ELECTION GUIDE FOR THE PERPLEXED
W
hen Italy goes to the polls on 24 and 25 February the whole country will be voting for a new parliament, and three regions — Lazio, Lombardia and Molise — will also choose their new regional assemblies and governors. The most likely winner is Pierluigi Bersani’s centre-left Partito Democratico (PD), which had an opinion poll high last year after its primary campaign and still stands well over 30 per cent. Allied to the PD on the left is Nichi Vendola’s Sinistra Ecologia Libertà (SEL), polling just under five per cent. In the centre, there is veteran Christian Democrat Pier Ferdinando Casini’s Unione dei Democratici Cristiani e di Centro (UDC), also just under five per cent. The most important novelty in the centre is of course Mario Monti, prime minister since November 2011. For months there was speculation as to how he would participate in the elections and the next government, and then at Christmas he decided to stand with his own party which he called Scelta Civica per Monti with the explicit blessing of the European Popular Party and implicit support of Monti’s former colleagues in the EU. He is polling just under ten per cent. Then there are the populists: the one with money, Berlusconi, the one without, Beppe Grillo, and the one in between, populist and civic politician, Antonio Ingroia. Berlusconi came back onto the field in December to prevent his Popolo della Libertà (PdL) breaking up. Since then he has been appearing everywhere, on his own Mediaset stations and on the public broadcaster RAI. His efforts have raised the PdL from around 14 to just under 20 per cent. Also on the right is Berlusconi’s former and present ally, the Lega Nord (LN), plagued by scandal and now under the leadership of former interior minister Roberto Maroni. On the left (more or less) is the Movimento Cinque Stelle (M5S) led by Genoese comic Beppe Grillo, who is against politicians and the political system including the trade unions, which he says should be abolished. There have been moments when he was polling more than the PdL but now he’s down to a still respectable and powerful 14 per cent. The other novelty is the Rivoluzione Civile, led by Palermo prosecutor Antonio Ingroia. He made his name fighting the mafia in high-profile cases, and is already polling around four per cent. He is attracting supporters of another high-profile prosecutor who turned to politics, Antonio Di Pietro, whose Italia dei Valori (IdV) party collapsed under the weight of scandals. The recession is obviously at the top of everyone’s agenda. The Bank of Italy has just revised its forecast: GDP was down 2.1 per cent for 2012 and will be down 1 per cent this year, going to a meagre +0.7 in 2014. Unemployment will continue, rising to 12 per cent with the under-30s hardest hit. To deal with the economy, Berlusconi has promised to abolish the Monti property tax (IMU), at least on each family’s first house. Bersani first said that there should be a wealth tax for property and investments over €1.5m, then said that IMU is already a wealth tax which he would make Wanted in Rome 6 February 2013
more progressive, abolishing it on first houses and charging more for highvalue property. Monti would like to give tax breaks to those employing young people. The left of the PD and Vendola’s SEL would like to spend more and tax less in order to restart the economy. Almost more important than the issues are the tactics: they are dictated by the election laws. For parliament it is the much reviled fixed-list system nicknamed the Porcellum, or pig’s dinner. Electors vote for a party rather than an individual candidate, and it is the party that decides a candidate’s place on the list and therefore his or her chances of being elected. It was this lack of voter choice that made the law unpopular, but parties have been loath to give up their control as it gives a premium to the winning coalition, which in the chamber of deputies means 340 out of the 630 seats. For example, if Bersani/Vendola were to win 35 per cent of the popular vote and Berlusconi/Lega Nord 34 per cent, then the centre-left coalition would be assured 340 of the seats in the chamber. The senate also gives a premium, but by region rather than nationally, so there is a real risk that the centre-left will win the lower house but not have a majority in the upper. Both houses have equal power, so a close result in the senate would mean ungovernability or an alliance. This is why the vote in Lombardia, where Berlusconi / Lega Nord are strong, is important to the outcome of the elections as a whole. The subtext of the whole campaign has been the presumption that, after the elections, Bersani and Monti would form a coalition. Naturally they are at pains to deny it, and are fighting to distinguish their policies and styles to increase their share of the poll and to prevent potential voters on the edges from leaving. Bersani must strengthen the alliance with Vendola and not lose his own PD left wing. Monti has to defend himself from Berlusconi’s scare tactics that a vote for Monti is a vote for Vendola’s far left. But once the votes are counted, everyone knows that there will be some BersaniMonti arrangement. Berlusconi has come to an agreement with the LN in Lombardia, Italy’s biggest region. Maroni is standing as candidate for president of the region and, together, PdL and LN stand a good chance of coming first in the senate race, winning 27 out of the 49 seats. So Maroni takes the regional leadership and Berlusconi takes the senate – a profitable exchange for both even if they have been fighting each other for the last year. In Lazio, the favourite candidate for presidency of the regional government is the popular president of the province of Rome, the PD’s Nicola Zingaretti, former MEP (and younger brother of Luca Zingaretti, who plays the detective Montalbano on TV). For the centre-right there is Francesco Storace, who was already regional president from 2000 to 2005. With 28 senate seats (16 going to the winner), Lazio’s regional vote is also crucial in the general election. It is a tough campaign with all of Europe holding its breath, not just Italy this time. The gardens of Villa Wolkonsky, the residence of the British ambassador, have had a magnetic influence on many people who have lived and worked there. Nina Prentice, the wife of the present British ambassador, has also come under the influence of their Romantic heritage

ow many gardens can boast arches of a Neronian aqueduct, not to mention hundreds of Roman antiquities scattered over four hectares just a step from S. Giovanni? The Villa Wolkonsky’s grounds even have a section of pre-Christian necropolis complete with fragmentary bones, traces of fresco and a section of well-rutted Roman road. Fanny Mendelssohn, sister of the composer, captured the garden’s Romantic spirit vividly in a letter home in 1840.
Through the garden lengthways run the ruins of the aqueduct, which they have turned to account in various ways, building steps inside the arches, putting seats at the top, and filling the vacant spaces in the ivy-mantled walls with statues and busts. Roses climb up as high as they can find support, and aloes, Indian fig trees, and palms run wild among capitals of columns, ancient vases, and fragments of all kinds. As for the roses, there are millions of them, in bushes and trees, arbours and hedges, all flourishing luxuriantly; but to my mind they never look more lovely or more poetic than when clinging to the dark cypress trees. The beauty here is all of a serious and touching type, with nothing small and 'pretty' about it. … Nature designed it all on a grand scale, and so did the ancients, and the sight of their joint handiwork affects me almost to tears.1 Fanny was just one of many musical, literary and artistic personalities Princess Zenaïda Wolkonsky regularly entertained al fresco at the villa during the 1830s and 1840s. Guests were invited to wander in the gardens and encouraged to compose, sketch and write in the Arcadian surroundings. In the evening, they would share the day’s experiences with their hostess, enjoying each other’s art works, setting poems to music and more or less “singing for their supper”. In fact, Russian author Nikolai Gogol wrote several chapters of Dead Souls while sitting in one of the tufa grottos Zenaïda built under the arches of the aqueduct. Even today, the garden’s literary connections live on. Soon after our arrival, the Russian embassy asked us to find the first ever monument to commemorate Pushkin. The princess, an ardent admirer of the poet, had erected it in his honour. Frantic searches in the undergrowth found the plaque propped against a pillar dedicated to Sir Walter Scott, both memorials lost among acanthus and thickets of bay. Soon, Pushkin will be reestablished on his own plinth in the area known as St Petersburg, so named for the splendid monument honouring Alexander I, the princess’s first great love. Rumour has it that her hastily arranged marriage to Prince Wolkonsky was precipitated by the necessity of avoiding scandal, such was the young Tsar’s keen interest in the brilliant and beautiful debutante. The garden’s adventures continued into the 20th century. The princess’s descendants sold the site to the Weimar government in the 1920s and its buildings became the German embassy offices and their ambassador’s residence until the end of world war two. Hermann Goering ordered the pool area built and the story is that, while digging, the workmen uncovered Wanted in Rome 6 February 2013
the splendid Roman columns now supporting the tempietto near the beehives. Other traces of the Nazi tenure here still remain. When the British Embassy Children’s Garden Club had the inaugural dig of their new vegetable patch near the Old Chancery Building, we unearthed a great stash of live ammunition dating back to world war two. Needless to say its discovery transformed our budding gardeners into extremely keen diggers but made the military attaché somewhat anxious about what else we might find. The villa is undoubtedly rich in history and charm, but neither gets the weeding done. Perennial invasions of acanthus and battalions of volunteer bays, viburnums and alianthus keep us busy, but there are other challenges too. The punteruolo rosso (red palm weevil) finished off the Phoenix palms before they could be saved. The 2012 winter’s winds, snow and frost not only brought down a carob, an ancient yew and two beautiful feijoas; they also damaged the camellias around the house, broke large branches off the umbrella pines and froze tender shrubs and climbers. Less dramatic but no less urgent has been the ongoing maintenance of lawns and flowerbeds. As for the princess’s beloved roses, so admired by Fanny Mendelssohn and later generations of visitors, these too need replanting and renewal. The villa’s collection of over 400 antiquities also requires urgent attention if they are to be preserved. A huge head of Hera placed under one of the arches of the aqueduct by the princess is being destroyed by the iron bolts used to fix it in place. Funerary monuments and statues have suffered damage from exposure to wind and rain. Nevertheless, we have been able to make a small but cheering start on the restorations. A generous donation rescued, in the nick of time, a splendid Roman orcio given to the princess by Cardinal Consalvo to mark her conversion to Catholicism. Without this help, last year’s arctic weather would have reduced the pot to a heap of fragments, but there is still much to do if the collection is to be returned to its former glory. We have been hugely fortunate in the generous support of numerous archaeologists and horticultural experts, all of whom have a passionate interest in the future of these gardens. Together we have finalised a restoration programme. Over the last year we have waged a ceaseless war on weeds, dug out overgrown thickets and opened up vistas and perspectives to let the garden tell its own story. We have recovered and transplanted tired roses, experimented with rhubarb, asparagus, salad potatoes and generated Himalayan heaps of compost. The work never stops but we hope to recapture the “serious and touching” natural beauty so beguiling to Princess Wolkonsky’s guests. Visitors today should wander in Arcadia too. SKIING NEAR ROME
In central Italy the ski season is benefitting from good snow and favourable discounts to counteract the economic crisis
T
here are many skiing resorts within an easy drive of Rome along the Apennines in Lazio and Abruzzo. Each resort offers promotional ski passes, ski schools for adults and children, ski clubs, equipment hire and reasonable accommodation, as well as several restaurants and chalets located along the slopes. Most stations offer an efficient rescue system on the runs. A season ticket costs under €500 and includes unlimited skiing on well beaten and always snowy tracks.
Ovindoli Ovindoli is located in the province of L’Aquila in Abruzzo, about 130 km from Rome, and is part of the Regional Natural Park of Sirente-Velino. The Altopiano delle Rocche, which connects Ovindoli with Rocca di Mezzo, is home to the longest cross-country skiing slopes in central Italy. The Magnola Mountain, which goes from 1400m to 2220m, offers 30 km of Alpine skiing, served by modern and efficient lifts. The slopes, which belong to the ski area of Tre Nevi, suit all skiing abilities and advanced skiers can also find some prestigious black runs. There is a snow park in the Magnola upper park at 1980m as well as the recently-opened Lower Park, located along the Dolce Vita slope at 1650m. It also has a very efficient snowmaking system, which guarantees a perfect quality of snow even when natural snow is lacking. Terminillo This limestone mountain, better known as the mountain of Rome, is about 100 km from Rome and reaches a height of 2215m. Since the 1930s, when it was made fashionable by Mussolini, it has been a tourist destination for passionate skiers, and it is still one of the favourite winter resorts for Rome’s enthusiasts. It has six lifts, including a cable car, two ski lifts, two chairlifts and a treadmill, as well as over 40 km of steep slopes for Alpine skiing and 20 km of perfectly beaten Nordic skiing slopes. Its variegated flora and fauna make it an ideal place for excursions, nature trails and other sporting activities such as hiking and downhill racing. It has recently inaugurated a high-altitude riding school with horses, which pull the sledges. There is also the opportunity to rent powerful quads, which offer adventurous excursions on the snowy paths. Campo Felice Campo Felice is a karst plateau in the central Apennines of Abruzzo, located within the Regional Natural Park of Sirente-Velino a little over 100 km from Rome. This ski resort is part of the Tre Nevi area, along with Ovindoli and Campo Imperatore, and is a favourite destination for Romans. It offers 30 km of Alpine skiing slopes of various difficulties, served by very efficient cableways including nine chairlifts, two ski lifts and three tapis roulants, which can carry up to 18,000 skiers per hour and guarantee a quick and practical access to the slopes. A modern snowmaking system, made of 250 artificial snow cannons, provides over 16 km of slopes. A must for snowboarders is the Swup Snowpark, whose new facilities, jumps and breathtaking passages saw it win the prize for best snowboarding system of central Italy in 2012. Campo Staffi Campo Staffi is located in Filettino 100 km from Rome. Its skiing area is temporarily closed for technical and economic reasons. When open its facilities include two chair lifts, three ski lifts and one manovia, which take skiers up to several 1500m to 2000m slopes. There is a 10-km-long path for lovers of cross-country skiing. There is also a shuttle service connecting Filettino to the nearby villages. Pescasseroli This resort, located in the heart of the Abruzzo National Park, is about 160 km from Rome and offers 20 km of skiing divided into 14 slopes for all abilities, including two difficult black runs, six red or intermediate slopes, and six blue or easy slopes for beginners. The 100-km long slope of Alto Sangro crosses the municipalities of Pescasseroli, Pescocostanzo, Aremogna, Pizzalto and Monte Pratello. There is also some unofficial off-piste skiing for the more adventurous experts. The resort has three chair lifts and two ski lifts. for the modernisation of its facilities. The slopes, which run from Fossa dell’Acero to Campo dell’Osso, are famous for cross-country skiing and are particularly suitable for families. Three new treadmills take skiers to the top of the mountain, where they can choose an Alpine skiing descent or a snowboarding and tubing track. 13 km of new piste have been added recently to the traditional cross-skiing circuit, which goes from Campo dell’Osso to Campaegli. Campocatino This relatively small ski resort is one of the oldest in the Apennines and is located in the province of Frosinone in Lazio, about 100 km from Rome. It has 12 km of slopes, located in a karst valley at 1800m. It has a chairlift and three ski lifts. The Canalino and the Vermicano slopes are connected and form a good slope of 1500m. Campo Imperatore Campo Imperatore, the first to be developed in the Apennines and among the highest in Italy at 2200m on the famous Gran Sasso in Abruzzo, is 120 km from Rome. A cableway takes skiers from Fonte Cerreto to Campo Imperatore and two chair lifts take them to five panoramic slopes. It offers 15 km of Alpine and 60 km of Nordic skiing. There is also a snow park with halfpipe facilities and boarder cross slopes for snowboarders. Roccaraso Roccaraso is one of the major skiing resorts in the Abruzzo at some 200 km from Rome. It is the heart of the largest ski area in central Italy, the Alto Sangro area, which includes 160 km of slopes and 36 lifts. Founded in 1910, Roccaraso’s skiing resort still hosts prestigious international competitions. Its numerous slopes include some that are suitable for children. Campo di Giove Campo di Giove is located on the western slope of the Majella Natural Park in Abruzzo, about 170 km from Rome. A chair lift and a ski lift take skiers to a slope at about 1800m. There are two bars and restaurants along the way. The numerous slopes are of varying levels of difficulty: the Serra Campanile is easy and suitable for kids, the Le Capre, Pareti Rosse and Delle Signore are of medium difficulty, while the Porrara is one of the most fascinating and challenging black slopes in the Apennines. There are two school camps, served by tapis roulants, where children are introduced to skiing and snowboarding. New this year is a snow park with seven structures, a snow playground for young skiers called Kinder Park Giovilandia, and a synthetic ice skating rink open throughout the year.
Gabrielle Bolzoni Selvarotonda, about 130 km from Rome and east of Terni, has been recommended by a Wanted in Rome reader, Susan, who goes skiing there often with her husband and six-year-old granddaughter. She said it is “great for beginners, children and people who like small resorts” while beer lovers can enjoy an “excellent” locally-produced beer in the microbirreria at the base of the slopes. 7

Kusch was a parliamentary correspondent in the press office of Dieter von Konig in Bonn, and later in Rome for a number of German publications.In1956hewasawarcorrespondent in Egypt during the Suez Crisis and in 1961hebecamethefirstGermantoreachthe South Pole. In the course of his journalistic careerhewrotepiecesfromallovertheworld andwasspecialcorrespondentduringmanyof the Pope’s travels. He served as president of the foreign press in Italy, and received wide recognitionforhisworkasajournalistandfor his dedication towards Italo-German relations and to promoting initiatives for peace and European unification. In 1991 Kusch received the order of merit of the Italian Republic. He died in 2010. The only real drawback is the queue if you arrive at rush hour (around 21.00) especially on weekends.

aBridGed versiOn OF tHe HOmilY FOr rOB Hix BY FatHer GreG aPParCel, reCtOr OF s. sUsanna CHUrCH 18 JanUarY 2013 To speak about Robert William Hix, a good beginning would be the two concerts Rob directed just before Christmas, which were in many ways two miraculous events. As one of his colleagues at Marymount wrote, “Rob was a wonderful teacher - humorous, encouraging but also serious in getting the right result. The two concerts which took place just before Christmas were nothing short of a miracle given how ill Rob was and how he must have been feeling. Instead of going into hospital as he had been told by his doctors he took his choir to the tree lighting ceremony at the American Embassy (a damp, cold evening in mid-December) where we sang three carols (outside) before he conducted all three choirs of the American schools present, in a rousing version of We wish you a Merry Christmas!) He must have felt awful but he took off his coat, hat and scarf to reveal his trademark concert smart, dark suit, accompanied the choirs on the piano and directed everyone with a happy smile on his face. A couple of days later he directed the magnificent Christmas concert at San Silvestro with the Middle School students, orchestra and choir. Again he was so enthusiastic and no one would have guessed how ill he was. As always he made a lot of people - students, staff and parents very happy, as everybody thought about the beginning of Christmas and the season’s joy to come. Unfortunately, unknown to everyone, it was going to be Rob’s last Christmas but he made sure, as he always had done, that he had done his part in making the lead up a happy one for the people in his school community.” Many people have written their thoughts, memories and most importantly their feelings about Rob. Those of you who knew of his illness, perhaps had a chance to spend time with him, to tell him directly how you feel, or just to be with him. Here’s an example of how Rob was regarded by one of his students at St. George’s: “Mr Hix was a fantastic, if often terrifying, music teacher and someone who I believe had a real and lasting positive influence upon me and many others. My first memory of him at St George’s Rome is of him telling me off for being a noisy little brat, but he quickly became one of my favourite teachers. He was unrelenting in his drive to inspire students musically, and I found myself studying GCSE music and learning to play the double bass without having had any intention to do either, and being all the better for it. …” When someone we love dies, we do two things: we LOOK BACK over that person’s life and remember the good things, the good times – the joy, the laughter, the stories, the warmth, the sharing, the wisdom, the love. We also WONDER where that person is now, what he is doing. And how he is part of this celebration this morning, how he is still part of our lives. All of you have your own memories and stories of Rob Hix. Some of them you have shared and will share, and some of them you will hold privately in your hearts. You know what kind of a man he was, what kind of a brother and son, what kind of a musician and teacher and mentor, what kind of a colleague and a friend he was and will continue to be in your hearts. That is something to hold onto and never let go of. His love for you and your love for him will never end. You can hear his voice, see his smile, know his presence. In the same way that he maintained ties with the students he taught for over 30 plus years, he will remain connected with all of you. There was nothing false about Rob. He was up front and honest in everything he did. And you will think of him when you hear or play or sing the music that you sang and performed with him over the years.
