ROME INTERNATIONAL FILM FESTIVAL

The film festival faces a challenge to prove itself on the international circuit this year

arco Müller remains at the helm for the festival’s eighth edition, which runs from 8-17 November, but has a busy and difficult time ahead. Last year, leadership challenges and inter-programme politics left the Rome International Film Festival with questions to answer. Müller, formerly artistic director of the Venice Film Festival for eight years, took up his new position in Rome in May 2012, much to the displeasure of the festival’s former president Gian Luigi Rondi. Supported by then mayor Gianni Alemanno and new festival president Paolo Ferrari, Müller was able to wrangle an unprecedented 60 world premieres for the seventh edition at very short notice, among which was Bullet to the Head starring Sylvester Stallone. Unfortunately, audiences embraced only a few features enthusiastically, and the turnout suffered a 17 per cent decrease from the previous year. With a shaky start behind him, Müller faced further challenges this year, specifically in relation to the festival’s finances. When Ignazio Marino de-

feated mayor Alemanno, a strong supporter of the festival, many wondered if the event would fizzle out without funding, especially amid Italy’s economic turmoil. Though public stakeholders such as Rome’s city administration and the Lazio regional government have approved Müller’s €11 million budget, in mid October the festival was still waiting for all the funds to come in. If everything goes as planned, and there is much planned, the eighth edition will attract audiences with lower ticket price packages, some starting at €3, and a programme with Müller’s own brand of international flair. Müller, who recently won the Premio Gorky’s “special prize for the contribution to worldwide culture” for promoting Russian cinema, continues to steer Rome’s festival The festival’s artistic director Marco Müller.

Running from 8-17 November, the festival will use all of the spaces at the Auditorium Parco della Musica, which can seat more than 4,000 people, and will also hold events at Rome’s MAXXI Museo Nazionale delle Arti del XXI Secolo. The festival comprises four official film categories: competition, out of competition, CinemaXXI, and Prospects Doc Italy. James Gray, a filmmaking veteran, will chair a panel of seven judges to award the following: Golden Marc’Aurelio awards for best film, best director, special jury prize, best actor, best actress, emerging actor or actress, best technical contribution, and best screenplay. TAXATION TIME IN ITALY

Stiffer regulations on tax declarations for foreign residents in Italy have been in force for several years but now controls are getting tougher “Desperate times call for desperate measures” – Hippocrates.

othing much has changed since ancient Greek times and under the current global economic crisis many countries are monitoring taxation more closely to ease their public debts. In Italy the laws governing the taxation of foreigners in Italy are not new; they have been in place for a number of years together with bilateral agreements against double taxation with a number of countries (see side notes), but recently their implementation is under the spotlight. Taxation in Italy is levied at national, regional and municipal level. The Italian tax system is managed by the Agenzia delle Entrate (Inland Revenue Agency). The income tax year runs from 1 January to 31 December and taxes are payable normally by the end of June and the balance by the end of November. Depending on your status in Italy, resident or non-resident, you will be subject to different taxation rules. Non-residents are only taxed on in-

come and gains arising in Italy, whereas residents according to the bilateral agreements are taxed on worldwide income and gains. Income tax on salaries is deducted at source by employers on the basis of the estimated annual income. The balance of tax due is calculated at the end of the year. If you are a non-resident employee without other sources of income over and above your salary, it is not necessary to complete

a tax return. The self-employed nonresidents must complete a tax return and pay the tax due on their income. Tax is payable on the basis of the previous year’s income. Foreign researchers who have fixed residence in a country that has signed an agreement with Italy against double taxation are generally allowed to choose whether to pay taxes in their country of residence or in Italy, usually for a maximum of two years. Researchers and academics can request assistance with tax matters from the European commission EURAXESS (website ec.europa.eu/euraxess/). All residents, foreign or national, are required to submit a tax return to the Agenzia delle Entrate: employees in the private or public sector fill in form 730 and self-employed persons (liberi professionisti) the Modello Unico, normally submitted at the end of April but extensions can be obtained until June. Foreigners living in Italy will be classified as resident if: – for 183 days (6 months) of a calendar year they were registered with the registry office (Ufficio Anagrafe), or 6 November 2013 | Wanted in Rome

– for 183 days of a calendar year they had their main place of business or residence in Italy, or – for 183 days of a calendar year they had their “centre of vital interest” (i.e., family) in Italy Taxes to be paid in Italy by residents are as follows: IRPEF (personal income tax) A progressive scale is applied to successive portions of taxable income under IRPEF. Personal income tax rates range from 23 per cent to 43 per cent (as from 1 January 2007). In addition, a regional surcharge ranging from 1.23 per cent to 2.03 per cent is levied under IRPEF depending on the level of income and region of residence, together with a municipal surcharge of up to 0.9 per cent depending on the municipality of residence. This tax is deducted at source by the employer and paid to the Agenzie delle Entrate. Social security The rate depends upon the classification of the employer for social security purposes and the position of the employee (e.g. manager). Generally an employee pays approximately 10 per cent of gross salary whilst the employer’s contribution is between 28 per cent and 30 per cent of gross salary. These contributions are deducted by the employer and paid to the national social security institute INPS.

Accident insurance This insurance is compulsory for all employees in activities which the law defines as risky. This contribution is paid by your employer to INAIL, the national institute for accidents in the workplace. Pensions The bilateral double taxation conventions ratified by Italy distinguish between private pensions and pensions of a public nature. Private pensions are defined as those relating to past employment, in the private sector. They are taxed exclusively in the state of residence of the recipient, i.e. Italy, so the source state, for example the UK or US, is obliged to exempt such income from taxation. Public pensions are those

received in respect of past service rendered to the state, a political or administrative subdivision or a local authority. These are generally taxed exclusively in the state in whose interest the services were rendered (the source state). Property taxes If you own a property in another country and are resident in Italy, you are obliged to pay a tax in Italy called IVIE (value of real estate located abroad). In this case, in order to avoid double taxation in Italy, the taxpayer can deduct a tax credit equivalent to the amount of any property tax paid in the country in which the property is located, by submitting proof of payment together with your tax return. In the event that your property abroad is rented to a third party the income generated is payable in Italy and is represented on your tax return here. IMU – Imposta Municipale Unica (council tax) on primary properties in Italy was abolished in August 2013, and is no longer payable should you own the home you live in. Interest on investments Any interest earned from investments in Italy or abroad is taxed in Italy. If the interest is taxed at source in the country where the investment is situated, a tax credit will be granted in Italy if proof of payment is submitted with your tax return. Interest is usually taxed at the rate of 20 per cent in Italy.

LEGAL AFFAIRS Inheritance and estates Inheritance and estates are taxed in the country in which the deceased was resident and agreements on the avoidance of double taxation protect you from having to pay taxes in Italy resultant from inheritance from abroad. Tax deductions In Italy tax deductions are granted for mortgage payments (mutuo), taxes on your rental contract, medical expenses including medicines, veterinary expenses, school transport, children’s extracurricular activities and sports, and university fees. Receipts from the preceding year bearing your codice fiscale number must be submitted together with your tax return (for example 2012 receipts are submitted in 2013). When purchasing medicines at a pharmacy, display your tessera sanitaria (Italian health card) and your fiscal code will be automatically printed on your receipt. Even if a foreign resident has a sole income from a salary which is taxed at source, it is advisable to submit a tax return with your expense receipts as you will be entitled to a rebate on the tax you have paid on your salary. Our advice to foreign residents, employees and pensioners alike, is to seek assistance from a local CAF (Centro Assistenza Fiscale), which are recognised service providers by the Agenzie delle Entrate, and which help you fill in and submit your tax return for a fee usually ranging from €50 – €100 depending on the complexity of the return. ▶ IVA (VAT) As of 1 October, IVA or Value added tax in Italy on goods purchased or services rendered is levied at 22 per cent. The prices reflected on supermarket shelves and on goods in shops is normally the total price inclusive of IVA, unless otherwise stipulated on the item. ▶ TARES – Tassa Rifiuti e Servizi Contrary to popular belief even among Italians, TARES is not being put in place to replace the abolished IMU. IMU was a property tax, TARES is a service tax. It is a combination of the old TARSU (Tassa Sui Rifiuti Solidi Urbani or garbage removal fee) which all tenants and property owners paid before, and TIA (Tariffa di Igiene Ambientale or a removal and recycling fee) together with a services fee for municipal street lighting and road maintenance. This tax is calculated according to the surface area of your residence and the number of people living there. To get a feel for what TARES will cost you annually, experts in the field say that it will cost each household approximately 29 per cent more than the old TARSU/TIA. On average TARSU cost each household €300 a year, which means TARES would be around €380 yearly. This may seem an alarming hike, but if you compare it to the average council tax in the UK, which according to local community and government figures released 23 March 2011 was £1,196, it is not that hefty. TARES is still being implemented, but when fully in place by 2014 will be split into four instalments payable separately in January, April, July and December to ease the load. ARICCIA: ART CITY OF THE CASTELLI

Ariccia’s unique and splendid artistic heritage is eclipsed by its most famous gastronomic product

ention the name of Ariccia to any Roman and he or she will be sure to come up with the word porchetta. At weekends this small Castelli Romani town is invaded by hordes of hungry visitors from the capital who crowd into the string of fraschette (rustic hostelries) arrayed under the S. Rocco bridge and down the side of Palazzo Chigi park. The citizens of Ariccia have industriously elevated roast pig into an unrivalled porcine gastronomic treat, recognised by the EU in 2011 as an exclusive IGP (Indicazione Geografica Protetta). However, there’s a negative side: making the name of Ariccia synonymous with porchetta has tended to overshadow all the other things the town has to offer. Few people think of Ariccia as primarily a città d’arte. And yet, of all the charming Castelli towns and villages, Ariccia is the most authentic and coherent example of a true art city, planned by no less an architect than Gianlorenzo Bernini as a harmonic unit around the noble country retreat of his patron, Pope Alexander VII of the wealthy Chigi family.

EXPLORING LAZIO

The light-coloured Chigi palace is the true nerve centre of Ariccia. When the Chigi family took it over in 1661, it was a relatively modest hunting lodge. The pope, however, required a residence more suited to his status and commissioned his favourite artist to do something about it. In little over ten years, Bernini, assisted by his young apprentice Carlo Fontana, transformed not only the villa but the entire town into a baroque architectural showcase. Opposite the palace, he built the domed church of the Assumption, often compared to the Pantheon, flanked by twin colonnaded pavilions. Bernini also built the church of S. Nicola at the bottom of the main street, and the imposing Madonna di Galloro sanctuary at the far end of town. The ample space between became the scenic Piazza di Corte, decorated with two fountains and enclosed at the Albano end. The towering, three-tiered monumental viaduct and road leading into Ariccia came two centuries later.

The palace was purchased from the Chigi heirs by Ariccia town council in 1988, along with all its original 18th and 19th-century art works, furnishings and fitments, and was opened to the public in Jubilee Year 2000. Curator Francesco Petrucci has followed every phase of the delicate restoration work. “It’s practically been my life’s work,” he says. “My graduation thesis was about Palazzo Chigi and I’ve supervised all the conservation processes and cultural initiatives ever since.” Restoration is an on-going project. The most recent task has been the recovery and preservation of a series of rare 17th-century Cordoba leather wall hangings. “They are now back in position, so people can see the rooms as they originally were.” There are plenty of other treasures for visitors to enjoy, such as the extensive Chigi baroque art collection; a rare Bernini sanguigna (a drawing executed

in reddish-brown chalk) in the chapel and two splendid gilded consoles, also by the master; the delightful old pharmacy, designed by Fontana; and sculptures, medallions, costumes and various art objects. Don’t miss the melancholy Nuns’ Gallery with the portraits of ten Chigi sisters, who all took the veil, and the Room of Beauties containing portraits of the pin-ups of the day, including the mistress of Cardinal Flavio I, the pope’s nephew. The third floor contains the recently opened Museum of Baroque Art, enriched with recent donations, and considered to contain the most comprehensive collection of Roman Baroque painting in Italy. Not surprisingly, the palace has been used as the set for many period films, including Visconti’s masterpiece, The Leopard.

EXPLORING LAZIO The visit won’t be complete without a stroll in the shadowy paths of the Chigi park at the back of the palace. The 28 hectares of woodland constitute practically the last surviving example of the original wild wood that once covered the area that was, in ancient times, the realm of Diana Aricina, the goddess of nature. A later Chigi, Sigismondo, transformed the parkland under the residence into a romantic garden where nature was allowed to run riot; it became a favourite haunt of artists during the Grand Tour. The garden contains many points of interest, such as the 17th-century great aviary, built like a Roman ruin, the snow pit (neviera), where snow was stored to make sorbets in summer, and a Roman sarcophagus allegedly belonging to Simon Magus, Nero’s mysterious court magician. At the far corner of Piazza di Corte stands another treasure: the Martorelli Inn, where many famous 18thand 19th-century artists and writers lodged. Their italicised names are inscribed on a plaque above the door: Guglielmo Turner, Cristiano Andersen, Enrico Longfellow. The inn possesses a series of enchanting frescoes on the legend of Diana by 18th century Polish artist Taddeo Kunze. The inn is at the top of Corso Garibaldi, which is lined with historic buildings, many dating back to the 16th and 17th centuries. The Corso leads down past the fountain of Bella Flora, the ruins of an ancient Roman temple and the Palazzo Primoli-Bonaparte, built by Napoleon’s brother as a summer retreat, to a spectacular finale: the Belvedere terrace, constructed on the old city walls, that opens onto a magnificent view over the Ariccia valley and Roman Campagna to the Mediterranean sea.

GEMS OF IMPRESSIONISM 23 Oct-23 Feb The Impressionist and Post-Impressionist collection of Washington’s National Gallery of Art comes to Rome, the only European venue for the loan which leaves Washington for the first time. The exhibition comprises 68 works divided into thematic sections ranging from landscape to portrait, the female figure and still life, to representations of modern life. The works are also displayed in chronological order, from Boudin – considered the precursor of Impressionism – to Bonnard and Vuillard who took the movement to a new level in the early 20th century. The exhibition includes work by major artists including Manet, Renoir, Cézanne, Monet, Seurat, Van Gogh, Gauguin and Toulouse-Lautrec. THOMAS JORION TIMELESS ISLANDS 8 Oct-15 Nov On the occasion of the 12th edition of the FotoGrafia Festival Internazionale di Roma, Sala 1 presents Timeless Islands, the first Italian show by Paris-based artist Thomas Jorion. The photographs capture places devoid of human activity, many of them abandoned by economic development, and all in remote destinations in Europe, Russia, Japan and the US. For all their desolation, these lost landscapes are enlivened by Jorion’s use of colour, light and dizzying perspective. PATRICIA CRONIN MACHINES, GODS AND GHOSTS 9 Oct-20 Nov The Centrale Montemartini hosts an exhibition of site specific works by American artist Patricia Cronin, who exhibits for the first time in Italy. The six monumental works are printed on translucent silk and are inspired by Cronin’s recent series dedicated to American neoclassical sculptor Harriet Hosmer (1830-1908), whose work can be found in Rome’s S. The English artist uses digital technology to portray mosaic-like images of people engaged in everyday acts, such as walking or texting, in a distinctive style that is both minimalist and stylised. Opie is a member of the New British Sculpture movement which examines “the decaying UK urban environment and the waste of consumer society” by incorporating a synthesis of pop, kitsch, assemblage, colour and humour into art. EVAN GORGA THE COLLECTOR 19 Oct-12 Jan Evan Gorga (1865-1957) was a talented tenor and eccentric collector who lived in Rome at the turn of the 20th century. Gorga’s passion for collecting verged on the fanatical, and such was the scale of his collection that he required ten apartments just to store it. His wealth of antiquities and unusual treasures was bought by the state in 1950. It includes glass objects that illustrate the entire history of glass production in Rome, from the imperial age to the end of the 19th century; and a sub-

stantial collection of bronzes, pottery, weapons, terracotta, painted plaster and stucco. In a series of black and white photographs, VanDyke depicts two cloaked and masked dancers who are seen reaching out for each other in the dark. AUGUSTUS 18 Oct-9 Feb The Scuderie del Quirinale marks the 2,000th anniversary of Augustus’s death with an exhibition that tells the extraordinary life story of the adopted son and great-nephew of Julius Caesar. The 40-year reign of Augustus was the longest in Rome’s history and was marked by peace and prosperity. Under Augustus the empire expanded rapidly, to cover the whole of the Mediterranean basin. Augustus was both charismatic and politically astute, and his reign was documented extensively at the time by historians. Along with their writings, the exhibition explores the emperor’s life and career with a selection of statues, portraits and jewellery. MARCEL DUCHAMP 8 Oct–19 Jan The Galleria Nazionale d’Arte Moderna (GNAM) presents 14 “readymades” by Marcel Duchamp (1887-1968) on the centenary of the creation of Bicycle Wheel, the first readymade by the French painter and sculptor. The series was donated to the gallery in 1997 by art critic Arturo Schwarz, and is accompanied in the exhibition by a selection of works and archival documents, fundamental to understanding Duchamp’s artistic journey. In addition to the readymades, the exhibition highlights the influence that Duchamp had on the Italian art scene when, following solo shows in Milan and Rome in the mid-1960s, he interacted with a younger generation of Italian artists such as Baj, Baruchello, Dangelo and Patella whose works are included in this exhibition. The show explores the work of artists that best represent the Rome art scene of that decade, incorporating a variety of schools and styles by artists who were active in movements from Arte Povera to conceptual, minimalist, analytical and narrative art. Among the best known Rome artists in the show are Burri, De Chirico, Twombly, Ontani, Cucchi and Ceccobelli, some of whose work appeared as Wanted in Rome covers in the past. GUIDO GUIDI CINQUE PAESAGGI 1983-1993 20 Sep–29 Nov However bizarre this may sound, this is the first solo exhibition in Rome by Guido Guidi, one of the greatest Italian artists-photographers. Active since the late 1960s, Guidi should be placed next to Gabriele Basilico and Luigi Ghirri among the masters of the photographic investigation of the Italian landscape. Like his two colleagues, Guidi was born in the early 1940s, hails from northern Italy, and came to photography through an unusual path, training as an architect at the IUAV in Venice. The exhibition – held in the new exhibition space of the ICCD (Central Institute for Cataloguing and Documentation) – presents 138 photographs divided into five series taken, as the title states, in five different landscapes, spread along a north-south axis extending over about 230 km from Ronta di Cesana (Guidi’s home town) to Monte Grappa, via the Strada Romea, Porta Marghera and the Treviso-Padua hinterland. The beginning of this work coincided for Guidi with the transition to a large-format plate camera. All the images in the show, except for two, are contact prints from 20 x 25 cm plates. Guidi’s camera captures the agricultural landscape of his native province of Cesena, the low lands crossed by the Strada Romea, the widespread settlements of the hinterland between Mestre, Treviso and Padua, the polluted soils of the industrial area of Porto Marghera, and the solitary

The frequent summer appearances of Kavakos and Wang have now been extended to include an autumn Italian tour (Rome, Florence, Milan, Ferrara, Naples) focusing on the violin and piano sonatas of Brahms. This is a new production in conjunction with Sydney Opera House. Ernani, the fifth of Verdi’s 28 operas, was first performed in 1844 at La Fenice in Venice and was immediately popular but it is no longer staged very frequently. The New York Times has described it as having “the most implausible plot” of any Verdi opera. It tells a love tangle in 16th century Spain, with

In tempi di celebrazioni e ricorrenze il Teatro La Fenice di Venezia apre la stagione 2013/14 con L’Africaine di Giacomo Meyerbeer (23 novembre–1 dicembre), scelta per commemorare in anticipo il 150° anniversario della morte del suo autore avvenuta nel 1864. L’Africaine fu rappresentata postuma a Parigi il 28 aprile 1865, Meyerbeer iniziò la composizione nel 1837, la riprese tra il 1841 e il 1845 e negli ultimi anni della sua vita senza però portarla a termine, compito che spettò al musicologo e compositore belga François-Joseph Fétis. È un’opera che sarebbe dovuta essere il superamento del grand-opéra, di cui Meyerbeer è stato il cantore più illustre, a vantaggio dell’opéralyrique, genere che allora si sviluppava sulla scia del Faust di Charles Gounod e conquistava i favori del pubblico. L’Africaine alterna così momenti grandiosi ed epici, nel modo della scena del consiglio e quella delle nozze, ad altri più intimi e struggenti, come il sonno del personaggio principale maschile e la morte di quello femminile. Simeoni e Angelo Veccia. La direzione sarà di Emmanuel Villaume e la regia di Leo Muscato. Il Teatro dell’Opera di Roma inaugura la nuova stagione lirica con Ernani di Giuseppe Verdi (27 novembre – 14 dicembre). Sul podio ci sarà Riccardo Muti alle prese con quel titolo con cui inaugurò la Scala nel 1983, prima di diventarne il direttore musicale per un ventennio, e la cui interpretazione fu apprezzata e giudicata dalla critica “intensa, concentrata, bruciante di sangue e passione”. La regia sarà di Hugo de Ana, che ci ha abituati a spettacoli ricchi di scenografie grandiose e costumi sontuosi, come Rienzi di Wagner del maggio scorso. Protagonista sarà Francesco Meli, con accanto Tatiana Serjan, Luca Salsi, Ildar Abdrazakov; tutte assidue presenze negli ultimi spettacoli romani di Muti, che – in un’ottica moderna e con diverse prerogative – sembrano presentarsi come gli “eredi” di Scotto, Luchetti, Bruson e Raimondi, i nomi illustri cui il grande direttore ricorse per realizzare i mitici spettacoli verdiani degli esordi fiorentini. Ernani è tratto dall’omonimo dramma di Victor Hugo che fu il manifesto del romanticismo francese e che Verdi rivestì di splendide melodie, cui demandò il compito di dipingere i personaggi con precise indimenticabili connotazioni musicali. Augustus left behind an extensive architectural and artistic legacy in Rome. He ordered among others the construction of the Theatre of Marcellus, the Ara Pacis and the Forum, which carries his name. This exhibition offers a journey back in time as well as a walk though the Eternal City and its sculptures, mosaics and precious artefacts. The workshop for children compares antiquity with modernity through the search for common aspects and foundations. A largescale map of Rome allows children to observe the ancient remains of the city and compare them with newer elements.
