VOTing aCROSS FROnTiERS
British ex-pats have fewer voting rights in the UK than either French or Italians living overseas but this may be about to change
T
he right to vote is one of the fundamental principles of modern democracies and yet as more and more people move abroad, the right is being eroded for many. any american who wants to vote in november’s presidential elections (but also congressional, state and even local ones) has a postal vote. The procedure depends on individual states, and uS consulates help citizens to work out what their state requires. italians living abroad have their own representatives, six senators and twelve deputies divided into continental constituencies, and once registered as overseas residents italians are automatically placed on the overseas voting lists for parliamentary elections, while still retaining their right to vote in local elections. The French, too, can vote for their president and have senators for “les français à l’étranger”. Most countries allow their overseas citizens to participate in politics at home. Britain, by contrast, disenfranchises anyone who has lived abroad for more than 15 years, even those who still pay taxes in Britain. until the 1980s there was no possibility of overseas voting; then a 20-year rule was introduced so that uK citizens could appoint a proxy to vote for them in the constituency where they were last resident. in the late 1990s a bill was introduced reducing the period; after much lobbying by Britons abroad, the 10year proposal was increased to 15, which is where it stands today. Two appeals have been made to recover the vote for British living abroad. One is from a Spanish resident, James Preston, a British fund manager living in Madrid, who went to the English High Court claiming that he had been disenfranchised illegally. He lost the case but went to the Court of appeal, which is due to deliver its sentence before the summer recess. The other is from an italian resident, Harry Shindler, who has gone to the European Court of Human Rights in Strasburg arguing that his rights have been violated. Shindler v. uK has been before the court for three years now, but he has been told that he should have a decision before the end of this year. if he wins the case he says that all British ex-pats must start lobbying their MPs in Westminster to change the voting regulations in the uK as soon as possible. if he loses he says that he will take his case to the un Council of Human Rights. Shindler took an active part in the 1990s campaign to save the vote with the slogan “use it or lose it”. Even back then the internet and low-cost travel made it very easy to keep abreast of politics at home; today, Skype and social networks make it even easier. The Cameron government has addressed the question and admitted there is a problem, but it clearly needs a nudge.
This disenfranchisement has another, unintended consequence. Since the mid-1990s, European union citizens have been able to vote and stand for election to the European parliament and a local council anywhere in the Eu. The councillor for Primrose Hill in the London borough of Camden is Venetian; there was even an English mayor of a town on the Costa Brava who hardly spoke Spanish. The italian regulations allowing Eu citizens to vote in local elections require a certificato di elegibilità, in effect a certificate showing that the candidate has not been disbarred from voting in his or her home country. Once upon a time, it was only felons, peers and lunatics who could not vote in Britain; now the list includes overseas residents. at least two possible candidates fell foul of this regulation in last May’s local elections. Long-term aquila resident Marion Cadman was asked to stand for “appello per l’aquila”, a civic list working on reconstruction. She runs an English language school in aquila and was very active in the immediate and subsequent post-earthquake emergency, and so was an excellent potential candidate. after the lists had been published, she was told that she was ineligible because she had no certificate. The British consulate has a page on its website explaining why British citizens who have been abroad for more than 15 years lose their vote, but the aquila electoral office did not accept this. When Cadman pointed out that another Englishwoman, Patricia Kingston in Cerveteri, had been accepted, the result was that Kingston was disbarred. The electoral official in charge of Cerveteri (Civitavecchia), giancarlo izzo, reversed his decision, explaining that he could not accept a website printout. all this happened just before Easter and with the British consulate closed on good Friday, the day of the deadline, it was not possible to produce a document with a name on it; a simple letter from the consulate would probably have sufficed, stating that although Kingston and Cadman may not vote in the uK because they have been abroad for too long, had they been living in Britain they would have had a vote. izzo wishes there were some Eu harmonisation in this field. Other Eu candidates were able to produce the certificate. They were mostly Romanians, the biggest single group of foreigners in italy. For any British citizens thinking of standing in next year’s local elections, the advice has to be “plan early and allow time to jump through hoops you didn’t even know existed”. Those documents will be more important than the campaign strategy. James Walston
War veteran Harry Shindler (left) has taken the uK to the European Court of Human Rights for infringing his right to vote.

THE gaRDEnS OF anCiEnT ROME A rare exhibition of the plant species known and appreciated 2,000 years ago
T
he idea of climbing up the Palatine hill in the middle of a hot Roman summer may be a bit daunting, but for those interested in taking a unique and novel peep into a little-known aspect of life in imperial Rome, the effort can be well worthwhile. Over the next few months, visitors to the Forum and Palatine are treated to a bonus – a glimpse of the imperial gardens of the past, recreated by a team of three archaeologists specialised in botanical studies. The three curators, anna Maria Ciarallo, giuseppe Morganti and Maria antonietta Tomei, have set out to recreate, with the help of poetic licence, the floral images and designs that would have embellished the surroundings of the residences of the Roman emperors. The top attraction is the reconstructed peristyle of the House of augustus, but be prepared to queue because only small groups are allowed in at a time. The little area in front of the house has been planted out with the same shrubs, fruit trees and flowers depicted on the murals found in the Villa of Livia, the emperor’s wife, and now preserved in the Palazzo Massimo Museum near Rome’s Termini station. Seeds of many of these plants, such as pomegranates, viburnum, oleanders, quinces, cypresses and periwinkles, have been found in the gardens of Pompeii, which proves how popular they were. The little garden also features ivy, poppies, laurel and strawberry trees, which were all known to the ancient Romans. Some of the rare foreign species, fit to adorn a royal residence, like firs, pines and plane trees, come as a surprise, as they are so common in italy today. “Lots of new species arrived in Rome when the empire expanded,” explained Ciarallo. “Fruits like lemons, cherries, apricots and peaches – all came from the Middle East.” The most eye-catching area, covering the open expanse of the upper grounds of the Domus augustana and the adjacent Domus Flavia, is spread out in front of the more recent Farnese Lodge. The waters of the pool and the labyrinthine, octagonal fountain have been ingeniously recreated using glittering blue stones and massed blue and white flowers to help visitors imagine the view over the pleasure grounds that must have greeted the eye of the imperial court two thousand years ago. The nearby elliptical nymphaeum of the Palace of Domitian is another striking feature, filled with cascading verbena, morning glory and jas-
mine. Blue verbena flowers are also used to give a water effect in the basins of the fountains of the so-called stadium of Domitian. archaeologists now believe that this area was actually a garden. The enchantment – alas – vanishes when you get to the corner of the Palatine containing the Horti Farnesiani, created by the nephew of Pope Paul iii, Cardinal alessandro Farnese, who was keenly interested in botany. One of the most beautiful parts of the entire hill with its orange groves and trim box-hedged flowerbeds – its panoramic terrace overlooking the Roman Forum and its flower-framed fountains and sculptures – has always presented a splendid grand finale to the Palatine visit. But sadly, at this moment, the area is in a sorry state of neglect. important new archaeological digs mean areas fenced off with unattractive plastic barriers. The monumental pavilions, the stone stairway and grotto fountain that constituted the natural descent from the hill to the exit are off-limits, visibly eroded and unsafe. it is quite tragic to think that this was the first botanical garden in italy, cited in guide books as a sight not to be missed. Visitors around me openly expressed their bewilderment and disappointment, and it is difficult to explain this lack of organisational sensitivity, particularly when it involves a visit focused on gardens. The exhibition curators, who are naturally not involved in upkeep and maintenance, have done their best by setting up a small section containing samples of some of the plants brought from the new World and collected by the cardinal. Those rarities, described in a 17th-century treatise, include flowers and fruits like hibiscus, yucca and prickly pear, all common around the Mediterranean today. There is also an array of pots with tomatoes, potatoes, sweet peppers, aubergines, chillies and tobacco plants to remind us how much our diet has been enriched since 1492 when “Columbus sailed the ocean blue”. The exotic origins of many flowers, like angel’s trumpet (datura), guave and ipomea are underlined by quoting their original aztec names. The exhibition concludes in the recently-restored monumental cryptoportico, where shots of Livia’s frescoed garden are projected on the walls of the tunnel. Explanatory panels in italian and English recount the origins and development of the ancient Roman garden. Here we learn, among other fascinating snippets, that greenhouses are by no means a modern invention: the ancient Romans had them – invented, it seems, by the gardeners of Tiberius. For anyone interested in learning more about ancient Roman horticulture, there is a visual encyclopaedia laid out in stone on the walls of the ara Pacis, the altar of Peace set up by augustus on the banks of the Tiber, in modern-day Piazza augusto imperatore. One of Rome’s most important monuments, extolling the glory of Roman conquest, it has also been hailed as “the greatest botanical collection of ancient history.” Some 90 plant species, reproduced with great attention to detail, are sculpted on the lower friezes of the walls. These are all perfectly recognisable today although they have lost their original colour. Once they were painted, like all the rest of ancient sculpture, and must have presented a brilliant show and a unique tribute to nature. Margaret Stenhouse

Yet Borromini through his skill makes the oratory seem anything but smaller; as dynamic as the church façade is static, curves make up, in illusion, for the size they lack in reality. if the oratory’s façade is a wonder in brick, the neighbouring Chiesa nuova, with the Madonna between two angels above the entrance, features a miracle reputed to have occurred during the Borromini's oratory and La Chiesa nuova on Corso Vittorio Emanuele. church’s reconstruction. Giuseppe Brion, the founder of “Brion Vega”, the famous manufacturer of radios and televisions that have become icons of Italian design, died suddenly in 1968. His wife and son asked Scarpa to design a family tomb to be built on a plot near the cemetery of S. Vito, the Brion family’s hometown. It took Scarpa 10 years and over 2,000 sketches, studies, models to complete the tomb. The drawings on show reveal Scarpa’s passionate and arduous design process, while each of them represents a self-contained work of the highest quality. The exhibition is articulated in two separate sections: drawings by the architect Scarpa himself, and photographs by Guido Guidi who has worked on the theme of the Brion Tomb, producing over 600 images. Both the drawings and photographs belong to the MAXXI Architettura Collection. MAXXI, Museo delle Arti del XXI Secolo, Via Guido Reni 4A, tel. 0639967350. 11.0019.00. Sat 11.00-22.00. Mon closed. RENZO VESPIGNANI 29 June-18 Nov A selection of paintings, drawings, illustrations and prints together with documents and photographs pay tribute to Renzo Vespignani ten years after his death. The beginning of the artist’s intense activity dates back to 1944 when he recorded the ravages of German-occupied Rome in realistic detail. After the war Vespignani contributed illustrations to political and literary journals, and his works were introduced to the US in 1948. He was one of the cofounders of the review Città Aperta and focused his work on life in the difficult areas of Rome’s periphery. In the 1960s he was part of the group Il pro e il contro which immediately became a point of reference for the art world of the time. A tireless illustrator, Vespignani illustrated the works of Boccaccio, Kafka and T.S. Eliot among others. He held many exhibitions and participated in the Venice Biennale four times. Cecilia Opera Studio – Ensemble Novecento conducted by Carlo Rizzari and directed by Cesare Scarton, perform a double-bill in scenic form of Ravel’s L’heure espagnole and Puccini’s Gianni Schicchi. Ravel’s one-act comic opera is set in 18th-century Toledo. The clockmaker Torquemada has to spend a day away servicing the town’s public clocks. This leaves the coast clear for his wife Concepcion to pursue her complicated love affairs. This witty, elegant and brilliantly orchestrated work, first performed in 1911, was an immediate success and has remained popular ever since. Puccini’s Gianni Schicchi is probably better known. First performed in 1918, the libretto by

BOLOGNA
FESTIVAL DANZA URBANA 4-8 Sept This festival is dedicated to contemporary dance and performing arts in urban landscapes. Organised by the Associazione Culturale Danza Urbana its programme unfolds in non-theatrical venues and contexts, and offers a new choreographic idiom and a new approach to performing arts. It is part of an international network called “CDQ – Ciudades Que Danzan” that was created in Barcelona in the 1990s. Conscious of the shortage of connection between dance and the public, the Spanish organisation created its first site-specific dance festival with the intention of creating dance in a seductive space: Gaudì’s Park Guell. It has since coordinated an international circuit integrated by independent festivals. The Bologna festival works with other regional contemporary dance associations with workshops and performances. The programme this year opens with the latest creation of French-Tunisian choreographer Seifeddine Manai inspired by the Arab Spring. There is also a focus on the new Spanish dance scene and the fourth edition of “Intercity” that creates a virtual connection between Emilia Romagna’s four main cities (Bologna, Ravenna, Ferrara and Modena) in a show of solidarity and mutual cooperation for the territories most hit by the earthquake. www.danzaurbana.it.
CIVITANOVA MARCHE
COMPAGNIE OLIVIER DUBOIS 8 Aug The last work on the programme of the International Civitanova Marche Dance Festival. Olivier Dubois presents Révolution in which he plays with the technique and the idea behind Pole Dancing. A late-blooming and atypical dancer, a somewhat chubby and rotund Olivier Dubois began his training at the advanced age of 24. Notwithstanding his “differences” Dubois decided to confront his unsatisfied desire to dance and with intelligence and irony he soon started to create his own choreographic projects. His shows, such as Pour tout l’or du monde créé, created in 2006 for the Festival d’Avignon, are full of irony with regards to the academic world of classical dance, and Dubois doesn’t hesitate to ask the spectator ‘’Who’s the ridiculous one? My body? Or the rules of dance? He created Révolution in 2009 and since then he has received commissions from the Monte Carlo Ballets and the Lyon Biennale. Teatro Rossini. Many famous artists come to Rome from the Argentinean capital to present a rich calendar of performances, dance classes, lectures, exhibitions as well as a special “Tangheria” that offers a taste of the atmosphere in the night clubs and the milongas of Buenos Aires. Tango fans will recognise the names Daniel “Pipì” Piazzolla, the Cuarteto La Bordona, Juan Villareal, tango dance champions Milena Plebs and David Alejandro Palo, Horacio Godoy and Magdalena Gutiérrez Calviño. MILAN
BALLETTO DEL TEATRO ALLA SCALA 7-18 Sept In Onegin, choreography by John Cranko, with Roberto Bolle and guest artist Maria Eichwald. Cranko’s Onegin is an effective vehicle for Pushkin’s love story. It brilliantly brings to life the emotions described with wonderfully choreographed sequences of swooning, desperate running and above all, the lifts in which the female dancer’s body becomes a tragic, expressive figure in the male dancer’s hands. Cranko ably tells the story of Pushkin’s Onegin, a cautionary tale about a bored St Petersburg dandy who comes face to face with love and is unable to recognise it until it is too late. In Cranko’s telling the narrative is clear and flowing and the pacing of the ballet, which is divided into three acts, is excellent. At twoand-a-half hours, including two intermissions, it never drags. The music is a mix of Tchaikovsky pieces (mostly composed for the piano), arranged and re-orchestrated by Kurt-

MALANDAIN BIARRITZ BALLET 23-25 Aug In The Dying Swan, Spectre de la Rose, Aprésmidi d’un faune, Bolero and El Amor Brujo, choreography by Thierry Malandain. French choreographer and director of the National Choreographic Centre of Biarritz has repeatedly voiced his admiration for the “whole Diaghilev adventure” in which “The ballets were so revolutionary and changed the whole way dance was viewed in the west”. Its impact was irreversible, bringing together the greatest composers, painters, dancers and choreographers of the century. And Malandain describes himself not as an innovator, but more of a renovator – he takes ballets from the past and “plays about with them, taking the music and the qualities of my dancers as a guide” He explains that each piece he creates is inspired by the original without being a copy and the subject is treated from today’s point of view. In Verona he presents L’aprés-midi d’un faune, set to a score by Debussy. Other personal reworkings of what have become classic masterpieces make up the programme. THEATRE ROME
SHAKESPEARE IN GLOBE 27 June-mid Sept Under the artistic direction of popular Roman actor Gigi Proietti, the summer drama season at Rome’s Silvano Toti Globe Theatre performs four plays by Shakespeare (all of them translated into Italian), and a production entitled Fool. I comici in Shakespeare in which five Shakespearean “fools” recite excerpts from a selection of comedies all woven together with dances, songs and acrobatics. The charming theatre, in the heart of Villa Borghese, is a fullscale reproduction of Shakespeare’s Globe Theatre, copied from the original designs, and almost identical to the one that stands on London’s South Bank. The plays selected to be performed this year are Sogno di una notte di mezza estate, Falstaff e le allegre comari di Windsor, Giulio Cesare (featuring well known actor Giorgio Albertazzi), and Come Vi Piace. Tel. 060608, www.globetheatreroma.com. L’ANFITEATRO DELLA QUERCIA DEL TASSO 29 June-2 Sept The long running summer drama season at the wonderful Anfiteatro della Quercia del Tasso reaches its 46th edition. The perfect stone amphitheatre overlooking the roofs and cupolas of Rome on the Gianicolo was built over three centuries ago. It got its name from the 16th-century poet, Torquato Tasso, who drew inspiration from it. Since 1965 it has become a summer ‘must’ for light-hearted comical theatre. Don’t expect high quality drama, but a pleasant and relaxed evening with a sure bag of laughs. This year’s calendar goes back to its Greek and Roman tradition with the Amphitryon by Plautus, and then there is Goldoni’s La Locandiera, Macchiavelli’s La Mandragola, and a comic take on Anton Chekov entitled Il lato comico di Anton. OPERA OPERA NOTES The Rossini Opera Festival opens in Pesaro with Ciro in Babilonia, an opera it has never produced before, directed by David Livermore and conducted by Will Crutchfiled. The other two operas are Matilde di Shabran with the tenor Juan Diego Flores, and Il Signor Bruschino, a farce. Tancredi, a festival favourite, will be in concert form only, for one evening. There are also three concerts with Sonia Prina, Jessica Platt and Mariella Devia. JESI
XII PERGOLESI SPONTINI FESTIVAL 31 Aug-16 Sept Born in Jesi, Giovanni Battista Pergolesi was one of the most important early composers of “opera buffa”. He also composed “opera seria”, sacred music and instrumental work, and many of his compositions were “reworked” by other composers across the centuries. His early death in 1736 (he was only 26 years old) provoked a flourishing of false attributions, spurious works printed with the name of the artist in fashion to feed the publishing market of the time. During the 19th century his myth continued to be enriched with romantic implications and untruths. But his fellow musicians from the Marche region – among them Spontini and Rossini – acknowledged his Stabat Mater and La Serva padrona as the archetypes of spiritual expression and of comic theatre. In the year 2000 the Pergolesi Spontini Foundation was founded to enhance the work of the two composers born in Jesi and Maiolati, staging his operas and performing his sacred and instrumental music during the Pergolesi Spontini Festival. Events take place in the towns of Jesi, Loreto, Maiolati Spontini, Montecarotto and Monte S. Vito. Fondazione Pergolesi Spontini tel. 0731202944, www.fondazionepergolesispontini.com.

Puccini Festival 20 July-25 Aug The Puccini festival takes place on the shores of Lake Massaciuccoli, near the Tuscan town of Lucca. Performances are in an open-air theatre, just a stone’s throw from the Villa Puccini, where the composer lived, worked and is buried. This is where Puccini operas were first performed in 1930 following the maestro’s wishes. Directed by Alberto Veronesi, it’s the only opera festival in the
world entirely dedicated to the works of Puccini. The operas this year are Tosca, Madama Butterfly and Bohème. The calendar also foresees a tribute to Verdi with a new production by the Teatro di Pisa of Traviata. For booking and information tel 0584359322, www.puccinifestival.it.
VERONA
FESTIVAL ARENA DI VERONA 2012 22 June-2 Sept Possibly the most famous open-air opera season in the world thanks to its breathtaking setting in the ancient Roman arena. The crowd-pleasing programme of this year’s season has been drawn up with an amorous theme in mind. It sees the staging of Don Giovanni by Mozart (totally unsuited to the Arena and brought to the stage by Franco Zeffirelli who at 89, appears to have run out of ideas), Aida by Verdi, Carmen by Bizet, Romeo and Juliette by Gounod, Turandot and Tosca by Puccini. As always there are big names behind the scenes and on stage, but casts rotate so check the evening programme before you book. For tickets and information tel. 0458005151, www.arena.it.
PESARO
ROSSINI OPERA FESTIVAL 10-22 Aug This unique festival is entirely devoted to Gioacchino Rossini. It takes place in the town of his birth. The festival was established in 1980 by the town council of Pesaro in collaboration with the Rossini Foundation to promote the revival of all Rossini’s lesser-known works through musicological research, theatrical performance and publication. Pesaro-goers have seen many of Rossini’s lesser-known works revived, and often in controversial and daring or iconoclastic productions. For

In the marvellous island of Ischia, near Naples, you can visit La Mortella gardens, an oasis of tropical and Mediterranean plants. The gardens were created in 1958 by Susana Walton, the wife of the famous English composer Sir William Walton. La Mortella is divided into two areas: the valley one and the hill one. The valley, designed by Russell Page, is shady, luxuriant and tropical whilst the hill, designed by Lady Walton, is sunny and Mediterranean. The garden design, smooth and harmonious, takes advantage of the suggestive volcanic rocks and the sea views and is enriched by fountains and water flows full of plants. La Mortella is administered by the Foundation William Walton, that opens the gardens to the public and organises concerts of classical music in the Greek Theatre, overlooking the sea.
