2 May 2012 Wanted in Rome
UN PERMESSO PER PIACERE How to improve your odds in the struggle for a permesso di soggiorno
Be prepared to be patient and diplomatic once inside the gates of the immigration office on the outskirts of Rome.
O
nce my husband (holder of American and Italian passports) and I (American passport only) decided to stay in Rome beyond the one-year period stipulated by my spousal visa, the celebratory prosecco would soon be followed by a more practical concern: obtaining a permesso di soggiorno, the Italian equivalent of a Green Card. This document allows non-European Union citizens to reside and work in Italy for a limited time – in my case, for five years or until my dual citizenship application is accepted back in the US (“estimated processing time: 2.5 years” according to the San Francisco Consulate). Having finally obtained my permesso, I can say without reservation that the best gift we could ever bestow upon our children is not a welldiversified stock portfolio, but an EU passport. The benefits extend far beyond granting them greater possibilities for living, working, studying, volunteering, loafing, overindulging, pursuing unlikely affairs and having their hearts broken abroad some day. The primary advantage conferred by dual citizenship is that it will significantly reduce the total number of hours they’ll inevitably spend standing in long queues and suffering the airless waiting rooms and bureaucrats. You’d think that being married to an Italian citizen, possessing Italian heritage and producing two Italian citizens to help reverse one of the world’s lowest birth rates would count for something – or at least make for a straightforward process. You’d be wrong. It has taken me five trips to the Questura (state immigration office) on the industrial eastern outskirts of Rome to obtain my permesso and countless lost hours and associated indignities. This ominous mid 1970s-era military bunker surrounded by barbed wire inspires dread among all who dare approach, and reaching the imposing entry gate alone requires a good amount of nerve as you have to share the main road with oncoming traffic, successfully dodge all the trucks hurtling by, and hold on to all 17 varieties of paperwork that might or might not be required that day. As if this weren’t enough to make one reconsider submitting to the process, there’s a lonely, sun-baked bus stop out front that affords an unobstructed view of the sprawling, corrugated metal-and-tarp shantytown across the street where desperate denizens (presumably those denied their permesso) start casing cars as soon as they’re parked. No Wanted in Rome 2 May 2012
wonder almost everyone waiting for their number to appear on the illuminated board inside is agitated – they know that by the time it’s called, their vehicle may well be stripped and they’ll have to sit even longer to take the bus home. And make no mistake, the government wants you to give up when you’re informed that five additional forms are required by the following week and then are told upon your return that three of the documents you spent additional hours obtaining are irrelevant and that four more have to be submitted within a 10-day window or your application will be considered null and void and you’ll be forced to start all over again. The requirements are unpredictable, the volume and variety of paperwork staggering, the waits legendary, but none of these obstacles is insurmountable. Don’t give in to the temptation to lash out, cry, or create anything resembling a scene. Persevere. You can succeed if you summon your powers of Zen detachment and patience in the face of adversity. To improve your odds: Questura Dos: • Do suck up (but don’t be too obsequious). • Do make the first functionary you encounter type up what you need for your next trip on official letterhead so that the next official who looks it over will be less inclined to ask for an additional requirement (which happens frequently, by the way, when a put-upon employee has no idea what’s required in your particular case). • Do bring water, plenty of snacks and more than five hours worth of reading material. • Smile often and be courteous. Questura Don’ts: • Don’t become sarcastic as a defence mechanism. For example, don’t ask out loud why they bothered installing 21 sportelli (numbered help desks) when no more than four are operational at any one time. • Don’t try to be helpful by suggesting that the most commonly used forms be evenly distributed to all sportello operators to increase efficiency instead of doled out individually from an office on the third floor. • Don’t be tempted to ask to speak to your assigned official’s superior whenever you reach an impasse. A Word of Caution: If you choose to live fuori le regole, be aware that you may be forced to pay a large fine and fly home unexpectedly after a routine traffic stop or while crossing the border for a weekend outing. (I can’t afford to take such a risk while I’m still responsible for making sure that two of Italy’s youngest citizens’ teeth are brushed twice daily.) Marie Dolcini Marie Dolcini is an American writer fortunate enough to reside at the American Academy in Rome and possess a permesso valid through 2016. This article is the first in a series of features aimed at helping others address some of the more quotidian concerns involved in relocating to the Eternal City. Her views are personal opinions and do not necessarily reflect those of Wanted in Rome.

BALLETTO DEL TEATRO ALLA SCALA 3-23 May In Marguerite and Armand choreography by Frederick Ashton, and Concerto DSCH choreography by Alexei Ratmansky, with Svetlana Zakharova, Roberto Bolle, Massimo Murru. Frederick Ashton’s stylised distillation of Dumas’ La Dame aux Camelias was so tailored to the unique qualities of Fonteyn and Nureyev that it almost fell into oblivion after they ceased dancing it in 1973. The stellar partnership of Sylvie Guillem and Nicolas Le Riche revitalised the ballet 27 years later, and since then, the roles have been up for grabs for a number of dancing couples. Now it is the turn of La Scala’s superstars, Roberto Bolle and Svetlana Zakharova who is perfectly cast for the doomed heroine. And Armand’s role, which demands both physical beauty and elegance of line, is a challenge that Bolle can certainly take on as he tackles the portrait of a young man overwhelmed by contradictory emotions: ardour, rage, contempt and utter despair. Another new production for the Milanese theatre is Ratmanksy’s work Concerto DSCH on Shostakovich’s 1957 Piano Concerto No. 2. It is a hopeful and joyous work inspired by the end of the Stalin era in Russia. The high spirits of the music are captured in the lively choreography, especially in the roles of the lead dancers, one lyrical couple and a virtuoso trio of two men and one ballerina. (DSCH stands for four musical notes that form an abbreviation of the composer’s name when written in German). Teatro alla Scala, tel. 027203744, www.teatroallascala.it.

Habillé d’eau is actually an ongoing project involving research into the nature of art and movement. The performance, which has been seen in Bosnia, France and the US, involves an explanation of a series of theoretical concepts such as time and space and an imaginative nucleus. TURIN BALLETTO TEATRO DI TORINO 3-6 May In Paradiso I, choreography by Matteo Levaggi. The young Italian choreographer, who has won recognition and success after a difficult beginning (he was one of Raffaella Carrà’s so-called “Carramba Boys” on commercial TV), is now presenting his work within important and intellectual contexts for contemporary dance. Dedicated to the idea of “Paradise”, Levaggi explains that this work has nothing to do with spirituality, but explores the human quest for happiness on earth – including the desire for self-satisfaction such as cosmetic surgery. Lavanderia a Vapore, tel. 011812411. YASMEEN GODDER 16 May In Storm End Come, choreography by Yasmeen Godder and Itzik Giuli. This new work by the Israeli choreographer Godder and by Giuli, her partner and co-artistic director, explores movement, not for movement’s sake, but as a reflection of inner emotional processes that leave traces on the body and the face. In contrast to many of Godder’s recent creations, this time the stage is bare and she uses no props such as masks, dripping paint or scissors to perpetuate dramatic moments. Storm End Come appears to be more abstract than her more theatrical pieces that were lined with narrative, but in fact, she says, it is still expressive theatre. The work process aims to enable the dancers to find their own animalistic instincts and search for spiritual rejuvenation. Teatro Astra. For information www.mozaicodanza.it.

OPERA NOTES The Maggio Musicale festival begins as per tradition with an opera, and the choice of Der Rosenkavalier by Strauss is a welcome one, coming as it does a century after its first performance. This production bears the signature of director Eike Gramss who not only manages to balance the music with the rhythm of the theatre but has also added some amusing touches to his previous productions, such as that of putting a crocodile to guard the gates of the harem in his 2002 version of Mozart’s Die Entführung aus dem Serail. Norma is being staged in Turin, and here the person to watch is Maria Billeri who is making a name for herself not only in roles that require both agility in the singing and drama in the performance (such as Norma and Nabucco by Verdi) but also in ones that only require dramatic talent, such as in Medea by Cerubini. Paolo Di Nicola
