HEALTH CARE: SERVICE OR SUFFERANCE?

A guide to the ins and outs of the Italian health system

I

n the World Health Organization’s last health care ranking in 2000, Italy’s health care system was regarded as the second best in the world after France, and according to the CIA World Factbook 2004 Italy has the 10th highest life expectancy, “thanks to its good healthcare”. Italy is host to many acclaimed medical professionals and supports a high level of medical and research excellence. Unfortunately, as is the case in many countries, spending on health care has been cut over the last couple of years resulting in decreased services, bottlenecks and increases in waiting time for visits to specialists and surgical operations, which often force people to turn to private medical care at their own expense. The Servizio Sanitario Nazionale (SSN) or national health service was established in 1978 to provide Italians and foreign residents with tax-funded health care provided by a mixed public / private system. The system is governed by the ministry of health on a national level but is administered on a regional basis through the co-ordina-

tion of local health agencies, Azienda Sanitaria Locale (ASL). Although tourists have access to all emergency services it is advisable to take out travel insurance to cover any prolonged therapy or hospital stays due to any accidents and misfortunes. All foreigners have the right to claim for damages through an Italian lawyer for

any accidents they suffer while in Italy. Foreigners who are resident in Italy with a valid residency permit (permesso di soggiorno) which is obtained at the local police station (questura – polizia di stato) are required to register with their local ASL and have the same right as Italians to national health care. Foreigners entering Italy on a study visa or a visa to carry out au-pair services, although they are not considered residents, may register with the national health system for the period of their stay, subject to the payment of a fee. The fee varies from region to region but is on average €150 a year for a student and €220 for an au-pair, payable on 1 January each year. In order to register at your local ASL you require a copy of a valid residency permit (permesso di soggiorno), a residency certificate from the municipality (comune) in which you are resident or auto certification of where you are resident, an Italian tax code (codice fiscale) or receipt that you have requested one. In the case of families you need the residency permit (permesso di soggiorno) for each dependent.

After registration you receive a medical card (tessera sanitaria) which allows you access to national medical services. (This card is also a legal confirmation of your tax code.) At the ASL you will be given a list of available local medical practitioners from which you are required to select a family doctor (medico di famiglia). For children up to six years of age you are allocated a paediatrician. After the age of six, children may remain with the same paediatrician until the age of 16 or opt to change over to the family doctor. If you are dissatisfied with your doctor you have the right to change doctors once a year. Although visits to your family doctor and paediatrician are free there are co-payments (pagamento ticket) for prescribed medicines. If the cost of the medication is less than €5 you pay €2.50 and if the cost exceeds €5 you pay €4. Obligatory vaccinations – namely diphtheria, tetanus, pertussis, polio virus, hepatitis B, haemophilus influenza type b, mumps, measles, rubella (German measles) – are free of charge and are administered by the staff of your local ASL. Specialist visits, scans, examinations and tests prescribed by family doctors are subject to co-payment (pagamento ticket) which, depending on the region and the nature of the visit, ranges between €36-€51. Pregnant women and the chronically ill or disabled may register with their ASL for exemption from these payments. Any operations or hospital stays recom-

mended by specialists are covered by the national health system. In Italy, dental check-ups and orthodontic services are not covered by the national health service and in almost all cases the costs are borne by the patient. Having outlined how the system is supposed to work it should be said that the national health system is more than adequate if you suffer from the occasional ‘flu, ache or pain. However, people with an ongoing need for specialist care should be aware that the waiting period for specialist visits on the national health service can take months, and taking into consideration the price of co-payments (pagamento ticket) it is often more efficient to consult a private specialist. In which case you should consider taking out a reasonably priced

international health insurance or, if allowed, remain on your home country’s national health scheme through which you may be reimbursed for medical services in Italy.

ROME’S DECORATED HOUSES

Skilled artists embellished the façades of buildings in 15th- and 16th-century Rome but few survive today

T

here exists – or rather, there used to exist – an “open-air art gallery” in Rome, most of which has nowadays been lost and the rest of which eludes the visitor’s eye. It is a mute, sometimes mysterious art, hidden among the alleys far from the traditional tourist routes. But if you look up you can sometimes make out the fresco or graffito decorations which adorned the façades of Roman houses and buildings between the end of the 15th and the first half of the 16th century, following a fashion which in Italy started out in Venice, then became popular in Florence, and triumphed in Rome. Here, among the numerous examples of classical, mediaeval and Renaissance beauty, skilled workers became expert in this decorative field, giving the city its “characteristic aspect, gay and triumphal,” as art historian Umberto Gnoli wrote in the review Il Vasari in 1937.

The foremost among these was Polidoro da Caravaggio, a pupil of Raffaello and the major exponent of this “fashion”, together with Maturino da Firenze, thanks to whom – as Vasari himself wrote in 1550 – “smiling Rome was enriched by their labours.” Various sources, from the first guidebooks on 17th-century Rome to the most modern studies, tell of more than 200 house-fronts decorated in techniques which developed over the years. It progressed from graffito work simulating diamond-pointed rustication to ever more elaborate compositions in fresco, portraying for the most part, mythological scenes or scenes from Roman history, so that “this rebirth in full flower intrudes, festive and pagan, into papal Rome,” as one guide put it. Even though it was a mainly northern practice, the origins of this explosion of decoration may be attributed not only to the presence of northern artists in Rome, but also to the rediscovery and

revival of traditions such as the habit of hanging tapestries or carpets from the windowsills to mark processions or other festivities. The reasons for adorning the outside of buildings with this rather than other techniques, however, can surely be attributed to more than a mere matter of taste: a perceptive choice, in that the façades appeared larger, and an aesthetic choice, given the power of the decorations to make even the most simple buildings look majestic. And there was also the motivation of prestige coupled with the reasonable cost of the execution of the work, giving a noble air to the house at a reduced expense. Sadly, of the 200 decorated façades recorded at the end of the 16th century, a mere 30 or so have survived. Fortunately there are bibliographic sources, principally Vasari, and iconographic sources to preserve the memories: sketches, copies, prints and etchings like those by Alberti, Bonasone, Saenre7 August 2013 | Wanted in Rome

ARCHITECTURE dam and Bartoli, or the 19th-century works by Enrico Maccari, Genesio Morandi and the Frenchman Paul Marie Letarouilly. But the chance to enjoy and admire this particular aspect of 16th-century Rome isn’t limited to visiting archives and libraries. Thanks to restoration work carried out in the mid-20th century, a few examples remain in situ. It’s possible to plan a walk to rediscover graffiti and frescoes which have been forgotten by art-history and guide

books, relegating to oblivion works by artists of the calibre of Jacopo Ripanda, Baldassarre Peruzzi, Polidoro da Caravaggio, Perin del Vaga, Raffaellino da Reggio, Federico Zuccari, Maturino da Firenze or Daniele da Volterra. Some splendid examples are hidden along the classical itineraries through the city centre, which also show the evolution of the techniques. Only a few steps from Piazza Navona, for example, in Via dell’Anima, we can look up at Tor Millina and its palazzo, whose decora-

tions – dated at 1491 and attributed to Perin del Vaga – are sadly lost for the most part, but which survive in the drawings by Giovenale. Continuing to no. 65, there are still traces of the inscriptions, friezes and crests on the house of the notary Sander. In Via della Fossa, behind Piazza del Fico, a decoration in diamond-pointed rustication still covers a large part of the façade of nos. 14-17, showing how this technique was used to simulate cladding in marble or other materials. by lies Via della Maschera d’Oro with two of the best façades, an undeniable example of the development in technique and composition: a graffito decoration at no. 9, attributed to Baldassarre Peruzzi and portraying scenes from Roman history, and the well-known Palazzo Milesi, frescoed by Polidoro da Caravaggio in which we can still make out a frieze of the story of Niobe taken from Ovid’s Metamorphoses. Crossing Corso Vittorio Emanuele at Chiesa Nuova in a narrow alley at no. 31 we find a splendid decoration, perhaps by Benvenuto Cellini after whom the street was named. Here, although we find the classical diamond-pointed rustication above it and the frieze with putti and girali (swirling leaf designs), there is a medallion with war scenes – barely legible, but reproduced by Maccari in the 19th century – which gives a grandeur to this little building which would otherwise be totally anonymous. These are but a few examples of this alternative route through the streets of beauty in search of that grandiose but at times forgotten 16th-century Rome, and which still have something to reveal to the observant resident, student or tourist. And without forgetting Guy Debord’s valuable advice: “You should be alienated and look at everything as though it were for the first time. One way to achieve this is to walk with measured steps and your gaze turned slightly upwards, so as to bring architecture to the centre of your field of vision and leave the street level at the lower edge of your sight. You should perceive space as a single unit and let yourself be attracted by the detail.”

One of Ghirlandaio’s most talented pupils. In Rome he became an assistant to Raffaello. One of his works in Rome is the Pietà in the church of S. Stefano del Cacco. RAFFAELLINO DA REGGIO, 1550-1578. A Mannerist painter from Emilia. His works in Rome are in the Oratorio del Gonfalone and Villa Farnese outside Rome at Caprarola.

An immigrant with high hopes of El Dorado soon finds that his life has become a modern form of slavery

“I

can’t take it any longer but I have to go on,” Juan shrieks. “Look!” The fragile man shows his hands. “I’ve bitten off all my fingernails. Tonight, when Ángel returns, I’ll have to get up and prepare him something to eat.” Juan and Philip are in a dark basement apartment near Piazza Euclide. “A year ago, a couple invited me to Rome,” Juan says. ‘The spouse is from my village in Nicaragua. I was to become their domestic. So I left my job. To pay for the ticket I had to sell my car: a Ford Escort.” He sighs. “I worked my entire career for that car.” “So what happened?” Philip asks. “She lost her job, so they couldn’t pay me and could only give me food and shelter. I couldn’t send any remittance. Therefore, I started working for other households.” “The couple never paid you?” “No. I still go to see them to claim my money, or at least some of it.” Philip looks baffled. “Where did you stay?” “With a friend. But I couldn’t stay long: my visa had expired.” “You mean you became…” “Illegal. Yes.” Juan looks away. “So you had to move again?” “Actually, I became homeless.” He pauses. “I slept in Tiburtina station. You don’t know how dangerous that place is at night.” Philip, a freelance reporter, had interviewed Ángel, an alluring Cuban, and he now stays at Ángel’s whenever he is in town. “Juan, how did you end up here?” “Through Pedro, also a fellow villager of mine.” Philip had met Pedro once. expects him to send euros back home but all he does is party with Ángel. Pointing at some clothes that lay neatly ordered on the floor, Juan remarks: “Everything I have has been given to me.” “But didn’t you also work for other households?” “Not now. Ángel doesn’t let me go. I now do his cooking, laundry and ironing. I hardly leave this place. Now and then I may join him at a restaurant.” “I noticed there is no food in this apartment.” “Ángel is always on a diet! So I have to go to a charity for food. But after a night out he eats it all. The priest at the charity likes me but I can’t ask him to let me clean the church. A Peruvian woman does that and she has a young child. I cannot take her job. “Being poor isn’t the worst,” Juan continues; “being humiliated is. Ángel, who didn’t finish school, enjoys asking how an accountant like me can be such a muerto de hambre. He thinks the same of Pedro. But what I really can’t stand…” He gets up. “What I really can’t stand is

that even Pedro bosses me around.” He switches the computer on. “Fortunately friends are helping me out to buy an airline ticket.” He shows me cheap flights to Nicaragua. “When are you going back?” “I haven’t confirmed the ticket yet,” he says. “I might get a job in the bar where Ángel takes breakfast.” “What?” Philip frowns. “Despite all this?” “I must earn money. Otherwise, what will people say: He left with two suitcases and came back with one?” He shows Philip his Facebook profile. Every picture shows Juan in a restaurant or a bar. One would say Juan’s life in Rome is a rollercoaster of dinners and happy hours. The pictures are taken on the two occasions he went to the historic centre. Voices arise from the corridor. Juan leaps up. “Is he back?” “No,” Philip calms him. “Those are the students who live at the other side of the hall.” “Ángel doesn’t trust them. He says that Italians spy on him. Did you know

he always asks what you and I have been talking about?” “Does he? I see,” Philip says. “So whereas he makes good money, he leaves you starving?” “Yes. Pedro once confided to me that he might denounce Ángel.” “That would be a terrible thing to do,” Philip says. “Sheltering an illegal is a serious offence. Ángel could lose his refugee status and you would be sent to the Ponte Galeria detention centre.” “Ponte Galeria?” Juan looks perplexed. “When Ángel goes out of town with a client I cannot stay here. One night at Tiburtina station two policemen asked me for my papers. One of them was nasty. The other, a woman, pitied me: while her colleague was checking other immigrants, she pretended she was taking my data.” “You have been lucky.” He nods. “In the streets I run into Latin American women who nurse elder Italians. We silently recognise each other. I have become very humble here. I have learnt to respect people.” “Juan, I also will help you out. Please


IMMIGRATION confirm that ticket. Forget about the job: they’ll tuck you away in the kitchen. You wouldn’t see the daylight.” “Thanks.” He hesitates. “You decide who your friends are. Though Ángel has already paid the electricity bill, he’ll ask you to pay it.” Suddenly, a key is turned in the front door. Ángel appears. “Guess what? Pedro got in a row.” He giggles. “He was kicked out.” Pedro, half-drunk, is a wreck. “I had such a great night,” Ángel says. He counts a handful of bank notes: “This frocio was very generous.” “Ángel,” Philip says, “Juan told me about his problem. I think I’ve solved it.” Ángel raises his head. He rushes at Juan and shouts in his face, “You moron!”

APPEARANCE 12 July-22 September A photographic exhibition by Austrian artist Horst Stein who documents the difference between the objective and the subjective. The second image shows the identical setting but captures the first passerby to step into that space. DONNE IN LUCE 11 July-12 September After photographer Riccardo Ghilardi stumbled across a forgotten corner of the former Istituto Luce in Cinecittà, an historic public film institution destroyed by fire, he decided to bring to life the characters still visible from the burnt rolls of film. With the help of more than 30 contemporary Italian actresses, Ghilardi recalls the original stars with 25 large scale photographs. Many of the images were photographed in dark rooms and amid archive filming equipment in Rome venues associated with the world of film, from past and present. ROMA ATTRAVERSA IL TEVERE 28 June-06 October The Rome Museum in Trastevere presents an exhibition dedicated to the Tiber and the important role played by the river in the life and history of Rome. The exhibition features reproductions of 18th-century engravings by Giuseppe Vasi and Alessandro Specchi, alongside works by Scuola Romana painters Antonio Donghi, Giulio Aristide Sartorio and Mario Mafai. THE AGE OF MODERNITY: HUNGARIAN PAINTING 1905-1925 25 June-15 September On the occasion of the HungarianItalian Year of Culture, Rome’s Galleria Nazionale d’Arte Moderna, in collaboration with the National Gallery in Budapest, presents over 100 Hungarian Modernist works including paintings, drawings, prints and sculptures. The works on show represent the polar opposites of Hungary’s art from that era: the artists who sought out and embraced cutting-edge foreign influences, and the others who maintained close contact with indigenous traditions and local folklore. The exhibition focuses in particular on eight Neo-im-


pressionist painters from the school of Nagybánya (in modern-day Romania) who broke ranks by exchanging the academic for the avant-garde. IMAGES OF PLANET EARTH 22 June-01 September The Zoological Musuem presents a photographic exhibiton that it describes as “an aesthetic pilgrimage through the nature of the world’s five continents”. The images are the work of Simone Sbaraglia, an award-winning nature photographer who spends his time travelling the world documenting the planet’s harmony and fragility. Among the 40 works on show are creatures that inhabit the deserts of the American southwest, the vast plains of Africa, frozen wastes of Alaska and swamps of Florida. The initiative is part of a mutual exchange of ancient treasures between the two countries and is organised jointly by Chinese and Italian culture ministries. The exhibition is divided into five parts: the birth of civilisation, the coming of the kingdom, sacrifices to the gods and ancestors, music linked to the ceremonies, and the era of the Warring States. Sabatelli was an Italian painter of the Neoclassic period, from Florence, while Pirandello was a Roman painter attached to the Scuola Romana art movement, and was the son of Nobel laureate Luigi Pirandelli. Curated by Rita Camerlingo, this is the beginning a series of exhibitions which, with quarterly rotation, will display some of the museum’s collection on paper from the 19th and 20th centuries. Höfer documented last year’s Borghese e l’Antico exhibition when the most important pieces from the original Borghese collection (which now makes up the core of the Louvre Museum antiques collection) were reunited to their place of origin. Rivers created three paintings that in addition to portraying Levi, highlighted the Nazi extermination of the Jewish people. LUIGI GHIRRI. PENSARE PER IMMAGINI 24 April-27 October This retrospective pays a long-awaited, much deserved tribute to Luigi Ghirri (1943-1992), on the occasion of his 70th anniversary of his birth. The exhibition includes about 300 photographs spanning the entire oeuvre of the artist over two decades. Although he worked exclusively with photography, it would be wrong to pigeonhole Ghirri as a photographer; he was an all-round artist, as well as a cultural animator, a curator, critic, theorist and writer, and also a mentor and teacher. He belonged to that breed of mavericks who renewed Italian arts after world war two, achieving excellence in their fields of choice with no specific formal training. Ghirri trained and worked full-time as a surveyor, and later as graphic designer. An avid reader of literature, art, poetry, philosophy, he photographed intensively in Modena where he lived and during his travels around Europe. In 1969 he befriended a group of conceptual artists from Modena; the discussions and collaborations that followed led to his first solo exhibition when he was nearly 30. From then on he devoted himself only to his art. For the MAXXI show, the curators organised the photographs – many of them vintage prints – into three thematic groupings: icons, landscapes, architecture. An essential feature of Ghirri’s work was indeed the avoidance of the single, isolated, “pretty” photograph. Images were arranged into groups or cycles that may be consecutive but also run parallel; the images themselves could be moved from one series to another. His 1970s work arose from a linguistic approach, although a slight irony is present in the way he captured in the built

landscape symmetries that are sometimes involuntary, but for the most part the result of a certain idea of order. From 1981-82, Ghirri devoted himself to a relentless survey of the Italian landscape, what he called “Journey to Italy”, in which he involved other photographers interested in breaking the clichés of representation, and writers who tried to translate his visual approach into their work made up of words. Ghirri’s work broadened, aiming for a sort of inventory or “theatre” of the world, in which virtually everything, natural or artificial, could find its own place. He very often used compositional and conceptual tools such as the image within an image (mise en abyme), iteration, axial symmetry, the play of scale. His work was nourished as much by photography as by painting, architecture and cinema. For that reason, his images make one think at the same time of Piero della Francesca and Stephen Shore, Antonioni and Magritte, Vermeer and Walker Evans, Fra Angelico and Morandi. Ghirri died suddenly of a heart attack in 1992, shortly after he turned 49. Over the next 25 years, his work has continued to bear fruit and influence other artists and wordsmiths. This exhibition provides ample evidence of the reasons for this persistence. It promotes talent from all over the world and its long summer programme is called the Music Festival of Nations and is realised in collaboration with foreign embassies and cultural institutes. VILLA CELIMONTANA JAZZ FESTIVAL 03 July-21 August After an absence of a year the popular Villa Celimontana Jazz Festival returns to Rome. Now organised by Jazz&Image, this year’s programme features some prominent international jazz stars alongside new talent. Although the festival has branched out to include elements of funk, pop and dance, at the heart of the event remains pure jazz. Over the years, the festival has become recognised for the quality of its line-ups; its stage has welcomed about 5,000 international musicians, and almost 100,000 spectators have enjoyed the music in the picturesque park on the Coelian hill. GAY VILLAGE 20 June-14 September One of the liveliest and most popular festivals of the summer. Two of Puccini’s most celebrated works Tosca and Turandot are included in this year’s Puccini festival at Torre del Lago. Tosca is conducted by Alberto Veronesi, the artistic consultant of the festival and directed by Jean Louis Grinda. Turandot sees the veteran singer Giovanna Casolla (Turnadot) and the newcomer Kristin Lewis (Liù) competing for the love of Calaf (sung by Marcello Giordani). This year there are also two exceptions included in the programme; Rigoletto by Verdi to mark the 200th anniversary of his birth and Cavalleria rusticana by Pietro Mascagni on the 150th anniversary of the birth of composer, who was a fellow student of Puccini and the first director of the Torre del Lago festival. PUCCINI FESTIVAL 12 July-24 August The Festival Puccini takes place on the shores of Massaciuccoli Lake, near the Tuscan town of Lucca. Performances are in an open-air theatre, just a stone’s throw from Villa Puccini, where the composer lived, worked and is buried. Directed by Alberto Veronesi, it’s the only opera festival in the world entirely dedicated to the works of Puccini although this year Rigoletto is on the programme to mark the Verdi anniversary year. FESTIVAL ARENA DI VERONA 14 June-08 September Possibly the most famous open-air

opera season in the world thanks to its breath-taking setting in the ancient Roman arena, and the truly magic atmosphere of the events in programme. The festival’s centennial coincides with the Verdian anniversary year which is amply celebrated with the staging of Aida, Nabucco, Traviata, Il Trovatore and Rigoletto. A Verdi Gala and Romeo and Juliette by Gounod complete the programme. THEATRE SHAKESPEARE IN GLOBE 09 July-22 September Under the artistic direction of popular Roman actor and comedian Gigi Proietti, the summer drama season at Rome’s Silvano Toti Globe Theatre features three plays by Shakespeare, as well as a King Lear workshop and a Romeo and Juliet ballet performed by the National Slovakian Theatre. The three plays selected this year are sure to please the crowds: A Midsummer Night’s Dream directed by Angelo Dallagiacoma; Richard III directed by Marco Carniti; and Romeo and Juliet directed by Gigi Proietti. JOINT BOOK LAUNCH AT JOHN CABOT UNIVERSITY The institute for creative writing and literary translation at Rome’s John Cabot University is holding a joint presentation of two new books on 13 August from 20.00-22.00. Sam Cabot’s Blood of the Lamb, the thriller co-written by JCU English professor Carlos Dews and mystery writer S.J. Rozan, will be presented alongside Conor Fitzgerald’s The Memory Key, An Alec Blume Novel. The launch takes place in John Cabot’s Aula Magna Regina and will be followed by a reception. Blood of the Lamb is described as an exhilarating supernatural thriller set in Rome, where rival groups search for a document that holds a secret that could shatter the Catholic Church. The book is by Carlos Dews and S.J. Rozan who joined forces under the pen name of Sam Cabot. Dews is chair of John Cabot’s department of English language and literature, as well as director of the institute for creative writing and literary translation, and has published a number of books on American writer Carson McCullers. Rozan is from New York and is the award-winning author of 12 previous novels. The Memory Key sees Alec Blume investigate the attempted murder of a former fascist terrorist responsible for a public bombing 30 years earlier. A parallel case examines the murder of a young woman on a Rome university campus. Conor Fitzgerald is originally from Ireland but is a long-term Rome resident.
