A Message from the CEO The Launch of Rheinmetall's Military Centre of Excellence In late February, I attended the launch of Rheinmetall Defence Australia's Military Vehicle Centre of Excellence (MILVEHCOE) in Ipswich. Also in attendance was: Queensland Premier Annastacia Palaszczuk; Minister for State Development, Manufacturing, Infrastructure and Planning Cameron Dick; Minister for Training and Skills Shannon Fentiman; and Rheinmetall Defence Australia Managing Director Gary Stewart. Construction of the $170 million MILVEHCOE is complete, and the 30,000 square metre facility is now ready for fit-out. The facility will officially open in July 2020, and will be capable of the design, manufacture, sustainment and
export of military vehicles, turrets and tactical systems. Rheinmetall's MILVEHCOE will not only manage the delivery and sustainment of the 211 Boxer CRVs under the LAND 400 Phase 2 contract, it will be a regional hub with an expected program of continuous design, build and support for up to 5,000 military vehicles in Australia and the Asia Pacific region. This landmark project is an economic gamechanger that is expected to create over 450 advanced manufacturing and engineering jobs across Queensland. It is fantastic to see global defence giant Rheinmetall investing in the Australian manufacturing industry so that local workers and SMEs can reap the benefits of this huge defence industry program.

I'd also like to congratulate both Rheinmetall Defence Australia and TAFE Queensland who signed a Memorandum of Understanding (MoU) during the launch event. TAFE Queensland will deliver a full range of skills development programs to suit Rheinmetall’s current and future needs. One of the major challenges facing the production of military vehicles in Australia is the local engagement of suitably qualified welders that meet international certification standards required by defence markets.

The partnership will bridge the international welding certification qualification gap in Australia by enabling the supply chain of defence and advanced manufacturing industries to attract appropriately skills welders, and upskill existing and transitional entrant welders to meeting the minimum international welding standard (ISO 9606 Qualification testing of welders — Fusion welding). A Message from the CEO TAFE Queensland has already been training experienced welders to the international standards demanded by defence following the purchase of 15 augmented reality welding simulators last year and is perfectly placed to deliver a full range of skills development programs to suit Rheinmetall’s needs. Discover the Welding 4.0 Revolution Whilst in Queensland, I also attended a recent Weld Australia member event: Discover the Welding 4.0 Revolution. The event marked 10 years of partnership between BOC and EWM and showcased the latest welding innovations. The technology on display was just fantastic. Clearly, the implementation of Industry 4.0 advanced welding technology into Australian manufacturing will deliver significant improvements in profitability, efficiency and quality. Importantly, it will also make our manufacturing more internationally competitive and lead to industry growth and higher employment.
Changes to Weld Australia's Board of Directors During Weld Australia's December 2019 Board meeting, it was agreed that I should fill a casual vacancy on the Board of Directors. Subsequently, the Board has agreed to nominate me for election at the next Annual General Meeting. Specifying & Achieving Performance Expressions of Interest Now Open Weld Australia is facilitating a series of workshops in October 2020 on Structural Bolted Joints: Specifying and Achieving Performance. The workshops will be presented by Robert E. Shaw, President of the Steel Structures Technology Centre Inc, a consulting engineering firm in the USA. The program will address concerns around structural and mechanical connections with high strength fasteners using AS 4100 Steel structures and other related Standards. The sessions will introduce new and innovative methods to save time, reduce costs, and improve the efficiency and quality of bolted connections. First Advanced Manufacturing Expo Focused on Industry Australia’s manufacturing industry is set to benefit from a new industry event focused on evolution and growth, with the inaugural Advanced Manufacturing Expo to be held from 13 to 15 May at Sydney Showground, Sydney Olympic Park. The Advanced Manufacturing Expo will comprise of a conference and exhibition, where attendees will learn how to increase their global competitiveness by adopting the state-of-the-art technology, revising their research and development or design processes, and emphasising value creation. According to the Advanced Manufacturing Growth Centre (AMGC), manufacturing contributes $100 billion to Australia’s GDP and supports 1.27 million jobs. The industry has the potential to increase its value as much as $34.6 billion by 2026. However, this growth is dependent on Australian manufacturers adopting more sophisticated processes, taking advantage of cutting-edge technologies, implementing robust business models, and investing in highly skilled staff and high value services. This evolution—a shift to adopting advanced manufacturing processes and solutions—is why Advanced Manufacturing Expo has been developed, and will shape the sessions of the conference program and the types of solutions showcased within the exhibition. The introduction of the Advanced Manufacturing Expo also aligns with the New South Wales Government’s launch of the Advanced Manufacturing Industry Development Strategy in 2018, as well as the commencement of work on the Western Sydney Aerotropolis that is set to be a hub for advanced manufacturing.

Qualification & Certification News A New Weld Australia Inspection Personnel Certification Pathway For Holders of Certification Issued Outside Australia Background and Opportunity In Australia, there is a vast number of professional welding inspectors who hold overseas qualifications or certifications. Often, qualifications and certifications issued in other countries are not recognised by specifiers or employers for Australian projects—as is their prerogative. This also happens because there is no guarantee that a person holding a qualification or certification issued overseas has specific knowledge on the national Standards. Weld Australia believes competent professionals with qualifications or certifications obtained overseas that are not automatically recognised in Australia, and who possess proven knowledge of Australian Standards, should have access to a facilitated pathway that will enable them to obtain national recognition of their skillsets. Weld Australia certification programs (formerly known as WTIA Certified Welding Inspector and WTIA Certified Senior Welding Inspector) could help bridge the gap between qualifications and certifications obtained overseas, and those obtained in Australia. In particular, our facilitated pathway provides recognition of knowledge obtained by professionals with SAIW qualifications from South Africa, AWS certification from the United States, CSWIP certification from the United Kingdom and CWB certification from Canada.

The pathway gives the applicant: a. Weld Australia Certified Welding Inspector (Weld Australia CWI), if the applicant holds either: i. SAIW Level 1 Welding Fabrication inspector qualification, or ii. AWS Certified Welding Inspector certification, or iii. CSWIP 3.1 Welding Inspector certification, or iv. CWB CSA W178.2 Welding Inspector certification.
Weld Australia has a pathway that enables successful applicants to obtain the title of: • Weld Australia Certified Welding Inspector (formerly known as WTIA Certified Welding Inspector), and • Weld Australia Certified Senior Welding Inspector (formerly known as WTIA Certified Senior Welding Inspector) Applicants will need to undertake a set of two written exams (at the level of certification sought). Practical knowledge will be derived from the existing overseas qualification or certification held by the applicant.

Qualification & Certification News Under the Australian Welder Certification Register (AWCR) system, welders are invited to complete a test that qualifies them to a welding procedure as set out in AS/NZS ISO 9606-1 or AS/NZS 2980. Once qualified, the welder is certified to that procedure, becoming a Registered Welder, and the information recorded in the AWCR. Becoming an AWCR Approved Examiner Weld Australia has recently relaxed the requirements that individuals must satisfy in order to become an AWCR Approved Examiner. In doing so, we hope to see more people applying for, and being successful in, becoming an AWCR Approved Examiner. The new requirements are as follows: • Be a Weld Australia Member or an employee of a Weld Australia Member Company • Be qualified to one of the following: • Welding Supervisor (AS1796 or AS2214) • International Welding Inspector (Standard) • International Welding Specialist • International Welding Technologist • International Welding Engineer • An equivalent certification as verified by Weld Australia, i.e. CSWIP 3.1, CSWIP 3.2 • Have a sound understanding of AS/NZS ISO 9606-1 or AS/NZS 2980 • Be fully conversant with

Role of the Approved Examiner The Approved Examiner is the cornerstone of the AWCR. The Approved Examiner has complete responsibility for carrying out weld tests and entering the results into the AWCR. As an Approved Examiner you must conduct weld tests at an approved Testing Centre. A Testing Centre is a place determined by an Approved Examiner to meet the requirements set out by Weld Australia. Training News & Insights Why Engineers Need to Understand Welding Some engineers have little practical experience when it comes to welding and welding processes. This is problematic as engineers are responsible for designing the structures (from bridges and roads to buildings and art installations) that welders then fabricate. If engineers are unfamiliar with how welding works, they are less likely to design infrastructure which effectively incorporates welding elements to create structures that are safe and of sound quality. Welding quality must be incorporated into the design process from the very beginning. By including detailed planning of welding activities – right from the beginning of the fabrication process through to the development of welding procedures and environmental constraints – the manufacturer is not only able to accurately estimate the scope of the project and its timeframe, they are also able to ensure the quality of the product. Part of the reason it is integral that engineers are aware of welding
processes and incorporate that knowledge into the initial design is that the only way to completely verify the quality of a welded joint is by destroying it – which is a costly and time-disruptive exercise. Weld serviceability it not guaranteed after inspection, which is why quality needs to be built into the welded joint. The importance of engineers being aware of welding processes is also becoming particularly pertinent as the desire for engineers with hands-on, practical experience increases. Nowadays, during the hiring process many companies will ask engineers whether they are familiar with welding processes and quality issues, as it becomes a point of difference for companies when competing in a global market. Essentially, by being knowledgeable about welding, engineers are not only be able to identify defects, but also understand the root cause of the problem and offer a solution based on that knowledge.

Advanced Welder Training Courses Fusion Welding Courses There are two ISO 9606 Qualification test of welders — Fusion welding —Part 1: Steels courses listed on Training.gov.au, the National Register of Vocational Education and Training (VET) in Australia. This is the authoritative source of Nationally Recognised Training and Registered Training Organisations (RTOs). These courses were developed in Victoria in 2018. One is intended for inexperienced welders, the other for experienced welders. Both use augmented reality welding simulators as a key component of the training. Transition Workers To be awarded a certificate for the Course in Fusion Welding to AS/NZS ISO 9606 for Transition Workers, you must successfully complete seven units of competency (four core and three elective). Core units: • Simulate fusion welding processes using augmented reality equipment • Identify welding processes, safe welding practices and use of hand and power tools • Interpret and apply AS/NZS ISO 9606 for fusion welding processes • Perform fusion welding procedures to meet the procedures of ISO 9606-1 (Steels – carbon steels) Experienced Welders To be awarded a Statement of Attainment for the Course in Fusion Welding to AS/NZS ISO 9606 for Experienced Welders, you must successfully complete three units of competency (one core and two elective). PMG Secures Boxer CRV Contract Weld Australia member, Precision Metal Group (PMG) recently signed a Memorandum of Understanding with German seating systems group Probatec AG for the manufacture and export of highquality seating for military vehicles including the BOXER Combat Reconnaissance Vehicle (CRV). The partnership will see PMG commence specialised product exports into Germany in early 2020. It will also underpin an agreement between the two companies to work together to deliver seating for the fleet of BOXER CRVs Rheinmetall Defence Australia is delivering to the Commonwealth of Australia under the Land 400 Phase 2 program. PMG Chief Executive Officer Jason Elias said the partnership with Probatec would expand the company’s footprint in defence industry globally and create jobs in Western Sydney. “Our agreement with Probatec establishes a local manufacturing capability that can deliver world class seat parts and products that will protect soldiers in Australia and overseas.”

Victoria Division News Simulating Welding Processes Weld Australia will host a technical presentation on Simulating Welding Processes at RMIT on Thursday 2 April. Presented by Dr Tony Dong (Technical Manager, MSC Software), the presentation will provide an introduction to what finite element software can achieve when it comes to welding processes. About Welding Simulation It is quite complex to realistically simulate a moving source of energy whilst ensuring that all the variables are accurate. However, MSC Software has done just this with their software, Simufact. Simufact provides simulation solutions for the entire metal manufacturing value chain, from metal forming and welding, through to additive manufacturing. Welding simulation in Simufact employs the finite element method. This approach is particularly suited to calculating elastic-plastic material behaviour with hardening, making it well-suited to structural welding simulation. South Australia Division News Basic Welding Processes for Women The AWTC at Regency TAFE in Adelaide recently commenced the delivery of a new, nine week short course for female educators: Basic Welding Processes for Women. This course is a joint venture between Defence Industries and Engineering at TAFE SA and the Advanced Technology Program (ATP) at the Department for Education, South Australia. It is an opportunity for women to participate in a small, safe, and supportive learning environment. This first introductory trial includes MIG, TIG, MMAW and Oxy welding techniques. There is a possibility to offer this course to all women in the future, including secondary and TAFE SA students. The ATP is being funded as part of the Department for Defence: Defence Industry Skilling and STEM Strategy as a School Pathways Program managed through the SA Department for Education. The aim is to help reduce skills shortages in the defence industry by increasing the pool of STEM educated students.
Technical Event: Fabricating Parts by Metal Printing Amaero Additive Manufacturing and Century Engineering combined their expertise to present a recent technical showcasing 3D metal Printing. Amaero Engineering recently acquired 3D metal printers, elevating the local industry into a world of new possibilities in 3D metal printing. Attendees had the opportunity to see first-hand how the new and novel fabrication process works. The evening was hosted by Barrie Finnin (CEO, Amaero Additive Manufacturing). Barrie has held senior management positions for CSIRO for over 12 years, and has over 20 years experience in the manufacturing industry. Barrie has established international manufacturing plants overseen alloy and process development, engineering research and development and quality management. His insights were much appreciated. Queensland Division News Technical Event: Discover the Welding 4.0 Revolution The Queensland Division was recently treated to a technical event supported by EWM and BOC. Attendees discovered how to prepare their welding business or welding training centre for Industry 4.0 to deliver on both profitability and quality. The event included live welding demonstrations by Winfried Hanmann and Martin Weber from EWM. The event marked 10 successful years of partnership between BOC and EWM. Tony Newnham, Head of SPW Group and BOC Welding Business said the event demonstrated how Welding 4.0 techniques can improve profitability and quality for Australian welders. “Welding technology is undergoing revolutionary change with the emergence of more automation
and data exchange between machines. TAFE Queensland Partners with Rheinmetall Defence Australia TAFE Queensland is partnering with the largest supplier of military vehicles, Rheinmetall Defence Australia positioning Queensland as an important land defence and industrial capability centre. Premier of Queensland Annastacia Palaszczuk, Minister for State Development and Manufacturing the Hon Cameron Dick MP and Minister for Training and Skills the Hon Shannon Fentiman MP launched the $170 million Military Vehicle Centre of Excellence (MILVEHCOE) in late February, also announcing TAFE Queensland’s commitment to delivering a full range of skills development programs to suit Rheinmetall’s current and future needs. One of the major challenges facing the production of military vehicles in Australia is the local engagement of suitably qualified welders that meet international certification standards required by defence markets. The partnership will bridge the international welding certification qualification gap in Australia by enabling the supply chain of defence and advanced manufacturing industries to attract appropriately skills welders, and upskill existing and transitional entrant welders to meeting the minimum international welding standard ISO 9606-1. TAFE Queensland has already been training experienced welders to the international standards demanded by defence following the purchase of 15 augmented reality welding simulators last year.

Western Australia Division News Australasian Oil and Gas Exhibition and Conference Held in Perth from March 11 to 13, the annual Australasian Oil and Gas (AOG) Exhibition and Conference is the largest oil and gas event in Australia. The free event brought together the entire supply chain, including over 8,000 attendees and 300 exhibitors for a three day showcase of local and international technology and services, with extensive networking opportunities. The speakers and program supported the theme for AOG 2020 of ‘ForWArd Together – Driving Opportunity, Generating Confidence’. Integral to the theme was the LNG Jobs Taskforce release of Operator Forward Work Plans will take place at AOG, via Operator Briefing sessions presented by Woodside Energy, Chevron Australia, Shell Australia and Santos. AOG attendees had the opportunity to engage directly with these operators. Northern Territory Division News $1.6 Billion to Upgrade RAAF Base Tindal The Federal Government will invest $1.6 billion to ensure the Australian Defence Force (ADF) can continue to deliver a potent air combat capability from the Northern Territory. Prime Minister Scott Morrison said the Government had approved a further $1.1 billion program of works at the RAAF Base Tindal, on top of the $495 million already invested in New Air Combat Capability infrastructure. “This investment is all about keeping Australians safe and putting Australians in jobs,” the Prime Minister said. “Over 300 jobs will be created in the construction phase alone. The investment is part of the $8 billion we are spending over the coming decade on Defence facilities in the Top End, as part of the Defence White Paper and under our Developing Northern Australia initiatives." “It will be integral to our Alliance with the United States, and increase the reach of Air Force capabilities in the Indo-Pacific.
Under the redevelopment projects, $737 million will go towards upgrading the airfield including extending the runway, building a new air movements terminal, parking apron and extra fuel storage facilities. An additional $437 million will provide critical base infrastructure upgrades, particularly engineering services on the base including power, water and sewage, as well as 108 new live-in units for Australian Defence Force personnel. Minister for Defence, Senator the Hon Linda Reynolds CSC said RAAF Base Tindal is one of our most important Defence bases. “The 2016 Defence White Paper identified Northern Australia as strategically important, both for national defence and as a forward base for regional engagement." Minister for Defence Industry, the Hon Melissa Price MP said Defence’s managing contractor will be required to maximise the involvement of local industry from the Katherine region and wider Northern Territory. “Hundreds of locals will be employed to deliver

Tasmania Division News Strong Economy Supports Tasmania's Future Tasmania’s economy is in the best shape it has been for 30 years, with 21,100 more jobs and 2,400 more businesses. Premier Peter Gutwein recently confirmed that 256,100 Tasmanians are now in work, there are more jobs in every Tasmanian region, with the highest annual employment growth rate in the country. “The Tasmanian Liberal Government came to office in 2014 with a staunch commitment to grow our economy and create more jobs, and that is what we have done. We have the fastest growing economy, and Tasmania is the most confident state, with more job-creating business investment, which is stimulating greater opportunities for more Tasmanians." “There are now 39,448 businesses operating across Tasmania, over 2,400 more since we first came to office in 2014, and an increase of 1,000 more businesses in the last year alone,” said Premier Gutwein. Premier Peter Gutwein said Tasmania’s Renewable Hydrogen Action Plan outlines real actions that will kick-start the renewable hydrogen industry in Tasmania, creating hundreds of jobs and injecting billions into the economy, particularly in regional areas. “We will invest $20 million through a Tasmanian Renewable Hydrogen Fund, provide up to $20 million in concessional loans and up to $10 million in support services which include competitive electricity supply arrangements and payroll tax relief, to drive industry development,” he said. “Our vision is that Tasmania will be commercially exporting hydrogen by 2030.” The Plan identified that a 1,000MW renewable hydrogen facility (approximately enough power for 1 million households) was feasible, creating an estimated 1,200 local jobs. Hydrogen, which can be used for a broad range of energy applications, is produced from water using electrolysis. Using Tasmania’s abundant renewable energy, hydrogen can be produced with zero emissions,
making it very attractive to both domestic and international markets, including Japan, South Korea, Singapore and China. Minister for Energy, Guy Barnett, said the Plan outlines that Tasmania’s natural and established advantages mean that renewable hydrogen can be produced up to 15% cheaper than from the mainland power grid, and up to 30% lower than from dedicated off-grid renewable resources. “Government funding will be delivered through a competitive Expression of Interest process, due to open in the coming weeks, which will align with the Australian Renewable Energy Agency’s (ARENA’s) $70 million hydrogen funding round,” said Minister Barnett. The Plan also outlines opportunities across government to increase hydrogen uptake including rolling out hydrogen buses, fleet vehicles and ferries. It is expected that private operators, such as Navigators, may also take up the option to use renewable hydrogen once it’s commercially available.
