figurative beginnings but starts in 1949 with small abstractions of few elements and airy marks, and meanders through many changes of attack and method and newly available techniques and materials. She worked with panels of plastic, with the freshness of loose bedsheets, floor and wall mosaics, ceramic tiles, moving panels paired with sound installations and so on. What is constant is a search for new speaking signs, small and large. The most intriguing and indicative part of the show, which makes its viewing truly worthwhile, is a group of smallish canvases painted in the 1960s, in two little inner rooms, which Accardi had always kept stashed away in her studio. They illustrate her drive most vividly; the intelligent ever-alert search for new shapes engaged and interwoven in struggle or harmony on a flat surface. They expose the virtue of abstraction brilliantly. Hieroglyphs, bows, bones, swirls, slivers, awkward or fluid, compete or marry – bits of colour in motion: silver grey, stone-pink, deep ocean-blue, shiny blacks and whites, grass green, shameless blood-red, elegant purple. Tumbles and flurries and meshes of invented shapes express unlimited possibilities: secret earnest runes, endlessly stirring. The initiative paints a portrait of the great German choreographer who died in 2009, with a selection of films, videos and documentaries that focus on Bausch herself, and on her legendary Tanztheater. Ortona and Chieti Donne in Jazz 2011. 13 Feb-13 March. This music festival entirely dedicated to the genius of women takes place this year in the region of Abruzzo, the birthplace of a couple of wellknown female jazz artists. This 11th edition of the festival also offers a series of side-events such as film projections, exhibitions and Jazz and Wine evenings. However, it’s the programme itself that is the most remarkable feature of the event, featuring many big names on the international jazz scene. Les SlovaKs Dance Collective. 6 Feb. In Journey Home. The members of this group – five male dancers and a musician – play the roles of six different characters. Les SlovaKs find inspiration in film but are founded in Slovakian folk dancing, creating a bridge between tradition and a vision of the future. Music is an essential element of the show: live performances are inter-changed with recordings specially made for the work. The artists’ charisma, emotion, virtuosity, humour and a multiplicity of dance styles have turned Les SlovaKs into something of a phenomenon in the dance world. Iceland Dance Company. 6-7 Feb. In Transaquania-Into Thin Air. This work is described as a combination of music and dance to depict a fight against drought. Producer Gabriela Frioriksdottir has worked closely with the Icelandic Dance Company on this work that confronts society’s separation of sexuality and physicality. Intertwining different styles of dance, it explores the relevance of silence and stillness, and challenges perceptions of art and beauty within dance.

Lisi Estaras & les ballets C de la B. 8-9 Feb. In Primero – Erscht. Argentinean Lisi Estaras is the latest example of a company member turned dance-maker, and with Primero – Erscht, she offers eclectic, life-enhancing theatre in the best C de la B style. Primero is a house of memories, and the undercurrent of nostalgia is accompanied by a mix of scratchy records and live Klezmer music, composed and played by a musician on stage. Estaras draws on the diversity of C de la

B to bring together a strangely compelling group of dancers, as singular and heterogeneous as colliding memories. Akram Khan Company. 11-12 Feb. In Vertical Road, choreography by Akram Khan. Performed by a world-class cast of dancers from across Asia, Europe and the Middle East, this new work by the acclaimed Anglo-Indian dancer and choreographer, features a specially commissioned score by long-term collaborator Nitin Sawhney. The piece draws inspiration from universal myths of angels that symbolise “ascension”: the road between the earthly and the spiritual. Visually inspiring and spiritually profound, Vertical Road draws on the performers’ different cultural interpretation of the human odyssey. Cristiana Morganti. 15 Feb. In Moving with Pina. The Romeborn dancer, Morganti, was a soloist dancer at Pina Bausch’s Tanztheater Wuppertal for 18 years. In this work, which she conceived and choreographed, she undertakes a journey into Bausch’s universe seen from the dancer’s perspective. How to prepare a solo performance? What is the relationship between excitement and movement? When do movements turn into dance? What’s the connection between dancer and scenography? And between dance and music? How do people create the mysterious and magic link between artist and audience? Conductor Yuri Temirkanov always manages to find a new interpretation for much-loved works so his rendering of Verdi’s Requiem at S. Cecilia in Rome promises to be interesting and maybe even controversial. In Milan the new tenor of the moment Jonas Kaufman sings Cavaradossi in Puccini’s Tosca, in a production which is pared down to the bare essentials and where the emphasis is placed on the singing and the sado-erotic nature of the drama. Al Parco della Musica di Roma l’Accademia Nazionale di S. Cecilia propone, per la stagione di musica sinfonica, Messa di Requiem di Giuseppe Verdi (5, 7 e 9 febbraio). Il quartetto dei solisti sarà formato da Krassimira Stoyanova, Olga Borodina, Francesco Meli e Orlin Anastassov, il coro e l’orchestra saranno quelli dell’Accademia e il direttore sarà Yuri Temirkanov. È quest’ultimo un artista che propone interpretazioni singolari e che spesso fanno discutere critica e pubblico. Le opere di Verdi che Temirkanov ha presentato al Teatro Regio di Parma negli ultimi anni avevano tempi e dinamiche diverse da quelle abituali ma ciò nonostante erano molto emozionanti (La Traviata), oppure trascurano l’aspetto melodico più amato dai melomani a vantaggio di una forte teatralità, incentrata tutta sul fraseggio e sulla tenuta narrativa (Il Trovatore). Giuseppe Verdi, in un primo momento, pensò di scrivere Messa di Requiem per commemorare la morte di Gioachino Rossini, ma poi decise di eseguirla il 22 maggio 1874 per onorare la morte di Alessandro Manzoni (che considerava un “santo”) avvenuta un anno prima. Il Teatro alla Scala di Milano propone Tosca di Giacomo Puccini (15 febbraio-25 marzo). È un nuovo allestimento di Luc Bondy che è stato già visto a New York e a Monaco: una messa in scena spoglia, con pochi arredi essenziali, affidata a una recitazione che esalta l’aspetto sadico ed erotico della vicenda. Cavaradossi sarà interpretato dal divo del momento: il tenore Jonas Kaufmann, dalla voce maschia e sensuale e dalla bella presenza scenica; con lui il soprano Oksana Dyka (Tosca) e il baritono Zeljko Lucic (il barone Scarpia). Nel secondo cast spiccano due noti e apprezzati cantanti: Sondra Radvanovsky, che sarà Tosca, ha una voce tra le più sontuose e ricche di armonici tra i soprani delle ultime generazioni, e Bryn Terfel, che interpreterà Scarpia, è un basso-baritono gallese molto attivo all’estero ma in Italia praticamente assente, ha una bella voce imponente ma soprattutto è dotato di una forte personalità. The work has been described as ‘’a turning point in the history of gay drama, the history of American drama, and of American literary culture.” The plot unfolds over great distances of time and place, involves many characters, and more than one story line. Two complete plays form the entire plot: the first part, Millennium Approaches and its second instalment, Perestroika. For all its intricacies, however, the plot of the play is quite simple. It is the story of two couples whose relationships are disintegrating, set in America in the 1980s against a backdrop of greed, conservatism, sexual politics, and the discovery of an awful new disease: AIDS. It is this backdrop that provides Angels in America its magnitude and sets it apart from other love stories. This production is part of a project dedicated to theatre in former Yugoslavia. Giappone900: a double exhibition of prints, paintings, sculpture, woodcuts, lacquer and ceramics which contrasts traditional Japanese works with western-influenced art. The pieces all come from the institute’s own collection and are by some of Japan’s leading artists from the last century. Until 23 Feb prints by artists such as Yayoi Kusama and Shiko Munakata are on show, and from 14 March to 2 May visitors can see traditional Nihongo paintings by Kaii Higashiyama and Maeda Seison Hoshun Yamaguchi, western style works by Kenzo Okada and Kazu Wakita, and ceramics by Masahiko Katori and Arakawa Toyozo. It opens with a lecture by the Milan architect Stefano Boeri and is a reflection on his vision of a new Milan between the urban, the rural and the natural. It is flash forward to what the city could become, with vertical residential towers that sprout trees in abundance, a huge botanical garden for Expo2015, a council housing scheme, designed as a buffer between the urban and the rural world, and projects for new urban-based agriculture.
