WhAT LIBERALISATION REALLY MEANS Italian premier Mario Monti faces much opposition to his reforms designed to make the economy more productive.

L

iberalisation is the buzzword today but it is not always clear exactly what it means. It includes freeing up taxis and chemists, banks, insurance companies and petrol distribution and sale, all of which the Monti government is trying to do. But there are whole sectors of the economy and society that are far more difficult to deal with by law. One example: an American television journalist, Wolf Achtner, is doing something revolutionary – he is applying for the job of editor of RAI’s flagship evening news programme, Tg1, a post which is vacant at the moment. he is experienced and should be a plausible candidate, so his application should not be news; what makes it extraordinary is that senior jobs in the public sector are rarely advertised on the open market and even more rarely given to qualified outsiders. Political loyalty is the first requisite for any of these jobs, and if the chosen candidate happens to be good, then that is an unexpected bonus. It’s not only high-profile media jobs that are handed out for political loyalty rather than professional qualifications. A recent European union (Eu) Eurostat survey found that more than three out of four young people (77 per cent) look for work through friends and relations. Less than a third (31.9 per cent) use the employment exchange, the lowest in the Eu apart from Cyprus (in Germany the figure is 82.8 per cent, Eu 27 56.1 per cent). This means that it is certainly not just the public sector where loyalty often trumps merit and ability. There are more small and mediumsized companies in Italy than in most of the rest of Europe, which is a partial explanation for the overwhelming use of private connections, but the downside is that merit is often irrelevant. A new book, Scurriculum. L’Italia della demeritocrazia by Alberto Fiorillo and Paolo Casicci, paints a depressing picture of the costs of giving jobs to loyal incompetents. Of course Italy is not the only country where jobs come through connections and apparently open search procedures are a cover to legitimise an insider candidate, but it is striking how even the form of a level playing field is not respected. Public sector jobs, from ministries to universities and the magistrature, are normally awarded by competitive exams and procedures, which often mask the string-pulling and clientelistic practices, but – either way – connections are essential. Another ongoing story illustrates the importance of connections over more universal principles. The minister for the public administration, the magistrate Filippo Patroni Griffi, is in the spotlight after having paid €177,000 in 2008 for a three-bedroom flat close to the Colosseum, a property with a market value of around € 800,000 today. he bought the flat from INPS, the national pension fund, when he was a sitting tenant, and after having won a case against INPS to lower the price. No one suggests anything illegal; the resentment is in the knowledge that first of all one needs friends in order to become a tenant of INPS (or of any other public institution), and then that friends in the magistrature certainWanted in Rome 8 February 2012

ly help in any legal action. When INPS and other public bodies sell property, the prices are far from the free market. The minister’s good fortune is paid for by the people who receive their pensions from INPS, as well as with a good measure of social resentment. Then there are the measures that the government passed as a decree law last month. If Monti manages to implement even half of them it will mean a revolution in both the Italian economy and consumer habits, one which today’s opinion polls say that most Italians strongly favour. They think, not unreasonably, that they will save money. Who will pay is not very clear yet. The number of taxi and pharmacy licences are to be increased; lawyers, accountants and notaries are to open their doors, as well as give clients estimates for the job to do. Fuel distribution is going to be eased, allowing petrol stations to sell a wide variety of goods (as in most other European countries) and to buy their fuel from other distributors rather than be tied to a single brand. The railways too are likely to see other companies using the tracks, a reform which has already begun in a small way. Also on the public side there is a good chance that local transport services will be opened to competition along with some other services. There are ongoing rumblings to make the labour market more flexible, possibly introducing the Danish model, which makes hiring and firing relatively easy but also provides sufficient support for laid-off workers. It all sounds wonderful if you don’t belong to one of the “liberalised” fields. Taxi drivers are already on the warpath. Lawyers, who are strongly represented in parliament, have planned boycotts and strikes. There was a transport strike on 27 January and a 10-day petrol station strike has been announced. The unions have repeatedly said they will not accept any reduction of job security. There is a potential for serious social unrest; the political parties all pay lip-service to the need to liberalise, but they are also looking to their constituencies and saying “open up everything but don’t touch our supporters’ interests.” This is the real test for Monti – in comparison, his austerity budget was child’s play. Now he will have to navigate between very, very divergent interest groups with very different game plans to look after those interests, plus political parties which are increasingly disconnected from society. his strongest weapon is the depth of the crisis, which does not allow procrastination. he could set the ball rolling by offering jobs in the public broadcaster to the most qualified and sell publically-owned housing to the highest bidder on the open market. NEW LOOK FOR OLD SPACES Several of Rome's important museums have been busy with renovations

T

he National Etruscan Museum in Rome’s Villa Giulia inaugurated four new exhibition spaces in mid-January dedicated to the ancient city of Veio, as well as opening the nearby Villa Poniatowski which now houses Etruscan treasures from Latium Vetus and umbria. The 16th-century building – named after its one-time owner Stanisław Poniatowski, nephew of the last king of Poland, who lived in Rome from 17541833 – is accessed from the Villa Giulia complex through Villa Strohl-Fern. Its frescoed rooms display artefacts dating from the tenth century BC. There are gold ornaments, pottery and weapons from the ancient towns of Alatri, Ardea, Tivoli, Lanuvio, Segni and Gabii. The highlight is the sarcophagus carved out of an oak trunk discovered in Gabii in 1989. On the ground floor is a library with more than 17,000 specialist volumes on Etruscan studies. In Villa Giulia the large Veio rooms exhibit a wealth of Etruscan treasures, most of which have been kept in storage for the last 60 years. Items from the ancient city of Veio include funerary artefacts, bronze urns, intact and fractured terracotta, jewellery and weapons. Further up Viale delle Belle Arti, the Galleria Nazionale d’Arte Moderna (GNAM) reopened at the end of December after a six-week closure to reorganise its 19th and 20th-century collection. GNAM is noted for works by Modigliani, de Chirico and Guttuso, while the many foreign artists include Van Gogh, Klimt, Pollock, Kandinsky and Twombly, who died in Rome last year. On this occasion, the gallery launched “100 Years at Valle Giulia”, a series of exhibitions celebrating the centenary of the building’s construction. Although the gallery has been in its current location facing Villa Borghese since 1915, it was founded in 1883 after a temporary exhibition became permanent at the Palazzo delle Esposizioni on Via Nazionale. When there was no longer room, it moved to Cesare Bazzani’s spacious new building in Valle Giulia, which was part of the International Exhibition in Rome in 1911. The gallery’s superintendent Maria Vittoria Marini Clarelli has been responsible for the renovations, which include improved lighting and colour schemes chosen specifically for each room. Alfredo Pirri’s installation Passi welcomes visitors as they walk across shattered mirrored-glass tiles to the sound of breaking ice, providing the disconcerting feeling of an imminent plunge into a freezing lake. A tour includes three chronological sections: 1800-1885, 1886-1925 and 1926-2000, as well as a special room called Scusi ma è arte questa? with works that once provoked scandal by Duchamp, Burri and Manzoni. Among the exhibitions is a show dedicated to the iconoclastic 1960s Arte Povera movement, part of several similar events taking place across Italy directed by its founder, Germano Celant. The exhibition pays special tribute to one of the movement’s chief exponents, Pino Pascali, by replicating a room dedicated to him in 1972 by Palma Bucarelli, the gallery’s legendary former superintendent and great admirer of the artist. An exhibition entitled Art in Italy after the Photograph 1850-2000 examines the relationship between visual art and photography, while a retrospective of the work of 87-year old Livorno-based experimental artist Gianfranco Baruchello, who attended the reopening ceremony, is curated by Achille Bonito Oliva and includes over 60 of his works on loan from various European collections. On the opposite side of Villa Borghese the Galleria Comunale d'Arte Moderna reopened in Via Francesco Crispi in November. Closed since Wanted in Rome 8 February 2012

2003, the renovated gallery offers a comprehensive overview of the leading artists at work in the capital from 1880 to 1958. Luoghi, figure, nature morte – the first in a series of rotating exhibitions – is divided into three thematic sections incorporating figurative art, views and visions of Rome, and still lifes. The exhibition showcases Italian art movements such as Novecento, Symbolism and Divisionism, and ends with a room dedicated to Futurist Giacomo Balla. Arturo Dazzi’s highly-polished red marble Cavallino stands between two narrow corridors surrounding a glass-framed cloister. Nearby is Giovanni Prini’s bronze statue of the Azzariti twin girls, whose innocence is overshadowed by Ercole Drei’s Seminatore, a decidedly fascist-looking statue of a larger-than-life peasant. upstairs, Afro Basaldella’s Composition depicts three figures relaxing amid lush vegetation, with rippling light effects captured in masterful brushstrokes. Mario Rutelli’s sculpture Naiad with a sea horse mirrors the figures in his controversial Fontana delle Naiadi in the capital’s Piazza della Repubblica, while Onorato Carlandi’s richly-painted Roman Forum contrasts with Francesco Trombadori’s desolate view of the Colosseum. The Scuola Romana is represented by Mario Mafai’s 1934 painting Women undressing, of two women struggling to undress while a discarded gown lurks in the background like an ominous shadow. Together with his wife Antonietta Raphaël, in 1927 Mafai founded the Roman School at the couple’s home on Via Cavour. After their building was knocked down in 1930 to make way for the present-day Via dei Fori Imperiali, Mafai embarked on Demolitions, a series of paintings that reflected his criticism of the restructuring and extensive demolition of his native city by the fascist regime. Palazzo Barberini also inaugurated a new space in December for temporary exhibitions with a major show dedicated to leading 17th-century Italian painter Guercino. The additional 1,000-sqm on the ground floor, formerly used as the Officers’ Club, makes the Barberini gallery the second-largest venue on the Roman museum circuit after Palazzo Venezia. Running until 29 April, the exhibition is a tribute to the Anglo-Irish art expert Sir Denis Mahon (1910-2011), who dedicated much of his 100 years to studying the work of Guercino. Studying the city’s proverbs can provide insights into Roman life

DIMME IN ROMANESCO: ThE uRBS IN PROVERBS

M

any an Italian graduate in English arrives in London only to be surrounded by deepest Cockney, prompting doubts as to whether they have arrived in the right country. Native English speakers, visiting some bar in Pigneto or Trastevere, might be excused of equivalent bewilderment as regards Romanesco, the local Roman dialect which shares with Cockney a way of dropping the final syllable. Indeed, when I attempt to transfer my over-literary, not so fluent Italian from my dog-eared exercise book to everyday conversation, one of my Roman friends sometimes admonishes me, “Non capisco, dimme in romano.” But “I don’t know romano” being a rather inadequate reply, I resolved to make amends, taking as a starting point a couple of anthologies of proverbi romaneschi. By exchanging the odd standard Italian phoneme with its peculiarly romanesco equivalent (or sometimes swallowing it), one can read, if not talk the local dialect, almost as the Romans do. One also gains a streetwise view of the city. In praise of itself, there are the familiar “Tutte le strade porteno a Roma” and “Roma mica è fabricò tutt’in un botto” (Rome wasn’t built in a day). A reminder that much of Rome exists underground, we find “Roma fu fatta un po’ per vorta” (Rome was built bit by bit). For another self-pat on the back: “L’unica cosa bella de Milano è er treno pe’ Roma.’ (The only good thing about Milan is the train to Rome). Or with the rival city being Naples this time: “Si Roma c’avesse er porto, Napoli sarebbe ‘n orto.” Meaning more or less: If Rome had a port, Naples would be only a village. Or again, “Roma doma l’ommini, Napoli i cavalli.” (Rome tames men, Naples horses). Meanwhile “Roma è Roma” means Rome is beyond comparison, the proverb meaning everything and nothing. And yet Rome is magnanimous enough to pinpoint its own faults along with its virtues. The eternal city it might be, but more modest is the reminder “Se more pure a Roma” (Even in Rome people die). “Roma è santa, ma er su popolo boia” (Rome may be holy, but its people are merciless) – although maybe this was written by a Neapolitan? “Cocchieri, cammarieri e gente de corte, cianno er culo sano è ‘na gran sorte” (Coachmen, waiters, courtiers, if you escape them intact you’re lucky). Swap coachman for taxi-drivers, “gente de corte” for politicians and the home truth remains. up there with the crafty Cockney is “Ai li romani tutto je se pò dì, fora che gonzi” (Romans may be all sorts of things but they’re not stupid). In case that local smiles and says “Te spenno,” he is not saying “You’re welcome” but that "I'll pluck you like a chicken". Prompting another proverb: “E’ mejjo essa testa d’alice che coda de storione” (Better to be the head of an anchovy than a sturgeon’s tail). A sort of tourist guide written by insiders, Roman proverbs confront life head on, delighting in the rough as much as the smooth. Just as Wanted in Rome 8 February 2012

Yorkshire folk are wont to call a spade a spade, so “A romani s’usa dì pane ar pane e vino ar vino.” Suggesting that Murphy of the infamous law might originally have been Roman is “Er gallo che canta male è quello che canta de più” (The cock that crows the loudest is the one that crows the most). As if coined for the economic crisis and proof that one proverb is worth a hundred editorials, is “Se stava mejo quanno se stava peggio” (We were better off when it was worse). In their guide to the nitty-gritty, there are also tips of love. Out-rhyming Shakespeare’s “The course of true love never did run smooth” is “L’amore nun é bello si nun è litigarello.” Always happy to bring romance down to earth, another saying warns: “Si nun te sono la scarsella, nun dì a ‘na femmina quanto sei bella.” (Want to keep hold of your money? Then don’t tell a woman she’s pretty). Lovers might also benefit from “Amore pe’ le scale è brodo senza sale” (Love on the stairway is like soup without salt). Advice about human character and also a pithy put-down can be found in “Quanno la formica vò morì, mette l’ale” (When the ant wants to die, it grows wings). This for dealing with local officiousness and the labyrinths of Roman bureaucracy: “Lassa perde la serva, si poi arrivà a la padrona” (Forget about the maid if you want to get her mistress).There are also tips on the weather: “Febraro curto e amaro” (February short but bitter), or “Pioggi d’istate, de curte durate” (Summer rain doesn’t last long). More particularly, “Quann’è nuvolo verso San Pietro, pija er sacco e torna indietro.” (If there’re clouds around St Peter’s head back home). Albeit elsewhere comes the proviso, “Chi guarda le nuvole, nun se mett’in viaggio.” (he who looks at the clouds never sets out). The dome doubles as weather vane again in “Quanno San Pietro ha mmesso er cappello, lass’er bastone e pija l’ombrello” (When St Peter’s has its hat on, leave your stick and take an umbrella). The Pantheon? Better do as the Romans do: “Dimme a rotonna nun dì er Panteon” (Call it the Rotonda instead of the Pantheon). In other words, cut the frills. The list goes on, doling out quips and directions at every turn. With all its contradictions, “Roma è Roma,” most welcoming of cities, its proverbs a vademecum no Lonely Planet, Michelin or Baedeker can match. Cassirer had a passion for the illustration of books and magazines of outstanding quality, and in 1924 he initiated a series of portfolios by contemporary artists dedicated to the poems of Goethe. On display are four portfolios consisting of 104 chalk lithographs for 49 selected Goethe poems. ABRUZZI DONNE IN JAZZ 8-15 March This 12th edition of a festival featuring women jazz singers and musicians celebrates the female contribution to jazz as well as highlighting the attractions and culture of the Abruzzi territory. The 90-minute Dark Matters features a highly-theatrical first act and a dance-filled second act. In the first, Pite uses bunraku puppetry controlled by dancers and an intricate set and stylised lights to introduce the concept of dark matter as told through a Frankensteinesque story of an artist and his creation. OPERA NOTES Madama Butterfly, one of the public’s favourite operas, returns to the Rome opera house after ten years. The protagonist is Daniela Dessì, one of the most notable singers of the role. Since she debuted as the tragic geisha in Florence in 1996 she has sung the part worldwide, with great success and critical acclaim, even taking the opera to Nagasaki, the real city on which Puccini based his imaginary work. This new production, conducted by Pinchas Steinberg and directed by Giorgio Ferrara, is a co-production with Teatro Massimo in Palermo. For the chamber music season at S. Cecilia the English tenor Ian Bostridge sings Schubert’s Winterreise to the accompaniment of Julius Drake on the piano. Al Teatro dell’Opera di Roma va in scena Madama Butterfly di Giacomo Puccini (21-28 febbraio). Una delle opere più commoventi e più amate dal grande pubblico torna nel teatro della capitale dopo dieci anni di assenza. Protagonista sarà Daniela Dessì, una tra le attuali interpreti più significative della tragica geisha suicida che, dopo averla debuttata a Firenze nel 1996, l’ha portata nei teatri di tutto il mondo: New York, Madrid, Tokio, San Francisco, Milano, Palermo, Verona sempre con grande successi e consensi della critica; la sua ultima interpretazione l’ha proposta a Vienna appena quattro mesi fa. Daniela Dessì ha cantato l’edizione che festeggiava il centenario della prima rappresentazione dell’opera a Torre del Lago nel 2004 ed è stato l’unico soprano italiano a cantare Madama Butterfly a Nagasaki, la “vera” città dove si svolge la vicenda “inventata” da Puccini. Con Daniela Dessì canteranno Alexey Dolgov (Pinkerton), Anna Malavasi (Suzuki) e Audun Iversen (Sharpless); dirigerà Pinchas Steinberg mentre la regia sarà di Giorgio Ferrara, il direttore artistico del Festival di Spoleto. Madama Butterfly è un nuovo allestimento in coproduzione con il Teatro Massimo di Palermo, dovrà andrà in scena nel settembre 2012. Al Parco della Musica di Roma, per la Stagione di musica da camera dell’Accademia Nazionale di S. Cecilia, Ian Bostridge, accompagnato dal pianista Julius Drake, canterà Winterreise di Franz Schubert (24 febbraio). È un ciclo di 24 lieder su testi di Wilhelm Müller, che Schubert compone nel 1827, in cui si racconta di un uomo abbandonato dall’amata, che per dimenticare compie un viaggio per freddi e deserti paesaggi invernali. Winterreise diventa così lo specchio dell’anima depressa e della triste vita di un innamorato deluso e abbandonato, ma anche dello stesso Schubert, sofferente, stanco e desideroso di pace: morirà malato di sifilide appena un anno dopo la composizione di Winterreise. A raccontare questa pessimistica visione della vita è stato chiamato l’inglese Ian Bostridge, uno dei tenori più apprezzati del momento; non tanto per la voce (è chiara e di piccolo volume) quanto per la musicalità e la sensibilità d’interprete, che lo porta ad accentare e a colorire le frasi secondo le sfumature e le inflessioni che le parole assumono nel contesto musicale in cui sono dette.
