Italy waits for the Greek election results before deciding strategy for its own voting next spring

L

ocal elections normally just give politicians a hint of what they might expect in the general election; they allow the parties to adjust their sights to whatever is next. But not this year. More than a wake-up call for the traditional parties, last month’s elections sounded more like a death knell; for which parties we shall know some time early next year when they reorganise in time for the spring general election. While the traditional parties are working to recover credibility, Mario Monti’s non-party government navigates between a seriously damaged Greece – which risks defaulting on its debt and/or leaving the euro – and continued pressure from the markets as it tries to keep domestic discontent under control and encourage economic growth. Instead of political tension winding down before the summer break, it risks rising dangerously. Greece goes to the polls on 17 June and there is a European leaders’ summit at the end of the month when they will have to deal with the results. Monti has been pushing for growth since January and has used his own standing in Europe to back up this policy, but he had to face the Franco-German call for austerity first. Now, after François Hollande’s victory in France and the Christian Democrat set-back in German local elections, Chancellor Merkel is in a much weaker position to block growth. Last month’s G8 also saw President Obama encouraging European growth because his own re-election in the United States depends at least partially on a European recovery. The most immediate and acute problem, though, is still Greece. In May’s elections, the electorate rejected the traditional parties and Europe’s stringent austerity measures. The European institutions and leaders and the G8 still hope that Greece’s position in the eurozone can be maintained, but there are contingency plans for a default and there is even a new word “Grexit” for Greece leaving the euro. At the same time as negotiating with the European partners and trying to calm international markets, Monti has to mediate between the ever fractious elements of the coalition which support the government. His January growth package still languishes in parliament with each party loath to pass measures to liberalise restrictive practices that would hurt their constituencies, be they taxi drivers, pharmacists, petrol station owners or wholesalers. He and the minister of labour, Elsa Fornero, promised wide-ranging reforms to the labour market in March, but progress stopped when unions and employers refused to compromise on changes to article 18 of the Workers’ Statute. This gives an unfairly fired worker the option of getting the job back instead of being given monetary compensation. It only affects tens of cases every year but has become the symbol that employers want to bring down and unions want to defend. The other big issue, the reform of the administration of justice, has not even been broached. An efficient and rapid court system would help economic development if civil cases could be decided quickly. Justice as a whole would be served by reducing the interminable trial times. book* compares the US and Italian systems and has provoked much discussion. In a seminar at the British embassy in Rome, English and Italian judges and lawyers identified the sticking points in the Italian system and suggested remedies. But none of the suggestions are likely to be on the statute books before the next elections. Reform of parliament and the parties is not within the government’s mandate but the parties themselves have dragged their heels on every issue. First and foremost in the public mind is a reduction in public financing for political parties, accentuated by the scandals in the Lega Nord and the now defunct Margherita. In both cases, the treasurer is alleged to have shifted millions of euro for personal profit. There is much talk of a reduction of party financing but so far there has been little action, and in any case the proposed reductions are minor. There is also the perception that the parliamentarians are the highest paid in Europe and there is much talk and some proposals to reduce the number but little chance of a constitutional amendment passing before next year’s elections. Another issue on which party leaders apparently agree but do very little is the electoral law. The present law, nicknamed porcellum, roughly “pig’s dinner”, gives a premium to the winning coalition and has a fixed party list. This means that parliamentarians are beholden to their leader (who put them high enough up the list to be elected) rather than to the voters. There is much talk of introducing a French-style double ballot, but again, we should not be holding our breath. Finally the president of the republic, Giorgio Napolitano, has urged parties to leave space for younger leaders to replace Italy’s gerontocracy, but in this case, too, there is little sign of anyone stepping down. The effects were felt in the local elections. In the run-offs at the end of May, turnout was down to almost 50 per cent of the electorate, a record low. All the established parties did badly. The Lega Nord, hit by scandals, lost everywhere except Verona where outgoing mayor Flavio Tosi has a strong personal following. The centre-right Popolo della Libertà lost support across the board, so much so that Silvio Berlusconi has hinted that he might make a come-back. The centre-left did well but the biggest party, the Partito Democratico, did well only when led by a non-PD candidate, which is not a good omen for next year. The only undoubted winner was the Movimento Cinque Stelle led by Genoese comic Beppe Grillo, whose candidate came from behind to win in Parma. Polls give the movement over 10 per cent nationally, the third biggest block of votes. But to be successful next year, it will have to move from its very effective grass-roots campaign to a national organisation and platform and show that it can actually run a city like Parma. SCHOOL OR SCUOLA?

What to do when relocating to Rome with school-age children

A

s an American mother of two and Rome resident since 2010, my advice about local schools is often solicited by new and imminent arrivals as they anxiously research educational options. While I don’t claim to be an authority on the subject, I can attest to a modicum of expertise based on direct and indirect experience, anecdotal evidence and a statistically relevant amount of hearsay. Among your considerations should be the age of your children and the length of your proposed stay as well as cost and convenience. Our kids were just starting primary school when we arrived, and instilling an appreciation of Italian was paramount to our 12-24 month relocation plan, so my husband and I were set on a scuola italiana. Our quandary was whether to go public or private. Soon after initiating research, a general consensus emerged among both Italian and nonItalian parents we spoke with that, unfortunately, public schools here no longer have the stellar reputation they once enjoyed – many in fact are so drained of funds that they can’t even provide toilet paper in the restrooms. We ultimately chose the private route once we had learned that long waiting lists were the rule at Rome’s best-regarded public schools and that a private Waldorf-inspired option was within walking distance that cost half as much as my son’s day care in California. We also thought it would help ease the transition abroad. Happily, it was the right choice: the teachers were super, our kids made friends quickly and they began speaking Italian confidently and embellishing their frequent outbursts with expressive hand gestures after only six months. Unfortunately, our Waldorfian paradise was forced to move across town over the summer so we were faced with a difficult decision: run the gauntlet of Roman traffic by driving to the school’s new far-flung location to double park twice daily, or transfer to the local Catholic school 12 minutes away by foot. As Americans who relish our new pedestrian lifestyle and recoil at the thought of willingly raising our blood pressure by getting behind the wheel at rush hour, and as non-religious former Catholics forswearing religious education for our offspring early on, this wasn’t an easy choice for us. Ultimately we opted for proximity over ideology and registered at the Catholic school. It’s more traditional than what our kids are used to, in that they’re expected to sit longer and do more homework, but an acceptable trade-off for the sake of our entire family’s well-being and my sanity as their daily chaperone. We’re satisfied with our decision, but I’m less thrilled that Italians across the board invariably pretend they didn’t hear you or look at you with a shocked, uncomfortable expression when you suggest the possibility of volunteering in the classroom. On the plus side, our kids have the option to stay until 17.00 and are becoming acquainted with the theological underpinnings of the Western Canon – to the point that they now authoritatively fill in the more vivid/bloody details for us when we encounter cautionary church frescoes. My chef husband most appreciates the fact that they get a three-course hot meal every day. For me, the icing on the cake is they’re actually learning the libretto from Mozart’s Don Giovanni in preparation for a performance this spring. It’s been truly amazing to hear them singing my favourite opera at the dinner table and not something I could ever imagine them doing back in the US. In short, the school is more academic than ecclesiastic, the teachers are firm but loving, and music and Wanted in Rome 13 June 2012

athletics are available on site after school at a discount – a fine solution for those planning to stay a year or two. Some other families here at the American Academy in Rome that were stranded by the Waldorf-inflected school with us last year decided to transfer to a highly regarded private international school where instruction is in English and more academically rigorous, there’s a door-to-door school bus, and annual tuition is on a par with that of a private university back home. Kids love it and the field trips sound enviable (e.g. outings to Pompeii in fifth grade; to Venice in eighth), but parents consistently remark that the rubric of “the more you pay, the fewer number of days” applies when it comes to total class time. If you go this route and work outside the home, be sure to develop an extensive roster of on-call babysitters. We’re moving back to California in August, but if we were staying any longer we’d most likely consider making the commute to one of Rome’s more traditional Waldorf schools. The overall emphasis on the arts is right up our alley and a great way to learn/reinforce a language. Plus, the quality of baked goods at all those inevitable classmate parties promises to be above average given the pervasive philosophical preference for handmade over commercial. Bottom line: • If you like the idea of your child becoming bilingual and increasing your own opportunities for meeting locals and speaking/learning Italian, consider an Italian school. You could always transfer to an English language institution if it doesn’t work out. • If you already know you want an Italian school, fear your kids are already too coddled, need first-hand anecdotes for the book you are currently researching on how state educational systems everywhere are in decline and want to get to know Rome beyond the picture postcards, go public. • Alternatively, if your children are older and well on their way to preparing for British/American system exams and you’d like meet other Englishspeaking ex-pats who work at FAO and the World Food Program, an English-language international school might be the better course. The decision is of course a very personal one, but I would be confident that the younger the child the easier it will be for her/him to adjust to an Italian school and pick up the language quickly. MACRO Museo d'Arte Contemporanea Roma, better known as MACRO, is the city’s museum of contemporary art. Situated near Porta Pia it was converted out of a former Peroni brewery and opened in October 2002. In 2004 French architect Odile Decq was commissioned to add a new wing, which was opened in December 2010. MACRO houses an important permanent collection of about 600 works, mainly by Italian artists from the second half of the 20th century, such as Carla Accardi, Antonio Sanfilippo, Achille Perilli, Piero Dorazio, Leoncillo, Ettore Colla, Mario Ceroli, Pino Pascali, Tano Festa, Mario Schifano, Titina Maselli and Mimmo Rotella as well as a group of works by the latest generation of artists. But MACRO is more than an art gallery. Its other important brief is to encourage and support contemporary art and creativity. It offers a heterogeneous programme divided into three areas: the MACROExpo, for contemporary exhibitions; MACROLab, a permanent research project, in which artists, curators, critics, exhibitors and collectors interact with the various phases of contemporary artistic creation; MACROLive, which organises meetings and conferences. Part of the new MACRO wing by Odile Decq. Its Open Studio programme is for artists in residence. Spazio Area on the rooftop space hosts a variety of programmes such as the workshops by Miltos Manetas on new technology. Creative Couples/when design is by four hands is for Italian artists to work together to create works centred on the theme of landscape. Urban Arena is a series initiative in support of Street Art. Macro Didattica organises courses, meetings, seminars and laboratories for the public. This year there is an open workshop that focuses on art in Games and Contemporary Languages. FESTIVALS FLORENCE FESTIVAL DEL MAGGIO MUSICALE FIORENTINO 4 May-30 June This famous arts festival offers an interesting programme of opera, ballet and classical music. Of course the move is all about money and the lack of an agreement between the festival management and local authorities, and the feel and the atmosphere of the festival – if not its identity – are destined to change. The programme appears to be as top class as ever with performances and names of the calibre of John Malkovich, Nina Kotova, British violinist and viola player Nigel Kennedy, world-famous soprano Angela Gheorghiu, Croatian pianist Ivo Pogorelich, Ukranian pianist Valentina Lisitsa, Italian violinist Anna Tifu, the mezzosoprano Susan Graham, in one of her rare appearances, violinist Maxim Vengerov, and “the man with the golden flute” – Sir James Galway. NAPLES NAPOLI TEATRO FESTIVAL 7-24 June Enhancing its international presence, the festival launches an exciting two-year programme with renowned directors Robert Wilson and Peter Brook, who will each present new works at the 2012 and 2013 festivals. The festival also has a focus on the Argentine theatrical scene featuring actor/director Claudio Tolcachir who performs La Omision de la Familia Coleman, Tercer Cuerpo and El Viento en un violin. RAVENNA RAVENNA FESTIVAL 2012 May-Nov This top class festival celebrating its 23rd edition is longer and more articulated this year. The main section of the festival on the theme Nobilissima visione offers a rich calendar of

opera, concerts, drama and ballet events (9 June-15 July). It builds on the millennium anniversary of the Holy Hermitage of Camaldoli, founded by St Romuald, a Benedictine monk from Ravenna. The festival invites its public to ponder upon the historical significance of western and eastern monasticism, and on its seemingly irrelevant topicality. It also offers an opportunity to tell the story of Ravenna from a different perspective. The music programme includes works that range from the Middle Ages music of the Eloqventia ensemble to the ancient Baltic songs of the Estonian Ensemble Heinavanker, from the chants of the Russian Orthodox Church by the Moscow Male Orthodox Choir to a concert by Uzbek singer Monajat Yulchieva, as well as a programme of traditional Ghazal, or Sufi mystic music. The monasticism of Tibet is also in the spotlight with a full week of meetings, rites, ceremonies and events dedicated to Tibet’s Buddhist tradition. The opera Sancta Susanna by Hindemith evokes the solitude of cloisters, the monks’ ecstatic visions and mystical raptures and trances, and a ballet suite for orchestra, Nobilissima Visione, by Hindemith is the canvas for Micha van Hoecke’s new dance creation. Some big names to look out for include conductors Wayne Marshall, Dennis Russell Davies, Yuri Temirkanov and of course Riccardo Muti. The festival’s contemporary music section features Steve Reich (16 June) who will be present to interact with the audience and talk about his composition aesthetics. Dance fans can look forward to works by Shen Wei, Cedar Lake Contemporary Dance, Hofesh Shechter, and the French hip-hop company Kafig. There is also a section dedicated to Brazilian jazz music and an infinite number of off-shoots which, while managing to stay within the chosen theme, cater for all tastes and inter-

CHILDREN 3D REWIND MUSEUM 16-24 June The 3D Rewind Museum organises two workshops for children aged five to 12. The Games of Ancient Rome takes place on 16 and 23 June (at 15.00). Children discover games and toys, used by their peers in ancient Rome. By using poor and recycled materials they create rag dolls, sawdust balls and other street games. On 17 and 24 June (at 15.00) another workshop introduces children to The Art of Fine Cuisine in Ancient Rome. Children learn how to prepare small dishes and tasty recipes, experimenting with simple ingredients without using the stove. They will also learn how to make herb cheese, mousse and Roman cassata. ROME LETTERATURE. FESTIVAL INTERNAZIONALE DI ROMA 16 May-21 June Rome’s Festival of Literature takes place every year in the magnificent setting provided by the Basilica of Massenzio in the Roman Forum. This extremely popular initiative celebrates the written word with a host of authors who are invited to write a text inspired by the chosen theme, as well as read an excerpt selected from a published work translated into Italian. The 2012 theme is Simple/Complex, and all in all, 17 Italian and international authors, plus a handful of poets will read from their work, sometimes with the aid of professional actors, and always accompanied by live music. Some of the names that will probably appeal in particular to an English-speaking audience are those of Vanessa Diffenbaugh, Jeanette Winterson and Michael Connelly. Entry is free, but tickets must be picked up at least two hours before the event begins at a specially constructed box office in Via dei Fori Imperiali, Clivio di Venere Felice. Dinamofest equals transformation, energy, ideas in evolution. The event is self-financed and independent as are all the participating artists like General Levy & Congo Natty – the king of raga-jungle (15 June); and then the Italian 99 Posse – a unique voice of dissent (16 June); the acclaimed Toys Orchestra with its new album Midnight R-evolution (19 June); from Serbia, Shazalakazoo – the most eccentric duo of Balkan beat (20 June); and last but not least the Italian Banda Bassotti with their new release Siamo Guerriglia (21 June). SERMONETA (LATINA) FESTIVAL PONTINO DI MUSICA 23 June-28 July In 1963 Lelia Caetani and her husband Hubert Howard founded a chamber music festival in the Castle of Sermoneta in memory of the musician Roffredo Caetani. They invited young musicians from across the globe to come, and participate in a series of workshops and master classes and in the festival itself. Provincial authorities soon acknowledged the importance of the initiative, and took on the responsibility of administrating and organising the increasingly prestigious event. In 1972, the Campus Internazionale di Musica stepped in to become the main promoter of the festival, transforming it into one of the most exciting music realities in the surrounding area. The Castel di Sermoneta remains at the heart of the festival, but nearby historic venues in Fondi, Lenola and Sperlonga are also involved. Over the years the festival has seen the participation of many big names in the music panorama, and it was presided over by composer Goffredo Petrassi until his death in 2003. SPOLETO SPOLETO FESTIVAL 29 June-15 July This famous arts festival in the beautiful Umbrian town of Spoleto promises to deliver the goods with a rich programme of opera, music, drama, dance and art. Continuing under the direction of Giorgio Ferrara who took over from the Menotti family after the death of festival founder, the composer Gian Carlo Menotti, there is a strong accent on contemporary realities, and this is underscored by the choice of Benjamin Britten’s opera The Turn of the Screw directed by Ferrara himself, and Frank Wedekind’s Lulu, directed by Robert Wilson with music and songs by Lou Reed. Legendary dancer Mikhail Baryshnikov tries his hand at acting in the lead role of In Paris based on a story by Ivan Bunin, and brought to the stage by Dmitry Krimov, the acclaimed avant garde Russian theatre director. For dance fans, there is a choice of three top class companies: the Wiener Staatballett, the Pacific Northwest Ballet and the Semeroper Ballett Dresda. As usual many concerts, both symphonic and chamber, dot the programme and the traditional end-of-festival concert sees Tugan Sokhiev on the podium for the Orchestre National du Capitole du Toulouse. DANCE BIENNALE 2011 : AWAKENINGS 8-24 June The “International Festival of Contemporary Dance” of the Biennale di Venezia, offers dance fans two full weeks of productions, performances and installations, including five world premieres and five Italian premieres, as well as lectures, laboratories and master classes with leading figures. There is also a special section entitled Marathon of the Unexpected, featuring 20 short performances by 20 companies selected by the public, and dedicated to especially innovative works. The festival, directed by dancer and choreographer Ismael Ivo is entitled Awakenings “to celebrate and foster the awakening of life and creativity”. As always activity takes place in a variety of spaces including some that have never been used for dance before, such as the Salone SS. Filippo e Giacomo in the diocesan museum of Venice. The interesting programme includes a tribute to Pina Bausch by Cristiana Morganti, a persepective on Brazil, and a spotlight on global or fusion dance with the Anglo-Indian choreographer Shobana Jeyasingh. OPERA NOTES

Rome’s Opera stages A Summer’s Night Dream, one of Benjamin Britten’s best works, as its last opera before its summer season opens at the Baths of Caracalla. At La Fenice in Venice one of the most interesting aspects of the new production of Carmen will be its much applauded and original interpretation by the Catalan director Calixto Bieito. And at La Scala in Milan Natalie Dessay will not be returning as expected in the new production of Manon because of illness. She will be substituted by Anna Netrebko for the first two recitals and then by Ermonela Jaho. Il Teatro dell’Opera di Roma presenta un nuovo allestimento di A Midsummer Night’s Dream di Benjamin Britten (16-26 giugno) per la direzione d’orchestra di James Conlon e la regia Paul Curran. È l’ultima opera allestita al chiuso prima dell’apertura della stagione estiva all’aperto alle Terme di Caracalla. È anche una delle opere migliori di Britten, tratta dall’omonima commedia di William Shakespeare, dove il protagonista è il bosco raffigurato da un tema musicale ondeggiante che si ascolta all’alzarsi del sipario e che percorre tutta l’opera. Nel bosco si svolge l’intera vicenda (intricata e misteriosa come la vegetazione di una foresta) che vede incontrarsi e scontrarsi il mondo magico e inquietante delle fate, quello carico di amore tragico come pure felice degli esseri umani, e in fine il mondo dei commedianti che è lì a ricordare che “il mondo intero è un palcoscenico, e gli uomini e le donne, tutti, non sono che attori”. Al Teatro La Fenice di Venezia sarà rappresentata Carmen di Georges Bizet (21 giugno-12 luglio) per la direzione di Omer Meir Wellber e l’interpretazione nei ruoli principali di Beatrice Uria-Monzon (Carmen), Stefano Secco (Don José), Ekaterina Bakanova (Micaela) e Alexander Vinogradov (Escamillo). L’elemento di maggior interesse è però la regia del catalano Calixto Bieito; un allestimento bello e originale, a cui i critici musicali italiani hanno conferito il “Premio Abbiati 2012” con questa motivazione: «Ambientata in una malfamata terra di confine tra Spagna e Africa, la Carmen messa in scena da Bieito con scene di Alfons Flores e costumi di Mercè Paloma al Teatro Massimo di Palermo (coproduzione con i teatri di Barcellona, Torino e Venezia) restituisce al capolavoro di Bizet la sua teatralità ruvida, svelata da istantanee vitali e a volte scioccanti che si susseguono in sintonia con i momenti cruciali della partitura componendo uno strepitoso racconto.» Alla Scala di Milano sarà proposta una nuova produzione di Manon di Jules Massenet (19 giugno–7 luglio) diretta da Fabio Luisi e allestita da Laurent Pelly. Nel ruolo della protagonista doveva esserci Natalie Dessay, che sarebbe tornata a Milano dopo molti anni di assenza; per motivi di salute ha dovuto rinunciare, ma sarà sostituita da Anna Netrebko per le prime due recite (19 e 22 giugno) e da Ermonela Jaho per tutte le altre.
