A Message from the CEO Securing the Future of the Welding Workforce in South Australia For the first time in many months, I recently boarded a plane and travelled interstate to Adelaide. While there, I attended several meetings focused on securing the future of the welding workforce in South Australia. It is anticipated that the continuous naval shipbuilding program in South Australia will require around 2,600 tradespeople from 2020 to 2027. Almost half of this demand will be for welders. As such, there is a significant need to increase the level of welder training throughout the state. Weld Australia is working on a range of programs designed to help alleviate the welder shortage in South Australia, including an Indigenous Welding School. Alongside Adam Goodes (Chief Executive Officer, Indigenous Defence and Infrastructure Consortium), I presented a proposal for the Indigenous
Welding School to Defence SA and the South Australia Government's Department for Innovation and Skills. This presentation was made at the request of South Australia's Premier, Steven Marshall. The meeting was very successful and I am hopeful that we will receive funding for this important project. An Indigenous Welding School will provide a culturally-safe model with the right support for Indigenous Australians, as well as a structured pathway to employment opportunities via industry collaboration. It aligns with a commitment to grow the involvement of Indigenous Australians and enterprise in the defence, resource and infrastructure sectors. Importantly, it will create a pipeline of skilled, work-ready welders, certified to AS/NZS ISO 9606. We have already completed a feasibility study into the Indigenous Welding School model and the program has garnered support from industry, including ASC Shipbuilding.

While in Adelaide, I met with Nicole Dwyer (CEO) and Alex Apostolakis (Business Development Manager) from Workskil Australia. Workskil Australia is a national not-forprofit that provides a range of employment, work experience, disability, youth, Indigenous and community services. We are investigating the possibility of a training program that would upskill unemployed people, giving them the opportunity to gain employment as a welder.

A Message from the CEO I also met with representatives from Naval Group, as well as George Samaras from Samaras Group. During both meetings, we discussed issues related to the availability of trained, skilled welders in South Australia. A Tour of the New Osborne South Naval Shipyard During my visit, I had the opportunity to tour the new Osborne South Naval Shipyard. Fitted out with some of the most state-of-the-art machinery available, the shipyard will be one of the world’s most modern naval facilities and a key enabler of Australia’s continuous naval shipbuilding strategy. Australian Naval Infrastructure is completing the formal handover of the shipyard to ASC Shipbuilding, with ASC currently undertaking commissioning of machinery. Over the next few months, ASC Shipbuilding will take control of the shipyard and start training their
shipbuilders on the technology that has been installed. While at ASC, I spoke with some of their structural steel welding supervisors, and exchanged views on the future of the Hunter Class Frigate program, as well as Australia's welding industry. Research Project with University of Wollongong into Welding Fume Harms SafeWork NSW has developed the Work Health and Safety Roadmap to drive state-wide activities that improve work health and safety in New South Wales. This Roadmap is being supported by the NSW Government's Centre for Work Health Safety and its associated Research Foundation. The International Agency for Research on Cancer (IARC) recently reclassified welding fumes as a 'Group 1: Carcinogenic to humans’ and concluded that there is sufficient evidence that welding fumes can cause lung cancer.
The recent IARC reclassification of welding fume carcinogenicity has highlighted the need for greater understanding in this area; the Centre for Work Health and Safety is seeking innovative research proposals to better understand the harms associated with welding fumes and improve prevention of exposure. As such, together with the University of Wollongong, Weld Australia recently submitted a proposal, for funding by the NSW Government, to undertake a research project. The research will focus on the exposure of welders to welding fume, the risks associated with welding fume, the controls available and their efficacy, as well as barriers and enabling factors related to the implementation of these controls by industry. Member Forum Weld Australia is your community, and we’re most excited about this new feature. This online community will be a place where Weld Australia members from all over the country (even the world) can come together, have a chat, post photos of a weld you’re particularly proud of or your ‘office’ for the day, ask questions and build relationships throughout the industry—without having to be in the same room, or on the same Zoom call. Don’t feel that you have to have a specific technical question to visit the forum either. There will be plenty of welding talk and lots of jargon for sure, but this is a place for you to talk to your fellow members about anything – banter about the footy is encouraged! If you’re not a member, you’ll still be able to view some Forum content, but you won’t be able to contribute by asking questions or posting comments. And while non-members will be able to ‘look but not touch’ in some parts of the forum, other areas will only
be accessible to Weld Australia members. Job Board We know it can be hard to find the right person, or the right role. We get asked so often if we know of someone who’s hiring or someone who’s looking for a job, we could start our own labour hire company! So we know you’ll love our new Job Board. For all other member types and guests, a fee is payable to post a job vacancy. Member Directory Our new Member Directory will provide all company members free exposure on the Weld Australia website. Membership Matters Member Town Hall Meeting: Welder Training in Australia To ensure that Australia's welding industry is both locally and globally competitive, we must have a pool of skilled, experienced welders. The TAFE welding curriculum must be revised so that meets industry demand now, and into the future. It cannot be bogged down by excessive prerequisites, mandated workplace practice that employers simply can’t deliver, and training in skills that just aren’t relevant to industry anymore. Our young people need to acquire complex, high order technical knowledge and skills. They need robust, deep and transferrable qualifications that provide a strong base for life-long learning and skill development. They need a TAFE system with curricula focused on the future Be sure to attend our upcoming Member Town Hall Meeting to learn more about the state of welder training in Australia. Industry News & Insights Weld Australia and Man Anchor Faciltate Online Workshop for Members Presented by Steve Gamble (Founder of the grassroots mental health and well-being movement Man Anchor), Weld Australia recently facilitate an introductory webinar on mental health disorders and how they affect people every day. Steve started the webinar by outlining some of the alarming statistics around mental health in Australia. According to Steve, one in five Australians between the ages of 16 and 85 will experience mental illness in a 12 month period. In addition, suicide is the leading cause of death in males between the ages of 15 and 44. Yet, only 35% of people living with a mental health disorder seek professional support. "All these statistics mean that it is really important we have real conversations with those around us with about mental health. As a community and a workplace, we need to have conversations about mental health, and to positively impact these statistics. It is highly likely that someone within your close circle suffers from depression, or anxiety," said Steve. "We need to remove the barriers and have transparent conversations around mental health. We all need to remember that there should be no stigma about seeking support around mental health."
Attendees discovered a variety of approaches for use in kick starting conversations about mental health with anyone in their life, from friends and family, through to colleagues and teammates.

AS 3992:2020 - An Update on Changes and How Harmonisation Affects Welder, Procedure and Repair Qualifications AS 3992 Pressure equipment - Welding and brazing qualification recently underwent a major update. The 2020 update addresses issues not covered in the 2015 update, and harmonises the Australian standard with international standards (specifically ISO 15614-1 and ASME IX) to reflect the changes in the local pressure equipment industry. This highly interactive online workshop will provide attendees with an update on these changes, highlighting the affect on welder, procedure and repair qualifications. Most pressure equipment is manufactured off-shore to other standards, which impacts their maintenance and repair. The 2020 update of AS 3992 addresses this reality by adopting changes to accommodate the different fabrication routes, particularly with respect to welder and welding procedure qualifications. Weld procedure qualifications have been modified for specific applications, with some testing formalised, and changes were made to clarify welder qualifications. This update also completely revamped Section 8: Procedure qualification for special welds, providing a recommended approach on how to deal with repair welds on service exposed welds. This was inadequately described in the previous editions. Therefore, the 2020 edition of AS 3992 has moved closer to international standards, while addressing the unique challenges that exist in the Australian pressure equipment industry.

Victoria News COVID-19 Restrictions Eased in Victoria With Victoria recording ten straight days without a new case of COVID-19, the restrictions have finally been eased across the state. While the permitted industries list no longer applies, businesses must have developed and implemented a COVIDSafe Plan to reduce the risk of COVID-19 spreading within the workplace. Several industries have also been identified as high-risk. The businesses in these sectors must have a High Risk COVIDSafe Plan to complement their COVIDSafe Plan. Bombardier to Open Service Centre in Melbourne Bombardier Aviation recently announced the development of a new service centre at Essendon Fields Airport in Melbourne, Australia, building on its commitment to the Australian market and establishing the next key building block in its growing global customer support network. The new OEM-operated Melbourne Service Centre will employ some 50 people, including more than 40 highly skilled technicians and boost Bombardier’s customer service
footprint in the Asia-Pacific region by some 50,000 square feet. Australia is a key market for Bombardier. With more than half of the 168-aircraft strong Australian business fleet made up of Bombardier aircraft, this new facility will serve as an important gateway to Asia-Pacific, serving as a key focal point for customers in the region and for future growth prospects of the Bombardier fleet. Funding Boost for Victoria's TAFE and Training Sector Minister for Training and Skills and Higher Education Gayle Tierney recently announced a $274 million guarantee to lock in funding at prepandemic levels so that Victoria’s training system can continue to deliver world class training. Up to $274 million will be available for business continuity grants to TAFEs, dual sector universities, Learn Local providers and AMES Australia. This commitment recognises that restrictions, while
necessary to keep Victorians safe, have impacted student numbers and revenue that the TAFE and community training sector would otherwise expect. The continuation of this funding is helping TAFEs and training providers retain staff, transition to online and remote learning where necessary, and carry on with teaching. TAFEs will continue to provide the pipeline of crucial workers the state needs for its economic recovery, including apprentices and tradies working on massive infrastructure. Victoria To Build Southern Hemisphere’s Biggest Battery One of the world’s largest lithiumion batteries will be built in Victoria to boost reliability, drive down electricity prices and support the state’s transition to renewable energy, as well as creating jobs. Minister for Energy, Environment and Climate Change Lily D’Ambrosio announced that she has directed the Australian Energy Market Operator (AEMO) to sign a contract with renewable energy specialist Neoen to deliver a new Tesla battery.

South Australia News More Australian Companies Sign on to Hunter Class Frigate Program ASC Shipbuilding has signed contracts with three more Australian companies on the Hunter Class Frigate Program. The contracts follow the recent announcement by the Commonwealth Government that the Hunter program had received approval to begin prototyping in December this year as planned. The new contracts are a crucial part of ASC Shipbuilding’s strategy to maximise Australian industry involvement in the Hunter program, and beyond. Two of the contracts are for the prototyping phase of the program and include South Australianbased Adelaide Profile Services, which will process and precisioncut around 250 x 13m lengths of steel that will be used in the five prototyping blocks, and Intertek’s Adelaide Inspection Services, which will conduct non‑destructive testing and mechanical testing to assure high quality fabrication welds on those blocks.
A further contract has been placed with New South Wales-based engineering company Sofraco, which will conduct a feasibility study into the test facility requirements for skid-based pumping solutions and report on the feasibility of an upgrade, if appropriate. BOC to Deliver Green Hydrogen Across South Australia BOC has signed an agreement to take excess green renewable hydrogen from the AGIG Hydrogen Park South Australia (HyP SA) at the Tonsley Innovation District. BOC will transport the hydrogen to industrial customers across South Australia and Western Australia. BOC’s Whyalla Argon Purification Unit will also use the HyP SA hydrogen to make high purity argon used in industrial processes and welding gases. By January 2021 this will completely replace the need to transport hydrogen from the BOC Altona facility in Victoria, saving 117,000km in driving and 122,000kg of carbon emissions per year.
NAVAL Group Opens New Port Adelaide Base as Rapid Workforce Ramp Up Continues Naval Group’s new Port Adelaide base has been officially opened as the gear up for the move to the Attack Class submarine construction yard gathers momentum. The Port Adelaide base was officially opened by the Minister for Defence, the Hon. Linda Reynolds. The opening coincided with the launch of Naval Group’s first of many major local manufacturing packages for 23 specialised submarine parts in a boost to Australian industry. Naval Group Australia has embarked on an aggressive recruiting campaign with the workforce expected to increase to over 1,700 direct jobs in 2028 with many more indirect jobs being created through the life of the program.

Queensland News The Queensland state election held at the end of October saw the Labor Party return to government for a third term. As a result, there are several new State Government funded projects on the horizon, from aerospace and infrastructure to manufacturing. Queensland to Assemble Boeing’s First AustralianDeveloped Unmanned Aircraft Queensland is poised to take another bold step in aerospace and advanced manufacturing with an historic opportunity to be the final production home for unmanned defence aircraft – the first military aircraft to be designed, engineered and manufactured in Australia in more than 50 years. before that,” the Premier said. Centenary Bridge Funding Deal Done Funding is locked in to build a second Centenary Bridge at Jindalee. The Queensland Government will commit $112 million for construction. Queensland Joins Western Australia in Move to Boost Train Manufacturing The Queensland premier Annastacia Palaszczuk has
promised a $1 billion railcar construction pipeline for the regional city of Maryborough, joining WA which this week provided the first tranche of funds towards its own local railcar manufacturing program. The promise, which would apply should Labor be re-elected at the coming state election, includes $600 million for Downer to construct 20 new trains in the city and a $1 million spend on a business case for the replacement of regional train carriages. The regional carriages are likely to cost $150 million and would also be manufactured in Maryborough. Palaszczuk said, “This $1 billion train building program heralds a new and ambitious chapter for manufacturing, not just for Maryborough, but for Queensland." “This long-term future pipeline of work means there will be rewarding long-term career paths for our young people in trades like boilermaking, fitter machining and as electricians.” The WA budget included a $275.3 million first tranche of fund to procure 246 new locally made railcars and establish a local assembly and manufacturing facility at Bellevue. Western Australia News Western Australia Commits to Local Train Manufacture The Western Australia Government is building for tomorrow with an unprecedented $5.7 billion invested in METRONET projects across Perth's suburbs, creating thousands of local jobs and providing opportunities for local businesses. The Government has secured more than $1.5 billion in funding for METRONET projects from the Federal Government, allowing the major projects to be delivered with responsible financial management. The 2020-2021 Budget secures the Western Australia Government's commitment to deliver projects such as the Morley-Ellenbrook Line, the Byford Rail Extension and new Midland Station. bp to Shut Australia's Largest Oil Refinery bp Australia recently announced that it will cease fuel production at its Kwinana Refinery and convert it to an import terminal, helping to ensure ongoing security of fuel supply for Western Australia The refinery, near Fremantle, has provided fuels for Western Australia for 65 years. However, the continued growth of large-
scale, export-oriented refineries throughout Asia and the Middle East has structurally changed the Australian market. Regional oversupply and sustained low refining margins mean the Kwinana Refinery is no longer economically viable. Having explored multiple possibilities for the refinery’s future, bp has concluded that conversion to an import terminal is the best option. bp Australia Head of Country Frédéric Baudry said, “bp’s Kwinana Refinery has played an important role in the development of Western Australia. It helped underpin the early development of the surrounding community and key industries. Generations of Western Australians have worked at the facility, building a fantastic legacy of safe and reliable operations that we will always be proud of." The refinery currently employs around 650 people – 400 permanent staff and 250 contractors. Refining activities will wind down over the next six months, with a conversion workforce supporting site works. The new terminal will support construction work out to 2022. Once complete, the import terminal is expected to support around 60 jobs.
Chevron Delays Gorgon LNG Restart Chevron has delayed the restart of its train 2 production line at its Gorgon LNG facility for a second time, noting it should return in the “second half of November”. The company had completed welds to hazardous cracks on its train 2 production line, though a recommissioning process would last until later this month, finance chief Pierre Breber told a conference call for analysts late on Friday. Only once train 2 was back online would the company inspect and make any necessary repairs to trains 1 and 3, he added. It previously pushed back its expected restart for train 2 by one month. Chevron had initially intended to restart train 2 in September before sequentially addressing the same faults on its trains 1 and 3 – which are still running – in October and January. Austal Acquires BSE Maritime Solutions Austal recently announced that it is building on its growing global support business through the acquisition of Australian-based BSE Maritime Solutions. The acquisition of the business is at an enterprise value of A$27.5 million. BSE Maritime Solutions is a leading ship repair and support business for defence, commercial, tourism, and luxury vessel customers. Current customers include Australian Border Force, BAE Systems, Thales and Svitzer. BSE Maritime Solutions employs approximately 60 permanent staff who will be offered employment with Austal.

Northern Territory News This month, we bring you the latest news on developments in renewable energy in the Northern Territory. With the State Govenrment setting a target of 50% renewables in its energy supply by 2030, several major projects are already underway. NT Homes and Business Make the Switch to Renewable Energy More than 300 Territorians have applied for the Home and Business Battery Scheme (HBBS), with over 230 vouchers hitting local businesses. Spread out right across the Territory the estimated economic impact value of works from the HBBS is over $7 million. The first round of grants has enabled more Territorians to make the switch to renewables while also delivering stable, reliable and affordable power for families and Territory businesses. The HBBS provides homeowners and businesses with $6,000 grants to either: • Buy and install a solar photovoltaic (PV) system with an eligible battery or inverter, or • Buy and install an eligible battery and inverter, to complement an existing solar PV system.
NT to Become Home of World's Largest Solar Farm The Northern Territory is set to gain a new reputation as a global renewable powerhouse. Sun Cable is looking to build the world’s largest solar farm in the state, which will supply solar power to both Darwin and Singapore. A 10-gigawatt solar farm that will be visible from space has been approved to be built at Newcastle Waters which is located between Alice Springs and Darwin. The farm will sell and export power to Singapore via an underwater cable while also providing a large slice of the Northern Territory's power needs. The solar farm will span some 12,000 hectares. It is hoped that the project would begin construction in 2023, begin energy production by 2026 and start exporting to Singapore by 2027, depending on how long it takes to navigate the approvals process.
Battery Energy Storage System Procurement Begins The Northern Territory Government has set a target of 50% renewables in its energy supply by 2030. To help achieve this target, the Government recently announced the commencement of the procurement process for a new $30 million 35MW Battery Energy Storage System (BESS). This will help service the DarwinKatherine grid and will deliver cost savings of around $6 million per year. The BESS is expected to pay for itself in approximately five years. The BESS is expected to be capable of supplying power system services currently provided by existing gas-fired generation, and should be operational in the second half of 2022. Installing a battery means that rather than exporting electricity into the grid, the household or business is able to store the electricity for future use, a major cost saving measure. Tasmania News This month, we bring you all the latest news from Tasmania. The State Government is set to announce their 2020-2021 Budget this week, which will include a range of measures to bolster local businesses, including a $22 million investment to significantly increase jobs available for apprentices and trainees. 2020-2021 Budget to Support Tasmanian Businesses With the Tasmania Government set to announce its 20202021 Budget this week, the Government is committed to providing businesses with the certainty and confidence needed for a strong future. According to Premier Peter Gutwein, the Budget will include an investment of over $22 million to significantly boost jobs for apprentices, trainees and youth employees. This includes: • Extending the current payroll tax rebate for all youth employees for a further 18 months; • Extending the current payroll tax rebate for apprentices and trainees for a further 12 months; and • Extending both rebates to all industry sectors. In addition, the Government looks set to extend the Targeted Apprentice and Trainee Grant for Small Business to any small business who employs an apprentice or trainee until 30 June 2022. In total, these initiatives will provide for 4,000 new apprentices and trainees supported by this Government. Legislation for the extension of the payroll tax incentives will be introduced into the Parliament next week, so those incentives and the expanded Small Business Grant can begin on 1 January 2021.

Launceston Airport to Get $10 million Upgrade The Launceston Airport will receive a $10 million upgrade, with the Tasmanian Government committing $5.15 million in the 2020-2021 State Budget, and the airport contributing the remaining $5 million. These upgrades will see improvements across the airport, including a larger and more contemporary arrivals experience, improved passenger security screening and a larger departures and check-in facility to accommodate the latest industry changes. It will also contribute to the development of a new air freight cargo facility at the airport to service increased air freight movement and to better support Tasmania’s live seafood, agriculture and general freight movements to both domestic and international markets.
Incat Launches 100m Ship Weld Australia member, Incat Tasmania has floated its latest vessel, the 100m ship destined for Trinidad and Tobago, on Hobart’s Derwent River. The vessel will now remain alongside the shipyard wharf for machinery commissioning. Australian shipbuilder Incat commenced construction of Buccoo Reef early 2019. All major machinery and equipment has now been installed and together with electronic systems are being commissioned and tested in readiness for sea trials in November. The ship, Incat’s hull 094, will be delivered later this year for service on the seabridge between Port of Spain Trinidad and Scarborough, Tobago.

Advanced Welder Training Courses Fusion Welding Courses There are two ISO 9606 Qualification test of welders — Fusion welding —Part 1: Steels courses listed on Training.gov.au, the National Register of Vocational Education and Training (VET) in Australia. This is the authoritative source of Nationally Recognised Training and Registered Training Organisations (RTOs). These courses were developed in Victoria in 2018. One is intended for inexperienced welders, the other for experienced welders. Both use augmented reality welding simulators as a key component of the training. Transition Workers To be awarded a certificate for the Course in Fusion Welding to AS/NZS ISO 9606 for Transition Workers, you must successfully complete seven units of competency (four core and three elective). Core units: • Simulate fusion welding processes using augmented reality equipment • Identify welding processes, safe welding practices and use of hand and power tools • Interpret and apply AS/NZS ISO 9606 for fusion welding processes • Perform fusion welding procedures to meet the procedures of ISO 9606-1 (Steels – carbon steels) Experienced Welders To be awarded a Statement of Attainment for the Course in Fusion Welding to AS/NZS ISO 9606 for Experienced Welders, you must successfully complete three units of competency (one core and two elective). The core unit is: Interpret and apply AS/NZS ISO 9606 for fusion welding processes. Elective Units Other elective units available include: • Perform fusion welding procedures to meet the procedures of AS/NZS ISO 9606-1 (Steels – stainless steel) • Perform fusion welding procedures to meet the requirements of • AS/NZS ISO 9606-2 (Aluminium and aluminium alloys) • Perform fusion welding procedures to meet the requirements of AS/NZS ISO 9606-3, 4 or 5 (Exotic metals) • Perform routine manual metal arc welding • Perform routine gas metal arc welding • Perform manual heating and thermal cutting • Read and interpret technical drawings and make measurements for a welding procedure
