EUROPEAN ELECTIONS

Italy gears up for European elections on 25 May

E

uropean parliamentary elections have not been marked by great enthusiasm in the past, but this year’s are different. There are issues which cross borders and which cross parties, and each country has developed variations on topics which raise temperatures and divide otherwise like-thinking people. Even more important, this will be the first time that the newly elected European parliament will elect a chief executive, the head of the European Commission, so there will be some interest in the personalities of the politicians and we shall at least know who they are and where they come from. Across the continent, the elections are a thermometer of local political temperatures – the leaders, the policies and the organisation – but in Italy, where everything is highly personalised, the results on 25 May are even more crucial. Once again the Partito Democratico (PD) is the front-runner with polls giving it 30-35 per cent of the vote, and the new party secretary, prime minister and former mayor of Florence, Matteo Renzi, is staking his career on the result. When he took over as prime minister in February, it was obvious that his principal task was to turn the party around by the European elections, and this is what he has been trying to do since then.

2

Wanted in Rome | 7 May 2014

Italian premier Matteo Renzi.

In numerical terms, the second biggest party, and second oldest at just over a year, is the Movimento 5 Stelle (M5S) of Genoese comic Beppe Grillo, fighting a confused game trying to bridge gaps between left and rightwing populisms using a careful dose of blogs and outbursts from (one-way) press conferences. He has achieved his aims of staying centre-stage, creating debate and maintaining his ratings. On the other side, though similar to both in many ways, is the eternal Silvio Berlusconi, down but certainly not out. In August last year, he was given the final verdict in his Mediaset case: four years for tax evasion of €7.3 million. After all the attenuating circumstances are applied, the resulting conviction is 10 months’ social service. This verdict wasn’t delivered until mid-April and

won’t be put into force until the autumn. The court was very lenient, ordering him to work once a week and for not less than four consecutive hours in an old people’s home close to his main residence in Arcore, north of Milan. There is an irony in that Berlusconi is 77 himself but the supreme irony of Berlusconi working as a convict at a foundation which belonged to himself was avoided (it had been aired as a possibility and only half jokingly). He had appealed to the Italian parliament and the European court of human rights in Strasburg to be allowed to stand as a candidate, but they turned down his appeal. The issues, too, cross parties for the first time. The terms “left” and “right” are still bandied about but there is some discussion about who owns them and what they mean. There’s even a sprinkling of parties standing across the continent, so we have the paradox of more and more euro-sceptic parties and movements combining to fight “Europe” and it’s not at all clear what “Europe” means, usually a catch-all word that refers to pieces of bureaucracy that the speaker cannot abide. Immigration is a buzz-word that raises hackles across the country and the continent. The Lega Nord has always been to the forefront in the battle against “illegal” immigration and, before

politics that, uncontrolled movement of southerners to the north, but now Grillo and some parts of the M5S have jumped on that bandwagon and even the mainstream parties argue that there must be some debate on immigration control. The other very controversial issue for the whole continent (or most of it) is the euro. Even though the detailed pros and cons have not been worked out, everyone has an opinion on how much the euro has cost them but not what an exit strategy would cost them, so the hot air around the debate will continue well after the election, though the clarity probably rather less. If that is true for the euro, then the suggestion from some that a country leaves the Union is even more true. Meanwhile in Italy alone there are major issues like the abolition of the senate’s equal powers (a constitutional amendment) and the revision of the electoral law, both highly controversial and cutting across parties and sometimes through parties. The PD, for example, has a vociferous minority opposing drastic change in the senate for fear that it could shift too much power to the executive. In the margins of this debate is the abolition of the provinces, an issue which should have been laid to rest 40 years ago but – like so many others – has festered on, gathering dust and distributing resources. On a much more day-to-day level there is Renzi’s promise of finding an extra €80 per month for the lower paid, which should be in the pay packets in May. Ever since he launched the proposal, there have been furious discussions over where the funds will actually be found. At the other end of the pay scale is the question of cutting top public managers’ salaries, a popular move – except with the managers themselves, of course. The two other big players have their own particular problems affecting their campaigns. Grillo quoted Primo Levi’s Se Questo è un Uomo to make fun of

banks and freemasons, a particularly vulgar piece of pseudo-satire published at Pesach (Jewish Passover) and followed by the usual protestations that he is not anti-semitic. Meanwhile, Berlusconi’s closest and oldest collaborator, Marcello Dell’Utri, was arrested in Beirut while fleeing arrest for a mafia association conviction. Finally, the gender issue has come to the fore with Renzi putting five women at the top of the PD electoral lists on 25 May. They are all qualified politicians and not dental hygienists of the leader, as with Berlusconi, but they were not selected by the party. He followed that move be appointing five women out of eight new top managers of public companies, so the debate over women in politics and business and gender or merit has heated up again.

Almost all countries vote on 25 May, although a few (such as the United Kingdom and Ireland) go to the polls between 22 and 24 May. In 2014 the voting is for 751 MEPs rather than the 766 in the previous elections. The countries with the fewest MEPs (only six) are Estonia, Cyprus, Luxembourg and Malta. The country with the most is Germany with 96. The MEPs represent over 500 million people in 28 countries and are elected for a five-year period. In parliament they are grouped by party affinity and not by country. The largest group in the outgoing parliament was the Christian Democratic European People’s Party (EPP) with 274 seats, followed by the Progressive Alliance of Socialists and Democrats (S&D) with 195. According to the results of one poll (Poll Watch, www.electio2014. eu) taken in mid-April the EPP would lose seats getting 222 and the S&D would gain seats (209) but not enough to become the largest single party. Minimum voting age is 18 except in Austria where it is 16. In 2009 there were 375 million eligible voters. Turnout (especially among young voters) has gone from 61.99 per cent (in 1979) down to 43 per cent (in 2009). The country with the highest turnout in 2009 was Belgium with 90 per cent and the lowest was Slovakia with 19 per cent. The voting is governed by the electoral laws in each country but it must be by universal suffrage, free, confidential, and MEPs must be elected on the basis of proportional representation. The first MEPs were nominated by their local parliaments but since 1979 MEPs have been elected and the power of the European parliament has been gradually increasing. For the first time this year the newly elected European parliament will then choose the head of the European commission. For more details see: www.elections2014.eu. 7 May 2014 | Wanted in Rome

ART

F

rida Kahlo, the world’s best known exponent of Latin American art, had her first major exhibition in her native Mexico City in April 1953. By that time her health had deteriorated to such an extent that her doctors forbade her from attending the opening night. However, moments after hundreds of people had poured into Mexico’s Gallery of Contemporary Art, an ambulance and a motorcycle escort pulled up outside. The astonished crowd witnessed a gaunt Kahlo being stretchered into the gallery to her four-poster bed, which had been installed earlier that day. The heroic spectacle generated such shock and reverence that most of the assembled press photographers abandoned their cameras, failing to record the extraordinary event. Fortunately one photograph does exist. It shows a weak and wide-eyed Kahlo, dressed in traditional Mexican costume and jewellery, staring up at her supporters. Kahlo’s bed was decorated with photographs of her husband, the revolutionary muralist Diego Rivera, her political heroes such as Josef Stalin, her family and friends, while attached to the bed’s canopy hung grinning papier mâché skeletons. One by one, Kahlo’s friends and admirers queued to greet her personally. Later, led by Rivera, they formed a circle around her bed, drinking wine and singing Mexican ballads with her until the early hours. Within a year she was dead, aged 47. On the 60th anniversary of Kahlo’s death, Rome’s Scuderie del Quirinale hosts a remarkable retrospective in her honour. Curated by Helga PrignitzPoda, this beautifully presented exhibition explores Kahlo’s art and her links with the most important cultural movements of her time, from Stridentism to Surrealism to Magical Realism. The exhibition comprises some of Kahlo’s most celebrated paintings and

art spans the full spectrum of her artistic career. Her 110 works on display feature more than 40 of her portraits and self-portraits, of which she said: “I paint myself because I am often alone and I am the subject I know best.” Pride of place is reserved for her Self Portrait with Thorn Necklace and Hummingbird, never before exhibited in Italy. Like a child arriving at a beach for the first time, it is tempting to race through the Scuderie’s halls to consume Kahlo’s exotic world all at once. Her unsmiling self-portraits observe the viewer who is bombarded by her colourful and arresting imagery, the fruit of a vivid imagination and a skilled hand. Unlike many so-called major exhibitions, this one does not rely on supplementing the central artist’s work with pieces by other lesser-known contemporaries. The inclusion of a small number of artists associated with Kahlo is perfectly within context and adds to the overall vitality of the exhibition. Chief among those sharing Kahlo’s wall space is her husband Rivera whose exhibited works include Portrait of Natasha Gelman and a sensuous lithograph of a nude Kahlo. Magdalena Carmen Frida Kahlo y Calderón was born on 6 July 1907, to a Hungarian father and a Mexican mother. As a child Kahlo suffered from polio, leaving her with a stunted right leg, but worse happened when she was 18. A traffic accident left her with severe spinal damage and rendered her incapable of giving birth. The physical and emotional impact of the crash was to haunt her for the rest of her life. Visitors to the Rome exhibition are reminded of her suffering by the Plaster Corset in which Kahlo was entrapped from 1950. The hand-painted device features a hammer and sickle over an unborn baby, reflecting the blend of political and personal behind the artist who always wore her heart on her sleeve. Kahlo’s pain is evident in her sketch for Henry Ford Hospital which

refers to a miscarriage, her second, that she suffered in Detroit in 1932. When she was 22 she married Rivera, 20 years her senior. This volatile relationship weathered Rivera’s serial infidelities and violent temper, and Kahlo’s bi-sexual affairs and poor health. The couple divorced in 1939 only to remarry a year later. Kahlo once said: “I have suffered two grave accidents in my life: one in which a streetcar knocked me down... the other was Diego.” Kahlo’s magnificent portrait of Rivera is juxtaposed by her unflattering caricature of her husband, a pudgyfaced ogre with bulging lips and crossed eyes. However her love for Rivera is clear in her paintings, many of

art which depict both artists in embraces, at one with nature, the sun, the moon, the planet, each other. Among the highlights at the Scuderie is her Self portrait with monkeys, a humorous comment on her relationship with her adoring students – who called themselves Los Fridos – at La Esmeralda art college in Mexico. The exhibition also includes a number of her watercolours such as Caballito Mexicano, a beautifully-painted rocking horse, or the curious Father Christmas character in San Baba, a caustic political critique about the bourgeois revolutionary leader and former Mexican president Venustiano Carranza. Her contribution to surrealism is addressed with a series of works including the collage painting My Dress Hangs There in which the artist pines for Mexico after living in the US for three years with her husband. André Breton, founder of the surrealist movement, described Kahlo’s art as a “ribbon around a bomb”, but for Kahlo “surrealism is the magical surprise of finding a lion in the wardrobe where you are sure of finding shirts.” Perhaps she had this in mind when painting Window Display in a Street of Detroit, which features a lion, a white horse

and a likeness of George Washington. Towards the end of the exhibition is a room called The Diary 1946-1954 which provides an insight into Kahlo’s private world. This section includes a deeply personal series of works created by Kahlo while at a Mexico psychiatric clinic following Rivera’s request for a separation. Her friend, the young psychology student Olga Campos, encouraged Kahlo to process her suicidal feel-

ings into her paintings in an attempt to cure herself through art therapy. There is also a selection of beautiful photographs, in particular those by Nickolas Muray, featuring a rose-haloed Kahlo. Several of these images have become almost as iconic as Kahlo’s paintings themselves, including Frida on White Bench, New York 1939 which appeared on the cover of the Mexico version of Vogue magazine in 2012. The exhibition ends with the artist’s presumed last drawing, a self-portrait of a sad-eyed Kahlo with a dove nesting on her head and a lemniscate, or infinity symbol. Kahlo’s diary reveals that the dove alluded to the poem La Paloma, by Spanish poet Rafael Alberti, which begins “The dove was wrong. The dove was mistaken. To travel north she flew south.” Today, Kahlo’s influence extends far beyond her assured place in art history, according to the exhibition’s curator. Prignitz-Poda claims that Kahlo is a globally-recognised star whose image and first name have been branded similarly to Argentine Marxist revolutionary Ernesto “Che” Guevara, as evidenced in Rome with La Casa di Frida on Via dei Falegnami 9. Kahlo is also now regarded as a forerunner of feminism, a movement which has embraced her since the 1970s. The Rome exhibition is part of an integrated project with the northern Italian city Genoa which hosts Frida Kahlo and Diego Rivera from 20 Sept-15 Feb. The Genoa show continues the story begun in Rome, focusing on the tumultuous marriage which shaped the paintings of Kahlo, a true artistic spirit whose short life was lived to the full.

GETTING MARRIED IN ITALY

A guide to registering marriages in Italy

I

f you are planning your happy wedding day in Italy you may require a little more time than you thought. So if you would like bells and ribbons instead of red tape, read on. The law on marriages is one and the same all over Italy. However, local town halls may interpret the law in slightly different ways and waive certain requirements. In Italy two forms of marriage are available. Civil marriage, a ceremony carried out by the authorised official at the comune (town hall) or Roman Catholic religious marriages. Couples wanting religious marriage in other denominations need to perform a civil marriage first, as only Catholic priests are authorised marriage officers in Italy. In order to start your application for a civil marriage you will need the following documents:

▶ A valid passport

▶ Birth certificate – A copy bearing an

Apostille stamp in accordance with the Hague Convention on the legalisation of foreign public documents. Apostille stamps are available from the local authority in your country of origin where the certificate was

issued. Once this has been obtained the certificate must be translated into Italian. ▶ Evidence of the termination of any previous marriage/s if applicable (e.g. final divorce decree, annulment decree, or death certificate of former spouse, bearing an Apostille stamp and translated into Italian). If you are female and your previous marriage was terminated within the last 300 days, you must obtain a waiver from the Italian district attorney’s office (Procura della Repubblica presso il tribunale) at the court in the city where the new marriage will be performed. The waiver is issued upon presentation of medical evidence that you are not pregnant. ▶ Affidavit or nulla osta sworn before a consular officer from your country of origin commissioned in Italy, stating that there is no legal impediment to your marriage according to the laws of your country of origin. You will normally have to schedule an appointment with your consulate. The nulla osta is valid for six months. Once the nulla osta has been issued, it should be taken to the legalisation office (ufficio legalizzazioni) of the local prefettura to legalise it. You will need to

purchase a €16 revenue stamp (marca da bollo) from any tobacco shop (tabaccaio) and present it together with the document. ▶ Atto notorio: This is a declaration, in addition to the nulla osta, stating that according to the laws to which you are subject in your country of origin there is no obstacle to your marriage. This declaration is to be sworn before two witnesses (they may be of any nationality but must be over 18 and possess valid photo identification) before an Italian consul outside Italy or, in Italy, before a court official in the city at the notary services office (ufficio atti notori) of the court (tribunale ordinario) having jurisdiction over the city where you intend to marry. Make an appointment in advance. Our advice is to take along your visa or permit of stay (permesso di soggiorno). You will need two revenue stamps of €16 each and one of €10.62 to apply for the atto notorio, which generally will be ready to pick up after four to 10 days. ▶ Declaration of intention to marry: You should present all the above-listed documents to the marriage office (ufficio matrimoni) of the town hall (comune) in the city where the mar7 May 2014 | Wanted in Rome

LEGAL AFFAIRS riage will be performed, and make a declaration of intention to marry (dichiarazione di matrimonio) before a civil registrar (ufficiale di stato civile). If you do not speak Italian, an interpreter should accompany you. For this registration you will usually require a revenue stamp (marca da bollo) to the value of €16 if one of the couple is an Italian citizen, or two marche da bollo if both are non citizens. Civil banns must be posted at the town hall for 11 days. If nobody disputes your request for marriage, after the first eight days of the banns’ being publicly posted the comune will issue another nulla osta and the marriage may be planned. From this date the couple have 180 days in which to perform their marriage. Civil ceremony: A civil ceremony is performed by the mayor or or deputy mayor. Two witnesses and – if necessary – an interpreter must be present at the ceremony. Witnesses may be of any nationality, but must be over 18 and possess valid photo identification. A witness cannot serve as interpreter. At the moment of marriage the couple declare whether or not they want to hold all their assets jointly or individually (co-

munione legale dei beni or separazione dei beni). Catholic religious ceremony: for this, you will need the following additional documentation. The Roman Catholic Church requires baptismal and confirmation certificates in addition to the documents listed above. For complete information, you should check with your priest, and it’s worth remembering that Catholic weddings may not be celebrated in the diocese of Rome during Lent. The church will post your marriage banns instead of the comune and issue the nulla osta for the decla-

ration of marriage at your comune. You may be required to attend premarital classes scheduled by the church. The priest will register the marriage with the civil authorities. Any Italian marriage certificate bearing an Apostille obtained in Italy is internationally recognised. An Apostille is obtainable at the legalisation office of your local prefettura. After obtaining this you may proceed to register your marriage with the consulate of your country of origin if you wish to do so. Studio Legale Annino www.annino-lawfirm.com

WEDDINGS Theresa Potenza

WEDDING DRESSES AT THE MONASTERY

I

can still hear the voice of Sister Maria Laura and remember her smiling face when she said, “No more cheesecake!” She was fitting me into a wedding gown in the most unexpected of places, the back room of an Umbrian monastery dedicated to St Rita of Cascia, which I had heard about after reading a short article in The New York Times. In the 1950s women began donating their dresses out of solidarity and as an offering to St Rita, a 14th-century saint from a nearby village who wanted to become a nun, but who was married off by her parents at the age of 12 to a violent and abusive husband. After 18 years of marriage, he was murdered in a family feud and his two sons died of dysentery before they could avenge his death. St Rita then asked to be admitted to the Augustinian convent of St Mary Magdalene but was turned away because of the family’s violent reputation. She persisted in her request and was finally admitted to the convent at the age of 36. She is known as not only the patron saint of impossible causes but also of sterility, abuse victims, loneliness, marriage difficulties, parenthood, widows, the sick, bodily ills and wounds. She was canonised in 1900. Sister Maria Laura became an Augustinian cloistered nun and entered the St Rita convent in Cascia in 1993, just after she had been engaged to be married herself. After choosing instead to be a bride of Christ, she felt called in particular towards helping brides. Indeed her service of offering second-hand wedding dresses in the name of sobriety and to bring renewed focus on the sense of marriage has had profound effects. With her earlier experience working as a stylist in her family’s tailoring business, she has the gift of refashioning donated wedding dresses for new brides, helping women find peace in the process of preparing for their weddings. Sister Maria Laura says that an average of three

women visit the monastery each week, and between eight and ten per month leave with their dream dress. Previously, when the dresses were donated they were destined for women with serious social and economic difficulties who had spent time at the convent. Now the dresses have become an important act of charity for others and the operation has grown and has its own warehouse. Sister Maria Laura makes the experience of choosing a gown full of love and joy, helping women who may not have known anything about St Rita or St Augustine, or who may be of a different faith, as she understands the meaning behind her own gown that she wears in devotion to the Augustinian order. You couldn’t help but love Sister Ma-

ria Laura as she attempted to interpret my reactions and then scurry among over 300 dresses in the back to find a new style. She would bring them out one by one and experiment and advise on alterations. She’d create open backs with ribbons, suggest where to cut the neckline, and reassemble inner padding. There were several shades of designer bridal gowns in white, cream, champagne, gold and ivory to choose from, in any style imaginable thanks to the variety of women who have donated dresses. In return, many women return their dresses after their wedding in order to provide a similar opportunity to someone new. The brides-to-be do not pay for the dress; rather the common practice is for recipients to provide the church with an appropriate donation. Sister Maria Laura has a certain creativity and willingness to help that makes her work a real blessing. For me, in the fashionconscious capital city, where the prices can range from €4,000-€8,000, it had seemed a lost cause finding a suitable and affordable wedding dress. Appropriate then that I found one at the convent, as St Rita is the patron saint of impossible causes. It is evident that Sister Maria Laura feels a great calling in her work. “It gives me great joy to see a young woman who can fulfil her dream of love with a dress appropriate for the happiest day of her life,” she said. A particularly special time to visit the town is the upcoming feast day of St Rita on 22 May, when there is a historical parade and the blessing of the roses. PASOLINI ROMA 15 April-20 July The curators’ approach to this touring exhibition is to present Pasolini as an artist and intellectual of current European relevance, committed to defending regional languages such as Catalan as early as 1947 – when its use was forbidden by the Franco regime – and in his dialogue with French intellectuals such as Sartre, Barthes, Godard. The exhibition presents an overview of Pasolini’s life and works over three decades, through a vast array of photographs; excerpts of filmed interviews, newsreels, feature films; a wealth of manuscripts and typescripts of poems, novels, screenplays, articles, letters to friends and intellectuals; paintings and drawings by Pasolini, and works by his favourite artists, such as Morandi, Zigaina, Mafai, De Pisis. It also traces, through audiovisual documents, the difficulties Pasolini had with conservative and reactionary sectors of the public opinion and with Italian civil and religious institutions, which led to 33 court cases brought against him during his lifetime. Pasolini’s relationship with Rome is examined in detail through a series of maps of the city spanning the 25 years of his life in Rome (1950-75), with photographs identifying the locations where he shot his films, set his novels, and met intellectuals and friends. These biographical and cultural routes are also made available through a dedicated website, www.pasoliniroma.com, that offers an interactive map with text in five languages. Each of the six sections of the exhibition includes a looped video projection by French film-maker and critic Alain Bergala, depicting places related to Pasolini, the most arresting being the views of the sea from the villa of Pasolini and Moravia at Sabaudia, and the beach of the Idroscalo at Ostia, where the poet was murdered on 2 November 1975. Pasolini Roma is conceived by Alain Bergala with Catalan film historian Jordi Balló and the late Gianni Borgna, former Rome councillor for culture. It is produced by Palazzo delle Esposizioni in collaboration with the Centre of Contemporary Culture in Barcelona, Cinémathèque Française in Paris, and the Martin-Gropius-Bau in Berlin. festivals FLORENCE

MAGGIO MUSICALE 29 April-4 July The first good news about Maggio Musicale festival is that it is still with us, with a new organisation and a life-saving injection of state funding. The second is that the city’s new theatre, Nuova Teatro dell’Opera di Firenze (Viale Fratelli Rosselli 1), will host most of the concerts, lectures and dance events, although not the opera programme (see Opera section) this season. More good news it that the dance section, MaggioDa, which was in danger of being axed, now has a new director Davide Bombana and its annual programme will be managed by an external company. For full of programme see www. operadifirenze.it.

FOR FESTIVAL MAGGIO MUSICALE TRISTAN UND ISOLDE BY RICHARD WAGNER 30 April-11 May The opening opera in the Festival Maggio Musicale is conducted as always by Zubin Metha. It is a new production directed by Stefan Poda. Tristan und Isolde contains all the favourite themes of the Romantic period, love, death and the darkness of night, but it is often considered a landmark in the development of 20th-century classical music. The part of Tristan is sung by Torsten Kerl and Isolde by Liobe Braun. The opera is in German. Teatro Comunale, Corso Italia 16, www.operadifirenze.it. Wanted in Rome | 7 May 2014

L’Elisir D’Amore by Donizetti at Rome’s opera house.

Paolo Di Nicola
