Outlook photos by Chris McConnell The Yellowstone River during peak runoff from Riverside Park in 2018. While most people would be nowhere near the water at this level (50,000+ cubic feet per second) two inexperienced kayakers put in at the boat launch the next day and promptly flipped. One struggled to shore and the other was rescued by an Air National Guard helicopter on a log jam. About a week later several other “floaters” were rescued from strainers in the river below Riverfront Park in Billings.

Not a ‘lazy lagoon’ By CHRIS MCCONNELL Outlook staff writer

Late Saturday afternoon, July 13, nine unprepared young adults were rescued off the Yellowstone River after a severe thunderstorm forced them onto an island between Park City and Laurel. They were tied together in pool toys, had no life jackets or paddles and the river was running high at more than 20,000 cubic feet per second at the Billings USGS water gauge. This sort of thing happens every year on the Yellowstone with rescues involving ill–prepared groups floating the river in dangerous conditions on devices designed more for the “lazy lagoon” at a water park rather than a large and swift free– flowing river. Stillwater County Search and Rescue President Chad Arnold said the group was actually lucky the storm forced them off the river where it did, “because there was a lot of wood in the water below where they were rescued.” As of Tuesday, the Yellowstone River remained at over 20,000 cubic feet per second which is about 30 percent higher than the yearly median for this time. A cubic foot of water is 7.4 gallons and will fill a small bathtub. So, every second 20,000 bathtubs of water are passing by at six or seven miles an hour and requires effort to paddle or row a capable craft across the current line. The fastest swimmers in the world barely top 5 mph and

with the Yellowstone flowing faster that that, it is difficult to swim across the current and impossible to swim into it to avoid trouble downstream. An inner-tuber trying to backstroke up or across the current stands no chance. The Yellowstone River is known for big standing waves, strong eddy-lines and tricky currents, but as with many other rivers, the most dangerous hazards are the woody debris usually found on the outside bends.

Strainers, sweepers and logjams

Combined with high water and fast flows, strainers, sweepers and logjams can be deadly. Strainers on the Yellowstone are usually entire cottonwood trees (root system and all) that wash downstream during runoff and get stuck in the middle or edges of the channels as the water recedes. The current can go through them, but people and watercraft can’t. The branches and roots extend to the riverbed and boats, clothing, ropes and arms and legs can get tangled in them and cause drowning. Some of these are directly in the thalweg (middle of the current) and require paddlers or floaters to cross the current line to avoid them, a difficult task in high water and a nearly impossible task in a pool floatie. After last year’s high runoff (when the Yellowstone reached 70,000 cfs) there was a graveyard of strainers near the old Washington St. bridge below Billings’ Riverfront Park that

even experienced boaters had to be careful to avoid. Multiple floaters were caught in them and had to be rescued (all survived). Sweepers are usually located on the outside bends in the river and are trees that fall in when the bank collapses or erodes during runoff. In some spots the entire river pushes into them. Last year there was one above Columbus on river–left that caught 21 people over the course of the summer. A large group of Rocky Mountain College athletes had a flotilla of inner–tubes tied together and were unable to avoid it. Stillwater Search and Rescue posted a video warning of the hazard on their Facebook page, but the rescues continued. When large strainers or sweepers have been in the river for a period of time, more debris gets piled up on them and log jams can form which are impassable and deadly if a boater or swimmer is swept into them. There are currently massive logjams on the outside bends and entrances to side channels below the Huntley Diversion Dam all the way to Bundy Bridge, as well as on bridge abutments throughout the river. While that stretch of the Yellowstone doesn’t have any significant rapids, the river is wide and powerful with tricky currents and much debris in the water, some just below the surface. Laurel Fire Chief Brent Peters said the department is usually involved in three to five (and sometimes up to 10) rescues per year on the Yellowstone River, South Pond and the Clark’s Fork of the Yellowstone. “Most rescues turn out successful with no or minor injuries. However, when an incident turns from a rescue to a recovery, it affects all those involved. When someone chooses to put their life in danger on a river they are also choosing to endanger those rescuers that come to their aid.” Stillwater SAR’s Arnold said, “With rivers above average flow for this time of year, we ask that people exercise caution and common sense when recreating on them. Use proper equipment and safety gear, as well. We are still seeing large amounts of debris being flushed out at this water level. A lot of it hides just below the surface as it floats down.”

Welcome! Visitor’s Guide – 11

If you decide to paddle or float the Yellowstone River this summer, use proper equipment designed for use on rivers, go with or talk to someone who has experience with the stretch of river you want to go on, check the weather forecast and river levels, and wear a life jacket. Oh, and if you require a rescue that involves the resources of Laurel Fire, Police and Ambulance, the Yellowstone County Sheriff’s Department and Stillwater Search and Rescue, have the decency to take all your pool toys and rope home with you and don’t just dump them in Riverside Park for someone else to clean up. Chief Peters offers these tips for those seeking to safely recreate on local waterways this summer: 1. Any river or waterway should be traversed by experienced boaters only. 2. Using the proper boat is a must. Department store floats do not have a place on any river. 3. It’s a law that personal flotation devices must be available 4. Always check weather conditions before adventuring on water. Wind, rain, lighting are all extremely dangerous on the water. 5. Check water conditions to include depth and speed of water. High water hides objects such as rocks, trees, and materials used to secure banks. 6. Consult with the Montana Fish and Wildlife and Parks before getting on rivers, streams, lakes or ponds. 7. Wheeled vehicles have no place in a river unless they are unloading or loading a water craft. 8. Alcohol dulls the good judgement skills needed while on waterways. 9. Local ditches are as hazardous as a river. 10. When someone chooses to put their life in danger on a river they are also choosing to endanger those rescuers that come to the aid. Firefighters, Medical and Law Enforcement will always do what is needed to save a life. That itself endangers the lives of many. Let’s all make the right choices.

Reds, Whites, and Brews

NOVA Center for the Performing Arts is home to a wide variety of performances, from opera to youth productions, live music, comedy and community events. With youth classes and summer camps, outside organizations recognizing what a great space it is, and renting that space for events, the building is constantly in use. "It really is a performing arts center, not just a theater,” said Cindy Butler, President of the NOVA Board of Directors. On Saturday, September 7, the non-profit Center will host its annual fundraising event, Reds, Whites, and Brews. The event brings together NOVA’s supporters, performers, and staff for a smorgasbord of performance, food, and drink. Funds will be used for scholarships for summer camps, ongoing classes, and supporting NOVA's mission to provide drama, musical theater, improv comedy, opera, and youth conservatory under one roof. To open every new season, NOVA has hosted this openhouse style event, which gives attendees a sample of the types of theater that NOVA offers with a “Taste of the Season.” Throughout the night, short bursts of performance will take place, including Director’s notes about their own upcoming productions, snippets of dialog or songs by performers, plus much more! Light appetizers, plus tasty bar-b-que by the neighboring Dickey’s will be served, plus a delectable dessert crafted by Harper and Madison. Ьberbrew will be providing a select beer for the event, and limited edition wines, donated by NOVA’s Board members, will be available. During the event, opportunities to purchase sponsorships will be auctioned off which provide scholarships for summer camps, ongoing youth classes, as well as productions throughout the season. The silent auction will feature a gourmet meal for 8 at Local Kitchen and Grill, a full complement of wines including a modern wine rack, a set of goblets and serving dishes along with apropos wall decor (all together valued at nearly $500), plus a variety of donated items, gift certificates paired with NOVA performance vouchers, jewelry, artwork, entertainment and more. The September 7th event begins at 6 p.m. at NOVA. Food and beverages are included in the ticket price of $50 per couple or $35 for an individual. Tickets are available at www. novabillings.org, by calling 406-591-9535, or stop by the NOVA box office at 2317 Montana Avenue. Hours are Tues Fri noon to 6:00PM or before and after performances. Plan to attend this fun and informative evening where the supporters of NOVA are #actingtogethertostrengthenthecommunity.

Big Horn County

Big Horn County was established on January 13, 1913. The county is 5,025 sq. miles, equaling 3,250,000 acres, which includes the Crow and Northern Cheyenne Indian Reservations. The courthouse was built in 1937 with the help of the WPA (Work Progress Administration).

Hardin, 15 miles west of Little Bighorn (Custer) Battlefield, is situated on the banks of the Bighorn River. The town is surrounded by productive ranches and farms, and the area is rich in history. Founded in 1907, Hardin is the youngest and largest town in Big Horn County and serves as the county seat. Hardin was named after Samuel H. Hardin, a cattleman who came to this territory from Texas.

11

The Bozeman Trail, used by immigrants from 1863-1866 in search of gold, crosses through the southwest corner of Big Horn County. Markers are placed along the trail and can be seen from various state and county roads. Fort C. F. Smith, Montana’s second military post, was established by the U.S. Army in August 1866 along the Bozeman Trail to protect immigrants. No evidence of the site remains.

Little Bighorn Battlefield

On June 25, 1876 the Battle of the Little Bighorn, one of the last efforts of the Northern Plains Indians to preserve their ancestral way of life, took place approximately 15 miles south of what is now Hardin, Montana.

Fort Custer

Fort Custer was established in 1877 after the Battle of the Little Bighorn on the high bluff near the junction of the Little Bighorn and Bighorn Rivers. The million dollar fort was funded by Congress to hold the Indians in check and protect the white men who were rapidly occupying the land. Fort Custer, where 500 to 700 men were stationed, became known as the finest cavalry post in the world. Nothing remains of the fort today. In 1930 a monument was placed on site by the Daughters of the American Revolution. The monument was moved to the Big Horn County Museum in 2016. One of the main attractions in the museum gallery is the Fort Custer exhibit. The exhibit includes: the Fort Custer Stage Coach, uniforms, weapons, artifacts, photographs and a scale model of the fort.

Crow Fair Celebration Powwow & Rodeo

Crow Fair Rodeo

Welcome! Visitor’s Guide – 17

The Crow Fair Rodeo is sponsored annually by the Crow Nation. The rodeo is a daily feature at the Crow Fair, offering a full day’s entertainment of youth events, professional Indian cowboys and cowgirls, and horse racing. Rodeos occur throughout the United States, through the various rodeo associations like the Professional Rodeo Cowboys Association. The Northern Plains Indian Rodeo Association, organized under the Indian National Finals Rodeo, is the current association that sanctions the rodeo event. The Rodeo is held at the Edison Real Bird Memorial Complex, in Crow Agency, Montana. The rodeo arena, race track, stables, and campgrounds are all part of this complex. Mark your calendar today so you don’t miss the next Crow Fair Celebration Powwow & Rodeo at Crow Agency in August. Parade at Crow Fair, Crow Agency by Montana Office of Tourism and Business Development

Besides the pow-wow, there are many other attractions. Each year the fair holds a parade, which winds its way through the campsites. A large number of women on horseback using oldstyle saddles (many family heirlooms) of bone and rawhide, ride in the parade. The parade begins each morning of the Fair at ten o’clock. The Color Guard leads the parade with retired veterans and active members of the armed services. Following the Color Guard are the President, Vice-President, and First Vice-President of the Crow Fair. The President carries the American Flag. In the past, the royalty of the Crow Nation would follow the Presidents; however, in modern parades the Crow Tribal Officials replace Crow royalty. The parade includes contests for best traditional dress in more than half a dozen categories. Riders on horseback were followed by elaborately decorated cars, trucks and trailers. Some of the vehicles are decorated in memorial to tribal elders who have passed during the prior year. Others carry multiple generations from elders to newborns. Princesses, ranging in age from preschool to 18, ride along the route, on horseback or by vehicle, wearing traditional, elaborate dress with perfect, modest poise.

Crow Fair Pow Wow

The Crow Fair Pow Wow is much like pow wows throughout the west, except for more emphasis on traditional dance styles. You can pick out [the Crow tribe’s style] from hundreds of dancers because the dress ways are the same as the turn of the last century. The only additions are material things to decorate their regalia. The pow wow grand entry begins at 1 p.m. sharp. It is led by the veteran honor guard, followed by all the dancers who will participate in the contests that have been held throughout the week. The announcer introduces competing drum groups that surround the arbor, each taking a turn keeping the beat. In addition to the Crow people, members of other tribes come to dance and sing and sell their goods on the midway that surrounds the arbor. Dance contests, with substantial prize money, are held throughout the week with participants ranging in age from preschool to elders.
