Italy's parliament is looking for a new government and a new president

E

lections are meant to give decision-making choices to the people so that they can decide who is to govern them. But increasingly those decisions have been less than decisive. After their June 2010 elections, Belgium took 541 days to form a government. Last year the Greeks went to the polls twice in as many months because they did not give anyone a majority the first time. Even in Britain, where the new prime minister is usually installed in 10 Downing Street on the Friday evening after Thursday elections, in 2010 nobody won a majority, and it took the Conservatives and the Liberals six whole days to form a coalition. In Italy the February elections were supposed to give a majority to Pierluigi Bersani’s centre-left Partito Democratico (PD), and the only doubt was whether he would include Mario Monti’s centrist Scelta Civica out of necessity to have a majority in the senate, or because including Monti would give Italy credibility with the financial markets and in Europe. Instead, Italy now has three almost equal groups, which – in a perverse political version of scissors-paper-stone – are not prepared or politically able to cooperate. There is the PD on the centre-left, Silvio Berlusconi’s Popolo della Libertà (PdL) on the centre-right, and Beppe Grillo’s Movimento Cinque Stelle (M5S) somewhere – mostly on the left but with some right-wing traits and, in any case, far away from the traditional parties. Monti has too few parliamentarians to be significant. Thanks to the electoral premium, the PD has an absolute majority in the chamber of deputies but needs the support (or at least the abstention) of one of the other parties for a majority in the upper house. Italy’s two houses of parliament have equal power, so a government must have a majority in both. The PD has been trying to negotiate with M5S, but Grillo has insisted that he will not give them a vote of confidence. The PdL has been making overtures to the PD for some sort of German-style “grand coalition” but the PD knows that an alliance with Berlusconi would be the kiss of death in the likely new elections. A PdL-M5S coalition is beyond the bounds even of fantasy. The stalemate was such that early elections, in June or July, seemed inevitable when Bersani made a very canny move. The first deadline for the new parliament was to elect its speakers for the senate and chamber of deputies. The PD initially put up two worthy but definitely old-school candidates; it then switched and Bersani put forward Laura Boldrini for the chamber and Piero Grasso for the senate. Boldrini had been spokeswoman for the United Nations High Commission for Refugees (UNHCR) and a tough defender of refugees and immigrants, so she appealed to most of the left, including many Grillini (M5S). She had never been a member of a party and was elected in Nichi Vendola’s Sinistra, Ecologia e Libertà (SEL) party, not the PD. Grasso was an anti-mafia judge and prosecutor who is also new to party politics. His rival in the senate was the outgoing speaker, Renato Wanted in Rome 3 April 2013

Schifani, another Sicilian but a lawyer whose firm had defended mafiosi. Faced with the possibility of Schifani winning, 12 M5S senators broke ranks and voted for Grasso. Bersani is trying to repeat this performance with a government line-up. Any government is a combination of positions of power and policy – pork and principle. When the PD thought it had victory in the bag, its leaders were already dividing up cabinet posts and their policies hardly touched established interests. In defeat (or semi-victory), Bersani has had to open up to non-party figures (last year we called them “technocrats”) who inspire confidence in the widest possible range of parliamentarians. The aim is at least to persuade enough Grillini not to vote against the government in the vote of confidence in senate, and then go ahead with a clear and limited programme which includes M5S-friendly measures: new and serious conflict of interest and anti-corruption laws, reduction or abolition of public funding for politics, reduction of the number of parliamentarians and abolition of the provinces, and finally, a new electoral law. If this plan is not accepted, there is a small chance that President Napolitano will ask a real technocrat to try to form a government. On the other side, Berlusconi is fighting for his political life. All of his trials are coming to verdict in the near future and, even if he is convicted, he will not go to prison as he is over 70, but he could well be prohibited from holding public office. A conviction for having sex with an under-age prostitute, bribing a member of parliament and setting up a slush fund would seriously damage his image, not just abroad. He wants a centreright person in the Quirinale as president of the republic as some sort of guarantee, and has threatened parliamentary and street opposition if his candidate is not elected. President Napolitano’s mandate ends on 15 May and parliament and representatives of the regions must meet by 15 April to elect a successor. The Italian president was supposed to be a mainly symbolic figure, but the last couple of years have shown how the role expanded to fill the power vacuum. The next president, too, will not be just a figurehead. His or her first job might be to dissolve parliament and call new elections; if there is a government, then the president will have a hard job keeping its course steady. In contrast to the general election, the three regional elections held at the same time gave clear results; Lombardy to the centre-right, Lazio and Molise to the centre-left. And there’s more to come: apart from the new president who should be elected this month, we shall have a new mayor and council here in Rome, to be elected at the end of May (with a run-off in June if no one wins an absolute majority). All of this against the backdrop of the worst recession Italy has seen since the war, and no sign of recovery. James Walston 3

The French Academy – once considered a rather aloof institution – is undergoing a transformation

well-known local legend, trotted out by tour guides, recounts that the eccentric Queen Cristina of Sweden, who converted to Catholicism and came to live in Rome in 1654, fired a cannon ball from Castel S. Angelo at Villa Medici on the Pincio hill above the Spanish Steps. That same cannon ball is said to be the one that now sits on top of the fountain in front of the Villa. The rather plain and forbidding frontage that Villa Medici presents to the city of Rome may have inspired the queen with fortress-besieging fantasies, hence her provocative gesture, but she would have had a very different impression if she had gone inside. The interior – the private façade, which looks over the gardens – is a show-piece of renaissance pomp and splendour, reflecting the status of Cardinal Ferdinando de’ Medici, who transformed it from a country residence (the area was still quite rural in the 16th century) into a palace intended to dazzle Rome. According to Éric de Chassey, director of the Académie de France à Rome, which has been housed in the Villa Medici since 1803, the French Academy’s reputation as a somewhat closed world is partly due to its outward appearance. “The front is the side that most people see and it is so austere that it is almost forbidding. But that was the way the Medici wanted it. The show of wealth and power was reserved for themselves and the guests they wanted to impress.” Once inside the entrance hall, a flight of stairs leads up to the loggia which gives onto the gardens. This was the fulcrum of the villa, where 16th-century visitors would gasp in admiration at the vision opening before them – the sweeping balustrades flanked by two sculpted lions (one ancient, the other a 17th-century copy), the Giambologna bronze statue of Mercury hovering over the fountain basin, and the vast renaissance garden, with its hedged walks lined with ancient marbles and a “wild wood”, where the cardinal could indulge in a bit of hunting. The cardinal lived in the villa for 11 years. He had expected to become pope, but the death of his older brother took him back to Florence to rule the Medici empire instead. When he departed he took most of his sculpture collection with him, including the lions and the Mercury, but fortunately he was unable to strip off the innumerable ancient Roman basreliefs, including some fragments from the Ara Pacis, with which he had decorated the interior façade. These are still there today. Appointed director in 2009, Eric de Chassey has embarked on a sweeping renovation programme. This has included major restoration projects and cultural initiatives aimed at revolutionising the Academy's historically staid and aloof image. He believes that it is vitally important for the French Academy to “open up more to the world”. Thanks to this approach, the gardens are now open daily to guided Wanted in Rome 3 April 2013

tours in English, French and Italian. The tour includes the newly-restored Cardinal Ferdinando’s Pavilion, with its charming “Room of the Birds”. Decorated by Jacopo Zucchi, this features a veritable encyclopaedia of fauna covering the walls and ceiling. The adjoining “Room of Aurora” is a riot of grotesques and frescoed medallions depicting the villa during various phases of construction. A discreet little staircase leads from the pavilion down to the present Viale del Muro Torto, which in Medici time would have been outside the city. No-one knows for sure, but it is suspected that the pavilion may have been the cardinal’s secret love nest. The visit also includes the atelier with the Academy’s collection of plaster casts made by the borsisti (scholarship winners) dating back to the 17th century. The Academy was originally founded in 1666 by the Sun King, Louis XIV, to give young French artists the opportunity to study classical Roman masterpieces. However, they were also expected to supply the king with copies to decorate his palace in France. Originally thought worthless, these casts are now seen as valuable historic evidence of the work carried out by the students. The Niobe sculpture group, based on an ancient Greek myth, is a focal point of the garden. This was one of the jewels of the cardinal’s collection. Unfortunately, it also went with him to Florence. However the celebrated French artist Balthus, who was director of the Academy between 1961-1977, had copies made and visitors never fail to be moved by the sight of the agonising bodies of Niobe’s dying children, scattered around the lawn in a remote corner of the grounds. The fortunate borsisti, elected each year by a Paris commission, spend two or three years in Rome living at the Villa Medici. They do not necessarily have to be French, de Chassey says, and the Academy is no longer confined to painting and sculpture but is open to other disciplines, such as art history, photography, cinema, literature, design, choreography and even the culinary arts. De Chassey’s next project is expected to make a big impact on the Rome exhibition circuit. Planned for the end of this year, it will feature the works of major French, Flemish and Italian artists from a wide selection of foreign museums. OPERA NOTES Samson e Dalila by­Camille­Saint-Saëns­returns­to­Rome­for­the­first­time­in­half­a­century.­It was­ originally­ written­ as­ an­ oratorio­ and­ was­ then­ transformed­ into­ an­ opera­ in­ 1877­ in­ the French­style­of­the­period.­Two­east­European­singers,­Olga­Borodina­e­Aleksandr­Antonenko, take­the­main­parts.­The­director­is­the­provocative­Carlus­Padrissa,­and­the­conductor,­Charles Dutoit,­is­an­excellent­interpreter­of­French­music.­In­Bologna­Mariella­Devia­debuts­in­the­role of­Norma in­Bellini’s­opera.­She­is­taking­on­one­of­the­most­difficult­roles­in­opera­for­the­first time­in­her­40-year­career.­It­requires­technical­skill­in­the­bel­canto­parts,­for­which­she­is­well trained,­ as­ well­ as­ complicated­ accents­ and­ incandescent­ phrasing­ in­ the­ most­ dramatic moments,­ which­ she­ will­ probably­ handle­ with­ her­ usual­ caution.­ The­ conductor­ is­ Michele Mariotti­and­the­director­is­Federico­Tiezzi. The­ play­ is­ centred­ on­ Caterina­ Leher,­ a French­ governess­ hired­ by­ the­ Platanias,­ a family­of­bourgeois­Sicilians­settled­in­Rome. Patriarch­Leopoldo­has­sacrificed­the­life­of­his daughter,­ who­ committed­ suicide­ while­ the family­was­still­living­in­Sicily,­to­the­prejudices of­his­personal­morality.­Caterina­is­a­Calvinist, and­ is­ considered­ a­ model­ of­ integrity. However,­she­secretly­lives­her­homosexuality, a­“sin”­made­worse­by­her­ascribing­her­own leanings­ to­ a­ young­ maid­ of­ the­ Platanias, causing­her­to­be­fired.­Caterina­feels­responsible­for­the­death­of­the­girl,­involved­in­a­train accident­ while­ she­ was­ going­ back­ home­ to Sicily:­a­last­“sin”­that­the­governess­decides to­expiate­by­killing­herself.­The­play,­written­in 1952,­ could­ not­ be­ staged­ in­ Italy­ until­ the board­of­censors­was­abolished.­It­was­staged for­the­first­time­in­Paris­in­1963,­and­then­in Italy­only­in­1965.­The­excuse­for­the­censorship­was­that­it­concerned­the­issue­of­homosexuality.­ However­ critics­ point­ out­ that­ the true­ theme­ of­ the­ play­ is­ the­ hidden­ tension behind­ the­ façade­ of­ bourgeois­ society.­ In Italian.­ Teatro­ Quirino,­ Via­ delle­ Vergini­ 7,­ tel. 066783048,­www.teatroquirino.it.

€ This pizzeria is also nicknamed “L’Obitorio” (the morgue in English) because its tables are covered with slabs of marble. The pizza is thin, Roman style, and good. Even fried appetisers (fiori di zucca and supplì) are not bad. Prices are very reasonable in relation to the quality and quantity of food. The atmosphere is chaotic, but it can also be fun. The only real drawback is the queue if you arrive at rush hour (around 21.00) especially on weekends.
