IMMIGRATION, INTEGRATION AND RACISM

Rome’s American University is a leader in the discussion and research into immigration and racism in Italy

T

o say the least, the new cabinet post of minister for integration was always going to be challenging. But when Cécile Kyenge was appointed in April, she certainly understood the opportunities but probably did not fully realise the obstacles and insults which she would have to deal with. Kyenge is different. She is the first black minister in Italy and a living symbol of the changing country. As a high profile public figure, she has become the lightening rod for racist abuse, most of it from elected politicians, mainly but not exclusively from the Lega Nord (LN). Within hours of her appointment, the LN leader in Lombardy, Matteo Salvini, attacked her and has continued to do so ever since, steering just clear of being openly racist. Others have not been so subtle: the most serious attack in its substance was made by the local councillor who suggested that the minister should be raped to understand what it meant (after an immigrant had raped an Italian). The councillor was expelled from the LN and has already been prosecuted and

convicted. The most serious in terms of his public position was Roberto Calderoli, deputy speaker of the senate, who compared the minister to an orangutan. There were calls for his resignation as deputy speaker from Kyenge’s centre-left Partito Democratico (PD) but the other party in the governing coalition, the centre-right Popolo della Libertà (PdL) did not support them and Calderoli is still deputy speaker. Kyenge has been threatened physically, and undoubtedly a lot of abuse is directed at her as a woman. When she

first qualified as an eye surgeon, there were no facilities for women to prepare for the operating theatre, so she has had a long process of dealing with prejudice and offence. She came to Italy in 1983 from what is now the Democratic Republic of the Congo, qualified as a surgeon and has been active in local politics in Emilia Romagna for more than a decade, one of the growing number of “new Italians”. According to national statistics institute, ISTAT, in January this year there were 4,387,721 foreigners in Italy, 334,000 more than the year before. They make up 7.4 per cent of the population, up from 6.8 per cent in 2012. Despite the significant number of immigrants who have gone home because of the economic crisis, the proportion of foreigners in Italy thus continues to rise. More significant for Kyenge and her ministry is that the 4.4m figure includes more than half a million children born here of immigrant parents. The 2002 law which regulates citizenship, known as the Bossi-Fini after its two sponsors, does not give Italian citizenship to children of foreigners

born in Italy. They are technically “foreign” and may choose Italian nationality when they reach 18, but until then they are officially a citizen of one of their parents’ countries even if they have never been “home”. This is the issue that Kyenge has promised to address; even before becoming minister she had put forward a bill which would allow the children of regular immigrants to become Italian at birth. President Napolitano spoke out two years ago against the Bossi-Fini; Gianfranco Fini himself when he was speaker of the chamber of deputies very publicly called for the reform of the law that bears his name. There was a growing consensus in the previous parliament that the present law is unjust. But the Monti government had other priorities and his government was fragile and temporary. Today, the LN is adamantly opposed to any sort of citizenship for native Italian “immigrants” and the PdL does not accept that a new law is part of its programme in the Letta government. So in the meantime, Kyenge works with civil organisations trying to change both the language and perceptions of Italians. Does “Italian” include anyone with citizenship, whatever colour, however strange their name? Probably not for most Italians, but attitudes are changing and, despite the uncensored abuse from the LN, Italy is arguably less racist than most other European countries.

Alongside the long and slow process of integration, there is the usual summer trail of drama and suffering in the Mediterranean. For the last few years, the island of Lampedusa has been the destination of thousands of boat people. The majority are asylum seekers, mostly sub-Saharan Africans, above all from the Horn of Africa; some, especially over the last few months, are Arabs from Syria or who say they are from Syria. Others are just seeking entry to the EU and want work. Many have paid quite high sums to traffickers; many do not make it. The Italian government has to deal with distinctions between refugees and economic migrants. The former have status and legal protection, the latter may be sent home. Making that distinction can be a lengthy process. Often there have been protests from those waiting in temporary holding centres. The visit of Pope Francis to Lampedusa in July highlighted the problem, as did his visit in September to a refugee centre in Rome. But the overall number of refugees is small compared to the total numbers of immigrants. It is an emergency when the humanitarian costs are so high but it is not an immigration emergency. Italy came later to immigration issues than most of western Europe, but despite the racist language so far it has avoided much of the excess of some of those countries.

CLAIMING FOR ROAD ACCIDENTS IN ITALY

Make sure you know the procedure if you are involved in a road accident as it can save you time and money when making a claim

M

ost people visiting or moving to Italy have something to say about the apparently crazy Italian driving habits. However Italy has been tightening up on its highway controls in recent years and now has lower accident rates than a decade ago. But is still relatively high compared with other European countries such as France, Germany and the United Kingdom, although it has a better record than the USA. Any accident, however minor, is an emotional experience that leaves you feeling helpless, so it is important to be familiar with the procedure to follow. Therefore whether you are a driver, passenger, cyclist or pedestrian, it is useful to know your rights. The most important thing to do first is to check the condition of the people involved in the accident, yourself included. In the case of no apparent injuries or where only mild injury has been suffered, remove those involved from the scene to a secure area to protect them 2 October 2013 | Wanted in Rome

from further risks. In the case of severe injury do not move the injured but call for an ambulance by dialling 118, and if you have the expertise apply first aid while waiting for professional medical care. Then inform the police by calling 112 or 113. Do not move the vehicles in order to allow the police to evaluate and report on the situation. According to the highway code (codice stradale articolo 162), all vehicles must be equipped with reflective red triangles and a reflective vest. These items can be purchased at most hardware stores. It is obligatory to warn other road users approaching the scene of the accident by placing a reflective red triangle facing the direction of oncoming traffic 50m from the danger, or in the case of an intersection as far back as is possible. Even if you are wearing the reflective vest, do not stay on the road more than is necessary. Try to take down the details and contact numbers of any witnesses as they may not wait until the police arrive to testify what happened. In the event that there are no apparent injuries it is not obligatory to call the police and one is allowed to move

the vehicles to allow traffic flow. One is required to fill in the accident report form provided by the respective insurance companies or car-hire company (CID, also called CAI Constatazione Amichevole di Incidente). Always carry this is the vehicle. If both parties involved in the incident are in agreement as to what occurred and jointly sign the form it obliges the insurer to act within 30

days. If the parties are not in agreement it is still important to fill in the form and send it off to your insurance company. A correctly filled-in form is always a sign of honesty. When filling in these forms ensure that the following information is clearly recorded: name of the insurance company and policy number of the parties involved, place, date and time of the incident, personal details of parties such as name, address and contact details, number plates of the vehicles clearly indicating which was the offending vehicle, clear description of what happened. If in agreement both parties then sign each other’s form. Even though it is not obligatory to call the police when there are no injuries, it is advisable to do so as this will ensure that the details of the incident are recorded in an official police report, which is useful if you are the victim and the offending driver refuses to sign your insurance form or tries to pass the blame for the incident onto you. If you were responsible for the accident, a police report insures that the offended driver does not exaggerate any personal damages suffered. Injuries are not always immediately

There were 3,860 deaths within 30 days of the accident and a total of 292,019 injured. evident, especially if one is in shock. Even if you have no visible lesions you may have suffered muscular damage or cracked or damaged teeth which will later lead to medical and dental expenses and possibly loss of days at work or a planned and paid-for holiday. Documented police proof will make it easier to claim later on. It is just as important for cyclists and pedestrians involved in incidents to call the police and file an official report. Even if your injuries seem minor it is advisable to go to casualty and have a medical report filled out, because you have the right to claim for damages up to two years after the incident. If you have been the victim of a road accident in Italy, you may claim not only for technical damage to your car but also the cost of alternative transport while the vehicle is being repaired, refund of insurance premiums and license fees (bollo) while the vehicle is being repaired, and the damage to items in the vehicle such as your personal computer, telephone and other personal belongings. Drivers, passengers, cyclists and pedestrians have the right to claim for biological damages, moral damages, aesthetic damages and social damages (e.g. losses suffered due to your inability to complete your holiday or go to work) and parental damages (e.g. not being

able to physically care for your family). Medical or dental expenses incurred in your home country due to the accident, which may cost more than medical care in Italy, are claimed at their actual value and it is important to get detailed medical statements and bills from the practitioner who has treated you to testify the treatment was related to the accident. If the offending party is insured in Italy or any other European Union country or Iceland, Norway and Liechtenstein, one can lodge a direct claim through the offending party’s insurance company; however these claims normally result in only obtaining compensation for damages to vehicles and immediate medical expenses. In the event that the offending party is insured in a non-European country the claims are directed to the office for international road incidents in the country in which the incident occurred. In the event of an uninsured driver your insurance company has to claim on your behalf from the European Road Accident Fund. These are often long drawn-out processes that bear little fruit. In all instances it is advisable to seek the advice of a bilingual Italian law firm to take up the claim on your behalf and ensure you are rightfully compensated for all losses and damages.

Compared with 2010 the number of accidents was down 2.7 per cent, the dead down 5.6 per cent and the injured down 3.5 per cent. Compared with 2000 figures deaths were down 45.6 per cent. Most of the deaths and injuries were on urban and country roads. There were only 11,007 accidents on the motorways with 338 dead and 18,515 injured. In nearly 70 per cent of cases the victims are the drivers, with only 15.3 per cent the passengers and 15.1 per cent pedestrians. Most of the 2,690 of those who died were between 20 and 39 years old. Most accidents involve cars (66.1 per cent) followed by motorbikes (14 per cent) then mopeds (5.4 per cent) and bicycles (4.5 per cent).

CALCATA: THE LAND THAT TIME FORGOT

Calcata, in north Lazio, is a bohemian haven whose residents hark back to a more beautiful era

ess than an hour north of Rome lies Calcata, a mediaeval village clinging to a volcanic cliff surging out of the mists of the densely-wooded Treja valley. With its rugged tufa walls and steep pathways, entering this mystical, car-free hamlet is like stepping back in time or falling into a dream where Woodstock meets Hansel and Gretel. Calcata’s story is indeed the stuff of fairy-tales. Its history dates back almost 3,000 years and the presence of humans in the area can be traced to prehistoric times. However in the 1930s Calcata’s story very nearly came to a shuddering halt. The Fascist-era government condemned the craggy village due to fears that its foundations were subsiding, and by the 1960s the inhabitants had either relocated to the newly-built Calcata Nuova nearby or moved south to Rome. In the 1970s the old village received a new lease of life when Italian and international artists and hippies began squatting in Calcata’s abandoned 2 October 2013 | Wanted in Rome

houses and caves. They later bought and restored their homes, opened art galleries and cafés, and rescued an ancient village from being consigned to the cobwebs of history. The romantic tale was complete when the new residents succeeded in convincing the Italian authorities to reverse their decision condemning the village. Although only about 40 km from the hustle and bustle of the capital, Calcata feels light-years away. Those arriving by car will have to leave their vehicles outside the fortified gates of the 13thcentury Palazzo Baronale – the village’s only access to the outside world – and once inside it is impossible to withdraw cash from a bank machine or even send a postcard, and forget about relying on mobile phones. The centre of the action is the main square which is at times a market, a playground, a concert arena, a meeting place, an open-air wine bar. The rambling alleys of the village centre are festooned with artisanal shops selling art work, jewellery, antiquities and the kind of essential retro-vintage items associated with the beautiful people. One of the village’s many artists is Caterina Satta, who has lived and worked in Calcata for three decades. She says the number of residents has gone up and down over the years but now “there are about 60 – one of whom is Belgian, one Spanish, one Dutch, and two English. Many people come here

from Rome on day trips or stay for the weekend, but on weekdays and during the summer the village is often empty.” Some of Calcata’s best known longterm residents include Paolo Portoghesi – the distinguished architect who designed the mosque in the Parioli district of Rome and more recently oversaw the restyling of the capital’s Piazza S. Silvestro – and the painter and ceramicist Simona Weller, whose work has featured on a Wanted in Rome cover. Last year Portoghesi and Weller held a joint exhibition dedicated to Calcata in Palazzo Baronale, which acts as a visitor centre and whose recent restoration was supervised by Portoghesi. A gallery of Weller’s latest works is located in the middle of the village and is open to visitors. Throughout the year, cultural association Il Granarone coordinates much of Calcata’s artistic activity, holding concerts, jam sessions, theatre and art exhibitions at its base on the evocative-

sounding Via di Porta Segreta. The organisation’s founder is Marijcke van der Maden from Holland, who is celebrated for her marionette puppets. For 30 years van der Maden has presented the village with its own personalised nativity scene, displayed at Il Granarone each Christmas. “All the statues are handmade and represent the real people of Calcata. Every year I make a new person and I never tell who it will be,” she says. Most visitors get their photographs taken in the main square, sitting in the three over-sized Etruscan-style thrones, the work of local sculptor Costantino Morosin. In 1996 Morosin and Anne Demijttenaere, a Belgian actress and painter, founded Opera Bosco, the Museum of Art in Nature. Spread out over two acres in the forests below Calcata, this open-air museum is filled with organic sculptures and art installations and has a soundtrack of streams, birdsong and croaking frogs. A tea drinker’s paradise can be found at La Sala dei 201 Thè – which boasts over 200 types of tea – while Caffè Kafir, whose Italian owner starred in 1970’s B-movies of the erotic variety, is the most eccentric coffee shop most people are likely to visit anywhere. Meanwhile the rock ‘n’roll-themed bar Rockcaffè, just off the central piazza, has a glorious secret. Enquire about sitting outside and you’ll be directed to a tiny private balcony, with a table for four and a breath-taking view of the woods 150m below.

2,000th anniversary of Augustus’s death with an exhibition that tells the extraordinary life story of the adopted son and great-nephew of Julius Caesar. The 40-year reign of Augustus was the longest in Rome’s history and was marked by peace and prosperity. Under Augustus the empire expanded rapidly, to cover the whole of the Mediterranean basin. Augustus was both charismatic and politically astute, and his reign was documented extensively at the time by historians. Along with their writings, the exhibition explores the emperor’s life and career with a selection of statues, portraits and jewellery. Gennaro, commissioned over the centuries by popes, emperors, European kings and the faithful of Naples. Goldsmiths created the treasures using a enormous amount of precious stones including diamonds, emeralds and rubies. The artefacts are displayed for the first time outside the Museo di S. Gennaro in Naples, and the exhibition is accompanied by a series of conferences and activities for children. He photographed the protagonists of this exhibition, a world premiere, while wandering the streets of London, Paris, Rome, New York, Miami, Los Angeles and Las Vegas. A non-conformist figure, Gallian came to prominence in Rome’s avant-garde circles, first as a painter in the 1920s, and later as a writer. The exhibition is divided into five categories reflecting the central themes of Gallian’s work: painterly impressions, the women of Gallian, studies for the crucifixion, at the circus with Gallian, and domestic trends. ART IN ROME 11 October-02 February The work of some 80 Italian and international artists is united in an exhibition celebrating art that was either produced or shown in Rome during the 1970s, a decade that was synonymous in Italy with artistic experimentation and political conflict. The show explores the work of artists that best represent the Rome art scene of that decade, incorporating a variety of schools and styles by artists who were active in movements from Arte Povera to conceptual, minimalist, analytical and narrative art. Among the best known Rome artists in the show are Burri, De Chirico, Twombly, Ontani, Cucchi and Ceccobelli, some of whose work appeared as Wanted in Rome covers in the past. (GNAM) presents 14 “readymades” by Marcel Duchamp (1887-1968) on the centenary of the creation of Bicycle Wheel, the first readymade by the French painter and sculptor. The series was donated to the gallery in 1997 by art critic Arturo Schwarz, and is accompanied in the exhibition by a selection of works and archival documents, fundamental to understanding Duchamp’s artistic journey. In addition to the readymades, the exhibition highlights the influence that Duchamp had on the Italian art scene when, following solo shows in Milan and Rome in the mid1960s, he interacted with a younger generation of Italian artists such as Baj, Baruchello, Dangelo and Patella whose works are included in this exhibition. This year’s winner of the prize – an annual award for young artists in recogntion of their creativity and the significance of their work – is Imran Qureshi from Pakistan. Qureshi’s work is currently on display at the 55th Venice Biennale as well as at the Metropolitan Museum of Art, New York. LADIES IN THE SPOTLIGHT 09 September-22 November Visitors to the Keats-Shelley House often ask what Mary Shelley’s life was really like, especially following the death of her beloved husband, Percy Bysshe Shelley. This new temporary exhibition at the Keats-Shelley House will examine fragments of her life, and of other female figures connected with her. In turns tragic and melancholy, but always fascinating, the exhibition offers a glimpse into the real conditions of women’s lives from the late 18th to the early 19th centuries. Visitors will also have the chance to see a series of eight manuscripts from the Bodleian Library of Oxford University. It is the first time in its 100+ year history that the museum at the foot of the Spanish Steps has borrowed items from a major international lending institution. The research for the exhibition has been extensive and many of the letters from the archive of the Keats-Shelley House archive have never been seen before. This exhibition features 30 rarely exhibited works to illustrate an extraordinarily creative period of the conceptual artist Alighiero Boetti. It focuses on the relationship between Boetti and Rome and highlights the influence he had on artists working in the city at that time. Cecilia to mark the centenary of the birth of Benjamin Britten. Tenor Gregory Kunde makes his debut as Grimes, with Sally Matthews, Alan Opie and Susan Bickley. Peter Grimes, which was performed for the first time by the Salder Wells Opera company in 1945, was an immediate success and as a result Britten became the central figure of post-war English classical music. More than 30 years since its dramatic debut catapulted the young Jan Fabre onto the international stage, a new edition of Troubleyn, This is theatre like it was to be expected and foreseen has lost none of its forcefulness. TURANDOT BY PUCCINI 23 October-31 October Turandot, Puccini’s last opera, was only completed after his death by Franco Alfano and premiered in 1926

in Milan conducted by Arturo Toscanini. It is one of the most popular and most frequently performed operas in Italy. In this production Evelyn Herlitzius and Elena Popovskaya sing the role of the icy Princess Turandot with Marcello Giordano and Chanev Kamen as the unknown prince Calàf. Opera Notes Rome’s opera season ends with Puccini’s Turandot. Two singers make this an interesting production: Evelyn Herlitzius, a Wagnerian singer, in the role of Turandot and Chris Merritt, one of the most illustrious Rossini-renaissance singers, as Altoum, Turandot’s father. This successful, fairytale-like production, directed by Roberto De Simone, opened the Bari opera season 2009/10 and the Bologna season in 2012. To mark the centenery of the birth of Benjamin Britten the Accademia Nazionale S. Cecilia opens its season with Peter Grimes in concert form. It is unusual for the Academy to open its symphonic season with an opera in concert form instead of the usual format of a classic piece just for the orchestra (which would be more appropriate).
