WHAT IS WRONG WITH ROME’S CULTURE?
Rome has more cultural resources than many cities twice its size, which is what makes managing and paying for them so difficult
E
ach month, as we compile the What’s On listings, it becomes increasingly obvious that Rome is finding it hard to get first-class exhibitions. To be sure there has been the Frida Kahlo show at the Scuderie Papali this spring (Andy Devane’s review in the May edition). And there are small interesting exhibitions in the numerous contemporary art galleries in Rome (see the impressively long list of galleries in the July edition). Le Scuderie Papali still provide unfailingly good exhibitions and the Palazzo delle Esposizioni usually has a good programme. But when was the last time that the Galleria Nazionale d’Arte Moderna (GNAM) had an exhibition that lived up to the reputation it built up under the legendary post-war director Palma Bucarelli? And what do the two magnificent new spaces for contemporary art, MACRO (Museo d’Arte Contemporanea Roma) and MAXXI (Museo Nazionale delle Arti del XXI Secolo) have on offer? When was the last time that there was a top-class exhibition in Rome, along the lines of those that open regularly in London, Paris or New York? The last real crowd-buster was the
Caravaggio at the Scuderie Papali, but that was four years ago, followed by the much less popular Vermeer in 2012, also at the Scuderie. Are the other performing arts doing better? Opera is up to standard if Riccardo Muti is conducting, but the programme is always safe and never adventurous. Classical music at the Auditorium Parco della Musica can rely on a good selection of international soloists throughout the season, and the S. Cecilia orchestra
under Sir Antonio Pappano keeps the standard high. Dance holds its own at the Teatro Olimpico and the annual international dance festival in February at the Auditorium is a serious project to promote new talent. Live music is better than it once was, and although there has been much muttering about the Rolling Stones concert in June it was, nevertheless, a world-class event. However the summer festivals have shrunk again this year – and the money,

Merlo, revealed that this annex of the Capitoline Museums only sells five tickets a day. He should not have been surprised by the figures. Montemartini – where Roman sculpture from the Capitoline Museums collection poses among huge 19th-century machines that once generated electricity – is way off the tourist beat and is a hike on public transport from the centre of town. Merlo, whose article raised a hornet’s nest of controversy about the lack of cultural direction in Rome, was closer to the mark when he pointed out that the small and excellent Barracco museum, between Piazza Navona and Campo de’ Fiori, with its Egyptian collection, is often empty. Even worse, few visitors go to the huge Palazzo Barberini to see Caravaggio’s masterpieces Giuditta e Oloferne and Narciso, Raphael’s Fornarina, Hans Holbein’s Henry VIII, as well as works by Titian, Filippo Lippi, Pietro Da Cortona and El Greco. Visit the Villa Farnesina in Trastevere and you will see a series of Raphael’s frescoes as good as anything in the Vatican Museums, and without the crowds. Only about 200 people visit there each day, compared with some 13,000 in the Vatican. Merlo and others look back with nostalgia to the days of Rome’s visionary cultural councillor, Renato Nicolini, or to
such as it was for the Estate Romana – came too late to save much of the programme. The Rome Film Festival, to be held from 16-25 October instead of in November, has also been reduced this year. But should we really complain? What other city of the same size and the same financial resources has so much to offer? The choice of museums alone is vast, from the Etruscan (Villa Giulia) to the ultra-contemporary MAXXI. In the last decade alone, Rome has gained two (well, three) major new spaces, all three beautifully carved out of disused venues; the two MACRO locations – one near Porta Pia and the other in Testaccio near the Tiber – and the Zaha Hadid-designed
MAXXI. But both museums have their problems. The far-apart locations of MACRO’s two spaces are a management headache and a visitors’ nightmare, and the museum has been without a director for months. It has now lost one of its major sponsors – the electricity utility ENEL – and so far is without funding from the city for next year and its employees are haemorrhaging away. MAXXI, now under the guidance of the one-time minister of culture Giovanna Melandri, is still struggling to define its XXIst century role. Another relatively new space, the Centrale Montemartini complex in Ostiense, also hit the headlines recently: La Repubblica columnist, Francesco

CULTURE SIDE NOTES Where to enjoy masterpieces without crowds
Galleria Doria Pamphilj This enormous palace contains the Doria Pamphilj family’s private art collection, which includes a portrait by Velázquez, sculpture by Bernini, and works by Raphael, Titian, Tintoretto and two very early Caravaggios. the personal drive and determination of Walter Veltroni, one-time deputy premier and minister of culture and then mayor of Rome. Right now the city has no such person and the present mayor, Ignazio Marino, a transplant surgeon by training, is having difficulty finding someone to head his cultural department. But the real problem is much bigger than one person. Rome, with a far greater choice of magnificent works of art than much larger cities, has far less money, a dearth of top-class managers and no single policy to unite so vast a range of attractions. The state museums (such as GNAM and MAXXI) vie with those of the city (Capitoline Museums) and with the archaeological sites such as the Colosseum and the Roman Forum. They also compete with the private collections (Doria Pamphilj, Colonna and others). Hanging over them all, like some star celebrity, are the Vatican Museums and the Sistine Chapel, followed far behind by the two other crowd-pullers in Rome, Villa Borghese and the Capitoline Museums. The minister for culture, Dario Franceschini thinks that the solution is to encourage more private donors, as does Rome’s mayor Marino. Franceschini has also announced that more people should pay to get into museums – for example pensioners, who used to get in free until this summer. Other solutions that have been suggested are more tax breaks and fewer bureaucratic obstacles
The private collection of the Colonna family includes works by Veronese, Guercino and Tintoretto. One of the highlights is the sumptuously decorated Great Hall. Open only on Saturday mornings. Via della Pilotta 17, tel. 066784350, www. galleriacolonna.it.
for private sponsors. But there is also a chronic lack of good top managers. With the 1960s generation now retiring, it is no secret that it is increasingly difficult to fill the top slots at the ministry of culture. It will take a while to find the right solution. But in the short term there are two interesting exhibitions coming up; Memling e Italia at Le Scuderie and Gerhard Richter at Palaexpo, both in October. And contrary to incorrect information in Merlo’s gloomy article in La Repubblica, the Romaeuropa foundation has announced that its excellent multi-disciplinary festival will be back this autumn, from 24 September to 30 November. For more about the programme see www.romaeuropa.net.
Galleria Spada This palace near Piazza Farnese is crammed with paintings by artists such as Guido Reni, Titian and Rubens, not to mention Borromini’s stunning forced perspective gallery. Piazza Capo di Ferro 13, tel. 066832409, www.galleriaborghese.it/spada.

DRINKING CAN BE DANGEROUS IN ROME
Foreign students should be careful when they drink too much in Rome
F
or a young, English-speaking tourist, Rome’s flourishing nightlife offers plenty of options, from jazz bars to disco clubs. Exploring the city at night allows visitors to view Rome from a new perspective and enjoy the movida, the culture that comes alive after dark. As well as the monuments that draw visitors to the city in the first place, there is also a trendy and vibrant bar scene for a young audience. However it is important to know how to navigate these areas safely and to be aware of the dangerous drinking culture and the pitfalls that exist for foreign students. Busy late-night bars in Campo de’ Fiori or north of the Ponte Milvio, and small, cramped clubs in Trastevere attract flocks of American students and other young foreign tourists. However, along with more customers has come an increase in violence and unsafe behaviour. From mass brawls to physical and sexual assaults, the popular places for visitors to experience Rome’s nightlife have evolved into troublesome areas. Crowded bars with English menus and remarkably inexpensive deals on
drinks can feel like a nice taste of home and a comfortable place to enjoy the night with friends. Many of these bars are designed to specifically target young Americans. Compared with other venues that charge more for alcohol
and may not be as attractive to English speakers, these American-style bars offer students a place to interact in the same language and order rounds of shots without breaking their budget. They are convenient and affordable for young

visitors, but they have their dangers. Many who frequent these places can drink all night without noticing the effects until they get up to leave and are unable to stand or find their way home. Along with cheap drinks, organised pub-crawls guide their clients through the nightlife in Rome, encouraging heavy drinking until the small hours. However sometimes drinkers are left behind or get lost and then have to find their own way home. The Rome police have been investigating these bar tours for years, but several pub-crawls still operate and in extreme cases young drinkers end up in hospital with alcohol poisoning or other drink-related injuries, or are left unconscious in the streets. In the past few years there have been several fatalities among foreign students in Rome. In 2009 the body of a young Australian visitor was found on the banks of the Tiber hours after a pub-crawl. In 2013 an American student fell to his death from Ponte Sisto, on the route between Campo de’ Fiori and Trastevere, after one of these organised drinking nights, and in February this year, another American on a study year abroad was

found dead in the railway tunnel near St Peter’s after a night out at an Americanstyle bar in Campo de’ Fiori. Young tourists have also fallen victim to stabbings and muggings at night in these popular bar neighbourhoods. An American student spending the weekend in Rome recently woke up in hospital with a broken spine and no recollection of how it happened. In Trastevere, the “knock-out game” has become a dangerous trend among drunken Italian teenagers who compete with one another to punch their random victims unconscious. In May an Italian waiter was knocked out on his way home at midnight by the church of S. Dorotea, between the end of Via della Lungara and the Tiber. When he regained consciousness he realised that he was still in possession of his wallet and telephone. Locals say that the increase in mini-markets that sell cheap alcohol to teenagers has made the situation worse. For women, these late night bars and tourist traps present additional threats. Busy pubs that attract young, Englishspeaking foreigners are ideal places for men to prey on drunk and oblivious
travellers. The relaxed atmosphere makes it easy for strangers to take advantage of young women and spike their drinks. Single foreign men in the city’s gay bars can also be easy targets. While many cases of rape and sexual assaults go unreported, they are known to be a significant problem among young tourists in the city. In May this year, a bouncer at a nightclub in Rome was accused of raping a British woman who was under the influence of alcohol and drugs, after offering her a place to stay for the night. And although criminals can victimise anyone, young foreign women are the predominant target. The problem is not unique to Rome; other university cities such as Perugia and tourist centres along the Adriatic coast are also trying to find formulas to crack down on Saturday night binge drinking and drug use, which often end in fatal driving accidents. Every summer Rome implements antialcohol laws, which the current mayor, Ignazio Marino, reintroduced in June. Businesses are forbidden to sell alcohol for customers to take away after 22.00. Consumption of alcohol in glass bottles
SOCIETY in outdoor public places is banned after 22.00 and bars must stop serving alcohol to customers indoors at 02.00. The laws remain in effect until 31 October. But these regulations are designed to curb excess noise and violence during the summer months. Not much is being done to cope with excess drinking during the academic year when Rome fills up with foreign students. Although the capital is working to prevent the rise of alcohol abuse and its impact, young foreigners could also do more to recognise potentially dangerous situations, and help others to do the same.
SIDE NOTES Recent victims In 2012 a 22-year-old Australian woman in Rome was attacked after a pub-crawl. She was found near Termini station suffering from a severe haemorrhage, with a high blood alcohol content and evidence that she had been raped. More recently, a female American student in Rome for the summer accepted a drink from a stranger at a bar in Trastevere and woke up the next morning in hospital with no recollection of what happened. The man had drugged her drink and left her unconscious with signs of a possible sexual assault. This summer a student studying abroad accepted a ride from what she thought was a taxi to get home after a night on the town. The driver then demanded four times the usual price for the ride when they reached her apartment. When she tried to refuse, the driver locked the doors and didn’t allow her to leave until she paid.
Words of caution Never join an organised pub crawl. Never go drinking on your own, and if you go out for a night on the town, stick with your friends. Avoid areas you know are trouble spots. Never accept drinks from strangers, any more than you would at home. Only take official, white, city-registered taxis with a licence number on the door (this is usually the name of a city and a number, for example Verona 9). If a taxi driver tries to rip you off, make a note of the licence number and report it to the police.

MITO SETTEMBRE MUSICA 4-21 Sept The themes for 2014 are the Great War, Brahms and Janácek. And in line with the festival’s focus on contemporary composers, the two chosen this year are the Italian Fabio Vacchi and Austrian Beat Furrer. Fabio Vacchi’s Terra Comune was played at the inauguration of Rome’s Auditorium Parco della Musica in 2002 at the request of Lucio Berio. A prolific composer, who made his opera debut in 1982 at Maggio Musicale festival with Girotondo, Vacchi has written six operas, numerous choral and vocal works, symphonic music, works for soloists and orchestra, chamber music, solo music for guitar, violin, piano, cello and double bass and several film scores. Beat Furrer is an Austrian composer and conductor who co-founded one of Europe’s leading contemporary music ensembles Klangforum Wein. For something more traditional there is the concert at La Scala in memory of Claudio Abbado on 5 Sept with the Budapest Festival Orcheatra playing music by Brahms: Yuri Temirkanov conducting the S. Petersburg Philharmonic playing music by Brahms and Tchaikovsky at the Teatro Arcimboldi (9 Sept): Martha Argerich playing music by Tchaikovsky, Villa Lobos and Bernstein on 11 Sept at the Conservatorio G Verdi. There are over 150 concerts in 94 different locations in Milan and Turin, involving over 2,000 musicians playing every kind of music from classical to electronic. And as usual prices for all concerts never go above €35 and many are free. For programme, locations and prices see www.mitosettembremusica.it.
The inaugural and closing events centre on Neapolitan culture, with a special tribute to Eduardo De Filippo to open the festival and a concert by the S. Carlo Orchestra to close it. The music section includes concerts by an impressive number of orchestras: the Orchestre National de France conducted by Daniele Gatti (6 Sept) and Martha Argerich performing with the Brazilian Neoijba Orchestra (14 Sept). The festival also features jazz and pop and world music. In the dance section the Alvin Ailey II company performs Les Trockadero de Monte Carlo (22 Aug). Starting this year the Ravello foundation is commissioning its poster for the festival from an international artist (shades of Spoleto in its earlier years). Chinese illustrator Wang Guangyi has won this year’s commission. The festival takes place overlooking the Amalfi coast in Villa Rufolo, Villa Cimbrone and the Oscar Niemeyer Auditorium, which was inaugurated in 2010. www. ravellofestival.com.

VITERBO
TUSCIA OPERA AND BAROCCO FESTIVALS 7 July-2 Sept Lack of money and considerable organisational confusion has taken its toll on the Viterbo festival this year. But in an effort to keep up the quality rather than just the quantity the province of Viterbo has decided to unite the opera and the baroque festivals in one programme. Eridità is the theme of the 2014 festival, which loosely translated could mean inheritance, heritage and influence judging by the rather sketchy programme, which gives the usual nod to both women and the young. Events have been concentrated in Viterbo this year although there are concerts in other towns in the province such as Soriano, Tarquinia and Nepi.

OPERA PESARO
ROSSINI OPERA FESTIVAL 10-23 Aug This international festival was established in the early 1980s in Pesaro, Rossini’s home town, to explore Rossini’s lesser known works and the critical editions. Armida, conducted by Carlo Rizzi and directed by Luca Ronconi opens the festival on 10 Aug (with performances also on 16, 18, 19 Aug). The only new production this year at the ROF is Aureliano in Palmira conducted by Will Crutchfield and directed by Mario Martone (12, 15, 18, 22 Aug). Other operas in the programme are La Barbieri di Seviglia and Il Viaggio a Reims and one performance of La petite messe solenne on 21 August. Armida, which has one of the longest and most difficult of Rossini’s lead roles, was first performed at the S. Carlo in Naples in 1817. Its return in modern times was at the Maggio Musicale festival in 1952 with Maria Callas in the lead role. It was last performed at Pesaro in 1993 with Renee Fleming, who also sang Armida at New York’s Met in 2010. The young Spanish soprano, Carmen Romeu, is singing the lead role in Armida this year after previous appearances at Pesaro in 2012 and 2011. Aureliano in Palmira was Rossini’s second commission for La Scala and was first performed there in 1813. It is now rarely performed and this production in Pesaro is of the critical edition. For the full programme, including concerts and lectures see the festival website www. rossinioperafestival.it.
FESTIVAL DI CARACALLA LA BOHEME BY GIACOMO PUCCINI 14 July-9 Aug Puccini’s opera is conducted by Daniele Rustione and directed by David Livermore in a new production. comprises works by four artists of different nationalities: Fabio Mauri from Italy, Marcia Hafif from the United States, Martin Barré from France, and Olivier Mosset from Switzerland. The exhibition takes a fresh approach to the question of whether the traditional concept of painting is obsolete. Each of the exhibited painters embraced abstraction and the minimalism of the 1960s but returned full-circle to painting in later life. The works on display span three crucial periods of their artistic careers and offer an insight into the history of abstraction. theatre SHAKESPEARE AT THE GLOBE 8 July-20 Sept The summer drama season at Rome’s Silvano Toti Globe Theatre is dedicated to the recently-deceased Riccardo Cavallo who directed many productions at the Globe, in particular A Midsummer Night’s Dream which returns this season (6-17 Aug) for the eighth consecutive year. Also returning is Romeo and Juliet (8 July-3 Aug) directed by Gigi Proietti – artistic director of the Globe and popular Roman actor – as well as new productions of Much Ado About Nothing (22 Aug-7 Sept) by Loredana Scaramella and Love’s Labour’s Lost (from 11 Sept) by Alvaro Piccardi. The festival ends with Shakespeare Fest, a celebration of the 450th anniversary of the birth of the Bard, with screenings, theatre and music. The charming timber theatre, in the heart of Villa Borghese, is a full-scale reproduction of Shakespeare’s Globe Theatre, copied from the original designs, and almost identical to the one that stands on London’s South Bank.
